AMENDMENTS TO THE RULES OF PROCEDURE AND CONDUCT
OF BUSINESS IN THE NATIONAL ASSEMBLY, 2007
139. DR. NAFISA SHAH to seek leave under sub-rule (4) of rule 293 of the Rules of Procedure
and Conduct of Business in the National Assembly, 2007 to move the following amendments:-
"Insertion of new Chapter in the Rules of Procedure.- that in the Rules of Procedure and
Conduct of Business in the National Assembly, 2007, after Chapter XXII, the following new
Chapter shall be inserted, namely:-
"CHAPTER XXIII
PUBLIC PETITIONS
295 . Right of petition.-(1) A citizen or a person residing or having a registered office in
Pakistan, individually or in association with other persons shall have the right to file a petition,
addressed to the Speaker, titled as "Public Petition”, before the National Assembly on a matter
affecting him directly or indirectly. It shall contain the name, nationality and permanent address
of each petitioner.
(2) In case of more than one petitioners, it shall be filed through authorized representative on
behalf of others, who shall proceed the same on behalf of all.
(3) Every petition filed under this Chapter can be withdrawn by all or any one of the
petitioners either individually or jointly.
(4) A Petition filed under this Chapter must be preferably in official languages, i.e. in
English or Urdu. Petitions in provincial or local languages, Sindhi, Punjabi, Pashto, Balochi,
Kashmiri, Shina, Hindko or Brahvi shall also be considered provided that it must be
accompanied by the true translation of the petition in any of the official language.
(5) All Petitions filed under this chapter shall be entered in a Register in accordance with the
order and date of receipt of the same. The petitions which are not in conformity with the
sub-rule (2) shall not be entered in such register and will be returned to the applicant forthwith
along with the reasons of refusal.
(6) All Petitions entered and numbered in the Register shall be forwarded by the Speaker to
the Public Petitions Committee, which shall deal with the same in accordance with these Rules.
(7) Petitions declared inadmissible by the Committee shall be filed; the petitioner shall be
informed of the decision and the reasons for it. Where possible, alternative means of redress may
be recommended.
(8) Petitions, once registered, shall as a general rule become public documents, and the name
of the petitioner and the contents of the petition may be published by the National Assembly for
reasons of transparency.
(9) Notwithstanding the provisions contained in sub-rule (8), the petitioner may request that
his or her name shall not be disclosed in order to protect his or her privacy, or the same be
treated confidentially, in such case the National Assembly shall take all the necessary steps to
accord the request so made. Where the petitioner's complaint cannot be investigated for reasons
of anonymity, the petitioner shall be consulted so as to take further steps.
(10) Where the Committee deems it appropriate, it may refer the matter to the Ombudsman or
to the relevant Government departments or Divisions for redressal.
296. Examination of petitions and Report. -(1) Admissible petitions shall be considered by
the Committee where the petitioners may be invited to participate in meetings of the Committee
if their petition is to be the subject of discussion, or they may ask to be present. The right to
speak shall be granted to petitioners at the discretion of the Chair.

(2) The Committee shall submit report to the Speaker. The Committee shall, in particular,
inform Parliament of the measures taken by the Committee on petitions referred to them by the
Speaker.
(3) The Committee may seek opinions from other committees that have specific
responsibility for the issue under consideration.
(4) Where the report deals with, in particular, the application or interpretation of law or
proposed changes to existing law, the Standing Committee responsible for the subject-matter
shall be associated.
(5) When investigating petitions, establishing facts or seeking solutions the Committee may
organize fact-finding visits to the region concerned by the petition. Reports on the visit shall be
drafted by their participants.
(6) The petitioner shall be informed of the decision taken by the Committee and the reasons
for the decision. When consideration of an admissible petition has been concluded, it shall be
declared closed and the petitioner informed.”
140. DR. NAFISA SHAH to move under sub-rule (5) of rule 293 of the Rules of Procedure
and Conduct of Business in the National Assembly, 2007, that the proposed amendments be taken into
consideration.
141. DR. NAFISA SHAH to move that the proposed amendments in the Rules of Procedure
and Conduct of Business in the National Assembly, 2007, be adopted.
142. DR. NAFISA SHAH to seek leave under sub-rule (4) of rule 293 of the Rules of Procedure
and Conduct of Business in the National Assembly, 2007 to move the following amendments:-
"Amendment in Rule 108 of the Rules of Procedure.- that in the Rules of Procedure and
Conduct of Business in the National Assembly, 2007, in rule 108, sub-rule (1) the following
amendment may be made:-
1. The Speaker or Chairman of a Committee shall summon a member in custody on
the charge of bailable or non-bailable offence to attend a sitting or sittings of the
Assembly or meeting of a Committee of which he is a member.
143. DR. NAFISA SHAH to move under sub-rule (5) of rule 293 of the Rules of Procedure
and Conduct of Business in the National Assembly, 2007, that the proposed amendments be taken into
consideration.
144. DR. NAFISA SHAH to move that the proposed amendments in the Rules of Procedure
and Conduct of Business in the National Assembly, 2007, be adopted.
