    1 Introduction

    1.1 Proposed DevelopmentThe proposed development is located in Tipperary Town, Co. Tipperary and comprises sectionsof the N24 and N74 National Roads. It extends from the N24-R515 Junction at the intersectionof Church Street, O’Brien Street and Main Street at the western extent; to approximately 1kmalong the N74 on the Cashel Road incorporating Fr Mathew Street at the eastern extent. Thescheme has a total length of approximately 1.6km.

    The scheme is to include for the following;

    ● upgraded road layout with reduced carriageway width (approximately 6.5m along N24 MainStreet/Bank Place and 6.0m along Fr Mathew Street/Cashel Road)

    ● widened footways with new paving along N24 Main Street/Bank Place● widened footways with new paving along N74 Fr Mathew Street/Cashel Road including new

    footways between James Connelly Park and St. Michael’s Avenue (West), and between St.Michael’s Avenue (East) and St. Michael’s Cemetery car park.

    ● upgraded car park at St. Michael’s Cemetery with new pavement, defined spaces andimproved pedestrian and vehicle access from N74 Cashel Road

    ● new road pavement● upgraded public lighting along N74 Fr Mathew Street/Cashel Road● localised drainage upgrades● enhanced soft and hard landscaping including the provision of upgraded street furniture● new town gateway signage at the existing 60kph speed limit on N74 Cashel Road

    1.2 Benefits of the Proposed DevelopmentThe proposed road development aims to improve safety and reduce the frequency and severityof collisions which have occurred through the N24 Main Street/Bank Place and N74 Fr MathewStreet/Cashel Road by implementing the following safety improvements;

    ● Promote traffic calming on the N74 approach to Tipperary Town and maintain reducedspeeds through the transition zone and residential area

    ● Rehabilitation of the existing pavement and underlying pavement foundation where poorground conditions are encountered

    ● Ensure all crossings are more conspicuous with buildouts and removal of obstructions toimprove visibility for motorists and vulnerable road users

    ● Increase safety and comfort and improve access for vulnerable road users through improvedpedestrian infrastructure in line with Design Manual for Urban Roads and Streets (DMURS)principles, Department of Transport, Tourism and Sport (DTTAS),2019.

    ● Improvements to the public realm and pedestrian areas through the N24 Main Street/BankPlace and N74 Fr Mathew Street/Cashel Road

    1.3 Planning RegulationsThe proposed road development is a class of development to which Part 8 of the Planning andDevelopment Regulations, 2001 as amended (hereafter referred to as the Planning regulations)is applicable. Specifically, the proposed road development is listed under Article 80 (1)(b) of thePlanning regulations;

    ”the construction of a new road or the widening or realignment of an existing road, where thelength of the new road or of the widened or realigned portion of the existing road, as the casemay be, would be—

    (i) in the case of a road in an urban area, 100 metres or more…”

    Various developments by a Local Authority are subject to a public consultation process as setout in the Planning regulations. This process is typically referred to as the ‘Part 8 Process’.This procedure requires that public notices for the proposed development be provided in a localnewspaper publication and that a site notice be erected. The public notices will set out wherethe plans and details of the proposal are available for inspection by the public and the dates forinspection and receiving submissions.

    Any submissions or observations which are received by the Council are considered in thecontext of a Part 8 ‘Manager’s Report’ which is subsequently prepared and is presented to theCouncillors for adoption. The ‘Manager’s Report’ lists those who made a submission togetherwith a summary of the points made in their respective submissions. The Manager’s Report thenaddresses each point which forms the Council’s response. Arising from consideration of therepresentations, the ‘Manager’s Report’ sets out whether the Council proposes to proceed asoriginally planned or to proceed with a modified proposal. It is then a matter for the members ofthe Council (i.e. the Councillors) to grant planning or not.

    Pursuant to the requirements of Part 8 of the Planning regulations, notice is hereby given thatTipperary County Council proposes to carry out improvement works on the N24 MainStreet/Bank Place and the N74 Fr Mathew Street/Cashel Road.

    The locations for inspecting the Part 8 Planning documentation, the relevant dates andnecessary information relating to making submission and observations to the Council, is set outin the Part 8 Planning Notice, attached to Appendix A entitled ‘Planning Notices’ of this report.

    This Planning Report has been prepared by Mott MacDonald to accompany the Part 8 planningapplication. Additional supporting documentation is also included within the planning applicationas listed in Table 1.1. This documentation should be read in conjunction with this report.

    2 Planning Policy and Context

    2.1 National Planning PolicyIreland 2040 - National Planning Framework (hereafter referred to as the NPF) published by theGovernment in February 2018, is a 20-year planning framework designed to guide public andprivate investment, to create and promote opportunities for Irish citizens, and to protect andenhance Ireland’s built and natural environment.

    The main ambition of the NPF is to achieve sustainable development through the compactgrowth of cities, towns and villages. The NPF also seeks to provide and promote sustainabletravel modes, including cycling and walking.

    The following National Strategic Outcomes and Policy Objectives are most relevant to theproposed development;

    ● No. 4 Sustainable Mobility– In line with Ireland’s Climate Change mitigation plan, we need to progressively electrify

    our mobility systems moving away from polluting and carbon intensive propulsionsystems to new technologies such as electric vehicles and introduction of electric andhybrid traction systems for public transport fleets, such that by 2040 our cities and townswill enjoy a cleaner, quieter environment free of combustion engine driven transportsystems.

    ● No. 7 Enhanced Amenities and Heritage– This will ensure that our cities, towns and villages are attractive and can offer a good

    quality of life. It will require investment in well-designed public realm, which includespublic spaces, parks and streets, as well as recreational infrastructure. It also includesamenities in rural areas, such as national and forest parks, activity-based tourism andtrails such as greenways, blueways and peatways. This is linked to and must integratewith our built, cultural and natural heritage, which has intrinsic value in defining thecharacter of urban and rural areas and adding to their attractiveness and sense of place.

    ● National Policy Objective 27– Ensure the integration of safe and convenient alternatives to the car into the design of our

    communities, by prioritising walking and cycling accessibility to both existing andproposed developments and integrating physical activity facilities for all ages.

    ● National Policy Objective 28– Plan for a more diverse and socially inclusive society that targets equality of opportunity

    and a better quality of life for all citizens, through improved integration and greateraccessibility in the delivery of sustainable communities and the provision of associatedservices.

    2.2 Regional Planning Policy

    2.2.1 Regional Spatial and Economic Strategy for the Southern Region

    The Regional Spatial and Economic Strategy for the Southern Region (hereafter referred to asthe RSES) came into effect on 31st January 2020. The RSES sets out a 12-year strategicregional development framework for the Southern Region, the primary aim of the RSES is tosupport and implement Project Ireland 2040 - the National Planning Framework (NPF) and

    National Development Plan 2018-2027. As the regional tier of the national planning process theRSES seeks to achieve coordination, cohesive and balanced regional development. The RSESis also divided into three sub-regional areas, called Strategic Planning Areas (SPAs) - the Mid-West, South East and South-West. Tipperary County is included in both the Mid-West andSouth East areas due to strong linkages between North Tipperary and Limerick, and SouthTipperary and Waterford.

    The strategic vision of the RSES is as follows;

    ● Nurture all our places to realise their full potential;● Protect and enhance our environment;● Successfully combat climate change;● Achieve economic prosperity and improved quality of life for all our citizens;● Accommodate expanded growth and development in suitable locations; and● Make the Southern Region one of Europe’s most creative, innovative, greenest and liveable

    regions.

    A key enabler of the RSES is the revitalising of urban and rural areas through creative andregenerative place-making through the use of quality urban design to enhance the character ofa place and to ensure the development is respectful of the existing physical, social andenvironmental and cultural context. The RSES also seeks to improve pedestrian accessibility,safety and facilities. Regional Policy Objective (RPO) 174 sets out objectives to support activehealth initiative, promote sustainable mobility and promote sustainable modes of transport.Relevant objectives include:

    ● Safe walking and cycle routes especially in the approach to schools● Creating a safer environment for pedestrians and cyclists off the arterial roads shall be

    supported by large scale 30 km/h limits (except for main arterial roads) and adequatejunction re-design

    ● All significant development proposals shall be required to provide a Quality Audit, as referredto in the Design Manual for Roads and Streets

    ● Place walkability and accessibility by walking mode as a central objective in the planning anddesign of all new developments/new development areas, transport infrastructure and publictransport services

    ● Enhance pedestrian facilities in all urban areas in the region● Support accessibility to walking routes for people with disabilities

    The proposed development supports the place making of Tipperary town, enhances itsaccessibility for all, especially the elderly or those with mobility issues or disabilities, andensures that pedestrian safety is enhanced.

    2.3 Local Planning Policy

    2.3.1 South Tipperary County Development Plan 2009-2015 (as varied)

    The South Tipperary County Development Plan 2009-2015 (as varied) (hereafter referred to asthe CDP) will continue to be appliable until a new combined County Development Plan can beprepared and adopted. The CDP provides a framework for economic development, and in linewith the Corporate Plan is built on the ethos of acknowledging the unique identity of Tipperary.The CDP will ensure that development is designed and manged to protect and enhance local

    distinctiveness in the county’s town and villages. The CDP sets out a vision centred aroundsustainable communities, strong economy and a quality environment.

    A set of seven Strategic Core Aims underpin the CDP, the most relevant Aim to the proposeddevelopment is Retail and Town Centre Management – “To promote strong, competitive retailcentres in accordance with the settlement and retail hierarchy of the county and to enhance andrevitalise town centres as a vibrant and viable place in which to live, work and visit”.

    The encouragement of a shift towards increased access to retailing by public transport, cyclingand walking in accordance with the Government’s ‘Smarter Travel’ programme, is a key policyof the Retail Planning Guidelines. The protection of pedestrian improvements, as per theproposed development, will help to revitalise town centres and are set out under Policy T15.

    Policy TI5: Pedestrian and Cycle Routes - It is the policy of the Council to improve and createadditional facilities for pedestrians and cyclists and to improve access for people with mobilityneeds.

    In addition, the CDP states that the quality of public realm design and new development isexpected to make an important contribution to the vitality of town centres, as such, designshould seek to improve the character and quality of the area. Under Policy RTC7: Design andInnovation in the Town Centre, the Council expect high quality design and finishes to beapplied.

    2.3.2 Tipperary Town & Environs Development Plan 2013 (Including Variation - May2017)

    The Vision Statement for Tipperary town as set out within the Tipperary Town & EnvironsDevelopment Plan 2013 (Including Variation - May 2017) is as follows;

    ● To develop Tipperary Town as a balanced settlement centred on a vibrant town centre. Buildon the heritage and tourism strengths of the town and to support the wider hinterland from aneconomic and cultural perspective. To promote the town as a unique settlement for working,living and recreation, and to balance the demands of a vibrant economy with the need for ahealthy and sustainable environment and to ensure the protection of the unique built, culturaland natural heritage of the area.

    ● Central to the Town Development Plan, and in line with the CDP, is the continuedimprovement of the town centre, through addressing variety of uses and vacancy levels.Increasing the attractiveness of the public realm which will help to create a strong, vibrantand dynamic town centre. Provision of better pedestrian and cycle connections to thesurrounding facilities and amenities across Tipperary town. This is reflected in Policy TC 1:Enhancing the quality of the Town Centre, which states;It is a policy of the Council to strengthen the retail/commercial, residential and recreationalfunctions of the town centre, retaining high value uses at ground floor level within thePrimary Retail Area, to seek improvements to the visual quality of the town centre as part ofnew development and to facilitate the appropriate development of the town centre subject tocompliance with the relevant development standards where applicable.

    ● It is an ongoing objective of the Council to improve the pedestrian environment, permeabilityand legibility within the town centre. An increase in pedestrian traffic will also improve thevitality and viability of the town. The pedestrian upgrades along Main Street and the junctionupgrade with Davis Street proposed as part of this Part 8 development are illustrated withinTransportation Map 5 of the Town Development Plan and the Specific Objectives Map ,however the one-way system illustrated is not being applied as part of these works.

    Under Policy INF3 and INF4 the importance of protecting pedestrian movements andaccessibility for those with mobility needs are incorporated as part of a Mobility ManagementPlan and Pedestrian/Cycle infrastructure.

    ● INF3: Accessibility It is the Council’s policy to improve facilities for pedestrians and accessfacilities for people with special mobility needs in line with the aims of the European Charterof Pedestrian Rights.

    ● INF4: Pedestrian/Cycle Infrastructure The Planning Authority will also require that all newdevelopment proposals provide for pedestrian and cycle infrastructure and facilities (i.e.bicycle parking) where appropriate.

    The Tipperary Town Architectural Conservation Area (ACA) is illustrated in Map No. 8 of theTown Development Plan, reproduced in Figure 2.1. The Tipperary Town ACA was identified dueto the quality and cohesiveness of the traditional building forms and period townscape features.The proposed development will be undertaken within a large portion of the ACA and so PolicyAH2: Architectural Conservation is applicable;

    It is the policy of the Council to ensure the enhancement and management of the ACA. Withinthe ACA the Council will have regard to:

    ● The impact of proposed development on the character and appearance of the ACA in termsof compatibility of design, colour and finishes, and massing of built form;

    ● The impact of proposed development on the existing amenities, character and heritage ofthese areas; and,

    ● The need to retain important architectural and townscape elements such as shopfronts, sashwindows, gutters and down pipes, decorative plasterwork, etc.

    2.4 Planning HistoryThere are no extant or historical applications relating to public realms works in Tipperary Townbased on a review conducted on 28th September 2020. The planning history is typical of a towncentre, numerous applications exist for change of use class, enlargement of retail floorspace,demolition works and extension of permission duration.

    2.5 ConclusionAs demonstrated by the strategic policies and objectives set out in national, regional and localdevelopment plans there is an objective to ensure that town centres retain their attractiveness,safety and accessibility. In turn this will help ensure the long-term vitality and viability of towncentres. The proposed development will enhance the public realm, ensure that there is accessfor those with mobility issues and increase safety for vulnerable road users. The proposeddevelopment is considered to be consistent with the strategies and policies of the CDP andcontributes towards the achievement of sustainable development for Tipperary Town.

    3 Description of the Proposed RoadDevelopment

    3.1 LocationThe proposed scheme is located in Tipperary Town, Co. Tipperary and comprises sections ofthe N24 and N74 National Roads. The scheme extends from the N24-R515 Junction at theintersection of Church Street, O’Brien Street and Main Street at the western extent; toapproximately 1km along the N74 on the Cashel Road incorporating Fr Mathew Street at theeastern extent. The scheme is approximately 1.6km in length and is presented in Figure 3.1.

    3.2 Road TypeThe proposed road improvement works on the N24/N74 will consist of a Single Carriagewayroad (approximately 6.0m to 6.5m carriageway road) and a footpath 1.8m to 2.5m minimumwidth (apart from pinch points) in both directions. The scheme has a speed limit of 50kphthrough the N24 and the majority of the N74. The speed limit increases to 60kph at the easternextent of the N74 in keeping with the surrounding road network.

    The proposed layout is shown on drawings 229100430-MMD-0000-02-DR-C-0101 to 0103located in Appendix B entitled ‘Drawings’ and Volume 2 of the planning pack documentation.

    A preliminary design has been prepared in accordance with the principles outlined in the DesignManual for Urban Roads and Streets (DMURS) published by the Department of Transport,Tourism and Sport (DTTAS) in 2019.

    3.3 JunctionsThe nine existing junctions along the N24 and eight existing junctions along the N74 will remainwith no new junctions formed.

    Localised junction improvements are proposed along the scheme, with junction radii reduced inaccordance with Section 4.3.3 of DMURS, while maintaining existing vehicle movement insofaras is possible.

    3.4 DrainageThe proposed road drainage will facilitate the efficient removal of surface and sub-surface waterwhile minimising the impact of runoff on the receiving environment. The principle type ofdrainage collection method will be kerb and gully which will connect to the existing pipeddrainage network which outfalls to local watercourses beyond the extents of the proposeddevelopment.

    Dished channels will be utilised to facilitate the efficient removal of surface water from footwaysand paved areas where required by design levels. The final location of surface water drainagefeatures will be confirmed at detailed design stage in accordance with industry best practice.

    Localised modifications to the existing piped drainage network will be undertaken wherehydraulic capacity constraints are identified at detailed design. Tipperary County Council haveadvised of a hydraulic capacity issue in the existing drainage network at the N24-R515 MainStreet-O’Brien Street junction where localised flooding has recently occurred during periods ofheavy rainfall. It is proposed to increase the hydraulic capacity at this location through upsizingof the existing network to cater for foul and surface water flows.

    3.5 Earthworks/ExcavationsNo earthworks are anticipated as part of the scheme. Excavation will be required in areas ofcarriageway where the existing pavement foundation subbase is deemed unsuitable for thedesign traffic loading. This will be informed by site investigations to be undertaken at detaileddesign stage.

    3.6 UtilitiesLocal electricity diversions and alterations will be made as necessary to facilitate the newproposed road development. It is proposed to provide ducting infrastructure in the verge tofacilitate undergrounding of ESB overhead cables on Fr Mathew Street/Cashel Road.

    The design of the new proposed road improvement scheme will include for the interaction withfoul sewers and watermains in the vicinity of the proposed road development.

    It is proposed to upgrade the lighting along N74 Fr Mathew Street/Cashel Road in accordancewith TII Publication DN-LHT-03038 Design of Road Lighting for the National Road Network.

    3.8 Traffic Signs and Road MarkingsAppropriate signage and road markings will be provided in accordance with the Traffic SignsManual August 2019 published by the Department of Transport, Tourism and Sport.

    3.9 Pedestrian FacilitiesA target footway width of approximately 2.5m will be provided for through the N24 MainStreet/Bank Place on both sides of the carriageway. A minimum 1.8m wide footway will beprovided for along the N74 Fr Mathew Street/Cashel Road on both sides of the carriageway.Pinch points are necessary in some locations, but the footpath width will be 1.4m minimum atthese locations over short lengths.

    A raised table layout is being provided at N24 Main Street at the junction of Market Place andKickham Place. Raised pedestrian crossing facilities are being provided along the N74 at FrMathew Court and St. Michael’s Avenue.

    Crossing points will be provided as necessary at junctions. All crossings will have the requiredtactile paving arrangements in accordance with the relevant design standards.

    3.10 Traffic ManagementTraffic management will be required during the construction phase of the works. A PreliminaryTemporary Traffic Management Plan (pTTMP) has been prepared to highlight a non-exhaustivelist of potential diversion routes that may be utilised by the Contractor in the design andpreparation of the Traffic Management Plan to be implemented during the construction phase ofthe works. The pTTMP also outlines the minimum requirements for traffic management in theexecution of the works in accordance with current industry best practice.

    A detailed traffic management plan will be produced by the Contractor following consultationand agreement with the Gardaí and Tipperary County Council in advance of construction of thescheme. The Traffic Management Plan shall comply with the requirements of Chapter 8 of theTraffic Signs Manual August 2019 & the Temporary Traffic Management Document Suite. TheContractor shall also take account of the “Guidance for the Control and Management of Trafficat Road Works” Second Edition issued by the Department of Transport (2010) in theimplementation of the plan and the “Guidelines for Managing Openings in Public Roads”Second Edition issued by the Department of Transport, Tourism and Sport (2015).

    4.1 IntroductionThis chapter outlines the consultation undertaken as part of the preparation of the design anddocumentation being brought forward for Part 8 approval.

    4.2 ConsulteesConsultation was carried out with the relevant internal sections within TCC on 15th September2020 in accordance with the Protocol for Part 8 Applications published by Tipperary CountyCouncil.     4.3.3 Submissions or observations

    Submissions or observations in relation to the proposed development, dealing with the properplanning and sustainable development of the area in which the works will be constructed maybe made in writing to Marcus O’Connor - Director of Services, Roads, Transportation andInfrastructure, Tipperary County Council, Civic Offices, Nenagh, Co. Tipperary before4:30pm on Thursday 26th November 2020.

    All comments, including names of those making comments, submitted to the Council in regardto this development will form part of the statutorily required report to be presented to themonthly meeting of Tipperary County Council. Accordingly, they will also be included in theminutes of that meeting and may appear in the public domain.

    4.3.4 Notice of Proposed Development (Newspaper & Site)

    In accordance with Article 81(1)(a) of the Planning regulations notice of the proposeddevelopment was placed in the Tipperary Star and Nationalist newspapers on Thursday 15thOctober 2020. A copy of the newspaper notice is contained in Appendix A entitled ‘PlanningNotices’.

    In accordance with Article 81(1)(b) of the Planning regulations site notices have been erectedon the land on which the proposed development would be situated. The site notice locations areshown on the scheme location map (ref: 229100430-MMD-0000-02-DR-C-0001) included inAppendix B entitled ‘Drawings’.

    5 Environmental Considerations

    5.1 Environmental Impact Assessment ScreeningThe project does not meet the threshold for mandatory Environmental Impact Assessmentunder Schedule 5 Part 1 and Part 2 of the Planning and Development Regulations 2001, asamended. Notwithstanding this an EIA Screening was carried out to assess the impactsassociated with the construction and operation of the proposed development and accompaniesthis Part 8 planning application submission. This screening assessment was completed utilisingthe criterion set out in Schedule 7 of the Planning and Development Regulations 2001, asamended. The assessment concluded that no potential impacts of significance were identifiedduring either the construction phase or during the proposed development’s lifetime.

    5.2 Appropriate Assessment ScreeningArticles 6(3) and 6(4) of Council Directive 92/43/ECC on the Conservation of natural habitatsand of wild fauna and flora habitats (the ‘Habitats Directive’) require that where a plan or project,either individually or in combination with other plans or projects, is likely to have a significanteffect on a Natura 2000 Site, and where that plan or project is not directly connected with ornecessary to the nature conservation management of the site, it shall be subject to ‘AppropriateAssessment’ to identify any implications for the Natura 2000 site in view of the site'sconservation objectives. Natura 2000 sites include Special Protection Areas (SPAs), SpecialAreas of Conservation (SACs), Sites of Community Importance (SCIs) which have beenadopted by the (EU), but not yet formally designated by the governments of Member States, aswell as candidate SPAs, SACs and SCIs.

    The first stage in the Appropriate Assessment process is Stage 1 Screening for AppropriateAssessment. This assessment was undertaken to determine whether the proposed works;alone, and in-combination with other projects, are likely to have significant effect on theconservation objectives of the European sites within the Zone of Influence.

    The Screening for Appropriate Assessment Report has been prepared (document ref:229100430-MMD-0300-02-RP-E-0002). The Screening for Appropriate Assessment concludedthat the proposed development would not result in any significant effects on the European sites.A Natura Impact Assessment (Stage 2 in the Appropriate Assessment process) is therefore notrequired.

    5.3 Landscape and VisualIn accordance with ‘The treatment of transition zones to Towns and Villages on National Roads’and following guidance in DMURS, it is recognised that landscape design has an importantcontribution to make in traffic calming and can assist in slowing vehicles when enteringTipperary Town. Planting and an improved public realm and pedestrian areas can aid trafficcalming by creating an improved sense of place in the village so slowing traffic as the change inthe streetscape environment indicates an area of pedestrian priority and increased pedestrianactivity. In addition, tree planting can create a sense of vertical enclosure that discouragesdrivers from speeding.

    Vertical enclosure has been found to have a traffic-calming effect as drivers become moreaware of their surroundings. Improvements to the public realm in the town and along the N74will also create an improved landscape and streetscape with improved pedestrian connectivity

    to also encourage safer walking through the town. A materials palette of good quality kerbingand paving along N24 Main Street/Bank Place and Fr Mathew Street/Cashel Road will helpcreate a strong local identity in the town core and its environs.

    Gateway proposals at the eastern approach to the town have been designed with enhancedplanting and changes in road surface, colour and texture. These gateways will be used toinfluence driver behaviour, aid wayfinding and signal entrance to the town and signify thechange from rural to urban environment.

    In the transition zone of the N74, trees are to be used to strengthen the avenue approach to thetown which aids traffic calming and reinforces this entrance to the town. There is an opportunityto establish a line of trees to the cemetery boundary, which will be chosen to complement theform and spacing of the established trees to the opposite side of the road here. The streetscapeof Tipperary Town does not allow many opportunities for street tree planting along the town coresection of the N24 given the current footpath widths. However, where carriageway widths arebeing reduced there may be space to plant trees along the streets once the core pedestriancirculation zone of 2.5m is not impacted. Feature trees are to be considered at key junctions orfocal points in the town. Where there are opportunities for street trees, they are to be planted inwell-prepared tree pits to agreed specification.

    5.4 Cultural HeritageA Cultural Heritage Impact Assessment of the proposed scheme has been carried out by the TIIProject Archaeologist. Tipperary Town has a confirmed history going back to the medievalperiod, potentially earlier. Tipperary is classified as a walled town, Record of Monuments andPlaces (RMP) No. TS067-004. To date, no in-situ remains of a medieval Town Wall have cometo light. As the proposed scheme involves an upgrade of the main thoroughfare of the town, theworks will direct impact on the Zone of Archaeological Potential (ZAP), and the ArchitecturalConservation Area (ACA) of Tipperary Town. The Cultural Heritage Assessment Reportproposes mitigation impacts during construction involving archaeological monitoring, by asuitably qualified licenced archaeologist, of excavations within the ZAP and ACA of TipperaryTown.

    Tipperary Town has a rich and varied architectural heritage palette. One upstanding structure isbeing directly impacted by the proposed works: the cast-iron post box on lower Main Street(Reg. No. 22108077: RPS Reg. No. 77). The works will involve the temporary removal, storageand re-location of this structure, until the works in this area will be finished and it is deemedappropriate by Tipperary County Council to reinstate the Post Box to its original location. It isproposed that the proposed drainage works off O’Brien Street, although located outside theZAP of the town, will be surveyed using geophysics, followed by targeted archaeological testing,in advance of the works. At the conclusion of all archaeological and architectural works a fullyillustrated report, supported by public dissemination events, will be produced and published.

    5.5 NoiseThere will be a noise impact during the construction of the works. The requirements formitigation of same will be outlined in the construction requirements which will be reflected in aconstruction management plan prepared by the Contractor at the time of construction.

    The scheme itself is not envisaged to generate traffic over and above the existing traffic on theroad.
