Enclosed you will find a grant project report for the NASBLA - Coast Guard Grant Agreement

1002.15. This report is for the period October1, 2010 – February 29, 2012.

I. Narrative Performance Report

Task 1: Identify, select and contract qualified course instructors. NASBLA contracted with four

instructors for the FY11 courses. They are Jim Getz, Illinois Department of Natural Resources

(retired); Gary Haupt, Missouri State Police; Ken Ripley, Tennessee Wildlife Resources Agency;

and Steve Mevers, Florida Fish & Wildlife Conservation Commission. Each of the individuals

has extensive experience in the instruction of the NASBLA boating accident investigation

courses, including development of the current course curriculum. Each brings a different regional

flavor and set of experiences to the instructor cadre, which will be helpful as we travel around the

country.

Task 2: Refine and update curriculum lesson plans, visual aids and other teaching components,

to include conversion of four hours of classroom instruction to web-based training. Each

instructor is responsible for keeping data current in the lesson plans they are assigned to by the

lead instructor. PowerPoint modules are constantly being modified to reflect changes in data and

techniques, and to improve the presentations so that the students can more easily grasp the

information presented to them. The NASBLA Training and Certification subcommittee and

student evaluations are critical components of updates to the curriculum.

NASBLA staff is responsible for the development and maintenance of the student manual.

Manuals were developed as a reference tool to supplement the PowerPoint modules, with each

module having a corresponding chapter in the manual. The manual also contains the U.S. Coast

Guard Recreational Boating Safety regulations and contact information for ABYC and SAE.

NASBLA staff maintains and produces each manual. Additionally, NASBLA staff procures and

produces the tool kit included with each manual. The tool kit contains the National Boating

Accident Investigation Field Guide and a boating accident drawing template, at a minimum.

Six modules from the Level I – Comprehensive accident investigation course was converted to

an e-learning course. The e-learning course covers modules including Accidents, B.A.R.D.,

Defect Notifications and Fraud; Standards and Regulations; Lightning and Other High Voltage

Accidents; Ignition Protection; Gasoline Fuel Systems; and Ventilation Systems. The e-learning

course takes approximately 3 hours to complete, including the final exam. Both the e-learning

and classroom portions of the class must be successfully completed in order to secure a

certificate. See attachment A for instructions on accessing the e-learning course materials.

Task 3: Identify and secure sites for six comprehensive accident investigation courses and one

advanced accident investigation course. NASBLA staff and program management team

members surveyed state members and sited courses in Phoenix, Arizona; Tallahassee, Florida;

Oklahoma City, Oklahoma; Salt Lake City, Utah; Springfield, Massachusetts; and Dunbar, West

Virginia. The Advanced course was held in Phoenix, Arizona. See Attachment B for course

rosters.

Task 4: Provide instruction for four Charleston, S.C. Marine Patrol Officer Course (MPOC)

training curriculum. The NASBLA-contracted instructors have taken on the responsibility of

updating the MPOC curriculum and providing instruction at the MPOC courses. The curriculum

was updated and PowerPoint modules were delivered to four classes in FY11.

Task 5: Coordinate storage of crashed boats. NASBLA currently has two sets of crashed vessels

for use in Level II – Advanced accident investigation courses. One set of crashed boats is stored

at the Arizona Game & Fish facility near Phoenix, Arizona. The second set of crashed vessels is

stored at the Pat Thomas Law Enforcement Academy in Havana, Florida.

Task 6: Recruit potential accident investigators for comprehensive and advanced courses. A

total of six Level I – Comprehensive and one Level II – Advanced boating accident investigation

courses were held in FY11. A total of 255 officers completed the Comprehensive course and 26

officers completed the Advanced course. See Attachment B for rosters.

Task 7: Provide logistical support for courses. NASBLA staff shipped all course materials to the

course sites, including student manuals, electronic meters, visual aids, tool kits and all other

items needed for the course. Staff worked with the hotel to ensure adequate space was available

for the class. Staff provided registration support, including sign in sheets, name badges, name

tents, and course rosters and certificates. Staff distributed the tool kit to each student, including a

manual, a set of accident templates, and the National Boating Accident Investigation Field

Guide. Staff worked with the host state to ensure the availability of boats for use during the

course.

Task 8: Conduct accident investigation courses. Courses were conducted in Phoenix, Arizona;

Tallahassee, Florida; Oklahoma City, Oklahoma; Salt Lake City, Utah; Springfield,

Massachusetts; and Dunbar, West Virginia. The Advanced course was held in Phoenix, Arizona.

See Attachment C for student evaluation reports.

Task 9: Maintain and update accident investigator database. All student data has been entered

into the student database. The database is current and correct.

II. Obstacles/Impediments

The incorporation of the e-learning course Learning Management System (LMS) into our

association Management System (AMS) was much more difficult and involved than we had

anticipated. This was our first attempt at installing e-learning into our system and we had several

challenges to overcome to make it happen. As a result, the e-learning modules were delivered

approximately 3 months behind schedule.

ATTACHMENT A – E-LEARNING ACCESS INSTRUCTIONS

Directions for completing Boating Accident Investigation e-learning course:

1. Go to the NASBLA web site at www.nasbla.org

2. Under Training tab at the top of the page, click on “Boating Accident Investigation Courses”

3. Click on “Level I – Comprehensive Course E-learning Modules”

4. Enter your user name and password, which was created when you signed up for the course.

5. Click the “Launch” button to the right of Accident Investigations

6. Click the green “Open” button on right

7. Click on “Module One: Accidents, BARD, Defect Notification and Fraud” in the column on the left

side of the page.

8. After you have completed Module One, close the module and continue through the rest of the

six modules. You can stop at any time and resume the course later if necessary.

9. After completing all the modules, take the Final Exam. You must get a score of 70 or better to

pass the e-learning course. You may re-take the exam if needed.

10. After successfully completing the e-learning course, your certificate will be mailed to you.
