    DRAFT MEMORANDUM OF UNDERSTANDING

    ROLES AND REMITS OF THE ARTS HUBS AND CHAMBER OF ARTS 2012/13

    AREA BASED ARTS HUBS:

    Area Arts Hub meetings are open to all arts practitioners, organisations and otherinterested parties in Wigtownshire; Stewartry; Nithsdale and Annandale &Eskdale respectively

    Each Area Hub will elect a Chairperson (or rotating chair) and a ViceChairperson, who will represent the hub on the Chamber of Arts

    Hub meetings will be supported by a DGC Council Lead Officer. In the areasthese will be the respective CCS Service Managers

    It is anticipated that there will be 6 meetings per year Decisions will be made through positive debate. Where agreement cannot be

    reached a vote will take place (no Council Officer/Advisor will have voting rights)and where a tied vote is reached the elected chairperson will have the casting

    vote.

    KEY TASKS:

    Facilitate networking and information sharing for arts practitioners, organisationsand other interested parties in the hub area;

    Develop an area based arts action plan with the support of council colleaguesthat identifies local priorities for investment to be agreed by the relevant AreaCommittee;

    Report to the Area Committee twice yearly on the delivery of the area action planwith the support of council colleagues;

    Support arts activities across all art forms by coordinating/facilitating local fundingopportunities;

    Develop and deliver joint initiatives as appropriate (for example joint marketingactivities)

    Assist with the development of an appropriate constitution and terms of referencefor the Arts Hubs and Chamber of Arts to ensure that these operate fairly andequitably and are fully representative of and accountable to the arts sector inDumfries and Galloway

    REGION WIDE PROJECTS ARTS HUB

    The Region wide Projects Arts Hub is open to arts practitioners, organisationsand other interested parties who have a role in developing and/or deliveringregion wide arts projects. Increasingly these will be projects commissioned by theChamber of Arts, which at present are likely to fall under the following themes(this list is not exhaustive) :-

    Ticketing Literature Development Creative Industries (including Talent Hub Incubator Project) Rural Touring Environmental Art Youth Arts/Youth Entrepreneurship Region wide Arts Events / Festivals Marketing and Audience Development

    The hub will elect a Chairperson (or rotating Chair) and a Vice Chairperson whowill represent the hub at the Chamber of Arts to input/feedback

    Hub meetings will be supported by a DGC Council Lead Officer. The frequency of meetings will be agreed by the Region wide Hub; The hub is likely to include representatives of sub-groups tasked by the Chamber

    of Arts with developing specific areas (such as ticketing) Decisions will be made through positive debate where agreement cannot be

    reached a vote will take place (no Council Officer will have voting rights) andwhere a tied vote is reaches the elected chairperson will have the casting vote.

    KEY TASKS:

    Provide a networking and information sharing opportunity for groups andorganisations working on region wide arts projects and commissions

    Help ensure that projects and resources are appropriately shared across the

    region by assisting those delivering them to avoid duplication and make the mostof available resources Contribute to the twice yearly Policy and Resources Committee update report Inform and advise the Chamber of Arts with regard to region wide arts

    commissioning opportunities Assist with the development of an appropriate constitution and terms of reference

    for the Arts Hubs and Chamber of Arts to ensure that these operate fairly andequitably and are fully representative of and accountable to the arts sector inDumfries and Galloway

    Develop a framework for arts commissioning across Dumfries and Galloway that

    takes account of strategic priorities for the arts in Dumfries and Galloway as wellas the priorities of key funders Dumfries and Galloway Council and CreativeScotland

    Develop partnerships with Creative Scotland and other key partners Agree key areas of focus and development for strategic arts commissions in

    consultation with the arts sector Develop, allocate and monitor strategic arts commissions in line with the arts

    commissioning framework and agreed priorities for arts development acrossDumfries and Galloway
