This fund is for Early Years Settings to provide support for children with low and emerging Special Educational Needs and Disabilities who are claiming Surrey Funded Entitlement. This booklet contains the guidance & application for the Inclusion Fund 2018 - 2019.

Guidance notes for Inclusion FundIntroduction

Every provider will expect to have children with Special Educational Needs and Disability (SEND) attend their setting. With careful planning and organisation these children are able to participate fully in the activities provided. However there may be times when children need some extra support.

Surrey County Council expects settings to continuously plan for inclusion. This can be achieved through a SEND or inclusion policy and by following the Early Years Banding guidance *1 .It is expected that all settings allocate staff resources to support inclusion and that the designated SENCO is afforded sufficient, dedicated time to fulfil their role. This is key to promoting and maintaining inclusion. By completing this inclusion fund application you are agreeing to support from the Supporting Children Team.

All providers are expected to meet their duties under the Equality Act 2010 and take full account of the SEND Code of Practice 0-25. *2

If you need support for children with English as an additional language (EAL) please contact the Supporting Children Advisors as below. The inclusion fund does not cover supporting children with EAL.

Within this application there are examples of how to complete each section, these can be found in the appendices at the end of the document. For small group work refer to appendix A. For short term funding for individual children refer to Appendix B and for behaviour support refer to Appendix C.

Please note: All relevant sections of this form must be completed in full. Any columns within relevant sections not completed might affect this application not going to panel.

What is the purpose of the Inclusion Fund?

The purpose of the fund is to support providers to address the needs of individual children with SEND. Children with SEND must be given every opportunity to fulfil their potential.

Surrey County Council is required to have a SEND Inclusion Fund for all three and four year olds with special educational needs and Disabilities (SEND) who are taking up funded entitlements, regardless of the number of hours taken. These funds are intended to support local providers to address the needs of individual children with lower level or emerging SEND, typically these will be the children within your Local Offer and emerging into your Enhanced Local Offer which is detailed in the ‘Banding Arrangements for children 0-5’*1.

The inclusion fund is intended to support providers with the following:

Providing smaller groups/higher staff ratios at certain times or for certain activities determined by the level of additional needs within the group.

Short term funding to support children whilst a discretionary funding application is being applied for. Implementing new behaviour strategies that require an additional member of staff for a limited

period of time.

Eligibility:

This fund is for three and four year olds taking up their funded entitlement. There is limited Inclusion funding available for two year olds. In exceptional circumstances children claiming Funded Early Education for Two year olds (FEET) funding can apply for Short Term Inclusion Funding. Exceptional circumstances apply to families receiving multi-agency support, for example, Early Support, Special Early Educational Support (Portage), Family Support Programme or Children Centre involvement.

Funded two years olds will not be eligible for small group work within this fund. Children living out of Surrey but accessing their funded entitlement in a Surrey Early Years provision can apply if they are not in receipt of any other local authority funding or an Education, Health and Care Plan (EHCP). Children living within a Surrey postcode who access their funded hours outside of Surrey can apply to the relevant county council for funding.

Children with more complex needs, in receipt of Discretionary Funding or in receipt of EHCP are not eligible to receive funding through this Inclusion Fund.

Please state clearly on the application form the county where the child lives. The council that the parent pays their council tax to defines the county where the child lives.

The funding is available for the following providers who are registered to deliver funded entitlement for two, three and four year olds:

Day NurseryPre-SchoolNursery Unit of an Independent SchoolMaintained Nursery Schools and ClassesHome Based Child Carers (only for funded two, three & four year olds)

What happens once I have submitted my application?Every application will be assessed at a panel led by Senior SEND Advisors. The panel meets monthly as laid out below. You will be informed of the outcome of your application within three days of the panel date.

Should your application be successful you will be sent an email telling you of the decision and asking you to sign a “Conditions of Grant” form. No funds will be released until the “Conditions of Grant” form has been returned. You may be required to provide evidence of expenditure for this fund through an audit and your application may be followed up by a visit from an advisor from the Supporting Children Team.

If you are unsuccessful, the reasons will be set out in the decision email along with advice and guidance on how to reapply.

Small Group WorkThis section can be used to apply for children with low level or emerging SEND as detailed in the Banding Arrangements for children 0-5, for children being supported within the Early Years Local Offer band. Each child must have differentiated activities and an individual support plan in place to enable a cycle of assess, plan, do. This does not include routine language activities completed in small groups as this is part of the EYFS curriculum. Funded Two years olds are not to be included in this section of the application. We recommend your small group is no more than four children. This fund is a contribution to the cost of small group work rather than a fund for the total cost. This section of the grant is to fund up to 10 weeks of support for small group work. The funding will be calculated from the date of the panel. Children detailed in this section of the form will not be eligible for short term funding. Please see example given in Appendix A.

Short Term Inclusion Funding for Individual Children

This is short term interim funding to support a child whilst a discretionary funding application is being processed. This fund can only be applied for once per child, this may be different for children living out of county as they may not be eligible for discretionary funding. The grant is payable for eight weeks from the date of the panel. To claim this grant a child must have an individual support plan (ISP) in place and where possible have advice from health or education reports included in the child’s targets. It is expected that a new child with identified SEND would have a transition meeting as part of their introductory arrangements. Please see example given in Appendix BName of the child:

Behaviour SupportThis fund is to enable you to implement a new behaviour strategy involving an additional member of staff for a child. This fund can only be applied for once per child and is payable for up to 8 weeks, calculated from the date of the panel. By completing this section of the application, we will assume that you have discussed this behaviour strategy with the child’s parents and they are in agreement with it and have agreed to a visit from a Supporting Children Advisor to support you. Following the panel you will be emailed a request for support form to complete for the child.Name of Child:
