This Management Plan is developed pursuant to Section 196 of the Local Government Act 1999.
This Plan partially replaces the Naracoorte North Parklands Management Plan endorsed by Council on 25 November 2008.

Introduction The Naracoorte & District Sports Centre (Sports Centre) is an important sporting hub for the local and regional community. Equity of access to and for participation in sport and recreation is a key objective of the Naracoorte Lucindale Council (Council) Strategic Plan. Theme 3 - Harmony and Culture A safe, healthy and diverse community celebrating our similarities and differences. The Sports Centre has been established on Crown land under the care, control and management of Council. The land is leased from Council by the Sports Centre until 2034. The Naracoorte & District Sports Centre Committee includes representatives from the individual Clubs located at the site, including football, netball, tennis, hockey, soccer, squash, basketball, angling, drag racing (SEDRA) and the men’s shed. The area also includes a community garden, and hosts the Kowree Naracoorte Football League headquarters. The Council has endorsed an Open Space Strategy (Strategy) to ensure the provision of high quality open space for all residents and visitors to the Council area. The Strategy is premised on the
community having access to useable, safe and attractive open spaces; and that these spaces are managed to the highest standards that reflect the needs and uses of the community. The Strategy categorises open space in the Council area. The Sports Centre is categorised as District open space, as it is used by the wider community and includes areas that people choose to visit for the purpose of specific sporting activities.
Sport and Recreation is an essential part of community life. It provides an opportunity for people of all ages and abilities to build social networks, develop new skills and enjoy the health benefits derived from participation in physical activity.
Implicit to sport and recreation facilities is that they accommodate a broad range of needs and that they allow for wide community access. Recognising that recreation participation evolves over time with changing community profiles, participation trends and social agendas, the cornerstone of effective recreation environs is that they have the capacity to evolve with the community and cater for the community’s needs both now and in the future.
The Clubs were invited to complete a survey in 2015 to provide information on membership, maintenance requirements, financial situation, infrastructure and other aspects of their operations and what they see for their Club in the future. This information has been used to develop this Plan.
The surveys indicated: • Maintenance of infrastructure is required e.g. Painting, lighting, cleaning, field surfaces,
sprinklers & watering systems, upkeep of surrounds, gardening, sanding, cleaning, re- surfacing of courts and mowing
• Costs are incurred from break & enter attempts and vandalism
Council retains responsibility for the nominated areas as indicated on the plan at Appendix A
Objectives & Performance Targets Objectives and performance targets for the management of the Sports Centre include:
• Continuation as the premium sporting facility for Naracoorte & district. • Maintenance, replacement, development and upgrade of the land and associated facilities • Ensuring all Clubs are consulted and involved in determining the future direction for the Sports
Centre • Encouraging the consolidation of sporting infrastructure at the Sports Centre to improve
efficiencies by sharing facilities, administration, volunteers and reducing ongoing costs.
Annual Operating Costs Annual operating costs vary from $9,900 to $130,000. This relates directly to the size of the organisation, infrastructure involved, membership numbers etc.
Water usage The Sports Centre is serviced by three bores located at the football, soccer and hockey fields. Ongoing monitoring of water usage within the area is essential to ensure efficient use of the allocated water.
Income (including Sponsorship) and Expenditure In response to the survey, most Clubs described their financial position as “fair” with four clubs suggesting they were in a “good” or “comfortable” position and one club indicating their position as “poor”.

Volunteers Volunteers of not for profit organisations are essential. Volunteers are often the difference in whether a sporting or recreational group succeeds, with the hours that volunteers contribute being as valuable as financial donations.
Survey results acknowledged the value of volunteering. The table below includes volunteer numbers at each Club: -

Shared Facilities, Events and Liquor Licencing In addition to regular use by the individual Clubs the facilities are currently used for a number of events and activities throughout the year and in some instances the Clubrooms are available for hire.
Football, netball and tennis share clubroom facilities (Combined Clubrooms). The Soccer Club share facilities with the Rugby Club and also uses the Hockey field as a warm up area prior to matches. It is anticipated that the SEDRA clubrooms will be used by the Naracoorte Amateur Radio Club and the Naracoorte Working Sheep Dog Association. Car parking facilities are shared.
The Naracoorte High School, located nearby, has access to Hockey fields, Basketball stadium and Squash Courts as required.
Liquor Licences are held by the Squash Club (restricted), Combined Clubrooms, Football Club and Soccer Club (restricted).

Process for Clubs to Alter, Upgrade or Install New Infrastructure The following process is to be followed by all Clubs when seeking to alter, upgrade or install new infrastructure. This process may take some time; therefore, Clubs need to plan in advance.
• Refer to Lease Agreement to determine if Council or Crown approval is required. Minor infrastructure (e.g. installing a tap or repainting the inside of the clubrooms) may not require Council approval.
If Council Approval is Required: • Individual Clubs need to seek support from the Sports Centre prior to seeking Council approval • Formal approval must be sought from Council. Written application must include all details
about the project and supporting letter or copy of minutes from the Sports Centre (Note: This step of the process is not seeking development consent.)
• Ministerial approval will also be required as this is Crown land; Council will seek this approval on your behalf
• Following formal approval by Council and the Minister, the Club must apply for development consent and any other legislative approvals required
Note: Council support and development consent are two separate approvals.
Process for Seeking Council support for an External Grant Submission When seeking Council support for an external Grant Submission:
• Clubs must follow the steps outlined above, with the exception of applying for development consent and any other legislative approvals required
• By providing support for a grant submission, Council is implying that it supports the intended purpose of the application
Summary The ongoing viability and vibrancy of the Sports Centre as the premium sporting facility for Naracoorte & district will be the measurement of success in achieving the objectives and performance targets of this Plan.
