� Founded in April 2008 as the “European Regions and

Municipalities Partnership for Hydrogen and Fuel Cells”.

� Partnership of more than 30 European regions and cities with

relevant activities in the field of hydrogen and fuel cells.

� Legal and operational structure (board, office, budget)

� Regular Membership survey to define priority areas,

prepare annual work plan and provide statistical data.

Coordination between the European Regions

� Harmonisation of regional activities across Europe

� Initiation of common and inter-regional projects (actions)

Towards Joint Undertaking for Fuel Cells and Hydrogen, FCH

JU, and other EU programs and organizations:

� Representation of the European Hydrogen regions

towards the European organisations on FCH topics

� Harmonisation of regional, national and European

activities and funding

� Initiation and implementation of coordinated projects

HyRaMP Activities – Project involvement

� HyRaMP is already involved in FCH JU projects both as a

partner organisation as well as a co-financer

� H2 moves Scandinavia

HyRaMP facilitates European roadshows of h2moves cars

across several European regions (dissemination by local

events).

� Bus proposal for the FCH JU Second Call

HyRaMP coordinates general dissemination in strong

collaboration with h2moves Scandinavia and other

ongoing projects.

� Currently several proposals in the second call ask for

HyRaMP’s support for dissemination as well.

� HyRaMP facilitates the participation of regions in

Collaboration SRG and HyRaMP: Legislation

Status:

� Current EU/national legislation does not yet consider impact on

hydrogen and fuel cell development;

� EU Clean and Energy Efficient Vehicles Strategy includes only

references to need for standardization, but MS take responsibility

for its ambitious objectives! (Council conclusions, May 25).

� EU Lead Market Initiative for Renewable Energy includes review of

EU/national legislation’s impact on RE development

SRG-HyRaMP collaboration

1. Joint Proposal for FCH JU topic on Review of impact of current EU

legislation on hydrogen development.

2. SRG/HyRaMP facilitates survey of national legislation impact on

local H2 and FC development.

Collaboration SRG and HyRaMP: Procurement

Status:

� Joint trans-regional procurement is difficult because of national restrictions:

EU Green Procurement Directives seem to facilitate joint procurement;

� EU Directive for the promotion of clean and energy efficient road vehicles

requires inclusion of Life Cycle Costs in acquisition of vehicles for public fleets.

� Council Conclusions on EU Clean and Energy Efficient Vehicles Strategy’s ask

for Commission action on “grouped purchases of large numbers of clean

vehicles.

SRG-HyRaMP activity:

1. Propose FCH JU topic to facilitate grouped purchases by public authorities of

fuel cell vehicles; analyse national and regional restrictions.

2. Align FCHV projects with transnational electric battery pilot projects

(Strasbourg-Stuttgart?)

Collaboration SRG and HyRaMP: R&D

Status:

1. FCH JU is part of EU Strategic Energy Technology Plan (under DG

Energy budget responsibility): DG Energy focus is grid

reinforcement and big impact projects (energy storage etc.)

2. Six new European Industrial Initiatives (EII) will be inaugurated in

2010 (Wind, Solar, Biomass, Smart Grids, CCS, Smart Cities).

3. H2 is “carrier” for most of the EII: local energy and transport

systems will include all energy technologies plus need storage.

SRG-HyRaMP collaboration

1. Suggest FCH JU topic to identify areas of joint interest of EII and

FCH JU (RE storage, grid balancing, tech transfer);

2. Set up horizontal dissemination program for national and local

authorities to explain deployment of each technology .
