Section 1 - Background

One important opportunity we have is the chance to promotion Workplace Health and Safety (WHS) within our organisation. This is often achieved through the development of an Annual WHS Promotion Plan and is audited through the NSW Health OHS&IM Profile. This handbook provides a WHS Promotion Calendar which facilities can adopt, along with a range of promotional ideas and resources. The purpose of the WHS Promotion Calendar is to regularly reinforce the awareness of workplace safety by running simple yet effective promotions. The Organisation WHS Promotion Calendar has been developed in an effort to coordinate a consistent WHS theme, which can be promoted across SESLHD.

Section 2 - Principles Regular communication and promotion of WHS themes raises the awareness of workers and visitors. WHS promotion helps to reinforce a safety culture and is an integral part of the Health and Safety (HS) Committee. This handbook has been developed to assist HS Committees and Management, in developing an annual WHS Promotional Plan. It contains a generic calendar for 2014 as well as a range of fun promotional ideas which can be adopted. The themes in the calendar have been derived by assessing past incident causes, previous themes and the incorporation of all services across the organisation. The calendar provides a generic approach that can be tailored to suit individual sites and/or departments. At the same time, a consistent theme will be applied across the area. E.g. 1st Quarter includes Travel and Fatigue - sites or departments may choose an action/event which focuses on this theme, such as trip planning and varying tasks. The calendars can be downloaded and saved to your directory. From here you can modify the events to be promoted by adding text below the dates or modify the list of promotional activities. You can then print or email the calendar to ensure everyone in your department is aware of the upcoming theme. The WHS Promotional Guide is broken into 3 core sections –

Accident awareness

Review your incident and accident statistics and look at new ways of increasing accident awareness among managers and workers. You could:

Present the accident statistics such as ―X days worked since the last accident‖ on notice boards, in newsletters, via email, etc.

Use something visual to measure the number of days since the last accident i.e. a thermometer that goes up one 1 degree for each day since the last accident, and drops back to zero should there be an accident.

Set formal targets for the Area/Network Facility/Service to achieve, e.g. working 100,000 hours without a lost-time injury (roughly equivalent to 50 people working fulltime for one year, or one person working over a lifetime).

During safety week, you could award ―spot prizes‖ for workers that are seen to act safely.

Breakfasts and barbecues

Have a workers breakfast or BBQ. Some ideas to add interest to a breakfast or BBQ:

Display balloons or banners with safety message.

Invite a guest speaker.

Hand out WHS and IM information sheets.

Present novelty items such as caps, tee-shirts, etc.

Announce winners of safety poster competition.

Announce the programme of upcoming safety and injury management events i.e. seminars and training sessions.

Present an award for best workers suggestion for improving WHS or the ―most improved Department‖.

Hold a safety quiz.

Community awareness activities

Get involved in local community safety events. Contact WorkCover or your Local Council to find out what is happening in your area this year. Think about how to get involved i.e. run a safety stall, a health check stall or sponsor a school safety poster competition or Organise safety promotions at work that the community can benefit from as well.

Promotional displays on safety i.e. household chemical safety; hearing safety, eye safety.

Health promotion displays: i.e. promoting Women and Men’s Health, cholesterol checks, diabetes week, etc.

Safety Demonstrations.

Safety seminars i.e. driving safety.

Displays and exhibitions

Consider setting up a health and safety display in a suitable place where workers spend time — such as the cafeteria, workers lunch rooms or the local libraries.

Safety announcement from management.

Posters.

Safety hints/reminders.

Information sheets.

Photographs.

Occupational safety and health publications.

Think about setting up a centre of excellence:

Carrying the above idea a few steps further, can you set up a ―centre of excellence‖ on health and safety, and invite others to an open day to see how it’s done?

Can the health and safety solutions you’ve developed be applied in other departments?

How can information best be shared?

Can you network with other departments to share solutions?

Engaging suggestion schemes

How about a suggestion scheme for ways to improve Health and Safety at work? Think about offering a prize/reward for the suggestion that leads to the best/most innovative safety improvement. Some points to consider:

How will you explain and ―sell‖ the scheme to workers?

How will workers put forward their ideas (in writing/orally) and to whom?

What prizes/rewards will be offered?

Will it be an individual/team award?

Who will evaluate the suggestions?

What will be done to ensure that suggestions are acted on and followed up?

Will the scheme be a once a year activity or a regular activity i.e. each month?

Fun runs (and more)

What about a ―Fun Run‖ to launch Safety Week? It’s good physical exercise but if that doesn’t have any takers how about:

A safety obstacle or orienteering course where participants have to answer safety questions to move from one point to another, with a range of spot prizes awarded, and a main prize for the first person to complete the course.

A safety Olympics with games involving safety gear and knowledge.

A golf day (or mini golf): Each of the holes could be sponsored by a local safety supplier, with health and safety questions to be answered at each hole and a range of spot prizes awarded.

Combining a safety promotion with one of the social club activities.

With imagination, you can incorporate a health and safety angle into any activity like this. Can you organise a competition with other workplaces in the area — or with your suppliers or clients?

Guest speakers

Invite a guest speaker to address your workers. Depending on the interests of your workers (and who’s available in your area) that person could be a prominent:

Sports person or entertainer/artist/comedian.

Community/business person.

Visiting expert in some field.

Points to consider

What do you want the speaker to cover in his/her talk?

How long will they speak for?

Do you have the background/biographical information you need to introduce the speaker?

Will there be questions at the end of the talk?

Have you provided appropriate, chair/ table/rostrum for speaker, glass of water, microphone, overhead projector, pointer, white board, pens and other audiovisual aids?

Is it appropriate/ necessary to pay a speaker’s fee, expenses or present a gift?

Will there be refreshments to follow?

Health promotions

Run health promotions to promote health and well being. Think about health issues which may not be directly related to workplace safety, but may still affect workers wellbeing. For example:

Stress and fatigue Hearing loss Healthy eating Smoking

Alcohol Diabetes Asthma Cancer

Heart disease Physical fitness Men’s health issues Women’s health issues.

Provide information, publicity materials and advice. In some cases guest speakers are available through national organisations such as the Heart Foundation, Cancer Society and Alcoholic Liquor Advisory Council. Also consider the wealth of knowledge and expertise within this organization that could help with promoting these topics.

Information sheets

Develop and provide basic WHS&IM Information Sheets on key topics i.e.: Chemical safety Manual handling Noise Slip/Trip/Fall Chemical spills Computer ergonomics Working at Height Laser safety First Aid Welding safety Scaffolding Safety Ladder Safety A single-sided A4 page is an ideal format for information sheets to hand out to workers. If you want an information sheet to display on a noticeboard or wall, it’s better to enlarge it to A3 size on a photocopier.

Hints

Stick to essential information, like do’s and don’ts, rather than lengthy explanations.

Keep the language simple.

Explain unfamiliar or technical terms.

Ensure type is a legible size and allow adequate margins and white space.

Other Points to Consider

How will you ensure that workers read, understand and act on the information you present?

Do you need to provide information sheets in languages other than English?

Jelly beans and other sweet treats

Popular with adults and kids alike! Use sweets as random spot prizes and rewards for workers that are spotted doing the safe thing. An alternative to sweets is novelty items printed with a safety message i.e. pens, key rings, mugs, etc.

Kites, flags, banners,

Make a big, bold statement without blowing big bucks!

Easiest and cheapest way to decorate the workplace is with balloons. Find a company that will print your safety message on the balloons.

Make and fly kites with safety messages….fun for kids of all ages. Kite patterns are available in most craft book sections of department stores and news agencies. You could offer a prize for the most original kite, most original safety message, etc.

Check out the cost of having a flag or banner professionally made. Can it be designed so that it can be used for other promotional/display purposes?

If this is beyond your budget? Flags and banners for indoor use can be made of a cheap material like calico and painted with poster paints.

Hint Could you get the local children’s ward involved in making the banners, kites, etc? I.e. Captain starship. Think about joining up with other facilities/services to cut costs i.e. bulk buying balloons, share banners, etc.

Launches and promotions

Launch something new for example a new safety product, safety equipment, safety program, safety handbook, etc. Hint: Think about inviting Media/PR to take photos and write the launch up in the next newsletter

Some points to consider:

Who are your target groups?

How will you entice them to attend the launch/promotion?

What are the most appropriate venue and time to get the most people there?

What information will you have available to provide workers about the product or program?

Will you need to organize refreshments i.e. morning tea?

Mailers and workers communications

A letter to workers signed by the Sector General Manager can be an excellent way to promote safety. The purpose of the letter may be to:

State management’s commitment to safety and to promote a special safety promotion.

Congratulate workers on improved safety i.e. reduction in number or severity of incidents; or improved compliance.

The letter should be personalised (i.e. with the recipient’s name) positive and friendly in tone and be written in plain English ……If you’re only accustomed to writing ―official‖ letters, don’t be afraid to get help from Media/PR or someone else experienced in writing these types of letters. Other ways to communicate safety:

Print pay slips with a safety message.

Include a safety message on your voicemail.

Customise your computer screen savers with a safety message.

Newsletters and magazines

Use the Area and local newsletters to promote health and safety:

Ask WHS and other personnel to write articles on relevant safety topics.

Include accident information i.e. the number of accident free days.

Information on upcoming training and promotional events.

Include a safety crossword or quiz.

Promote safety competitions.

Subscribe to safety journals and make them available to workers via the local libraries Ask the Organise for copies of the WorkCover Magazine to be delivered or emailed to all workplaces.

Opportunities for health and safety visits

Think about putting in place a safety visits programme which invites various local health and safety workers to visit each workplace throughout the year and provide education and advice on making the workplace a safe place to be. WHS Coordinators are an obvious choice, but what about all the other health and safety experts that we employ think about utilising:

Fire safety officers

Security officers Waste management Hotel services

Workers Health Infection Control Hearing and Eye Clinics

OT's and Physios

Radiation Safety Officer

If you don’t employ the expert you need, see if you can arrange for someone from another facility to come over and join the WHS visits program. Maybe consider a swap program where facilities/services band together and swap their experts with each other.

Posters

Colourful posters on notice boards or at suitable spots in the workplace are good for raising awareness of health and safety issues. Big, bold designs with a simple safety message or catchy slogan work best. Posters can be reproduced by colour photocopying at a reasonable cost.

Check out what other posters are available from WorkCover or safety suppliers.

If you know someone in the workplace that is artistic think about getting them to make some in-house posters!

Think about running a competition for kids for the best health or safety poster. Type up an entry form with the rules and conditions, age groups and prizes offered. Send the form home with your workers. At a special award presentation announce the winner(s) and display all entries. Points to consider Posters get ―tired‖ and become ―invisible‖ if left up for too long. To maintain interest you

should aim to replace them with different ones at regular intervals throughout the year.

Would it be feasible to run a safety poster/banner competition in conjunction with your local primary or secondary school?

Quizzes

Quizzes appeal to most people and when properly planned can be an entertaining way to increase WHS knowledge and awareness.

Consider adapting a well known quiz show or game and making it safety focused e.g.: Safety Mastermind, Trivial Pursuit, Con-Test, Bingo or just make up your own quiz show.

The quiz show could involve individuals, teams or departments. You could also consider working together with another facility/service and having an inter-facility/service challenge.

Create a series of hangman or crossword games using words related to the monthly health and safety theme.

Hints Running a successful quiz calls for enthusiasm, imagination and good planning.

Think about adapting TV formats: set up buzzer and light systems, use monitors and video clips for spot the hazard questions.

Put some thought into devising the questions. Make sure that they are general enough for everyone to have a shot at getting them correct but not too easy. Think about making them harder as the competition goes on.

Points to consider

When and where will the quiz be held?

What sort of equipment and furniture is needed to set up the quiz?

Who will MC it?

What sorts of prizes/incentives would motivate workers to take part in a quiz?

Can you follow the quiz with a workers social event i.e. BBQ.

Recognition

How can we recognise the good work some people in our workplace do to help keep us safe?

Seminars

Seminars can be a formal way for manager and workers to learn more about health and safety focusing on best practice management of specific issues. Points to consider

What will the seminar cover and how long will be allocated for it?

Who is the best person to present it (yourself, outside consultant/trainer, industry expert)?

What teaching materials will be required (computer and data projector, overhead projector with transparencies, video(s), working models, etc)?

Can you incorporate anything else to build audience participation and make learning fun?

Team debates

If you have workers who enjoy debating or public speaking, how about organising or sponsoring a debate on health or safety issue/s. The standard format would be to have two teams consisting of three speakers each and a chairperson. The teams debate a motion, e.g. ―That this country needs tougher laws on safety at work‖. One team (the affirmative) argues for the motion, the other (the negative) argues against it. The chairperson announces the motion and rules of the debate, also introduces the teams, and ensures that speakers do not exceed their allotted time (very important!). You can appoint an experienced adjudicator to judge the best team or less formally let the audience decide by a show of hands — or maybe the length of the applause.

Up-skill managers and workers

Run short refresher courses or lunch and learn sessions on topics such as: Management of a specific hazard i.e. chemicals, confined spaces, manual handling, etc.

How to do a risk assessment (general or for a particular hazard)?

How to investigate an incident?

How to determine what first aid facilities you need at work?

How to set up a computer work station?

Points to consider

Who is the best person to provide instruction or training?

What should the training/instruction cover?

Who needs to attend and where will it be held?

What training resources will be needed e.g.: computer and data projector, overhead projector, speaker’s notes, demonstration equipment, information sheets, etc?

How can you make the training vivid and meaningful? e.g.: by demonstrating the effects of corrosive chemicals on clothing, or how a dust explosion occurs rather than just talking about it.

Videos

Video can be an excellent medium for training and instruction in health and safety if the right videos are selected. When selecting a video make sure that it:

Is modern and reflects NSW legislation and current best practice management of the particular hazard.

Reflects the workplaces and work activities that are being trained i.e.: showing a patient handling video to workers who have an administration role wouldn’t be the best choice.

Has good quality visual and sound equipment.

Can’t find what you are looking for? Then consider making an in-house video. A video camera has other uses too – see Quizzes, Workplace safety audits, etc.

Workplace health and safety audits

Getting workers involved in auditing the workplace for hazards is an excellent way to promote awareness of what workplace health and safety is all about. Before you can expect anyone to identify a hazard you may need to provide some training in how to spot hazards. Follow Up - Having audited the workplace for hazards, you must ensure that follow-up actions are taken to manage hazards and the results communicated to workers.

Xpos

Run a Safety Expo: get local safety companies to come into the workplace and demonstrate their products and services.

You’re on Candid Camera!

How about a competition to photograph hazards in the workplace? People could be encouraged to photograph a hazard and send the picture in with a report on how they were fixed or a competition for the most improved work area as shown in a before and after photograph.

Zero accident policy

Implement a ―Zero Accident‖ Policy.

This resource is designed to guide HS Committee’s and others on how to develop a plan for a WHS projects. This guide may be useful for recording projects and can be used to assist with measuring the outcomes of the project. It will be up to the user to determine how much of the project template they use, as they best understand their proposed project. Project plan template is broken down into -

1. Introduction. 2. Goals and objectives. 3. Scope of the project. 4. Roles & responsibilities. 5. Project deliverables and measurements. 6. Risk management.

The information below may assist with advice of what to include for each section of the project plan (a sample project plan is included).

1. INTRODUCTION State the purpose of the project plan. Indicate in a short statement what the overall plan is about. You can include some information about goals and objectives. You may want to give a brief history of how the project has come about. How the project will be approached and who may be involved.

2. GOALS AND OBJECTIVES

Make goal and objectives SMART – specific, measurable, attainable, realistic and timely.

State the goals and objectives expected to be achieved as a result of implementing the project.

Identify the specific results to be realised and the benefits to be achieved.

Be certain to establish the time frame in which the objectives are expected to be met.

Define a method of how the project progress will be monitored and measured in meeting the objectives.

Establish a series of Key Performance Indicators (KPI’s) that are built around your project objectives.

3. SCOPE OF THE PROJECT

What will be done?

How it will be done?

How much will it cost?

When will the project be completed?

Remember it may also be worth, scoping out what the project is not aiming to do.

4. ROLES AND RESPONSIBILITIES

Identify specific resources that are required to complete the project.

Determine the availability of the resources and assign them to the project.

Workers are a primary project resource.

Roles of individuals in the project team should be based on their skill sets being appropriately matched.

5. PROJECT DELIVERABLES AND MEASUREMENT

The deliverables are to be based around the goal and objectives.

Depending on the complexity of the project you may want to consider using a gantt chart to track the progress of the project.

You should outline the method you will use to measure the project objectives.

This may include developing a project report to outline the results.

6. RISK MANAGEMENT This is about building contingencies into the project to ensure its completion, examples include;

Can the timeline be extended and if so by how much?

Are there stages in the project that depend on other parts of the project to be completed before starting the next stage?

Who will take over a specific role in the project should the original person become unavailable?

The purpose of the project is to reduce the number of needle stick injuries occurring to workers at Site X. In the past 12 months there have been 80 incidents of needle stick injuries which is an increase of 30% from 2010-11.

The project will be managed through the HS Committee and will consist of –

Ongoing education program with workers.

Promotion of reporting requirements. 2 Goals and Objectives

Specific – Aim to reduce the number of needle stick injuries to at least the 2010-11 rate of incidents (62) over the next 12months. Measurable – KPI’s

Less than 62 incidents over the 12month period.

Number of CNC’s or manager providing the education program against number of departments.

The number of monthly reports distributed to workers

Increase workers knowledge of reporting procedures by at least 20% based on pre and post project surveys.

3 Scope of the project

Establish a needle stick awareness program to be conducted by CNC’s throughout all departments.

Arrange additional education sessions for high risk and non clinical departments.

Develop promotional material for CNC’s to use and promotional/education based posters.

Establish reporting system to update all workers on progress towards the goal.

A report will be prepared by the HS chair along with CNC and medical records representative to present by the end of February 2014. The report will detail the results of the project against the KPI’s. The report will also be presented by the HS committee chair to the facility executive at the March 2014 executive meeting.
