I have also been thinking about a public meeting for the Coupeville community, but have been debating the best format. Indeed, this was one of the topics I wished to discuss with you at our meeting. It is clear that there is a deep misunderstanding of the section 106 process in the community, so a teaching opportunity is definitely present. I also know that many in the community do not know that my position exists at NASWI or what my role is as CR Program Manager. I will recommend a public meeting when everyone returns following the holidays. Please find below a couple of minor clarifications. For #3, the resumption of training activities at OLF is covered under the 2005 EA and 2011 supplement. I misspoke on the phone this morning when referring to an EIS. After the holidays I will clarify the section 106 for the 2005 EA, but I have a copy of the FONZI and the FONZI could not have been signed unless the section 106 was complete. For #4. Navy policy requires section 106 be completed prior NEPA finalization. To be more specific, in order to get to a ROD or FONSI, the Navy requires that section 106 is complete. Typically, and as will be the case under my program, section 106 is completed prior to the draft EA or EIS going public. According to the timeline for this EIS, the notice of availability for the Draft EIS is planned for mid-2015. Section 106 consultation will occur well before that time. Once the EIS team has developed a number of alternatives we will begin consultation to help guide the selection of a preferred alternative. The website for the upcoming Growler EIS is located at http://www.whidbeyeis.com/. To be clear, the NEPA analysis cannot be completed until after the section 106 consultation has occurred. All section 106 is conducted through the cultural resources program at NAS Whidbey Island.

  • Section 106 consultation record of the 2004 EIS to see if the 106 consultation was combined with the NEPA analysis at that time. 4) In regard to the operation of the new Growler aircraft, you said the intent of the Navy is to combine the 106 consultation with the NEPA analysis and you will be sending the SHPO a letter to that effect at an undetermined date in 2014. Since the NEPA staff is out of the office until the new year, you will not know when that process will be initiated until they return.
