•ICT brings 40% to productivity growth and 25% to GDP growth in Europe• Public budget accounts for 45% European GDP• Numerous examples of eGovernment efficiency:

– Denmark: eInvoices save 50 M€ (citizens) + 50 M€ (companies) per year

– Estonia: 65% electronically filled in tax declarations saves thousand of hours

– Public procurement accounts for 20% GDP

•Europe is good but not the best (Ref. Canada, Singapore…)

• By 2010 all citizens, including socially disadvantaged groups, will have become major beneficiaries of e Government

•By 2010 European public administrations will have made public information and services more easily accessible through innovative use of ICT and through increasing public trust, increasing awareness of eGovernment benefits and through improving skills and support for all users.

• eGovernment will be contributing to high user satisfaction with public services

• eGovernment will have significantly reduced the administrative burden on businesses and citizens

• The public sector will have achieved considerable gains in efficiency through the use of ICT

• European administrations will have significantly increased transparency and accountability wherever possible and relevant through innovative use of ICT

• All public administrations across Europe will have the capability of carrying out 100% of their procurement electronically, where legally permissible, thus creating a fairer and more transparent market for all companies independent of a company’s size or location within the single market

• At least 50% of public procurement above the EU public procurement threshold will be carried out electronically

• Over the period 2006-2010 Member States will focus their efforts on delivering those high impact services in Europe which will contribute most to the achievement of the Lisbon Agenda

• European citizens and businesses shall be able to benefit from secure and convenient means of electronic identification, issued at the local, regional or national level and respecting data protection regulations, to identify themselves to public services in their own or in any other Member State

• Member States will have agreed a framework for reference to, and where appropriate the use of, authenticated electronic documents across the EU

National Progress Report on i2010 eGovernment Action Plan I

"Member States have committed themselves to inclusive eGovernment objectives to ensure that by 2010 all citizens, including socially disadvantaged groups, become major beneficiaries of eGovernment, and European public administrations deliver public information and services that are more easily accessible and increasingly trusted by the public, through innovative use of ICT, increasing awareness of the benefits of eGovernment and improved skills and support for all users" (Action Plan, p.5).

"Member States expect eGovernment to contribute to high user satisfaction with public services and significantly lighten the administrative burden on businesses and citizens by 2010. Moreover, the public sector should achieve considerable efficiency gains as well as increasing transparency and accountability through innovative use of ICT by 2010." (eGov Action Plan, p.6).

National Progress Report on i2010 eGovernment Action Plan II"Member States have committed themselves to giving all public

administrations across Europe the capability of carrying out 100% of their procurement electronically (where legally permissible) and to ensuring that at least 50% of public procurement above the EC threshold is carried out electronically by 2010" (Action Plan, p.8).

"By 2010 European citizens and businesses will be able to benefit from secure and convenient electronic means, issued at local, regional and national levels, and complying with data protection regulations, to identify themselves to public services in their own or in any other Member State" (eGov Action Plan, p.9).

"Better decision/making and more extensive involvement of citizens in all phases of democratic decision-making, including at European level, are critical for the cohesion of European society" (eGov Action Plan, p.10).

•The development of pan-European services contributes to the higher mobility of citizens and cross-border business activities•Three levels of interoperability:

– Organizational– Semantic– Technical

•Actions required:– Encourage collaboration between administrations– Standardization and the development of standards through

CEN and ETSI – An architecture for cross-border delivery of eGovernment

services – Common infrastructure to support eGovernment

interoperability (registries, platforms,…)– Common elements and components, to be used by MS on EU

level– Good practice exchange and dissemination
