Definitions

Standard - a published document which sets out specifications and procedures designed to ensure that a material, product, method or service is fit for its purpose and consistently performs the way it was intended to.

Quality of Service (QoS) – ‘A set of quality requirements on the collective behavior of one or more objects’

CCK Regulatory Mandate

The Kenya Communications Act 1998 and the Kenya Communications Regulations, 2001 mandates CCK to: Type approve equipment, make telecommunications standards, inspect installations and enforce quality of service.

Type Approval is therefore one of the key responsibilities of the CCK & will be discussed further in the presentation

Why should we maintain Standards for QoS ?

1. Interoperability of ProductsNon Interoperability leads to:-end user frustration-slow progress -general inefficiencies and higher costsOperability leads to:-businesses gain a competitive edge -production processes are optimized-better products and services for consumers,

at lower costs


2. Safety IssuesThese are very important as they touch directly on human life. Safety standards ensure :

-public safety and confidence-reduced costs-improve quality of products & services- assist in marketing of products &

services.3. Open new export markets/access to global

marketsInternational Standards reduce national & regional policies and thus assist in avoiding unnecessary technical barriers to trade leading to opening up of export markets.


4. Promote Innovation -by encouraging participation from a variety of individuals with different talents and ideas, innovation & new market entrants are introduced e.g.iPhone programs

5. Reduce Business Costs-Manufacturers are able to work at lower cost when they use standard parts and place them on the world market because the quality level does not have to be checked again


What is type approval?Technical evaluation of equipment against prescribed specifications with the objective of determining its conformance to these specifications.

An administrative procedure of technical tests and vetting applied to items of telecoms equipment before they can be sold, interconnected with the public network or used for purposes of communications

Type approval evaluation is based on:– manufacturer’s technical literature, – test results from an independent accredited test

laboratory,– actual performance on live networks


Type Approval Process


Objectives of Type Approvali. protect public telecommunications

networks from damage from customer-owned terminal equipment connected to it, and vice versa

ii. ensure coherent communications over the public telecommunications networks.

iii. ensure safety of public from dangerous equipment.

iv. promote efficient utilisation of the radio frequency spectrum.

v. protect general public & network operators from poor quality terminal equipment which do not meet public telecommunications network interface requirements.


Objectives of Type Approval..cont..

vi. protect the general public by ensuring that telecommunications equipment vendors are able to offer adequate technical support and after sales maintenance backup.

vii. ensure safety of telecommunication operator's line plant staff from high voltages that may be fed on line by substandard equipment arising from inadequate isolation


Objectives of Type Approval

vi. facilitate interconnection – For Customers: irrespective of the

network operator they subscribe to, or the Customer Premises Equipment (CPE) they use.

– For Network Operators: To make their own services available to customers of other networks, or to avail to their users those services that are not available in their networks, but are readily available in other networks.


Equipment Requiring Type Approval

All telecommunications equipment intended to be connected directly or to inter-work with a public telecommunications network in order to send, process or receive information.

Type Approved equipment listed in a central database available on CCK website.


Adopting International Standards• KeBS is the lead government agency for

standards development.• CCK participates in KeBS Technical Committees

and ITU-T study groups • International Standards include: ITU, ISO, IEC,

IEEE, ETSI• Adoption of international standards is an

obligation under WTO’s Code of Practice requiring elimination of technical barriers to international trade.

• However some local standards with no international equivalent due to particular local requirements.


Certification

Certification -the confirmation of certain characteristics of an equipment/ system/ installation.A Certification Committee carries out regular inspection of telecommunications installations done by licensed contractors and operators:

Establish and enforce equipment and installation standardsProtect and sensitise clients on general network integrity and standards.


Conclusion

Type approval is used as a tool to ensure standards are upheld This in turn leads to preservation of particular QoS parameters

Regions should be encouraged to: Actively develop regional standards for Africa

thus more cooperation among standard making organizations in Africa and

Enhance the type approval procedure especially with regard to development of internationally recognized type approval laboratories in Africa.
