FOREWORD
The Higher National Diploma (HND) in Social Development (Social Welfare Option) is designed to replace the syllabuses used by the
various institutions which produce manpower in the different sub-sectors of Community Development and Adult Education nationwide.
The acute shortage of professionally trained manpower in this field in the Nigerian society and the consequent “dire need to inculcate in
the individual social development practitioner the ethics of the profession through the acquisition of desirable values, knowledge and
skills” informed the production of this national curriculum.
It is the belief of the Board that this curriculum and course specifications is the minimum required to produce sound HND in Social
Development with specialization in Social Welfare; if properly offered with the required resources (qualified teaching staff in adequate
number and mix, adequate consumables, training materials, teaching aids), and qualified candidates are admitted in to the programme
will lead to the production of required skilled Social Development Workers.

lecturers of Polytechnics, Universities and similar institutions, Federal Ministry of Women Affairs and Social Development, National
Association of Social Workers (NASOW), Association of Medical Social Workers of Nigeria (AMSWON), National Association of
Social Work Educators (NASWE) and many others for their invaluable contributions to the development of the curriculum.

PROGRAMME: HIGHER NATIONAL DIPLOMA IN SOCIAL DEVELOPMENT (SOCIAL WELFARE OPTION).
GOAL:
The programme is designed to produce senior level manpower in social welfare for public organizations, international agencies, non-
governmental organizations, individual and private businesses.
OBJECTIVES:
On completion of the course, the diplomats should be able:
1.0 Design, plan and implement Social Welfare programmes.
2.0 Monitor and evaluate Social Welfare programmes.
3.0 Undertake direct and supportive role in academic, research and teaching.
4.0 Supervise and coordinate the activities of field staff.
5.0 Coordinate the activities of non-governmental, governmental and international organizations in Social Welfare issues.
6.0 Sensitize communities on Social Welfare issues.
7.0 Advise the government on Social Welfare Programmes.
8.0 Conduct assessment of Social Welfare Programmes.
9.0 Diagnose cases in Social Welfare as they affect programmes and proffer treatment.

CONDITIONS FOR THE AWARD OF HND
The Higher National Diploma will be awarded by authority of the Academic Board of the Institution. In general, conditions of the award
are based on successful completion of the following:
(i) Satisfactory performance evaluation of all prescribed course work which may include class work, tutorials, tests and
quizzes in the continuous assessment.
(ii) Satisfactory performance at all semester examinations.
Continuous assessment would contribute 40% while examinations should contribute 60% to make a total of 100%. The Higher
National Diploma is awarded in four classes:
Distinction - GPA of 3.50 and above
Upper Credit - GPA of 3.00 to 3.49
Lower Credit - GPA of 2.50 to 2.99
Pass - GPA of 2.00 to 2.49
Fail - GPA below 2.00
Institutions offering accredited programmes will award the Higher National Diploma to candidates who successfully completed the
programme after passing prescribed course work, examinations, quizzes, assignments and diploma projects. Such candidates should
have completed a minimum of between 72 and 80 credit units.

MINIMUM ENTRY REQUIREMENTS
The general entry requirements into the HND programme include:
(a) All the requirements for the admission into the National Diploma (ND) in Social Development.
(b) A minimum of Lower Credit Pass (with CGPA of 2.50 and above) in the ND.
(c) A minimum of one year cognate work experience.
(d) Diplomat with a pass level (CGPA of 2.00 – 2.49) in the ND examination with two or more years post qualification/cognate
work experience in the specific field may be considered for admission into the programme.
DURATION:
The Higher National Diploma (HND) programme is designed to run for four (4) semesters of 17 weeks each. With the course unit system
in behavioral context, a candidate must take at least 24 credit units per semester. The maximum is 30 credit units.
STRUCTURE:
The structure of the programme consists of four (4) semesters of classroom and practical activities in the institution. Each semester shall
be of 17 weeks duration made up as follows: 15 contact weeks of teaching i.e. lecturing, tutorials, assignments, quizzes, practical work
etc and 2 weeks for registration, revision and examination.

The curriculum for HND in Social Development consists of four main components, namely:
(i) General Education courses
(ii) Foundation courses
(iii) Professional courses and
(iv) Supervised Industrial Work Experience Scheme (SIWES)
GENERAL EDUCATION COMPONENT
This includes courses in Citizenship Education, General Science, Use of English/Communication in English
The General Education courses shall account for 10-15% of the total contact hours for the programme.
FOUNDATION COURSES
These include courses in Economics, Sociology, Psychology, Book-keeping, Social Research Method, etc. These courses shall constitute
between 20% and 25% of the total contact hours for the programme.
PROFESSIONAL COURSES
These are the specialized core courses which will give the student the theory and practical skills needed to practice social welfare. The
core courses shall account for 60-70 of the total contact hours of the programme.

SUPERVISED INDUSTRIAL WORK EXPERIENCE SCHEME (SIWES)
Tailor-made course outline shall be drawn up by the institution for the placement of students’ in relevant industries/establishments at a
convenient period of the programme.
FINAL YEAR HND PROJECT
The final year HND student in this programme is expected to carry out project work (not term papers). This could be on individual basis
or group work. It should be produced and bound by the student.

The Research Project shall be:
1. Given a suitable title which clearly defines the scope of the subject undertaken.
2. Approximately 7,500 words in length, with a minimum of 6,000 and a maximum of 10,000 words.
3. Submitted to the Department for assessment by 31st May or such other date the particular Department may decide.
4. Type written, double-spaced, preferably on International A4 size paper using on side of the paper only.
5. Presented in a suitable cover with the title of the study and the name of the candidate clearly stated on the outside.
