• NALED network: 200 members (50% businesses, 40% local governments and 10% NGOs), territorial coverage 70%

• We are involved in working groups for drafting business-related legislation – Law on Planning and Construction, Law on Fees, Law on State Survey and Cadaster, Law on Local Government Finance

• We contributed to the development and adoption of Law on Planning and Construction with accompanying 28 by-laws and initiated the introduction of e-construction permits in Serbia

KEY RESULTS: REGULATORY REFORM


• We have initiated the development of the National Program for Countering Shadow Economy – we were appointed by the Government of Serbia to lead the Expert Group

• We have provided expert support to the Government and the Joint Group for improving the rank of Serbia on the World Bank’s Doing Business Report



• We have prepared the first and only list of para-fiscal charges in Serbia and initiated the introduction of the Public Registry of Non-Tax Charges together with the Ministry of Finance

• We have published three Quarterly Reports on the status of regulatory reform in Serbia and annual report - Regulatory Index of Serbia



• We have founded the first Economic Caucus in the Parliament – with the support of NALED, it amended the Energy Law, Law on Fire Protection and Law on Inspection Oversight



• We have published the seventh annual edition of Grey Book and prepared 100 recommendations for cutting the red tape

• Ministry of Economy included more than 80% proposals from Grey Book in its Strategy for the Development of Entrepreneurship and Competitiveness 2014-2020

• We are a member of the National Convention on the European Union for Negotiation Chapter 8, coordinator of SEKO for competitiveness and contributor to the EU Progress Report on Serbia



KEY RESULTS: MUNICIPAL CAPACITY BUILDING

• We have improved the business environment in 15 municipalities and cities across Serbia via the Business Friendly Certification Program

• NALED’s Certification Program has been recognized by institutions and local governments in South East Europe – 50 municipalities and cities in Bosnia and Herzegovina, Croatia and Macedonia are implementing the Program

• The Financial Times included 6 recipients of NALED’s certificate among the most attractive investment destinations in Europe for 2014/15



• We have promoted investments to Serbia and certified municipalities at the Belgrade Airport to an audience of 4 million passengers from the country and abroad



• We have started the revitalization of brownfield in the municipality of Vršac and initiated the commercialization of military property

• We have published the first scientific publication – Case Study of Privatization in Serbia, Guide to Targeted Investment Promotion and Handbook for Successful Realization of PPPs

• We have organized the Serbian-French PPP Summit and provided an opportunity for local governments in Serbia to network with investors from

• We organized the fourth cycle of summer practice for students fromDiaspora and Republic of Srpska


COMMUNICATION AND PR

• We have organized more than 100 expert conferences, round tables and events and brought together businesses, mayors, ministers, MPs, international community



• We filmed three new video-clips that were broadcast on RTS as part of the national campaign for cutting the red tape “Ask WHEN”


• We placed more than 2.300 media announcements, gathered 5.000 followers on social media networks and received 360.000 visits to NALED’s website

• We have published two editions of the “Synergy” magazine on the topics of shadow economy and European integrations

WHAT WE PLAN IN 2015

• 2015: Year of local government – launching the Academy of public administration, resolving the problem of stray dogs, Law on LG Finance, support in the implementation of new Law on Planning and Construction, Economic Caucus field visits, incentives for certified LGs

• Establishing and control of electronic services – e-permitting, Law on Archive Material, exchange of documents between Pension and Disability Insurance Fund, Republic Health Insurance Fund, CROSO, Tax Administration

• Establishing the public registry of fees and reform on non-tax charges – Law on Fees

• Implementing the measures for countering shadow economy and monitoring the Government work in this field

• Analysis of doing business indicators in Serbia and prioritization of reforms - action plan for improving the rank of Serbia on Doing Business list

• Channeling the priorities and opinions of businesses and municipalities in the EU integration process – National Convention, SECO
