Progress on Improvements to HTI’s New BuildingThe new HTI headquarters at 7328Carroll Avenue is still a work inprogress, as anyone who haspassed through the Junction canreadily see, but we have plans tobuild out the space over the nextyear or so. The first step will berepairing the damaged façade.HTI has applied for a Main StreetFaçade Improvement Programsmatching grant from MainStreetTakoma, and hopes to begin workon the front of the building assoon as possible, if that funding isobtained. House and Garden Tour.The theme of this year’stour is “CarrollConnections” and it willfeature homes and gardensalong and near CarrollAvenue between TakomaJunction (where Carroll andEthan Allen Avenues inter-sect) and Lincoln Avenue.There are many CarrollConnections, including thatthis is the neighborhood inwhich the new HistoricTakoma building is located. Haveyou ever wondered where CarrollAvenue and Manor Circle got theirnames? It was on Manor Circle,just off what is now Carroll Avenue,that General Samuel Sprigg Carroll,an area resident whose tenure pre-dated the founding of the city of

was held on SundayDecember 16, at thehistoric Cady-LeeHouse. HTI memberss h a red a holidayfeast with local off i-cials, includingTakoma Park MayorKathy Porter,Takoma Park CityCouncil memberB ruce Williams, andMontgomery County Council member Marc Elrich. HTI off i c e r sw e re all re-elected during the annual business meeting, includingSabrina Baron as President; Lorraine Pearsall, Vice Pre s i d e n t ;C a roline Alderson, Secretary; and Eileen Sobeck, Tre a s u re r. HTI bidf a rewell to several long-serving board members, including: SusanS c h re i b e r, Karen Fishman and Mark Freeman. Fortunately, fournew members with a diverse range of credentials were elected toserve. Nancy Abbott Young is a fourth-generation Takoma re s i d e n t ,who has been active in a wide variety of preservation issues overthe years. Jim DiLuigi is an architect. In 1991 he co-foundedUniversal Designers & Consultants, Inc., a consulting firm with anational reputation re g a rding architectural accessibility. ErikAnderson is a transplant to Takoma Park from the Chicago area. Heis the A rchitectural Preservation Specialist in a Baltimore historicbuilding restoration contracting company specializing in masonryand wood and particularly window restoration. Cindy Uleman is along-time community activist and resident of Takoma, D.C. HTI islucky to have a committed Board and roster of members during thisnew stage of organizational development.

Preservation of Historic Windows in Four Houseson Piney Branch Road NW - HTI joined two of itsDC members in working with the Takoma ParkBaptist Church to ensure the restoration, rather thanreplacement, of over one-third of the historic win-dows in four rental houses owned by the Churc h .Many of the homes’ wood-frame windows have theoriginal glass, including some art glass, and manyhave unusual configurations. HTI has donated$5,000 to the Takoma Park Baptist Church toward sthe cost of window restoration and re p a i r. TheC h u rch had been granted a permit to replace all of

the windows in the four houses, but has agreed to re s t o re a substantial number of them instead. HTI,along with national window experts, believes that it is no more costly to repair original windows than toreplace them. Repair is important to preserve the rich period character of the houses. As a result ofreviewing this matter, the District of Columbia Historic Preservation Office has now clarified that, in thef u t u re, it will not consider fibrex (composed of 60% plastic) windows to be “wood windows” for the pur-poses of window replacement in DC historic districts.
Douglas Development Project (Willow and Maple Streets, NW) - This project includes two buildings,each containing 40 residential units, proposed for the now-vacant field between Willow and MapleS t reets, NW, behind the CVS. HTI off e red testimony at a public hearing before the Historic Pre s e r v a t i o nReview Board in January, generally supporting the project, while continuing to make constructive sugges-tions, including a request to lower the elevation of the south end of the proposed stru c t u re (several levelshave already been reduced), mitigating the design of the elevator shaft and requesting as much gre e nspace be preserved as possible. The DC Historic Preservation Review Board has approved the conceptdesign for this project, and has directed its staff to work with the community on the details.
Urciolo Project on Laurel Av e n u e - Discussions continue re g a rding this in-fill project proposed forL a u rel Avenue near the corner of Eastern Avenue. The proposal calls for mixed use re t a i l / restaurant, anda redesigned parking area with a driveway entrance on Laurel Avenue and an exit onto Eastern.
Takoma Theater - The owner of the historic Takoma Theater at 4th and Butternut Streets, NW, has filedan application with the DC Historic Preservation Office to raze (demolish) the building. The Ta k o m aTheater is a very important building in the Takoma Park Historic District and in the Takoma community.It was designed by a prominent theater designer of the early twentieth century, John Jacob Zink. Zinkwas the lead architect on 23 theaters in DC, MD, and VA. Of the 23, only 7 remain as viable theaters,including the Tivoli in Frederick, MD; the Senator and the Patterson in Baltimore, MD; and the Uptownin DC. The Takoma is the only untouched, unrenovated survivor of the 23 Zink designs in the area. Itsoriginal interior and fantastic acoustics are amazing, and it is the only theater to have the roof sign withits name still intact. Theater historians have recognized its significance for some time. The Theater is animportant cultural icon in this community, and lots of folks have worked over the years to revitalize thetheater as an arts center for the neighborhood, for the city, and indeed for the region. A vital performancevenue such as the theater would be an important spark to the community, and an important element ofthe MainStreet program that seeks to revitalize the Takoma commercial corridor from Takoma Junction inthe MD neighborhood to the theater in the DC neighborhood. A working group of re p resentatives fro mn e i g h b o rhood organizations is searching for ways to make sure the theater continues to be an importanthistoric and cultural re s o u rce for Takoma. HTI, TDCNA, former TTA P B o a rd members, the Old Ta k o m aBusiness Association, ANCs 4B01 and 4B02, and a re p resentative of the DC Preservation League havebeen involved in this effort. Historic Takoma's Board voted unanimously to oppose the demolition of thet h e a t e r. (Thanks to John Hume for information contained in this story).
