Global Safety Information Exchange
Memorandum of Understanding signed by:
– European Commission
– International Air Transport Association
– International Civil Aviation Organization
– US Department of Transportation Intent is to identify safety information that can be exchanged
to enhance risk reduction activities Participants will develop a mechanism for sharing such
information in an efficient and timely manner Will gradually be expanded to include other stakeholders in
international civil aviation community

Issue:– Information sharing requires investment of time &
resources Expected outcome:– ICAO is working with Member States & industry partners to
facilitate exchange of safety information
But, there are Costs…

Issues:– Shared information has potential to apportion
blame or liability, or compromise organizational interests
– Managing interactions between safety and judicial authorities
– Conceptualizing an “open reporting culture” worldwide
– Balancing the protection of safety information and the proper administration of justice
The Way Forward:– The ICAO multidisciplinary Safety Information
Protection Task Force will develop protective standards & recommended practices

Code of Conduct
ICAO will develop a code of conduct on the sharing of safety information which will incorporate:
– Principle of transparency
– Need for safety information to be used in a fair and consistent manner, solely to improve aviation safety and not for inappropriate purposes
