1 Introduction

1.1 PreludeIndia has a long tradition as well as reputation of running premier educational institutions across the time including private higher education institutions such as “Gurukuls” (700-500 BC) and of “Medieval Cosmopolitan” universities especially at Takshila and Nalanda 2000 years ago. The system has metamorphosed itself from being simple to highly complex structure and the change has been sometimes in great quantum. The growth of these higher education institutions has been by leaps and bounds and one can witness the dramatic change in the ecology of Indian higher education system. Further, higher education in India today is neither elitist nor a luxury but a necessity. Some of the important dimensions of this change in the Indian higher education system are expansion, accessibility, affordability and quality.

For a long time, Indian education and Universities symbolized a sacred process of character building and nation building. The emphasis has always been on value education and so on and so forth. But last few decades have witnessed a paradigm shift with the influence of several key players and factors. Some of them are a) increased demand for higher education b) limited and diminishing role of the government c) spiraling economic and fiscal stress on higher education d) growing international competition from foreign universities e) increased levels of aspiration from working adults for higher education f) Need for addressing issues like access and equity in higher education coupled with expansion and excellence and g) entry and aggressive marketing strategies adopted by private players, etc,.

Even as our current education system owes its legacy to Macaulay’s education pattern in colonial preindependent India, it has given us a wide base of formal educational institutions which have touched a whopping 420 Universities and 20,000 colleges. A cursory glance at these institutions reflects a wide range of diversity and pluralism in the ecology of higher education. This shift in

the ecology of higher education has given birth to a host of issues and concerns. It appears that a majority of higher education institutions run like business enterprises. With a very few islands of excellence, the Indian higher education system looks like an ocean of moderate institutions with insufficient infrastructure and inadequate faculty.

Under such conditions, variations in standard and quality are natural outcomes. Arising out of the need for establishing quality assurance systems in education in the context of the proliferation of colleges all over the country, the Program of Action (PoA) 1992 of the National Policy on Education(NPE) in 1986 emphasized the need for a mechanism to be setup, which will encourage self-assessment in institutions and also Assessment and Accreditation by an external agency. In this context of consolidating the gains of our educational system and to ensure quality education, the setting up of the National Assessment and Accreditation Council (NAAC) was a historic step. The NAAC is an autonomous institution of the University Grants Commission (UGC) with its prime agenda to assess and accredit institutions of higher education in the country has been established in the year 16th September 1994 and is headquartered at Bangalore.

NAAC as a torch bearer of quality assurance among higher education institutions has completed a journey of more than a decade. NAAC has carved a niche for itself in the ecology of higher education in India. If by analogy, one compares the educational institutions to an ecosystem, it reflects natural ecosystem in many ways. Of the many components, producers and consumers are two important players in an ecosystem and one can see producers (faculty) and consumers (learners) even in this system. One major difference in the environs of academics is that a large number of ‘consumers’ (learners) would be the ‘producers’ of future as against the natural ecosystem where the consumers are always dependent on producers. The quality of what is ‘consumed’ in the educational institutions is the key to the future of productivity of learners, but one has to ensure that in this flow of quality from one generation to the next, the operation of the diminishing law of thermodynamics is prevented.

Through continuous and conscious efforts, NAAC sets a goal for itself to keep the educational institutions quality conscious and alive to the contemporary changes. So far, NAAC has created a better understanding of quality assurance and also has triggered quality assurance activities in the institutions of higher education. NAAC has also facilitated for the creation of database of accredited institutions and helped regulatory and funding agencies to make decisions on various issues based on NAAC’s assessment results. With all these, NAAC has generated a keen interest and concern about quality assurance among different stakeholders of higher education.

NAAC will continue to play this role – the role of helping higher education institutions to indulge in introspection…introspection to identify the strengths and weaknesses and to effect corrective

measures for benchmarking and continuous improvement. NAAC plays the role of a mirror/peer to help the institutions to have the serenity to take a look at the mirror and analyse dispassionately and make value judgments.

At present, the success of NAAC is measured by the number of Colleges (3858) and Universities (148) assessed and accredited. At a more philosophical level, the next question would be: who will assess the assessor? A complex question like this demands introspection on the part of NAAC, hence NAAC has tried to address the issue by inviting feedback from different stakeholders, both formal and informal, to make course corrections and carry forward. It is further worthwhile to get attestation by the international community of assessment and accreditation undertaken by NAAC.

The alarming changes in the Indian higher education ecosystem have thrown a plethora of challenges for the system in general and NAAC in particular.

The impact that the NAAC has made on Higher Education Institutions(HEIs) is evident from the number of quality assurance seminars and workshops that have been conducted in the year 2008-2009 in order to achieve its objectives. Hitherto, the NAAC has conducted awareness programs in almost all States and this has triggered many regional level and district level activities.

The process of assessment and accreditation has created a tremendous momentum among the academia on issues pertaining to quality and this has largely been due to the successful partnership between NAAC and the State governments. As per the guidelines and suggestions of NAAC, Out of 28 States, so far 25 States have established Quality Assurance Cells (QACs) at the State Level, except Jharkhand, Sikkim and Tripura.

In case of National Capital Territory and 6 union Territories i.e., NCT of Delhi, Andaman and Nicobar Islands, Chandigarh, Dadra and Nagar Haveli, Daman and Diu, Lakshadweep, and Pondicherry, the colleges are minimal, hence the Directorate/ Commissionerate of Higher Education of the respective UTs take care.

NAAC has sponsored and participated in many seminars, conferences and workshops in order to achieve its mandate. From 1st April 2007 onwards, NAAC had requested and encouraged all HEIs to establish IQACs, not only in the accredited institutions as part of the Minimum Institutional Requirements, but all. As a result of this as on 31st March 2009, around 50% of the accredited colleges and accredited universities have established Internal Quality Assurance Cells (IQACs). Also Affiliated/Constituent Colleges volunteering for Assessment for the first time, NAAC encourages them to establish a functional IQAC as part of Institutional Eligibility for Quality Assessment (IEQA).

NAAC is the member of the International Quality Assurance Agencies in Higher Education (INQAAHE) and a founder-member of Asia-Pacific Quality Network (APQN).

1.2 NAAC: ObjectivesThe objectives of NAAC is to assess and accredit institutions of higher learning, universities and colleges or one or more of their units, i.e., departments, schools, institutions, programmes, etc.

The main objectives of assessment and accreditation are to:

a) grade institutions of higher education and their programmes;

b) stimulate the academic environment and quality of teaching and research in these institutions;

c) help institutions realise their academic objectives;

d) promote necessary changes, innovations and reforms in all aspects of the institutions working for the above purpose;

e) encourage innovations, self evaluation and accountability in higher education.

In order to meet its mandate NAAC will:

a) Review periodically and revise and update as and when considered necessary in the light of experience gained the techniques and modalities of assessment;

b) Communicate the results of assessment and grading to the concerned institution in a form and manner appropriate for corrective action, rectification and self improvement;

c) Help and encourage the institutions in developing their own procedures, techniques and modalities for self evaluation;

d) Initiate research studies, in planning and evaluation of educational institutions, programmes etc.;

e) Ensure an optimised use of resources and the achievement of the identified goals of institutions of higher learning;

f) NAAC may collaborate with institutions, Indian and foreign, engaged in work of a similar nature and may also undertake on request assessment and accreditation of institutions of higher education, abroad.

1.3 Structure of NAACNAAC’s working is governed by the General Council (GC) and the Executive Committee (EC) on which University Grants Commission (UGC), All India Council for Technical Education (AICTE), Ministry of Human Resource Development (MHRD), Association of Indian Universities (AIU), Universities, Colleges and other professional institutions are represented. Senior academics and educational administrators are nominated as members on these two bodies.

3 Academic Activities

3.1 IntroductionThe prime agenda of NAAC is to assess and accredit Institutions of Higher Learning. During the year 2008-2009, NAAC has assessed and accredited 332 HEIs which include 268 Colleges for Accreditation; 1 College for Re-Assessment; 37 Colleges for Re-Accreditation; and 8 Universities for Accreditation; 18 Universities for Re-Accreditation;

NAAC is in constant collaboration with the State Governments by establishing Quality Assurance Cell (QAC) and State Level Quality Assurance Coordination Committee (SLQACC) in each State. So far 25 States, out of 28 States, have established QAC and NAAC is supporting this endeavor. This Cell primarily focuses on the preparation of the Colleges to undergo the processes of assessment and accreditation. Many quality improvement, programmes have been organized jointly by NAAC and QAC of States for Colleges.

The vision, mission and core objectives of the NAAC as stated are Quality Assurance in Higher Education. Assessment and Accreditation is the tool in reaching these objectives. NAAC academic activities may be viewed at two levels one is the Awareness programmes on Assessment and Accreditation and the other is the Post Accreditation Programmes. The awareness / promotional programmes mainly explains the policy, direction and guidelines of MHRD, UGC and NAAC for Assessment and Accreditation. The post accreditation activities on quality sustenance and quality enhancement are by means of sharing of Best Practices and preparing an Annual Quality Assurance Report (AQAR) by the functional Internal Quality Assurance Cell (IQAC) in each accredited College and University.

A programme or an activity may be a seminar, conference, workshop, symposium at the local, state, regional, national or international level. These activities are organized by NAAC in collaboration

with the State Governments, QACs, UGC-Academic Staff Colleges, Universities, or Colleges. Some of the activities are conducted by NAAC at the Headquarters itself. In addition to this NAAC also sponsor’s many academic activities in the form of seminars, workshops, conferences, etc to accredited Higher Education Institutions (HEIs). Either a NAAC staff or NAAC representative is present as a resource person in most of the programmes across the country. NAAC also constantly review its mechanisms, procedures and methodology. In addition to this NAAC brings out quality publications in collaboration with International agencies, research projects funded external agencies and NAAC academic staff participate in these activities.

NAAC regularly attends to International and National Quality Assurance Agencies for sharing and exchange of practices.

3.2 Programmes at HeadquartersAssessors Meet - General

An Assessors Briefing Programme(ABP) was organised during 16th - 17th April 2008. The assessors for the programmes comprised of former and present Vice-Chancellors, Directors of Higher Education Institutes, Principals of Accredited Colleges which have procured high grades and senior Professors from Universities, drawn from different parts of the country. Prof. S. Ravinchandra Reddy, Director(i/c), NAAC welcomed the gathering. Prof. V.S. Prasad, former Director, NAAC inaugurated and gave the overview of the programme. Resource persons include Dr. M. S. Shyamasundar, Dr. K Rama, Mr. B S Madhukar, Dr. Jagannath Patil, Deputy Advisers; Mr. B. S. Ponmudiraj, Mr. Ganesh Hegde, Dr. Sujata Shanbhag, Assistant Advisers. Prof Mariamma A Varghese, Former Senior Educational Consultant, NAAC; and Prof. Katre Shakuntala, Former Senior Academic Consultant, NAAC were the external resource persons.

World Environment Day

NAAC celebrated World Environment Day on 5 June 2008. On the occasion, the NAAC had organized a sapling plantation ceremony by the staff of NAAC at the NAAC campus. Prof. S. Ravichandra Reddy, Acting Director, NAAC, initiated the ceremony by planting a sapling in the lawn area of the NAAC campus followed by all officers and general staff of NAAC.

Australia A&A

Prof. Sid. Nair, Quality Advisor from Monash University, Australia visited NAAC on 9 June 2008. The visiting dignitary shared the experiences of Monash University with regard to Quality issues. Select Principals and faculty members of a few institutions of Bangalore also attended the sharing meeting.

USA A&A

Prof. Ramesh Narang, Associate Professor from Indiana-Purdue University, USA and member ABET visited NAAC on 22 July 2008. Prof. Narang with wide experience in the American Assessment System, had much to share with the NAAC counterparts. The sharing meeting made room for positive discussion on the Indian experience with regard to Assessment and Accreditation.

Independence Day Celebrations

The 62nd Indian Independence Day was celebrated with traditional gay and fervor at the NAAC new campus in Bangalore. Prof. S Ravichandra Reddy, Acting Director, NAAC hoisted the National Flag at the NAAC campus in the presence of NAAC officers, employees and their family members.

Prof. H. A. Ranganath appointed as Director, NAAC

Prof. H. A. Ranganath appointed as Director of NAAC and he was extended a hearty welcome by the NAAC family on 18 August 2008 at the NAAC Campus . A distinguished Professor of Zoology and Genetics, Prof. Ranganath was Vice Chancellor of Bangalore University prior to joining NAAC. Prof H.A. Ranganath earns credit for establishing a National Facility called ‘Drosphila Stock Center for Genetic Stocks of Drosophila’ at Mysore, which is the first and the only one of its kind. He is a distinguished fellow of National Academy of Sciences (FNASc), Indian Academy of Sciences (FASc), Indian National Science Academy (FNA) and Entomology Academy of India (FEAI). Dr. Ranganath has published a number of research papers in highly reputed journals such as Cell, Genetics, Genes and Genomics, Genome, Chromosoma, Genetica, Cytologia, Naturwissenchaften, Experientia and a host of others. As the Vice Chancellor of Bangalore University, Dr. Ranganath has achieved a rare distinction for having effected many innovative changes in the University within a short period. He has delivered technical/scientific lectures at University of Aberdeen, UK, University of Edinburgh, UK, University of Swansea, UK, University of Cambridge, UK, University of Sheffield, UK, Ruhr University, Germany, Indian Institute of Science, Bangalore besides many Universities and research Institutes in India and abroad. Members of NAAC family extended a warm and hearty welcome to Dr. Ranganath when he assumed office at the helm of NAAC- a distinguished institution set to assess and accredit higher education institutions across the country. Prof. Ranganath succeeds Prof V.S. Prasad, who completed his tenure in February 2008. During the interim period Prof. S. Ravichandra Reddy was the Acting Director. Dr. Ranganath sought the support of the entire staff of NAAC for the gigantic task of ensuring quality among HEIs.

Tree plantation at NAAC Campus

As part of its initiative to usher in eco-friendly awareness amongst NAAC staff and to commemorate its 14 years of establishment, the NAAC had arranged a tree plantation programme at its campus on 16th September, 2008. The programme was arranged in the front façade of the NAAC New campus which was attended by the Executive Committee, Finance Committee members of NAAC including NAAC faculty. Director, NAAC, initiated the plantation ceremony by planting fruit bearing saplings in the lawn area of the campus followed by other EC & FC members and NAAC staff. It may be noted here that NAAC has already undertaken a series of plantation spread across the entire five acre area of the NAAC new campus in the last two years. The new campus has priorities set out for working towards having a carbon neutral, eco-friendly environment aimed at energy conservation and rain water harvesting.

Assessors Interaction Meeting (AIM) was organised during 22 – 23 September 2008. Prof. H. A. Ranganath, Director, NAAC inaugurated and welcomed the gathering. Around 50 experts including former and present Vice-Chancellors, Principals and Professors across the country participated. Prof. V.S. Prasad, former Director, NAAC; Prof. S. P. Thyagarajan, former Vice-Chancellor, University of Madras; Prof. C. Thangamuthu, former Vice-Chancellor, Bharathidasan University; Prof Mariamma A Varghese, Former Senior Educational Consultant, NAAC; Dr. M. S. Shyamasundar, Dr. K Rama, Mr. B S Madhukar, Dr. Jagannath Patil, Deputy Advisers; Mr. B. S. Prasad, former Director, NAAC; Prof. S. Chandrashekhar Shetty, former Vice-Chancellor, Rajiv Gandhi University of Health Sciences, Bangalore; Prof. B. C. Chapparwal, former Vice-Chancellor, Devi Ahilya University, Indore; Prof. A. Sridharan, Adviser, IISc and former Deputy Director, IISc; Dr. M. S. Shyamasundar, Dr. K Rama, Mr. B S Madhukar, Dr. Jagannath Patil, Deputy Advisers; Mr. B. S. Ponmudiraj, Mr. Ganesh Hegde, Dr. Sujata Shanbhag, Assistant Advisers were the resource persons; Dr. K. MoU NAAC-NCTE

The NAAC and NCTE have entered in to a Memorandum of Understanding (MoU) in 2002 aimed to foster quality, assurance and quality sustenance in the Teacher Education system of the country. Following this a National Consultative Committee on Teacher Education Institutions was constituted to advice on the mechanisms and schemes for quality pursuance and sustenance and to provide periodic feedback on issue relating to Assessment and Accreditation. The MoU was extended for another period of three years in the year 2005 and the national Consultative Committee was also reconstituted. A meeting with NCTE officials was held at NAAC office on

Higher Education Council and counterparts from Kerala along with senior academic staff of NAAC participated in the deliberations. The UGC expert committee comprising Prof. Ranbir Singh, Prof. K. P. S. Unny, Dr. R.P. Gangurde, Prof. B.D. Buddiraja, Prof. Shorosimohan Dan, Prof. P. T. Abraham, (Former Principal,CMS College), Dr. P. Duraisamy, Prof. Sudhanshu Bhushan, Dr. K. N. Panikkar, Prof. N.S. Gajbhiye and Prof. M.Z. Khan deliberated on various issues related to affilliation system reforms. Prof. H. A.Ranganath, Director, NAAC made a presentation and proposed NAAC’s 4-tier model of quality assurance. Prof. S. P. Thyagrajan in his inaugural address provided an overview of issues discussed and summary of earlier meetings held at Delhi, Mumbai, Kolkata and Chandigarh. The committee also interacted with NAAC staff and perused the various facilities and infrastructure at NAAC campus. Ms. Parvati Bose represented the UGC along with Dr. Jeelani and Dr. Gopukumar from SWRO, Bangalore. Dr. Jagannath Patil, Deputy Adviser, NAAC coordinated the meeting.

Lecture Series

Prof. H. A. Ranganath, Director, NAAC has taken initiative to start the lecture series at NAAC by eminent educationist / academician / administrators. In this regard the first lecture has been inaugurated by Prof. S. Bisalaiah, Former Vice Chancellor, University of Agricultural Sciences, Bangalore on 2nd January 2009 and he spoke on “Research in Higher Education: Major Domains.” He motivated all the academic staff of NAAC to do more research on some of the key areas of Higher Education, which would be of greater help to many stakeholders including policy makers. Dr. M. S. Shyamasundar, Deputy Adviser coordinated his visit to NAAC.

QAC Heads Meet

A one-day meeting of Heads of Quality Assurance Cells (QACs) was organized by NAAC on 22 January 2009. This meeting was the third such meeting aimed at sharing of experiences in assessment and accreditation and motivates institutions to volunteer for future activities and strategies for taking forward the quality initiatives of NAAC. NAAC has assessed and accredited 3934 Colleges as on that date. As the success of NAAC in assessment and accreditation was possible with the support of the Department of Higher Education of the States and many others, the NAAC continuously interacts with the Department of Higher Education, Secretaries / Commissioners

of Higher Education, College Development Councils / Directors of Collegiate Education of respective States and the Vice Chancellors of various Universities to gain from their experiences on assessment and accreditation process of NAAC. On its part the NAAC continuously supports QACs of the State Governments for quality improvement activities. Twenty-eight Higher Education Department Heads / QACs Heads from different states were invited for the programme. Fifteen heads participated from 14 states. The programme started with the introductory remarks by Prof. H. A. Ranganath, Director, NAAC. He gave an overview of NAAC activities in relation to the QACs. The keynote address was delivered by Prof. S.P. Thyagarajan, former Vice-Chancellor, University of Madras. This meeting was coordinated by Dr. M S Shyamasundar, Deputy Adviser and Mr. B. S. Ponmudiraj, Assistant Adviser, NAAC.

Norway Delegation

A high-level Higher Education delegation from Norway visited NAAC on 27 February 2009. The visiting dignitaries interacted with NAAC officers and discussed matters of mutual interest. Dr. Jagannath Patil, Deputy Adviser and Mr. B. S. Ponmudiraj made a presentation on the NAAC assessment and accreditation processes. Dr. Jagannath Patil, Deputy Adviser coordinated the visit.

Prof. Goverdhan Mehta nominated as Chairman, EC-NAAC

Prof. Goverdhan Mehta has been nominated as the Chairman of the Executive Committee of NAAC for a successive second term from 16 March 2009 for a period of three years. Under the stewardship of Prof. Mehta, the NAAC has set many a benchmarks and has contributed enormously to the quality assurance and sustenance in the field of Higher Education in India. An outstanding Scientist of International repute, Prof. Mehta was a former Director of Indian Institute of Science, Bangalore. Prof. Mehta has to his credit more than 300 national and International publications. The fact that he is on the editorial board of 12 scientific journals stand testimony to the immense recognition and respect he draws from his peers. He has received many National and International Awards. Particular mention may be made of the Van Humboldt Award of Germany for Excellence in Science (the first Indian ever to receive it) and India’s most celebrated award, the Padma Shri in the year 2001. Prof. Mehta through various initiatives has been instrumental in raising the profile of NAAC at National and International arena. His penchant for taking on newer challenges in the quality assurance arena and promoting academic excellence, with increasing thrust on research components is well received by all stakeholders in the higher education. For the first time in NAAC’s 15 years of existence, NAAC has brought together the accredited institutions to celebrate their achievement irrespective of the grades that they have achieved.

Professor of Educational Policy at National University for Educational Planning and Administration (NUEPA), New Delhi. Prof. H.A. Ranganath, Director, NAAC welcomed the delegation and provided a glimpse of the activities undertaken by NAAC. Dr. M. S. Shyamasundar, Deputy Adviser, NAAC made a presentation which showcased NAAC & Quality initiatives taken up in the Higher Education sector, which was followed by a detailed discussion. All the academic staff of NAAC participated in the interaction which facilitated mutual learning and sharing of ideas. The visit was coordinated by Dr. M. S. Shyamasundar, Deputy Adviser, NAAC.

Delegate from COL

The NAAC and the Commonwealth of Learning (COL) has entered into an MoU to facilitate collaborative work on Quality Assurance in Higher Education Institutions. Since the MoU came into force NAAC has successfully completed the various activities envisaged in the MoU. The efforts of NAAC and COL in Capacity Building, Material Development and Awareness Campaigns on the importance of Quality Assurance in HEIs was highly appreciated by the stakeholders of both the agencies. Prof Abdur Rehman Umar, Education Specialist, COL visited NAAC on 25 March 2009 to discuss the progress made and possible extensions of NAAC-COL MoU including the new areas for collaborations. Dr. K. Rama, Deputy Adviser, NAAC coordinated the programme.

Taiwan delegation

A High Level Delegation consisting of six members headed by Dr. Si-Chen Lee, President of National Taiwan University, Taiwan visited NAAC on 26 March, 2009. The team comprised Dr. Michael J. K. Chen, Director of the Board, Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) as one of its members. The purpose of the visit was to promote mutual understanding of the higher education system in India and Taiwan and make each other abreast of the Assessment and Accreditation process followed in both the countries. The officers of NAAC participated in the meeting and Mr. B. S. Madhukar, Deputy Adviser, NAAC made a presentation on the higher education scenario in India and the assessment process followed by NAAC. During the interactions, it was felt that a Memorandum of Co-operation (MoC) between NAAC and HEEACT, may further help in strengthening the ties between the two countries. Mr. B. S. 3.3 Northern RegionNew Delhi

Round Table Forum Discussion was conducted by the British High Commissioner, His Excellency Sir Richard Stagg along with His Excellency Mr. John Mc Carthy, High Commissioner for Australia and His Excellency Mr. Rupert Holborow, High Commissioner for New Zealand on May 15, 2008 at the residence of British High Commissioner, New Delhi. The Round Table is the next stage in the policy dialogue on quality assurance in transnational education, which the United Kingdom and India have been pursuing under UKIERI (UK-India Education and Research Initiative) programme over the last 18 months, New Zealand and Australia have joined this dialogue recently in recognition of its importance to their own education partnerships with India, and the increasing interest from all education providers in forming partnerships with Indian counter parts. This meeting was attended by Mr. R. P. Agarwal, Secretary, Department of Higher Education, MHRD, Prof. S. K. Thorat, Chairman, University Grants Commission (UGC), Prof. Ved Prakash, Vice-Chancellor, National University of Educational Planning and Administration (NUEPA), Prof. S. Ravichandra Reddy, Acting Director, NAAC and Dr. M. S. Shyamasundar, Deputy Adviser, NAAC.

QAC, Government of Uttarakhand

NAAC sponsored one-day awareness programme for Principals and NAAC Coordinators of Government and private degree/ PG colleges of Uttarakhand was held at the Directorate of Higher Education, Haldwani, Nainital, on 16 July 2008.The programme was attended by 32 delegates from 23 institutions across the State. The programme was inaugurated by Prof. S. Ravichandra Reddy, Acting Director, NAAC. In his welcome address Mr. S. C. Sah, Deputy Director, Higher Education, Uttarakhand, exhorted the delegates to go for assessment and accreditation of all remaining 58 colleges, re-accreditation of 15 Government and 7 private colleges. Mr. B. S. Madhukar, Deputy Adviser, NAAC made a presentation on “New Methodology of NAAC Assessment and Accreditation”. Dr. C. D. Suntha, Coordinator, QAC, Government of Uttarakhand made a presentation which highlighted the issues and problems concerning new assessment criteria, quality aspects, quality indicators as wells as new grading system.

Lucknow, Uttar Pradesh

An awareness workshop was jointly organized by NAAC and Quality Assurance Cell (QAC), Government of Uttar Pradesh for Principals of Government Colleges and Aided Colleges of the State during 26th – 27th August 2008 respectively. About 400 Principals participated in the programme along with the officials form Commissionerate of Higher Education, Government of Uttar Pradesh. New Delhi

FICCI Higher Education Summit entitled “Higher Education at the Crossroads: Imperatives for Policy & Practice” was jointly organized by the Federation of Indian Chambers of Commerce and Industry (FICCI) and Ministry of Human Resource Development, Government of India during 25th – 26th November 2008 at Federation House, New Delhi, India. It was inaugurated by Mr. Montek Singh Ahluwalia, Deputy Chairman, Planning Commission, Government of India. Speaking on the occasion Mr. Ahluwalia emphasized on the commitment of the Government of India with regard to accessibility and assured huge allocation to the Higher Education sector during the 11th Five Year Plan. Besides setting up new institutions, care would be taken to strengthen the existing institutions, he said. Canada was the partner country in the conduct of the Summit. Prof. H. A. Ranganath, Director, NAAC during his presentation focused on the plurality and diversity in the higher education system in India. He suggested a model for quality promotion, evaluation and quality sustenance while advocating stringent regulations while setting up new HE institutions. Mr. Ganesh Hegde, Assistant Adviser, NAAC, briefed the delegates on the achievement of NAAC.

Roorkee, Uttarakhand

The Directorate of Higher Education, Uttarakhand organized a one-day seminar cum workshop on 30th December, 2008. A two-day NAAC sponsored National Conference on “Quality Management in Institutions of Higher Education” was organized by the International College for Girls, Jaipur during 16 - 17 March 2009. The first day had the inaugural session with his Excellency, the Governor of Rajasthan Shri S.K. Singh as the chief guest. Inaugurating the national Conference, His Excellency, Shri S.K. Singh stressed upon regularity as the key to quality and also emphasized the “Can do” attitude as important for acquiring knowledge. 3.4 Eastern and North-Eastern RegionQAC, Government of Mizoram

Quality Assurance Cell, Government of Mizoram in collaboration with Directorate of Higher and Technical Education, Government of Mizoram organized a two-day State-Level workshop during 29–30 May 2008 on “Quality Assurance and Enhancement - Strategies and Innovations”. The NAAC sponsored workshop was attended by 64 participants comprising Principals, Co¬ordinators and Senior Lecturers of different colleges in Mizoram. Prof. S. Lakhimpur Girls’ College, North Lakhimpur, Assam conducted a NAAC sponsored National Seminar on ‘Best Practices Promotion through Social Works’ on 12th – 13th September 2008. A paper entitled ‘Inclusive Governance, Inclusive Growth and Inclusive Peace’ was presented during the inaugural session. The National Seminar provided a platform to debate on various aspects like environmental issues, community health and other social issues through deliberations on topics such as “Development of Rural Community: Role of Students of Higher Educational Institutions”, and “Best Practices Promotion through Social Works; Partnership Approach to Agro-biodiversity Conservation in Assam”.

Government Saiha College, Saiha, Mizoram conducted a NAAC sponsored National Seminar on “Enhancement of Quality Education in Higher Education” on 13th – 14th October 2008. Dr. H. L. Malwawma, Director, Higher & Technical Education was the chief guest on the occasion. He delivered an informative and thought provoking speech on quality enhancement. NAAC sponsored two-day Seminar on the theme ‘IQAC and Quality sustenance’ was organized by B.Z.S.M. Mahavidyapith, Bankura, West Bengal during 12-13 February, 2009. In his keynote address Prof. J. K. Mahapatra, Professor, Department of Political Science, Berhampur University and Member, Executive Committee, NAAC deliberated on the role of students and teachers in quality enhancement. A two-day NAAC sponsored seminar on “Quality Enhancement in Aided – Accredited Educational Institutions” was held at Lal Bahadur College, Warangal, Andhra Pradesh during 27th – 28th September 2008. Prof. N. Linga Murthy, Vice-Chancellor, Kakatiya University was the Chief Guest and Prof. V. S. Prasad, Former Director, NAAC delivered the keynote address and other several delegates, teachers and students from local institutions participated.

Bengaluru, Karnataka

The Rajiv Gandhi University of Health Sciences (RGUHS), Bangalore organized an Interaction Meeting with affiliated Dental colleges of Karnataka on 3rd October 2008 and requested NAAC to make a presentation on the NAAC’s Assessment and Accreditation(A&A) process for Dental Colleges. The request was made in view of DCI mandating the Dental Colleges across the country, to preferably go in for A&A by NAAC. This apart, the RGUHS is thinking of linking A&A of NAAC to assigning permanent affiliation status/extension of affiliations. Prof H. A. Ranganath, Director, NAAC, Dr. K. Rama, Deputy Adviser and Dr. Sujata Shanbhag, Assistant Adviser from NAAC made a presentation on A&A process.

Ilkal, Bagalkot, Karnataka

A two-day NAAC sponsored seminar on “Innovative Practices in Degree Colleges for Ensuring Quality” was held at Shri Vijaya Mahantesh Arts, Science and Commerce College, Ilkal, Bagalkot, Karnataka during 6th – 7th November 2008. Nearly 250 delegates from different parts of Karnataka participated in the event of which 80 were student delegates. About 30 papers were presented on various aspects reflecting Innovative Practices under taken in various Degree Colleges for ensuring quality. Dr. M. I. Savadatti, Former Vice Chancellor of Mangalore University and UGC Member, inaugurated the seminar and also addressed the stressed the urgent need for addressing “Quality” and underlined the need for harnessing intellectual and physical infrastructure for the well being of an educational institution.

A two-day NAAC sponsored National Level Workshop on “Role of IQAC in implementing New Methodology of Assessment and Accreditation was held at Kukke Sri Subramanyeshwara College (KSS College) Subrahmanya, Karnataka during 9 - 10 January, 2009. Dr. M. S. Mudithaya, Director, Nitte Institute of Management Studies, Nitte University, Karkal inaugurated the workshop. Prof. K. E. Radhakrishna, Managing Director, Samudra Foundation, Bangalore delivered keynote address. Dr. Y. M. Jayaraj, Coordinator of IQAC Gulbarga University was the Chief Guest. Around 119 delegates from 59 colleges, including affiliated and autonomous institutions participated.

A one day workshop on ‘New Methodology in Accreditation’ was organized on 30 March 2009 for Principals and IQAC Coordinators of twenty-eight Government First Grade Colleges in Karnataka. The participant colleges have enjoyed accredited status for five years and have submitted Letter of Intent (Lol) to NAAC for Re-accreditation. The workshop was jointly organized by the Department of Collegiate Education, Government of Karnataka and NAAC. The meeting was held in the seminar hall of the Office of the Commissioner of Collegiate Education, Bangalore. The workshop was inaugurated by Dr. N. 3.7 International Academic EventsReduit, Mauritius

Dr. Jagannath Patil, Deputy Adviser, NAAC was invited as an international expert for Quality Audit of MG Institute at Reduit, Mauritius during 11 to 14 May 2008 by the Tertiary Education Commission of Government of Mauritius. The Quality Audit Panel comprised Dr Mark Hey, Audit Director, AUQA, Australia and Mr. D. Venithethan, Mauritius along with Dr. Patil. A seminar was also held on Quality Assurance in Mauritius during that period in which Dr. Jagannath Patil, Deputy Adviser, NAAC made a presentation on ‘Managing Quality in Higher Education - Role of Internal Quality Assurance Mechanisms’. The Honourbale Minister for Higher Education, Mauritius was the Chief Guest on the occasion.

Islamabad, Pakistan

On invitation from UNESCO, Islamabad, Dr. K. Rama, Deputy Adviser facilitated the focused group discussions and synthesized seminar sessions for the seminar and workshop on “Standards, Accreditation and Certification of Teacher Education in Pakistan”, August 27 – 28, 2008. She also provided expertise and assisted UNESCO, Islamabad in preparing a Quality Assurance and Accreditation Road Map for Teacher Education system in Pakistan.

Prof. H. A. Ranganath, Director, NAAC as a member of the Evaluation Panel to select application for collaborative programme delivery awards under UKIERI attended first meeting of the Evaluation Panel held at London on 15 October 2008.

Kathmandu, Nepal

The University Grants Commission (UGC), Nepal organized a three day workshop and training programme during October 20–22, 2008. The Commission has introduced the Quality Assurance and Accreditation (QAA) programme in the country under second higher education project. Dr. M. S. Shyamasundar, Deputy Adviser, NAAC actively participated as the resource person to handle a series of interactive sessions and made presentations on several aspects pertaining to quality assurance. He also acted as the commentator during the speech “Consideration on Improvement of the Chinese Quality Assurance System and Operational Mechanism” by Dr. Jiangyan Qiao, Executive Director of Shanghai Education Evaluation Institute on November 6 2008. The forum was mainly aimed at exchange of ideas and practices in QA community in Chinese higher education system with that of the neighboring countries of Asia.

Ministry of Human Resource Development (MHRD) had organized the bilateral meeting between India and New Zealand on 6 November 2008 and multilateral meeting amongst India, New Zealand, Australia and UK on 7 November 2008 at Shastri Bhavan, MHRD, New Delhi on mutual recognition of degrees/qualifications. Dr. M.S. Shyamasundar, Deputy Adviser, NAAC participated as the member of the working group. He made a presentation on “Assuring the quality of collaborative provisions” and participated in the discussions.

Prof. H. A. Ranganath, Director, NAAC participated in a Quality Audit of the University of Technology Mauritius as a Chair of the audit visit panel to the University of Technology Mauritius from 12-15 November 2008.

London, United Kingdom

The British Council, under UK-India Education and Research Initiative (UKIERI) had invited Dr. M. S. Shyamasundar, Deputy Adviser, NAAC to participate as a delegate in the Going Global 3: the UK’s largest International Education Conference in London during December 03-05, 2008. The conference provided ample scope for the delegates to deliberate on these approaches to support elements such as research, curriculum development, teaching, student experience and staff development. Different sessions during the conference covered a wide range of topics with particular focus given to institutional collaboration and partnership; student mobility and international student recruitment; the role of international student in promoting entrepreneurship; employability and internationalization. Dr. Shyamasundar participated in various workshops and other sessions which facilitated networking for NAAC.

Kualalampur, Malaysia

Malaysian Qualification Agency (MQA) has embarked on a series of workshops for training on institutional audit involving experts from international quality assurance bodies. On the invitation from MQA Dr. M. S. Shyamasundar, Deputy Adviser, NAAC participated in the two-day Workshop on Auditor’s Training for Institutional Audit during March 29-30, 2009 in Kualalampur, Malaysia as a trainer. Dr. Shyamasundar interacted with senior officials of MQA on issues related to quality assurance and possible collaborations between NAAC & MQA through Memorandum of Cooperation (MoC). An MoC between NAAC and MQA is on the anvil.

Papua New Guinea (PNG)

Dr. K. Rama was invited to organize a Capacity building workshop on Quality Assurance for the Higher Education Institutions of PNG and the Pacific Islands during March 2009. As a part of the programme the Quality Assurance Toolkit for Teacher Education Institutions jointly brought out by NAAC and COL was introduced for implementation by the Teacher Education providers of Papua New Guinea. Participants also successfully attempted contextualizing the toolkit and the quality indicators during the programme.

Online, UNESCO

The UNESCO, Bangkok has launched an online community of Asia Pacific Academic Recognition Network (APARNET) for which Dr. Jagannath Patil, Deputy Adviser, NAAC has been designated as the Moderator / coordinator. Representatives of about 60 countries in Asia Pacific region are the members of this network which was established to promote and facilitate discussion on quality assurance, qualification recognition and related issues among quality assurance agencies. The main aim of APARNET is to assist in the collection, dissemination and exchange of information relating to the recognition of academic qualifications and higher education systems.

APQN

As a founder member of Asia Pacific Quality Network (APQN), the NAAC has continued its significant contribution to the network, which has facilitated the professional development of NAAC staff through exchanging mutual benefits, participation as resource persons/participants in various workshops/conferences along with other QAAs of the network. For the last three years Dr. Jagannath Patil leads one of the international projects of APQN: the Project on Student Participation in Quality Assurance wherein Mr. B. S. Ponmudiraj, Assistant Adviser is also member of the Project Group. As a board member Dr. Patil also leads various committees and working groups of APQN including APQN membership drive, Database of Consultants and reviewers etc. Mr. B. S. Ponmudiraj, Assistant Adviser, NAAC has been designated by APQN as facilitator of its online forum on ‘Writing Evaluation Reports’. A group led by Mr. Ganesh Hedge, Assistant Adviser,

NAAC comprising Mr. D. S. Srikanth, Academic Professional represented India participating in the online forum along with 12 other teams from different countries.

MoU NAAC-COL

NAAC entered into a MoU with CoL on 5th November 2004 and agreed to collaborate on various activities relating to Quality Assurance in Higher Education. The MoU will remain in effect for a period of five years. Salient areas for collaboration agreed upon to include under the MoU are:

1. Compilation and dissemination of best practices and innovations in various higher education institutions including those offering teacher education courses by alternate modes.

2. Collection and publication of best practices and innovations in teacher training programmes and professional development of teachers.

3. Evolving process based quality indicators for different modes of higher education programmes specifically teacher education.

4. Networking of Quality Assurance Agencies and Higher Education Institutions across Commonwealth.

NAAC and COL have mutually benefitted by this collaboration.

AUQA, Australia

NAAC has entered into a Memorandum of Cooperation (MoC) with the Australian Universities Quality Agency (AUQA), which would facilitate a string of activities and sharing programmes for quality promotion. Dr. M. S. Shayamasundar had coordinated signing of MoC between NAAC and AUQA. As per the MoC, staff of NAAC and AUQA have been exchanged for a brief period under staff exchange programme. A one day seminar on “Cooperation and Quality Assurance” was jointly organized by NAAC and AUQA, in which delegates from both countries participated. A few of the NAAC officials also participated at the Auditors’ Training Programme organized in Australia. The MoC is effective from January 2006 and lasts for a period of three years, extendable for a further period of three years. Focus can be shifted to exchange of information, mutual understanding, collaborations, mutual recognition, establishment of best practices database, student participation in quality assurance etc., during the renewal period.

3.8 Library and Information ServicesThe library continues to support the academic and research activities of NAAC through well resourced collection of books and subscription to scholarly journals – Indian as well as International. The library collection focuses on the core area of Quality, Assessment, and Accreditation in Higher Education. In addition to providing access to books & journals, the library also functions as repository of Self Study Reports. There are currently 4500 SSR’s, RAR’s archived in the library. Large number of people from different corners of India visits the library to consult the SSR’s. During the year under review more than 200 academics from various colleges and Universities visited the library to consult these Reports.

All the In-house publications of NAAC are put on display at the library. Most of the visitors who come to NAAC have taken the opportunity to browse and buy many of these publications. Thus the library has been instrumental in showcasing the In-house scholarship of the NAAC and creating awareness about the academic/research work being carried out in NAAC.

During 2008-09 the library added 245 titles worth Rs. 4 lakhs for the benefit of the academics. The library subscribes to 56 International Journals.

4 Future Plans

In the third year of the XI plan period 2009-2010 onwards NAAC has planned achievable targets. Based on the experience of last 15 years of its operations, and keeping in view the future expectations of stakeholders, the NAAC has developed and initiated its Roadmap for the XI Plan, from the 1st of April 2007. The salient features of the Perspective Plan of NAAC are the result of diverse and varied experience of NAAC through the years.

Broadly the NAAC would focus on the following activities during the year 2009-2010 which includes the continuation of current activities as well as venturing into the new areas:

1. assessment and accreditation exercise which is the prime agenda

2. the development of a pool of trained Assessors’

3. dissemination of best practices amongst HEIs

4. promotion of IQACs in all Colleges and Universities.

5. supporting State Quality Assurance Cells

6. supporting Accredited Universities and Colleges for quality sustenance and enhancement activities.

7. bringing out research publications

8. bringing out case studies – state specific quality gaps based on accredited institutions data which may help the respective state

9. bringing out thematic publication on the current trend of assessment and accreditation

10. organizing the NAAC Accreditation Award Ceremony

11. celebrating the foundation day of NAAC

12. capacity building exercises for its staff

5 Administrative Activities

1. AnnualStockverificationAnnual stock verification of non-consumables, consumables, library and publications stock was carried out for the period ending 31st March 2009

2. Finance and AccountsThe statement of accounts for the year 2008-2009 compiled and audited by statutory auditors is adopted in the 18th Finance Committee meeting held on 30th September 2009 and approved by the 50th Executive Committee meeting held on 30th September 2009 (details in chapter 6).

3. NAAC Campus Development The works related to construction of NAAC campus is completed. NAAC guest house is made fully functional.

Action is taken to furnish NAAC board Room and Conference Room of NAAC with latest video conferencing and audio conferencing facility to meet the growing demand of the facility to improve and enhance the functioning to NAAC.

4. NAAC WebsiteA web site www.naacindia.org is appreciated and updated regularly. We have uploaded all our latest publications in the download section. Most of the reports and publications are easily downloadable and this section is helping the institutions to download all the important publications at their end without any extra cost. 5. ICT at NAAC Information and Communication Technology (ICT) section is very effective in supporting NAAC Accreditation and Assessment process. The information pertaining to visit dates, selection of members, etc., is available through customized software. Whole MIS module is developed and managed by technical personals in NAAC. All the computers are connected through the LAN network. High speed internet facility is provided to all the officers and employees of NAAC for effective functioning. There is a constant monitoring mechanism of systems in place. The section is upgraded as per the current needs when ever required. Windows Vista and Microsoft 2008 are used as operating systems and it is working as the backbone to the overall server management and administration. Networking division in ICT department is running through the Dell Manageable switches.

6. Purchase of new computersNew computers with high end configuration were purchased and also upgradation of certain software done during the year for the NAAC office.

7. Manpower SupportList of NAAC staff is given in annexure 7.1.

NAAC continues to outsource its additional manpower support requirement from time to time with external employment agencies.
