1 PROJECT BACKGROUND & PURPOSE

The Water Authority of Fiji is currently in the process of extending its water reticulation system tomeet the demands of the people of Fiji and at the same time, provide Clean Water for aBetter Life

This year, all projects under the rural scheme will be outsourced for the first time. All projectswere selected based on the locality and accessibility to the dam and reservoir site. High waterdemand & damages in the existing pipeline has resulted in frequent disruption of supply tovillagers daily. Therefore the villagers have requested WAF to investigate alternative ormethods to eliminate the issue of water supply to the villagers.

These projects will include the supply of materials and the construction of new village dam atthe proposed new water source, installation of Ferro Cement tanks and the installation of pipesto meet its daily water requirements. Hence, prior to the construction of the new watersystems, the villagers will be utilising the existing system for daily consumption. There would alsobe excavation works and material carting done by villagers to respective sites of workrequired, however, The Contractors will be given the obligation to pay off villagers forexcavation works based on the lengths of pipe laid per day and materials carting will be partof the village contribution under the Rural Policy, Similarly, the villagers will be responsible forproviding accommodation to the contractors within the period of contract. All payments tothe villagers will be in accordance to the amount agreed by the Employer.

The Water Authority of Fiji (WAF) seeks proposals from competent and suitably qualifiedcontractors to conduct this project, pursuant to the requirements stipulated under Scope ofWorks, as per the designs by WAF. All materials will be supplied by Water Authority of Fiji to thecontractors and therefore the contractors are to only bid for the construction works and notthe supply of materials.

2 INSTRUCTIONS TO BIDDERS

2.1 Introduction2.1.1 Water Authority of Fiji (WAF), invites proposal for ‘Supply of Material & the Construction of Dam,

Ferro Cement Tank and Installation of Pipes and Reticulation System’

2.2.2 This Proposal document includes

(i) Instructions to Bidders, Evaluation Criteria and Method of Evaluation

(ii) Forms for Letters of Proposal, Schedule of Key Personnel, Schedules of Compliance &Departures and Schedule of Rates and Prices

(iii) Agreement, General Conditions, Particular Conditions Parts A& B(iv) Scope of Services

(vii) Appendices

The Bidder shall bear all costs incurred in the preparation and submission of its Proposal,including any visits, interviews, meetings of clarifications and other actions mentioned in orimplied by these Instructions. The Employer will not be responsible or liable for such costs,regardless of the conductor outcome of the proposal process. In the event that there is anerror or defect of a technical nature in the Employers Requirement as per the Bidders siteinspection and measurement, subject to clause of the General Conditions, the Bidder shallpromptly give notice to the Employer of such error or defect.

Subject to the above clause, the Contract Price shall be taken as final and inclusive of all theabove necessary due diligence by the Bidder. Should the Bidder be awarded the contract,WAF will not revise any costs or increase price or consider any increase in price or timeextension because the contractor was not in a position to ascertain all proper investigationsbefore quoting for the price.

2.2.3 The Employer reserves the right to withdraw or cancel the request for proposals by notice, atany time and at its own discretion due to any reason, without incurring liability to any Bidderand without the Bidders being entitled to claim any compensation. Such reasons may be, butare not limited to, changes in terms of reference requiring a re-tender, collusion or impropertender practices, extended tender period (after proposals close) that may affect fairness orimpartiality, inadequate or unacceptable proposals, or in the event of any other occurrencedeemedto to have had, or likely to have, a significant impact on the tender process.

2.2.4 Proposal procedures are subject to the law of the Fiji Islands and the rules applicablehereunder.

2.2.5 No offer, payment, consideration, or benefit of any kind, which constitutes illegal or corruptpractice, shall be made, either directly or in directly, including bribery of public officials, as aninducement or reward in relation to:

(i) The proposal process,iii) The award of the assignment, or

(iii) The implementation of the Agreement.

Any such practice will be grounds for the immediate cancellation of the Agreement and forsuch additional actions (civil and/or criminal) as may be appropriate. At the discretion of theWater Authority of Fiji, a further consequence of any such practice can be the definiteexclusion from any further tendering for Water Authority of Fiji

2.3 Eligibility of the Bidder2.3.1 For a joint venture of two or more legal persons to be eligible, the following shall apply:

(i) The joint venture shall have nominated a leader with authority to bind the jointventure and this leader shall be authorised to incur liabilities and receive instructionsfor and on behalf of the joint venture;

(ii) Evidence of this authorisation shall be provided with the proposal in the form of apower of attorney signed by legally authorised signatories of all persons in the jointventure;

(iii) The Proposal Form, and (if accepted) the Agreement, shall be signed as to belegally binding on the joint venture;

(iv) The proposal shall include a copy of the joint venture agreement entered into by allpersons;

(v) The proposal shall describe the organisational arrangements of the joint venture andhow the roles and responsibilities will be divided between its members.

2.3.2 Any entity may be proposed as a prospective sub-Contractor by more than one respondent inaddition to being either a sole respondent or a participant in one joint venture offer.

2.3.3 Apart from the specific exceptions stated above, no legal person or entity shall participate inthe preparation of another’s offer for the same contract.

2.3.4 Joint venture proposals which fail to satisfy the eligibility requirements in this clause or which failto convince the evaluators that the joint entity will be capable of performing the Services maybe rejected.

2.3.5 Any legal entity may only submit one Proposal.

2.4 Proposal Document2.4.1 The Bidder shall be responsive to the complete Proposal document which comprises the

documents listed in Clause 2.2.2 above and any Addenda/Notices to the Proposal documentwhich may be issued as described in this Clause 2.4.

2.4.2 At any time prior to the deadline for submission of proposals, the Employer may amend theProposal Document by issuing addenda / notices.

2.4.3 The Bidder must carefully examine the proposal document. Failure to comply with theseInstructions or with any other tendering requirements will be at the Bidders risk and may result inthe Proposal being rejected.

2.4.4 If the Bidder finds any discrepancy, error or omission in the Proposal Documents, the Biddershall notify the Contact Officer immediately, in writing, giving details of the ambiguity,discrepancy, error or omission and in any case before the date and time for closing ofproposals.

2.4.5 If the Bidder requires any clarification of the Proposal document, he/she shall notify theContact Officer in writing. Requests for clarification must be received not later than 14 daysbefore the Proposal closing date.

2.4.6 The Employer will respond to the notices by issuing addenda/notices:

(i) the text of the question or request for clarification (the authoring Bidder will not beidentified) and

(ii) The clarification.

2.4.7 Any addenda / notices issued shall be part of the Proposal Document and shall becommunicated in writing to all who have obtained the Proposal Document where WAF hasbeen advised accordingly.

2.4.8 These addenda / notices will also be posted on the WAF website underhttp://www.waterauthority.com.fj/en/tenders.

2.4.9 To give prospective Bidders reasonable time in which to take an addendum/notice int oaccount in preparing their proposals, the Employer may, at its discretion, extend the deadlinefor the submission of proposals.

2.4.10 Individual meetings or communications (except for requests for clarifications) by the Bidderswith the Employer are not allowed.

2.5 Preparation of Proposals2.5.1 The proposal price shall, except where otherwise provided, allow for all the Contractor’s

obligations including all costs, overhead and profit for carrying out and successfullycompleting the Services in accordance with the Agreement and other documents referencedtherein

2.5.2 The Proposal and all communication between the Bidder and the Employer shall be in English.Supporting documentation may be in another language provided an appropriate translationof all the relevant parts into English is also provided. If such translation is not provided, thatinformation will not be considered in the evaluation.

2.5.3 The Proposal Documents to be submitted by each Bidder shall comprise a technical and aprice submission as detailed in Clause 2.6.1.

2.5.4 Technical, Price and Administration Proposal

To enable Proposals to be evaluated the Bidder shall supply information on the following non-price attributes and as further detailed in Section 3.3:

The Technical Tender shall be limited in total to no more than 25 A4 size pages of reasonablefont size, excluding cover letter (no price information to be included), cover page,contents/index page, schedules, CVs and other supplementary information required.

The Proposal price shall, except where otherwise provided, allow for the entire biddersobligations including all costs, overhead and profit for carrying out and successfullycompleting the Services in accordance with the Agreement and other documents referencedtherein

If a bidder wishes to make a Departure, such Departure shall be listed on the Schedule ofCompliance and Departures. The Proposal Price is deemed to be inclusive of all Departureslisted.

The Proposal Administration shall, except where otherwise provided, allow for the entirebidders obligation including all cost associated to administration and successfully completingthe Services in accordance with the Agreement.

2.5.5 Duties, Taxes and Levies

All duties, taxes, VAT, and other levies applicable for the contract in question payable by theContractor in relation to the performance of the Agreement, or for any other cause, shall beincluded in the rates, prices and total Proposal Price submitted by the Bidder, and theevaluation and comparison of Proposals by the Employer shall be made accordingly Theduties, taxes, and other levies shall be those prevailing 28 days prior to the Proposal SubmissionDeadline.

2.5.6 It is the responsibility of the Bidder to acquaint himself fully with the tax and excise laws in forcein Fiji prior to the submission of the Proposal.

Bidders not resident or registered in Fiji for tax purposes or who are procuring sub-Contractorservices from outside Fiji may be liable to pay Non Resident Withholding Tax (NRWT) onpayments they receive under the Agreement. Bidders must ascertain for themselves any suchexposure to NRWT prior to submitting their proposals as per the Fiji Revenue and CustomsAuthority (FRCA) requirements. The FRCA website is http://www.frca.org.fj/withholding-tax/.Bidders will be deemed to have made full allowance for NRWT in their proposed VEP (i.e. VATexclusive) prices.

For Value Added Tax (VAT) implications, Bidders shall refer to Section 8.1.5

2.5.7 All prices and unit rates quoted in the Schedule of Prices shall be in Fiji Dollars (FJD).

2.6 Opening of Proposals2.6.1 Proposals s u b m i t t e d in accordance with Clause 2 . 6 above, will be opened by the Tender

Committee or nominated person immediately after the Proposal Closing time and date. TheBidders’ representatives maybe present at the opening.

2.6.2 Proposals for which the Employer has received a valid notice of withdrawal in accordancewith Clause 2.6.9of these Instructions shall be returned unopened.

2.6.3 All other Tenders shall then be opened.

3 EVALUATION OF PROPOSALS AND AWARD

3.1 General3.1.1 All Proposals will be evaluated in accordance with Section 3.2 below.

3.1.2 The technical evaluation will be undertaken prior to the Pricing evaluation.

3.1.3 To assist in the examination, evaluation and comparison of Proposals, the Employer may askany Bidder for clarification of its Proposal, including breakdowns of unit rates and sums. Therequest for clarification and the response shall be in writing. No change in the price orsubstance of the Proposal shall be sought, offered or permitted except as required to confirmthe correction of arithmetic errors discovered by the Employer during the evaluation of theProposals.

3.2 Proposal Evaluation3.2.1 The Proposal Evaluation Team (PET) appointed by the Employer will consider technical (non-

price) and price information submitted by each Bidder in order to identify the mostadvantageous proposal. The Employer may supplement this with any additional informationabout any bidder which the evaluators deem fit to obtain

3.2.2 Proposals shall be evaluated using the principle of:

Quality Cost Based Selection with a weight of 50% given to the technical part and a weight of40% given to the financial part and a weight of 10% given to the administration part.

3.2.3 The method of evaluation is detailed below:

Step 1: Completeness & Suitability

Proposals will be screened on an initial eligibility and competence screening, based on:

a. completeness of each proposal (non-price information) to ensure that all documentationrequested in the RFP has been correctly submitted

b. appropriateness of the material submitted – is it within scope

c. the organisation is eligible to submit a proposal

d. No conflict of interest exists.

Should the Proposal be incomplete or deemed inappropriate or non-responsive, the PET mayexclude it from further evaluation or, if the omission is relatively minor or clarification is required,request the missing information or clarification from the Bidder

Step 2: Mandatory Criteria

Determine that the Bidder meets the following minimum requirements to qualify for furthertechnical evaluation

a. Include project / skills requirements (some reference to scale, complexity, $ valueuseful)

b. Exclude from further consideration any proposal that does not meet the minimumrequirements of the Mandatory Criteria.

Step 3: Technical Evaluation (Non-Price Information)

Grade each attribute of the non-price information for each proposal against the ScoringSheets provided below in Section 3.3.

Exclude from further consideration any proposal that fails against an attribute (scores of 4or less).

The weighting to be applied to the technical attributes is as follows:

The remaining proposals will be evaluated to determine their total weighted scores, being thesum of the products of each proposal’s individual attribute score multiplied by the attributeweighting

Step 4: Financial Evaluation (Price Information)

Proposals that pass the technical evaluation will have their financial proposal opened andpoints awarded in accordance with the following formula:

Sf= (Fm/F) x 100

Where Sf= points to be awarded

Fm= lowest financial proposal

F = amount proposed by individual firm

Step 5: Final Evaluation

Proposals will be ranked and the Preferred Bidder identified according to their combinedtechnical and financial scores using the following weights

3.3 Technical / Non-Price Evaluation3.3.1 The non-price evaluations shall be completed prior to opening the price envelopes.The

evaluation criteria that will be applied for the Technical Proposal are as identified below:

RELEVANT EXPERIENCE / TRACK RECORD

Each Bidder shall submit a record of their company's relevant experience, in particulartechnical experience, which shows its suitability for the work described in the Scope of Servicesand demonstrates their ability to complete technically similar projects to required standards onschedule and within budget.

Information should be limited to projects undertaken / completed within the last five (5) years.

Similar information shall be provided for any proposed sub-Contractor.

Bidders shall nominate three (3) referees to verify experience and performance and shallprovide their contact details – name, company, phone and email.

Each Bidder shall submit details of the key resources to be used on the project, indicatingavailability and suitability for its intended purpose.

In particular, the following criteria will be assessed:

METHODOLOGY

Each Bidder shall describe the methodology proposed to achieve the successfulimplementation of this contract.

In particular, the following criteria will be assessed:

The pricing information will be checked by the Employer for any omissions or arithmetic errorsin computation and summation. Any errors will be corrected as follows:

i. If there is any discrepancy between amount in figures and in words, the amount in wordswill take precedence.

ii. If there is a discrepancy between the Total Price entered and the equivalent sumcomputed on the basis of the breakdowns, the Total Price shall be adjusted to the sumcomputed on the basis of the breakdowns.

iii. If there is discrepancy between a stated amount and the correct amount calculated bymultiplying the stated unit rate by the quantity, the stated amount shall be adjusted to thecorrect amount and the Total Price adjusted correspondingly.

The Bidder may be notified of these corrections and if the Bidder does not accept theseadjustments as notified, its Proposal may be rejected.

For the purpose of evaluating Proposals, the Employer will determine for each Proposal theevaluated price by making any correction for errors as described above.

3.4.2 To permit a fair comparison, proposal prices may also be adjusted to take account of theeffect on the Employer of bidders exceptions to the risks and responsibilities defined in theseInstructions to Bidders.

3.6 Award of Contract3.6.1 The preferred Bidder maybe invited to participate in meeting(s) with the Employer to clarify

outstanding issues and finalize an Agreement, and the Employer will arrange for minutes ofsuch meetings to be prepared and agreed with the Bidder. The minutes of the meeting will bepart of the basis upon which the agreement is to be concluded.

3.6.2 The agreed minutes sh al l be binding on the successful B idder as an acceptableclarification of its Proposal until its validity expires, and shall be wholly subject to the formalAgreement, and shall not bind the Employer nor commit him to entering into any agreementunder any terms.

3.6.3 Subject to approval of the funding by the relevant authority, the Employer and the Contractorshall sign the formal Agreement. The Contract shall not be concluded until the expiry of astand-still period of 10 calendar-days following the Employer’s electronic notification of allBidders of the award of the contract, or 15 calendar days following the Employer’s notificationof the award by letter.

3.6.4 Prior to the expiration of the period of proposal validity, the Employer shall notify the successfulBidder, in writing, that its proposal has been accepted

5 CONDITIONS OF CONTRACT

5.2 Tender Terms and Conditions

1. These Water Authority of Fiji Tenders General Terms and Conditions, the request forcompany particulars, the returnable schedule and the specification requirementsattached will apply to this tender.

Details of Bidders

2. Bidders responding to this tender must be of good repute and should be in a positionto provide the Water Authority of Fiji with quality transactional services. A brief history ofthe company’s background must be submitted. Bidder’s should also clearly state thelocations and contact details of the head office and branches throughout the country(local companies only) together with the brief history.

3. Bidders (both local and overseas) must provide valid evidence of companyregistration and business licenses (if relevant), including a copy of the company’s validregistration certificate or certificate of incorporation and a TIN Letter. Copies of anydocuments provided must be certified by a director of the company. Trading namesand business name registration certificates of any Bidder should also be provided (ifapplicable).

4. Bidders are to disclose all parent companies and subsidiaries of the bidding company.A corporate structure diagram showing the shareholding of the bidding group must beprovided.

5. Bidders must name each entity that will enter into the contract documents with theWater Authority of Fiji. If the Bidder is in consortium or joint venture, details of each jointventure party or consortium member are required, including a breakdown of theresponsibilities of each member.

6. If sub-contracting then details of the sub-contractor must also be clearly provided aspart of the bidding document. If the Water Authority of Fiji is not informed of a sub-

contractor in the bidding document and the sub-contractor is engaged to carry outthe requirements of this tender, this will result in the termination of the contract.

7. Bidders (including sub-contractors), especially those that are locally-registered andconduct or have conducted operations or services in Fiji, must be in compliance withall laws and statutory requirements such as those of the Fiji National Provident Fund(FNPF) and the Fiji Revenue & Customs Authority (FRCA). Certified copies ofcompliance letters from the FNPF and FRCA must accompany the bidding documents.

8. Bidders must provide financial statements for the last three financial years.

9. Bidders must provide information regarding the financing of the proposed contract ifthe contract is awarded to the Bidder. Details of the Bidder’s financier, any third partyfinancing required by the Bidder to perform the contract and any security beingprovided by the Bidder must be provided (if applicable).

Pricing and Delivery

10. Local Bidders must quote their price on Duty Paid VAT inclusive delivered directly on“as and when” required basis as per the tender documents. Overseas Bidders mustquote price on C&F Sea, Suva and C&F Air, Suva basis as per the tender documents, orto the destination stated.

11. The successful Bidder must, upon request by the Manager Procurement or hisrepresentative, produce all documents supporting their pricing of the commoditiesunder the tender.

12. Bidders are required to disclose the rate of exchange used for the conversion into localcurrency.

13. For the purposes of comparison, WAF may use the exchange-rate applicable on thedate of opening of tenders.

14. (a) Bidders must quote prices separately for each item and not on whole lot basis,unless required otherwise.

(b) Price should be valid for a period of 90 days from the closing date oftender. Any counter validity of less than 90 days is likely to render thebid invalid.

15. The contract price after the award of the tender should be valid for the period of thetender and no price increase will be entertained.

Subject to Contract and Contract Terms

16. The successful bidder must enter into a contract with the Water Authority of Fiji with aperformance bond to be paid as surety. The amount of the performance bond will bedetermined after the award of the contract, in accordance with the Water Authoritiesof Fiji’s Performance Bond Guide. Any bank charges pertaining to the performancebond, such as for the refund of a performance bond through a requested bank draftwill be borne by the bidder.

17. Selection of a preferred bidder is subject to contract and bidders should not rely oncommunications with WAF as evidence of acceptance until a formal contract issigned.

18. Supply, services or works should only be rendered upon receipt of a Purchase-Order(for local-procurement) and (for procurement-abroad) from Water Authority. Anyother form of an order (whether verbal, via alternative-documentation, or otherwise)WILL not be accepted and may not be claimable for payment from WAF.

19. In the event that delivery cannot be met, the PO (subject to funds being madeavailable by end-users) should be cancelled or the PO returned. It should be notedthat payment from funds available in the current year cannot be carried forward tothe following year.

20. Payment, for supplies or services-rendered, will be made upon satisfactory executionof the order in compliance with the tendered-prices, delivery time and full supply ofquantity ordered.

21. The Water Authority reserves the right to return the goods, if wrongly supplied, at thebidder’s expense.

22. The Water Authority reserves the right to terminate the services of a successful bidder,in the event of undue delay in delivery or unsatisfactory performance by the bidder.

23. WAF reserves the right to require any overseas bidder to provide a legal opinion in aform acceptable to WAF, from a law firm acceptable to the WAF, in respect to entryinto the contract documents.

24. All conditions listed herein will form part of the contract whenever a contractarrangement is drawn up between the successful bidder and the WAF.

General Tender Requirements

25. Bidders must familiarize themselves with the tender and contract requirements andshould seek clarification if required. Assumptions with respect to the tender responsecannot be relied upon by bidders.

26. Bidders must inform Water Authority of any potential conflict of interest in respect totheir bids.

27. Bidders must not collude with other bidders or engage in improper tender practices.Any evidence of collusion or improper tender practices may render the offers invalid.

28. Water Authority may withdraw the tender at any time in accordance with the TenderPolicy 2014.

29. Bidders are to note that by bidding, the bidder is taken to have authorised WAF toinspect their warehouse, farm, office, or other premises and access any information(including financial information) it may so require.

30. All costs in respect to the preparation of bids and tenders responses will be borne bythe bidder. Water Authority will not reimburse any bidder for costs incurred in preparingbids or responding to requests for further information.

Evaluation and Award of Tender

31. Qualification to bid will be carried out during the tender evaluation process and onlybidders that comply with requirements will be considered.

32. The Water Authority reserves the right to award the contract to the bidder that isconsidered the most advantageous to the WAF.

33. The Water Authority reserves the right to split the award amongst bidders, to cater fororders on the basis of specified areas or instructions or to make a collective-award to asingle bidder.

34. The Water Authority reserves the right to negotiate with any bidder where it appearsfrom the evaluation that no one tender is more advantageous in terms of the specificevaluation criteria set out in the tender notice or tender documentation.

35. The lowest or any tender may not necessarily be accepted.

36. WAF reserves the right to seek the best and final offers at its sole discretion at any timeduring the evaluation process.

3. In consideration of the payments to be made by the Employer to the Contractor underthis Agreement, the Contractor hereby agrees with the Employer to perform theServices inconformity with the provisions of the Agreement.

6 SCOPE OF WORKS

The scope of works comprises of the following:

a) Preliminaries and General

This shall include all works associated with pre-construction of dams, reservoir, and otherminor works on site and such activities like:

i) Mobilizationii) Site Establishment (including services installation and site huts for duration of

project)iii) Obtaining consents and approvals from Village Water Committee or the AppropriateAuthorities.iv) Obtaining vehicle, plant and equipment insurances and clearance to be used

during construction.v) Establishment and compliance to OHS procedures.vi) Verification of drawings and obtaining amended drawings if required from

Employer.

b) Supply of Construction & Pipe Installation Materials

All construction materials for the work shall be purchased and delivered by thecontractor to the respective village project site. Material list for all construction materialswill be provided by the Employer. The Employer shall monitor and check all deliveries ofmaterials before it is signed off.

c) Construction of Dam & Ferro cement Tank and the installation of Pipes and ReticulationSystem

All materials associated with dam construction shall be carted to the location asdirected by the Employer’s representative. As part of the rural policy, the villagers willalso be involved with the carting of materials to site, therefore, materials are to beavailable prior to the work commencing. All excess materials used for construction areto be directed to the employer’s stores immediately after construction. Construction ofrural dams shall comply with the standards as provided by the Employer

Reservoir sites shall be determined by the Employer representative and the contractormust ensure that excavation shall be done to firm grounds. Construction of reservoirshall be in accordance with the Rural Ferro cement Tank Design Manual which will beprovided after the award of the contract to the successful bidder.

The Contractor shall be solely responsible for all pipe laying works as instructed by theemployer’s representative. The contractor shall adhere to the specification and standardas provided by the Employer.

ii. Installation of Pipe Fittings, this involves the installation of fittings, such tees,valves and washouts by skilled workmen.

iii. Installation of connections, supplying water toinstallation of 31 standpipes & showers

c) Preparing Project Reports and As-Built Drawings

The Contractor shall prepare project reports and As-Built drawings and submitthe same to the Employer on a progressive basis or as instructed by theEmployer’s representative.

The project progress reports shall highlight all works that are to be carried out under theContract and provide details of portions of each activity that have been completedas a percentage of the overall Contract. As-Built drawings shall be handed over to theEmployer’s representative on a progressive basis for verification and approval.

8 REMUNERATION& PAYMENT

8.1 Basis of PaymentPrices entered by the Contractor in the Schedules of Rates and Prices shall be deemed tohave included allowances for all costs, overhead and profit for carrying out and successfullycompleting the Services in accordance with the Agreement and other documents referencedtherein incurred by the Contractor in performance of the Services.

8.1.1 Invoicing

The Contractor shall submit invoices not more frequently than once per month.

8.1.2 Cost Adjustments

No allowance will be made for cost adjustments due to Inflation within the period of theAgreement. The Contractor shall be deemed to have allowed in its proposed price for theeffects of inflation on the Services.

8.1.3 Payment for Normal Services

The Contractor shall be paid in accordance with the Schedule of Rates& Prices for NormalServices and Section 8.1.9 below, subject to such adjustments as are provided for in theAgreement.

8.1.4 Additional Services

Payment for additional work of similar scope to the normal services will be negotiated basedon rates in the Schedule of Rates for Additional Services where the additional services are notcomparable to those in the Schedule of Rates and Prices for Normal Services.

8.1.5 Provisional Items (indicated ‘PI’ in the Price Schedule)

Provisional Items are fixed price items at the Employer’s option and are unit rates or lump sumprices inclusive of overheads and profit. The inclusion in the Schedule of Rates and Prices of aProvisional Item does not confer on the Contractor the right to perform the work to which theitem relates.

Such items shall be carried out only on the instructions of the Employer’s Representative andpaid for at the rates or lump sums entered by the Contractor in the Schedule of Rates andPrices.

8.1.6 Provisional Sums (indicated ‘PS’ in the Price Schedule)

Provisional Sums may be includedby the Employerin the Schedule of Prices for services to beexecuted by the Contractor which are not accurately quantifiable at the time of submittingthe proposal

Provisional Sums are items to be undertaken as directed by the Employer and will be unit rateor lump sum prices inclusive of overheads and profit in general accordance with the Scheduleof Rates (Additional Services) or at negotiated prices / rates.

The inclusion in the Schedule of Prices of a Provisional Sum does not confer on the Contractorthe right to perform the work to which the item relates.

8.1.7 Contingency Items

Any contingency sum in the price schedule shall be regarded as a Provisional Sum and shallonly be used in accordance with the Employer’s instructions to pay for Additional Services, ifrequired. The inclusion in the Schedule of a Contingency does not confer on the Contractorthe right to execute such services.

Any contingency amount not so instructed by the time of completion of the Services will bededucted from the agreed sum when valuing the final payment.

8.1.8 Measurable Items

The price to be paid to the Contractor for measurable items shall be calculated according tothe measured quantity, as determined by the Employer’s Representative, for each item ofmeasurable work carried out at the rates set out in the Schedule of Prices, subject to suchadjustments as are provided for in the Agreement.

8.1.9 Taxes and Duties

If the Contractor is resident in Fiji for tax purposes, all payments made under the Agreementare subject to Value Added Tax (VAT) in accordance with the Value Added Tax(Amendment) Decree. The Contractor must be registered for Fiji VAT in accordance with theVAT Decree. If the Contractor is not so registered, it shall indemnify the Employer against anyineligibility of the Employer to reclaim VAT that results from the Contractor’s non-registration.The Contractor shall reimburse the Employer in full for all such losses incurred by the Employer,which the Employer may deduct from amounts otherwise owing to the Contractor under theAgreement from time to time.

If the Contractor or a sub-Contractor is not resident in Fiji for tax purposes, payments to theContractor or sub-Contractor may have Non-Resident Withholding Tax (NRWT) deducted atthe prevailing rate by the Employer or Fiji revenue authorities.

It shall be the Contractor’s responsibility to determine its applicable tax liabilities and tocomply with the law. Any withholding tax payable shall be deemed to be allowed for in theprice agreed for the Services. Costs incurred by the Contractor in determining its tax liabilitiesshall also be deemed to be allowed for in the VIP price agreed for the Services.

8.1.10 Payment Items

Refer to the items in the Schedule of Rates and Prices in Clause 8.2.

Payment will be made on the basis of net actual quantity completed, unless otherwise statedbelow.

8.2 Schedule of Rates and Prices (Normal Services)1. The Schedule of Prices shall be read in conjunction with the specification and Drawings

[including the Original documents/WAF 16/04/13/RUR/ASRPand the remainder of theContract Document], which shall form part of the schedule of Prices. General directionsand descriptions of works and Materials given in the Specifications have not necessarilybeen repeated in the Schedule. All Prices/ Rates shall be stated exclusive of VAT unlessstated otherwise.

2. The Schedule of Prices is generally to provide uniform basis of measurement inaccordance with NZS4202:1995 ‘Standard Method of Measurements of Building Works’and NZS 4224:1983, ‘Code of Practice For measurement of Civil Engineering Quantities’

3. All items are measured net, as fix in final position, In accordance with the Drawings and noallowance has been made for Waste, over break, rolling margin, tolerance and the like.Rates and prices quoted shall include full allowance for such items applicable equally tothe preparation of schedule of prices of quantities before work is commenced and to themeasurement of finished work.

4. “Provisional” items in the Schedule of Prices are so marked, indicating either thatsubstantial changes in the quantities may be required as the result of the conditions whichcannot be reasonably ascertained in advance. Or that the item may or may not berequired depending on the outcome of the work to be undertaken as part of the ContractWorks.

5. “PS” under the Unit column indicates that the item is a Provisional Sum Item, indicating thata substantial range in the scope of works of the item may be required as the result of theconditions which cannot be reasonably ascertained in advance.

I.] INTRODUCTIONThe circular Ferrocement water tanks being made in Fiji by the Water Authority of Fiji are taken fromdesigns and construction procedures set out in a manual by S.B.Watt, Ferrocement Water Tanks and TheirConstruction, London, 1978The basic features of these tanks are: The tanks are built on site on top of a minimum 150mm circular concrete foundation using curvedcorrugated roofing iron formwork Galvanized Chainlink fencing is used as the major reinforcement with binding wire and No.8Galvanized Wire as the ring reinforcement The walls of the tanks are on the average 75mm thick made from clean sifted sand and cementmortar applied to the inside and outside of the galvanized iron reinforcement All tanks have roofs made of the same reinforced mortar averaging 75mm in thickness. A centre post (100 – 150mm) is used in all tanks All tanks are provided with a manhole, washout, overflow, air vent, and inlet and outlet pipeworksAll materials, with the exception of local sands, timbers, and gravel where available, are supplied by WaterAuthority of Fiji through the Self – Help Rural Water Supply Subsidy Program. Skilled workmen along withlocal village labour construct the tanks on siteThe following manual sets out the step by step process for construction of these tanks. Photos used in thismanual show the construction of both the 2,500 gallon (11,365 litres) and 6,600 gallon (30,004 litres)tanks. II.] ASSEMBLING TANK FORMWORKThe tank formwork is fabricated form the following materials (quantities upon tank size):1. Zincalume corrugated roofing iron, 24gauge, 3’ (0.91m) width2. Steel Angle Line (37mm x 37mm x 3mm thick)3. Ø9mm x 75mm long Galvanized Bolt & Nut4. Seam Bolts (37mm x 3mm)5. Rough Timber (100mm x 50mm)The Roofing Iron is cold rolled to the set tank diameter by either the Ministry of Works Central Division’sBoiler Shop, if possible, or an outside company with a corrugated iron rolling machine. It must beremembered that a 50mm wooden timber wedge must fit between each rolled iron

The Steel Angle Line are to be bolted on to the inside face at the ends of each rolled corrugated iron sheet.The angle irons will help to hold together sets of roofing sheets which must be stacked on top of each otherto get the proper tank height. The stacking of curved roofing sheets should be done so that one corrugationon each sheet is overlapped and so the outside face of the sheets is smooth

Preferably, three (3mm) diameter holes should be drilled into each roofing sheet and supporting angleiron. Seam bolts are then used to hold the roofing sheets to the irons. The irons should be Rust Guardpainted prior to use.

The Timbers must be placed between each set of roofing sheets and corresponding angle irons. Thetimbers should be positioned before drilling so that the holes made by the corrugations on the outside ofthe forms are covered by the wood. This prevents mortar from entering these spaces and makingdisassembly difficult. Holes (9mm) must be drilled into the angle irons on the perpendicular face of theiron from the roofing sheets to hold the timber secure between the sheets. At least one hole should bedrilled per roofing sheet in the angle iron. When the timbers are positioned properly a wood drill can beused to make 9mm holes to match the pre-drilled holes on the angle irons

LabellingThe roofing sheets, angle irons and timbers should be labelled with paint to facilitate reassembly. Labellingshould look something like this:

ALTERNATIVE FORMWORKLess costly formwork can be made for Ferrocement tanks using sheet metal which is held together andsupported in a circular shape using bush poles and nails

More basic than this method is reinforcement and formwork made from bamboo. This method is describedin How to Build a Water Tank written and designed by Dr. Pauulu Kamarakafego

Square modular Ferrocement tanks can also be made using moulds and steel fibres mixed in with themortar. The panels made from these moulds can then be transported to the tank site and assembled. Themethod and design is described in a manual put out by the World Health Organization, Manual onCo ns truc ti on of Co ok Is land’s Modular Water Ta nks , Suva, October 1983

CONSTRUCTION MATERIALSThe quality of the construction materials is very important to the quality of the final product – the tankSand: Where possible local sands should be used. This sand must be washed and sifted. Beach sand canbe used as long as all salt is washed out with fresh water and sifted. River sands composed of silicaof moderately coarse grains are best. Black soapstone sands from rivers should be avoided sincethese sand grains tend to be very softGravel: All gravel used in the concrete foundation should be clean and free from organic debris. The gravelsize should be no larger than 18mmWater: All water used in mixing the concrete and plaster should be clean and free from salt and suspendedsiltReinforcing Mesh and Binding Wire: Wire and mesh used should be galvanized. The white powder whichoften forms on the, should be brushed off before use to create betterbonding with the mortar

III) CONSTRUCTION PROCEDURES FOR FERROCEMENT TANKFOUNDATION1. Choose a tank site which meets the following criteria. The tank site is: Away from large trees At least 3.6m (12ft) away from pit or water seal latrines Cleared of old rubbish pits, rotting tree stumps, and protruding rocks. The remaining holesshould be filled with sand and gravel Of firm base and away from steep erodible slopes and rain runoff paths2. A circular area, at least 300mm (1ft) greater than the tank diameter, must be cleared, excavateddown at least 150mm (6 inches) through the topsoil, and levelled. For larger tanks, over 10,000gallons, a 300mm x 300mm wall ring foundation should be excavated around the perimeter of thetank excavation. Likewise, a 300mm² base is needed for all columns to go inside the tank ofvolumes over 10,000 gallons.

3. Over the base of the levelled dirt floor a minimum of 50mm (2inches) layer of sand and/or gravelshould be laid.4. Pipe works for the tank outlet and washout must be laid in the dirt base. (Refer to tank drawings)5. Reinforcement for the floor and columns is then placed making sure that the reinforcement will becast into the middle of the poured concrete. Reinforcement should be either 12 x 7 ft steel meshwire fabric or ½” Deformed Mild Steel @ 200mm centres for the floor. Reinforcement for thecolumns should be 3 - ⅜” Deformed Mild Steel.6. A concrete mixture of 1:2:4 (cement: sand: gravel) by volume, is then mixed and poured into theearthen mould.7. Keep foundation moist until hardened. Formwork may be erected on the foundation when concretehas hardened.

ERECTING FORMWORK AND REINFORCEMENT1. To begin formwork assembly, first bolt wooden timbers to their two (2) corresponding angle irons.Then bolt the first (1st)ring of corresponding curved roofing sheets to the angle iron/timber/angleiron units. Complete by bolting successive rings of roofing iron on top of the first ring.

Wire netting is then wrapped around the formwork in a single thickness and tucked under theforms about 6 inches (150mm). In the 20,000 gallon tank, the chain link fencing is not tucked underthe forms but tied into the ½” steel starter bars which have been tied to the floor reinforcement andconcreted into the foundation. The netting or chain link fencing should be pulled tight. The ends ofthe netting or chain link should be overlapped with soft iron binding wire. A one foot (300mm)length of netting or chain link should extend above the intended height of the tank. When morethan one (1) wrap of netting or chain link is used to cover the formwork all edges should beoverlapped and vertical seams alternated around the tank.4. Binding wire or No.8 galvanized wire in the larger tanks is then wrapped around the formwork ontop of the netting and in each corrugation. There should be:

2 wraps of wire in each corrugation for the first ⅓ of the tank height 1 wrap of wire in each corrugation to the top 2 wraps of wire in the top corrugation

The ends of the wire should be overlapped at least ½ metre, pulled tight and tied securely. The wireshould not be tied like shown below by twisting a knot at the junction. This causes weakness in thewire.An easy way to tighten the wires is by making the junction of the wires occur at one of theformwork timbers. A nail can be driven into the timber and used as a pivot point for overlappingand pulling the wire tight. These wire junctions should be alternated for each corrugation wrap.When using No.8 wire, bolt cutters are needed to cut the wire. In the 20,000 gallon tank a specialwire pulling tool can be used to tighten the wire around the chain link fencing.

5. To make the reinforcement ready for plastering: All protruding wires, knots and overlapping must be made as flat as possible to theformwork. All nails used to tie in the circular wire wraps must be pulled out. The junction between the concrete foundation and the base of the formwork just be sweptand cleared of any dirt particles to guarantee a proper bondage between the wall plasterand concrete base.PLASTERINGBefore beginning the plastering it is recommended to erect a sun shelter above the tank either witha tarpaulin or with bush timber and roofing iron.

FIRST LAYER1. A plaster mix of 1:3 (cement: sand) is used for first outside layer. Just enough water to make a fairlydry mix is needed.It is very important to control the amount of water added to this first mix. A dryer mixcreates a stronger wall.Concrete mixers are not encouraged because they tend to manage only wet mixes.2. Into this water a water proofing cement additive should be mixed (either Pudlo or Sika product).The amount added should be according to the instructions on the container.3. The plaster mix for the first layer should be dry enough so that the plaster can be wedged into themesh wire without sloughing off. It should be wet enough so that the mix can be spread onto thereinforcing wires. The first layer should be thick enough to just cover the mesh and circular wireswith impression still slump off.4. Following completion of the first layer and when the plaster is a bit hardened, scratch marks shouldbe made on the layer so that the second plaster coat will stick properly.5. The tank walls should then be covered with plastic to keep the plaster moist and promote propercuring of the mortar walls until the second layer.6. If the complete first coat cannot be finished in one day the plaster should be brushed with a wirebrush and coated with cement slurry to give a strong bond before application of fresh plaster.7. Plaster which drops off the tank during application can be reused in that same layer as long as nostones or dirt has been mixed into it.

CURINGAfter the mortar has been applied to the tank walls it should be covered with plastic or wet sacking. Effortsshould be made to keep the walls moist even if this means watering down the walls every morning andevening. Quick loss of water from the mortar leads to shrinkage cracks and tank failure. The tank wallsshould be cured in this way throughout the duration of the tank’s constructionSECOND LAYER1. As soon as the first mortar layer has hardened sufficiently, slurry of cement and water can bebrushed onto the mortar. This acts as a plaster adhesive.2. The second plaster coat can then be applied. The mix should be moister than the first and beapplied to approximately 1cm thickness just to cover the first layer.3. When the plaster is a bit hardened a wooden floater can be used to smooth the outside layer and toadd a cosmetic finishing touch to the tank.4. The mortar should then be covered with plastic to keep the walls moist.

Plastering works for Nasau Ferro Tank, Navakasiga, Bua (April 2012)GETTING IN AND OUT OF TANKOnce the plaster has been applied there should be nothing leaning on the walls. To get in and out ofthe tank it is best to construct a bush timber, two (2) sided ladder.DISASSEMBLING TANK FORMWORKThe formwork can be taken down after 48 hours but it is safer and easier to plan to leave theformwork on over a weekend. To disassembly the formwork unscrew the timber to angle iron boltsand pry off the timber. The roofing irons can then be stripped off after unscrewing the seam boltsholding the roofing sheets to the angle irons.

INSIDE PLASTER LAYERSThe inside of the tank is plastered with mortar to fill up the corrugations. This coat is made roughand brushed with a slury mixture of water and cemestic so that the second coat will adhere.When the first coat has hardened sufficiently the second plaster coat is applied just to smooth outthe first coat and cover reinforcement wires properly.

FLOORWire mesh is tied into the underlapping wire from the walls and spread out to cover the entirefloor area of the tank. Over this is applied a 40 – 50mm layer of the mortar. It is very important tomake a coving between the walls and floor of a thickness, 75 – 100mm. The mortar is applied insuch a manner as to create a general slope towards the tank washout. The coving helps to seal thefloor/wall joint as well as strengthen this lower part of the wall where a concentration of waterpressure stresses occurs.To both the inside and outside walls of the tank, cement slurry (cement and water) should be appliedwhich helps to seal the tank.

6,600 Gallon Ferrocement Tank @ Nasau, Navakasiga, Bua New Tank @ Qoma Village, TailevuROOF When the tank floor is sufficiently hardened, formwork for the tank roof can be erected. Theformwork timbers must sit at least 25cm below the top mortar edge of the tank. Over the formworkis stretched wire mesh which is tied into the overlapping mesh from the walls. Two layers of mesh(if of the same gauge as the wall mesh) should be used on the roof. Alternatively, a heavier gaugemesh can be used on the roof. A 50 – 75mm mortar layer is then trowled on top of the mesh. Effortshould be made to make sure that the mesh reinforcement lays in the middle of the mortar. Thecenter post (PVC pipe with 3/8” MSR bars) with its vertical reinforcement rods tied into the roofmesh can be filled with mortar at the same time.It is best to leave the roof formwork up for at least 3 days. The newly plastered roof should becovered with plastic to cure the mortar until the formwork is taken down.ROOF FORMWORKThere are several different ways to construct a mortar roof using varying formwork designs.

FINISHING TOUCHES1. After the roof formwork has been removed the underside of the roof should be checked for exposedmesh reinforcement. Exposed wires should be covered with mortar to prevent corrosion.2. A slurry made from hydrated lime and water can be applied to the outside of the tank. This willtend to paint the outside of the tank white and enhance sunlight reflection. A coat of white weatherproof paint can also be applied.3. The inlet and overflow holes are then chipped into the upper tank walls and the remainder of pipeworks attached.FILLING THE TANKThe tank must be filled slowly with water to allow the mortar to expand and reabsorb moistureslowly. Rapid filling can create cracking and failure. A shallow depth of water should be left in thetank for a week or so before filling. Suggested time schedules for filling the tank are as follows: Fill ¼ of the tank with water and let stand 1 week. Fill tank to half full, let stand 1 week. Fill tank ¾ full, let stand 1 week. Fill completely and use
