HUD’s NY Regional Office, located in Downtown New York City, is responsible for administering andmonitoring HUD programs throughout the five boroughs of New York City and throughout an additional ninecounties (Sullivan, Ulster, Dutchess, Orange, Putnam, Rockland, Westchester, Nassau, and Suffolk Counties)in the State of New York.
The NY Regional Office is a full-service office, providing all of HUD’s major programs: Public and IndianHousing (PIH), Community Planning and Development (CPD), Multifamily Housing, Fair Housing and EqualOpportunity (FHEO), the Office of General Counsel (OGC), and additional functions.

The Office of Field Policy and Management (FPM)is your first contact for services and information. We striveto meet the needs of our customers and make a positivedifference in their lives. The regional and field officescommunicate the priorities and policies of the Secretaryand develop community relationships that ensure thesuccess of the Secretary's initiatives and special projects.FPM addresses program delivery issues and determinesprogram impacts. The Office is instrumental in providingoperational feedback that influences program design andDepartmental policy making.

OFFICE OF COMMUNITY PLANNINGAND DEVELOPMENT
The Office of Community Planning and Development(CPD) seeks to develop viable communities by promotingintegrated approaches that provide decent housing, a suitableliving environment, and expand economic opportunities forlow and moderate income persons. The primary meanstowards this end is the development of partnerships among alllevels of government and the private sector, including for-profitand non-profit organizations.

OFFICE OF FAIR HOUSING AND EQUALOPPORTUNITY
The Office of Fair Housing and Equal Opportunity(FHEO) works to eliminate housing discrimination, promoteeconomic opportunity, and achieve diverse, inclusivecommunities by leading the nation in the enforcement,administration, development, and public understanding offederal fair housing policies and laws.
Fair Housing Assistance Program (FHAP)
Through the Fair Housing Assistance Program (FHAP), HUDfunds state and local agencies that administer fair housinglaws that HUD has determined to be substantially equivalentto the Fair Housing Act.
The New York State Division of Human Rights and theWestchester County Human Rights Commission are the state
agencies in New York participating in FHAP.
Fair Housing Initiatives Program (FHIP)
Fair housing organizations and other non-profits that receivefunding through the Fair Housing Initiatives Program (FHIP)assist people who believe they have been victims of housingdiscrimination. FHIP organizations partner with HUD to helppeople identify government agencies that handle complaintsof housing discrimination. FHIP also has initiatives thatpromote fair housing laws and equal housing opportunityawareness.

If you believe your rights may have beenviolated, we encourage you to submit a
complaint with FHEO. Because there are timelimits on when a complaint can be filed with HUD
after an alleged violation, you should submit acomplaint as soon as possible.

Discrimination Complaint
Continuum of Care Program is designed to
promote communitywide commitment to the goal ofending homelessness. The HUD program provides
funding for local governments and nonprofitproviders to quickly rehouse homeless individuals
and families.

The Office of Housing oversees the Federal HousingAdministration (FHA), the largest mortgage insurer in theworld. HUD's Multifamily programs provide mortgageinsurance to HUD-approved lenders to facilitate theconstruction, substantial rehabilitation, purchase andrefinancing of multifamily housing projects. HUD's SingleFamily programs include mortgage insurance on loans topurchase new or existing homes, condominiums,manufactured housing, houses needing rehabilitation, andfor reverse equity mortgages to elderly homeowners.
The Office of Public and Indian Housing (PIH)oversees and monitors a range of programs for low-incomehouseholds. Its three major business areas include theHousing Choice Voucher (HCV) program, Public Housingprogram, and Native American programs.

Housing Choice Vouchers Program allow very low-incomefamilies to choose and lease or purchase safe, decent, andaffordable privately-owned rental housing. Housing choicevouchers are administered locally by public housing agencies(PHAs). The PHAs receive federal funds from HUD to administerthe voucher program.

HUD Homeownership Centers insure single family FHAmortgages, assure FHA mortgage quality, and oversee theselling of HUD homes. The Philadelphia HomeownershipCenter (PAHOC) serves multiple states, including New York.
Project-Based Rental Assistance (PBRA)Housing for Persons with Disabilities (Section 811)
Housing for the Elderly (Section 202)
Multifamily Housing supports the development,rehabilitation and maintenance of multiple-unit affordablehousing through FHA mortgage insurance programs. HUDprovides capital grants to nonprofits for the construction andsupport of affordable housing for the elderly and personswith disabilities. Multifamily Housing Programs include:
Housing CounselingHUD provides support to a nationwide network of HousingCounseling Agencies (HCA) and counselors. HCA's are trainedand approved to provide tools to current and prospectivehomeowners, renters so that they can make responsiblechoices to address their housing needs in light of theirfinancial situations.

Public housing was established to provide decent andsafe rental housing for eligible low-income families, theelderly, and persons with disabilities. HUD administersFederal aid to local housing agencies (HAs) that manage thehousing for low-income residents at rents they can afford.

Lead Hazard Control and Healthy Homes
18 High Impact Neighborhoods Jurisdictions and 40 Highest Lead-Based PaintAbatement Needs Jurisdictions were identified in FY2020 to address lead-

Promise Zones
Promise Zones are high poverty communities where the federal governmentpartners with local leaders to increase economic activity, improve educational
opportunities, leverage private investment, reduce violent crime, enhancepublic health and address other priorities identified by the community.
