PREFACEThis document provides technical instructions for building the fixed and delimited grades offered files that can be submitted through the Education Data Exchange Network (EDEN).  This document is used in coordination with the EDFacts Workbook, EDFacts Business Rules Guide and the EDEN Submission System User Guide.

States submitting files using XML do not submit a separate Grades Offered file. Instead the directory file (X029) includes the Grades Offered data.

EDEN is a centralized, coordinated repository of state reported, K through 12, educational data residing at the U.S. Department of Education.  The EDEN Submission System is an electronic system that facilitates the efficient and timely transmission of data from SEAs to the U.S. Department of Education.

1.0 PURPOSEThis document contains instructions for building fixed and delimited files to submit EDFacts Data Group: Grades Offered, DG18, the grades offered by an LEA or school. The Directory XML specifications, X029, contains the XML file formats for Grades Offered data. Therefore, there is no X039 Grades Offered File Specification. General guidance for constructing all file types may be found in the EDFacts Workbook.

The data collected through this file specification is used to determine the Lowest Grade Offered and Highest Grade Offered of the Non-Fiscal Surveys of the Common Core of Data (CCD). This data also allows other U.S. Department of Education users of elementary and secondary data to impute a school’s level (e.g., elementary, secondary, middle school, etc.) or determine whether there is a graduation level.

Beyond the editorial changes listed in the document control, there have been no changes to this file specification.

1.2 Requirements for Submitting this Data Group

2.0 GUIDANCE FOR SUBMITTING THIS FILEThis file specification collects the grades offered by a school or LEA regardless of whether students are actually enrolled in all grades.

See below for additional guidance concerning this file:

What is the reporting period for this file?For LEAs and schools that are operational1 on October 1 for the Common Core of Data universe, the reporting period is October 1, that is, the grades that were offered on October 1, 2009.

For LEAs and schools that were not operational on October 1 but became operational during the school year, the reporting period is the effective date that the LEA or school became operational. Which Education Units should be included in the file?Include all LEAs and Schools that were operational on October 1.

If an LEA or school is added to the directory as operational during the school year, grades offered should be submitted for that LEA or school when the Directory file is submitted opening the LEA or school.

Which Education Units should not be included in the file?Do not submit grades offered information for schools that were closed on October 1 and remained closed for the school year.

What if no students are enrolled in a grade offered by an education unit?A grade may be offered even though there may not be students enrolled in that grade. The decision about how to report grade levels remains with the SEAs. When considering the options, examine whether other aspects of EDEN reporting may include these same students, and whether that other data is reported at the same grade levels as in Grades Offered. If a grade is in Grades Offered, a student count in the Membership file (N/X052) is required; that count may be zero.

Conversely, if an LEA or school reports membership for a particular grade, that grade should be represented in this file.

What if an education unit has a mix of graded and ungraded students?If a school or LEA has a mix of graded and ungraded students, report both ungraded and the grades offered at that educational unit.2 When should the grades offered file be submitted?Grades Offered should be submitted with the Directory file updates so that the two are consistent and the data are available prior to submitting student Membership counts.

What is the difference between NOGRADES and UNGRADED?The value “NOGRADES” means there are no grades offered and there are no students counted at this educational unit. UNGRADED means there are students counted at this educational unit, but they are not assigned to a grade level.

What is the difference between Grade 13 and AE?The grade designated “13” (Grade 13/Postgraduate) is included for those LEAs, or schools that offer a grade 13 as part of a high school curriculum or for students who have completed high school but may be staying on in high school to get additional credits. The AE (Adult Ed) designation is for Adult Education programs. These programs are usually for students who have dropped out and returned to school or students who are over the mandatory attendance age and who enter an Adult Education (GED preparation) program.

The objective is for all reporting to be consistent. Where the SEA has specific definitions for Grade 13 and/or Adult Education, the SEA should include this information in the explanation field so that users of EDEN data have access to information on the SEA’s definition of Grade 13 or Adult Education.

Please note that EDEN is not trying to expand the scope of its data collection beyond K through 12 levels. Some program areas include adult education as part of their reporting and therefore those “grade” designators are available for those programs only. Adult education programs as a rule are not reported for this collection unless they are specifically included in a program area.

Why are MISSING and NOTCOLLECT not permitted values?Missing and Not Collected are not permitted values in this file. For LEAs or schools that have no students or that count all students with another facility (e.g., the students’ “home” school), the NOGRADES value should be used if a more accurate response is not available.

3.0 FILE NAMING CONVENTIONBeing able to readily identify any particular file transmission is an important consideration for users of the EDEN Submission System. Being able to identify a particular file can greatly facilitate any technical assistance that may be requested by the State. A maximum of 25 characters (including the file extension) is allowed for the file name. The following is the naming convention for Grades Offered file submissions:

Where:ss = Two–character USPS State Abbreviation for the submitting SEA.lev = Three–character abbreviation for the level submitted. Use:

LEA for a Local Education Agency Grades Offered submissionSCH for a School Grades Offered submission

Filename = GRADESOFF (no more than nine characters)vvvvvvv = Up to seven–character alphanumeric string designated by the

SEA to uniquely identify the individual submission. (e.g., ver0001, v010803)

.ext = Three–character file extension identifying the file format as follows:

4.0 LEA GRADES OFFERED FILE This section describes the fixed file and delimited file specifications used to transmit information pertaining to the LEA Grades Offered File. The file type is specified in the header record.

4.1 Header Record Definition

The header record is required and is the first record in every file submitted to the EDEN Submission System. The purpose of the header record is to provide information as to the file type, number of Data Records in the file, file name, file identifier, and file reporting period.

4.2 Data Record Definition

Data Records are required and immediately follow the header record in every file submitted to the EDEN Submission System. Data Records provide the grades offered for each LEA. Each record reports one grade offered, therefore, each LEA may have more than one record.

5.2 Data Record Definition

Data Records are required and immediately follow the header record in every file submitted to the EDEN Submission System. Data Records provide the grades offered for each school. Each record reports one grade offered, therefore, each school may have more than one record.

See Section 5.3 for examples of the Data Record.

Explanation 83 200 String O Submitted files will be processed through various edit checks. When unusual conditions are detected, warning errors may be issued, even though the data may be valid. When this occurs, an explanation responding to the warning may be submitted with the data, or after files have been processed. The U.S. Department of Education will verify explanations, and after verification, accept the data.

For example, state specific definitions of grade 13 or adult education can be included here.
