It will be held on September 13th at the
Savoy Beach hotel in Bibione the
workshop entitled " Tobacco and Health - Integrated policies that
promote health ."
The event, organized as part of the Mattone Internazionale project - MI
with the collaboration of Veneto Region and the Ministry of Health , is an
opportunity for analysis , discussion and debate on the exposure
consequences to tobacco and its consumption and on the framework of
regulatory and preventive measures currently provided at national,
European and international level also in view of "a policies integration in
favour of health."

HEALTH WORKSHOP 2020: A NEW APPROACH TO HEALTH AND WELL-
BEING IN EUROPE
It will take place in mid-October a workshop focused on the new policy of
the European reference "Health 2020””. The event, organized as part of
the Mattone Internazionale project – PMI, will involve some experts of
the European Office for Investment in Health and Development of the
World Health Organization (WHO). This event is intended to provide a
clear understanding of the challenges and opportunities outlined in
"Health 2020" for the Italian regions in improving population health,
reducing health inequalities caused by social factors, providing person-
centered health systems, that will be universally, equitably , affordably
and able to deliver high quality.
Among the various topics, the following will be analyzed in depth:
social and economic sustainability of "universal" European health
systems that have to face of the current economic crisis;
multisectoral approach to chronic diseases;
transmittable diseases;
vulnerable groups: the needs of resident and migrants population.

THE EU ALLOCATES € 400 MILLION TO 287 EARLY-CAREER
RESEARCHERS FOR BASIC RESEARCH ACTIVITIES
On 19 July 2013, the European Research Council (ERC) selected 287 high-
level scientists at the beginning of their career granting funds under the
Sixth competition for starter grants. Thanks to the funds, scientists will be
able to carry out fundamental vanguard researches. This competition was
the last under the Seventh Framework Programme for EU research. The
next calls will fall under the new EU program for research and innovation
Horizon 2020 initiative, which provides a substantial increase in funding
for the ERC.
The funds were granted to researchers of 34 nationalities from
institutions across Europe (researchers with 2-7 years of experience
gained after completion of the doctorate, or equivalent, and with a
promising scientific career. Mean Age: 34 Years ). 44% of the candidates
were selected in the field of "Physics and Engineering", 38% in that of
"life science" and 18% in the "social and humanities sciences field”. The
candidates were selected by a committees made up of renowned
scientists from around the world.

The research activity must be carried out within a public or private
research organization (called the host institution) located in one of the EU
Member States or in one of the associated countries. The financial budget
amounts to a maximum of 2 million euro (per grant), and is granted for a
maximum period of five years. The calls for proposals shall be published
once a year. The funds will enable beneficiaries scientists to form their
own research group, involving a total of over 1,000 graduate students
and post-doctoral students as members of the ERC team.
Italy hosts 8 of the 287 projects that were awarded funding. The
researchers who were awarded funds are: Dario Bonanomi (San Raffaele
Hospital), Valentina Bosetti (Università Commerciale "Luigi Bocconi"),
Paola Cappellaro (European Laboratory for Non-Linear Spectroscopy),
Olivier Collignon (University of Trento), Francesco Ricci (University of "Tor
Vergata"), Marco Sgarbi (University of Verona), Maximum Tavoni
(Fondazione Eni Enrico Mattei) and Marco Vignati (Sapienza University of
Rome). The following project will be developed in the health sector: Dario
Bonanomi (San Raffaele Hospital) "Development of high technologies
applied to radiation therapy that can help patients suffering from cancers
of the head and neck"; Francesco Ricci (University of "Tor Vergata ")"
Nature-inspired theranostic nanodevices for imaging of cancer, early
detection and targeted release of the drug. "
Established in 2007 by the EU, the European Research Council is the first
pan-European funding agency for frontier research. ERC has a total
budget of 7.5 billion euro for the period 2007-2013.
INTERNATIONAL DAY AGAINST NARCOTIC USE AND TRAFFICKING -
THE EUROPEAN COMMISSION CALLS FOR A EUROPEAN-WIDE BAN
ON THE SYNTHETIC DRUG 5-IT
On the occasion of the International Day against the use and illicit drug
trafficking, the European Commission proposed a ban on a European
scale of 5 - (2-aminopropyl) indole (also known as "5-IT") a synthetic
substance with stimulants and hallucinogens effects. The Commission
asked the Member States to prevent the free spread of this drug in
Europe subjecting it to control measures. The drug was detected mostly
in the form of powder but also in the form of tablet and capsule. It is
available for sale on the Internet and in stores specialized in psychotropic
substances (head shop), and it’s generally marketed as a "research
chemical". It has also been found in samples of a product sold as licit
psychoactive substance (legal high), called "Benzo Fury", and in tablets
similar to ecstasy.

A risk assessment carried out by the Scientific Committee of the European
Monitoring Centre for Drugs and Drug Addiction (EMCDDA) in Lisbon
showed that 5-IT can have serious adverse effects, such as tachycardia
and hyperthermia, and it may also cause mydriasis, agitation, and tremor.
The 5-IT has no known therapeutic properties or other lawful purposes,
and it’s already subject to control measures in at least seven EU Member
States (Austria, Cyprus, Denmark, Germany, Hungary, Italy and Sweden)
and in Norway. Only between April and August 2012 were reported at
least 24 deaths in four Member States (Germany, Hungary, Sweden and
the UK), in which autopsy found traces of 5-IT, alone or combined with
other substances. Other 21 cases of poisoning related to this new
psychoactive substance were reported. "The 5-IT is a harmful
psychoactive substance and has lethal effects," declared Vice-President
Viviane Reding, EU Commissioner for Justice. "I urge Member States to
rapidly adopt the Commission's proposal to subject it to criminal law
measures." The Commission's proposal bans the production and
marketing of the 5-IT, making it subject to penalties throughout Europe.
EU governments must now decide whether to enforce those measures.
New psychoactive substances legislation
In recent years, new psychoactive substances appear at an
unprecedented rate: last year were reported 73 new substances, that is
three times the number notified in 2009. The rapid spread of new
psychoactive substances is a major challenge for the narcotics fight
policy. On 24-25 of the last June, about 40 civil society organizations
active in the field of drugs have met the Commission to discuss how to
respond to new challenges in the fight against drugs. The European Civil
Society Forum on Drugs makes contributions to the Commission on major
issues of policy to combat narcotics.
In 2010 the European Commission proposed and obtained the European-
wide ban for mephedrone, a drug similar to ecstasy (MEMO/10/646), and
in early 2013 for the substance "4-MA" similar to amphetamine (IP/
13/75). On 25 October 2011, the Commission announced a revision of EU
rules for new psychoactive substances that mimic the effects of
dangerous drugs like ecstasy or cocaine, causing growing concern across
Europe (IP/11/1236). A legislative proposal is expected during 2013.
According to a Eurobarometer survey of 2011, the new substances with
effects similar to those of illegal drugs are becoming more widespread
and used: 5% of young Europeans claims to have taken at least once. The
highest amount were recorded in Ireland (16%), followed by Poland (9%),
Latvia (9%), the UK (8%) and Luxembourg (7%). The Eurobarometer
survey shows that in all 27 Member States of the European Union the
vast majority of young people between 15 and 24 years are in favor of
disqualification of such substances.

WHO REPORT ON MEDICINES PUT FOCUS ON THE PPP
A new report from the World Health Organization (WHO) sets out a
number of priority disease areas where research is urgently needed to
meet the healthcare needs of the population. The report was
commissioned by the European Commission and is designed to aid policy
making. ‘Priority medicines for Europe and the World’ identified the
disease areas on the basis of ‘treatment gaps’.
Treatment gaps may exist because although treatments exist, they are
likely to become ineffective in the near future (e.g. antimicrobial
resistance and pandemic influenza). Elsewhere, treatments exist but the
delivery mechanism is not patient friendly – an example here is
depression, where many medicines come with side effects so unpleasant
that many patients stop treatment. Another type of gap identified is
where effective treatments simply do not exist yet; this is the case for
Alzheimer’s disease, chronic obstructive pulmonary disease (COPD), and
many rare diseases. Finally, the report underlines the importance of
prevention, with a focus on tobacco use, alcohol, and obesity.
A large section of the report is devoted to public-private partnerships
(PPPs), including IMI, whose first Strategic Research Agenda was based on
the previous Priority Medicines Report from 2004. A background note
explores the successes of and challenges faced by PPPs. Meanwhile the
report’s conclusions state that IMI and other PPPs have ‘developed into
effective partnerships focusing on precompetitive research.

set up and strenghten sustainable public-private European
partnerships, to contribute creating a European tourism domestic
market for seniors in the long term.
Specific objectives:
a. To set up and/or strengthen public and private partnerships at
European, national and/or regional levels, with the participation of
tourism SMEs, with a view to facilitate transnational tourism
exchanges for seniors in the low season within Europe;
b. To develop innovative and sustainable transnational tourism
package(s) for seniors, aiming at increasing tourism flows in Europe
off-season, involving at least two countries, and carry out an
appropriate number of pilot tests to assess it(their) effectiveness
within the EC co-financed period;
c. to strengthen synergies with existing initiatives and transnational
projects in the field of tourism;
d. to develop promotion and communication activities to disseminate
the transnational packages and raise awareness on the tourism
offer for seniors.

(EEA) in accordance with the conditions laid down in the EEA Agreement:

Description: the Innovative Medicines Initiative Joint Undertaking (IMI JU)
is a unique pan-European public private partnership between the
European Commission and European Federation of Pharmaceutical
Industries and Associations (EFPIA) driving collaboration between all
relevant stakeholders including large and small biopharmaceutical and
healthcare companies, regulators, academia, and patients.
The 9th Call topics are:
WEBAE – Leveraging Emerging Technologies for Pharmacovigilance;
developing Innovative Therapeutic Interventions Against Physical
Frailty and Sarcopenia (ITI-PF&S) as a Prototype Geriatric Indication
And, under the theme: “Combatting Antimicrobial Resistance:
NewDrugs4BadBugs (ND4BB)”:
ND4BB TOPIC 4: Driving re-investment in R&D and Responsible Use
of Antibiotics;
ND4BB TOPIC 5: Clinical development of antibacterial agents for
Gramnegative antibiotic resistant pathogens.
Rules for Submission:
Stage 1: all interested parties (academia, SMEs, patient
organisations, regulatory agencies, large non-EFPIA companies etc.)
are invited to form Applicant Consortia and to submit an Expression
of Interest (EoI) in response to the Call;
Stage 2: the Applicant Consortium of the best Expression of Interest,
and the EFPIA consortium already associated to the topic, are
invited to submit a Full Project Proposal.
Budget: tot. 135.370.000 €. (for this Call the total available financial
contribution from the IMI JU to participants eligible for funding will be

FP7-PEOPLE-2013-CIG _MARIE CURIE ACTION: CAREER INTEGRATION
GRANTS (CIG)
Deadline for submitting proposals: 18 September 2013.
Indicative total budget: 40 M€.
Objective: to strenghten the European Research Area (ERA) by
encouraging researchers to establish themselves in a Member State or in
an associated country, thereby attracting and retaining the best talents in
Europe.
The action is designed to support researchers in the first steps of their
European research career and to attain lasting professional integration in
the ERA.
This action should also allow the transfer of knowledge that the
researchers have acquired prior to the Career Integration Grant, as well
as to the development of lasting co-operation with the scientific and/or
industrial environment of the country from which they have moved.
Who may apply?: this action addresses researchers of any nationality
who, at the relevant deadline for submission of proposals, correspond to
the definition of experienced researchers, and who comply with the
mobility rule. A researcher who has benefited or is benefiting from a
reintegration or career integration grant (including IRG and ERG grants
under both FP6 and FP7) is ineligible for funding under this call.
The application is made jointly by a researcher and a host organization
located in a Member State or an associated country.
Funding scheme: Support for training and career development of
researchers.
The grant can cover a period of up to 4 years (It corresponds to a flat rate
contribution of 25 000 € per researcher and per year for the benefit of
the recruited researcher, to contribute to his/her research costs at the
career integration host).

SPECIFIC PROGRAMME "PROGRESS" (2007-2013) SECTION 4 -
ANTIDISCRIMINATION AND DIVERSITY Support to national activities
aiming at combating discrimination and promoting equality (Restricted
Call for proposals JUST/2013/PROG/AG/AD)
Deadline: 10 September 2013
The objectives of this call are to support national authorities in charge of
equality and non-discrimination of PROGRESS participating countries in:
1. Developing their national policy to combat discrimination and
promote equality beyond legislation;
2. Fostering the dissemination of information on EU and national
policy and legislation in the non-discrimination field;
3. Identifying best practices which could be transferable to other
participating countries.
In this call, the Commission wishes to support activities which tackle at
least one of the following groups at risk of discrimination: ethnic
minorities, persons with disabilities, older/younger people, religious
minorities and LGBT people (lesbian, gay, bisexual and transgender).
The Commission would in particular encourage activities on the following
topics, all of which are key policy areas under the PROGRESS funding
programme:
1. Non-discrimination mainstreaming: practical integration of equality
issues in other national/regional/local policies, guidance to support
that process, dissemination of results and development of tools
such as equality impact assessment, equality plans. The activities
could also take the form of training on equality issues for civil
servants responsible for policy design and/or elaboration and
management of programmes both at national and regional/local
levels, elaboration and dissemination of manuals, creation of
specific curricula in public servants' training programmes.
2. Diversity management in the public and private sector:
identification of existing practices, research work on their impact
and awareness-raising on their results. The proposed activities may
for example focus on general provisions, like adapting daily routines
and work processes within organisations, and combine it with
provisions which target individuals or vulnerable groups.
3. Roma: activities aiming to raise awareness of the situation of Roma
and supporting their integration into mainstream society. Analysis
of the situation of Roma and identification of good examples in the
country across different fields related to Roma social inclusion and
combating discrimination in: education, healthcare, employment,
housing, etc.

4. Multiple discrimination: research work on the phenomenon,
awareness-raising of its existence and consequences, identification
and dissemination of good practices in combating multiple
discrimination.
5. Measurement of discrimination: production and collection of data
on discrimination of vulnerable groups at the national/regional level
in order to improve the monitoring of actions to combat
discrimination.
6. Discrimination on the ground of religion or belief: research work on
the phenomenon, links between discrimination on the grounds of
religion and ethnic origin, awareness-raising of its existence and
consequences, identification and dissemination of good practices in
combating this form of discrimination.
7. Discrimination of LGBT people: data collection, awareness-raising
campaigns, activities aiming to increase the level of tolerance
amongst citizens towards LGBT groups and the level of awareness of
rights amongst the LGBT community, and dissemination of good
practices tackling discrimination at the work place and/or bullying at
school.
8. Communication and awareness raising: to display cases of
discrimination through digital storytelling by social media and local
and internet television.
Budget tot.: 3.929.884 €. The EU grant applied for should not be lower
than 75 000 € and shall not exceed 250 000 €. (80% of overall eligible
project costs). Each participating country can submit one or two
applications.

“NON STATE ACTORS AND LOCAL AUTHORITIES IN DEVELOPMENT”_
PROMOTING GENDER EQUALITY THROUGH POLITICAL, SOCIAL AND

Gambian women presently constitute half the population of the country.
Improvements to maternal health (MDG 4), strengthening secondary
education and eliminating gender disparities in school (MDG 3) are
among the areas phasized in the country’s poverty reduction strategy. MA

In health, maternal mortality rates remain unacceptably high, fertility
levels high, although declining. Antenatal care and immunization levels
are very high. Other health related issues confronting women, include
infertility, early marriage, boy-child preference, harmful traditional
practices and inadequate representation of women in decision-making. In
the non-formal sub-sector, factors such as heavy work load of women,
lack of labour saving devices, and poor attitude of men towards women’s
literacy continue to be major constraints. Due to the foregoing, women’s
access to employment is limited in terms of getting employed in the first
place, staying there and making it to the top, thus making it difficult for
women to get out of the vicious circle of poverty. The practice of Female
Genital Mutilation (FGM) remains wide-spread in The Gambia, where up
to 80% of girls are submitted to this practise. Many communities remain
unaware of the harmful impact of FGM on sexual and reproductive health
of women and children.
The overall objective of this call for proposals is to promote gender equity
and women's rights in The Gambia. The specific objectives of this call for
proposals are:
1. Promoting gender equality in access to political and others
fundamentals rights.
Applications submitted under this specific objective should contribute to
at least one of the following results:
Effective fight against gender based violence including female
genital mutilation;
Improved access to reproductive and maternal health;
Support to the development and implementation of pro-gender
equality legal provisions and reforms.
The proposed actions may include without limitation: a) Surveys and
research on the current state of implementation of laws and regulations,
prospects, opportunities and challenges of the recommended reforms; b)
Dissemination and awareness-raising about the state and respect of
women's rights; c) Support and advocacy for the rights of women and
girls (legal advice and support, social etc.); d) Awareness raising and
training focused on public servants; e) Monitoring the implementation
and respect of fundamental women rights in national development
strategies; f) Community based sensitisation, mobilization and training of
potential women candidates and of those on the exercise of local power,
with a special focus on rural areas; g) Training / capacity building in
management of women's groups, women leader etc.
2. Enhancing gender equity in access to socio-economic rights and
economic empowerment. MA

Applications submitted under this specific objective should contribute to
at least one of the following results:
Women's access to support mechanisms and funding opportunities
for the development of socio-economic activities;
Promotion of socio-economic sharing and distribution (network of
women's groups, strengthening socio-economic capacity...);
Promotion of gender equity in access to productive resources
(capital, land, energy, materials, etc.).
The proposed actions may include without limitation: a) Support to
organizations, including strategic studies and marketing, support to fund-
raising; b) Analysis and research on gender equity in access to productive
resources (land, finance, etc.); c) Advocacy, counselling and support for
women's access to production based on inputs of capital, land, energy,
materials, etc.; d) Legal advice and assistance; e) Awareness raising and
advocacy on gender equity in access to socio-economic rights; f)
Complementary actions and/ or development support of existing projects
The thematic programme "Non State Actors (NSAs) and Local Authorities
(LAs) in Development" has its legal base in the Regulation (EC) No
1905/2006 establishing a financing instrument for development
cooperation (DCI). The overarching objective of this programme is
poverty reduction in the context of sustainable development, including
the pursuit of the Millennium Development Goals (MDG) and other
internationally agreed targets. It is an “actor-oriented” programme aimed
at strengthening the capacity of civil society organisations and local
authorities as a pre-condition for a more equitable, open and democratic
society through support to their “own initiatives”.
The programme's three main components are the following:
1. Support to development actions, to be implemented by Non-State-
Actors (NSA) or Local Authorities (LA), in close cooperation with the
local communities and the most vulnerable population groups,
aiming at promoting an inclusive and empowered society in partner
countries.
2. Support to actions in the EU and acceding countries aiming at raising
public awareness of development issues and promoting education
for development, to mobilise greater support for actions against
poverty and fairer relations between developed and developing
countries.
3. Support to actions aiming at achieving more efficient cooperation,
foster synergies and facilitate a structured dialogue in the area of
development between civil society networks and local authorities
associations from the EU and acceding countries, within their
organisations and with European institutions.

CALL FOR PROPOSALS TO SUPPORT THE DEVELOPMENT OF
COMPREHENSIVE ACTIVE AGEING STRATEGIES (VP/2013/009)
Deadline: 30 September 2013
Description: the aim of this call for proposals is to provide financial
support for Member State national public authorities willing to engage in
the development and implementation of comprehensive strategies for
active ageing. Support will be provided to national authorities wishing to
involve different policy areas as well as different levels of governance and
relevant stakeholders to enhance their capacity to take concrete actions
for tackling the challenges posed by ageing populations.
Those active ageing strategies should take due account of the “Guiding
Principles for Active Ageing and Solidarity between Generations”.
The use of the Active Ageing Index (AAI) could be envisaged as an
analytical tool to identify the areas with the greatest potential for
mobilising the resources of the older population and to set goals for
integrated strategies as well as a way to monitor the progress made.
The purpose of the support will be to facilitate access to experience and
expertise from other countries and/or from international organisations
(such as UNECE, OCDE or WHO).
Activities: the project proposals should start with an analysis of the
specific challenges and the potentials for promoting active ageing.
Based on this analysis of the present situation the proposals should
demonstrate how a comprehensive strategy can contribute to improving
the conditions for active ageing.
Projects could either aim for designing and implementing a new
comprehensive strategy or for improving an existing one.
Applications must be submitted using the online application SWIM.
Budget tot.: 2.000.000 € (EU grant between € 100.000 and € 500.000 for
each project. EU co-financing: 80%).

EUROPEAN COOPERATION IN SCIENCE AND TECHNOLOGY (COST)
Deadline: 27 September 2013
COST invites researchers throughout Europe to submit proposals for
research networks and use this unique opportunity to exchange
knowledge. COST support will cover the costs of networking activities
such as meetings (e.g. travel, subsistence, local organiser support),
conferences, workshops, short-term scientific exchanges, training
schools, publications and dissemination activities. COST does not fund the
research itself.
COST follows different evaluation procedures for Proposals submitted in
one of the nine COST Domains or, when highly interdisciplinary and
spanning several COST Domains, as Trans-Domain Proposals (TDP). COST
domains are: biomedicine and molecular biosciences; chemistry and
molecular sciences and technologies; Earth system science and
environmental management; food and agriculture; forests, their products
and services; individuals, societies, cultures and health; information and
communication technologies; materials, physics and nanosciences;
transport and urban development.
Proposals should include researchers from a minimum of five COST
countries. Financial support for an action of 19 participating countries is
in the range of EUR 130 000 p.a., normally for four years, subject to
available budget.

CALL PROGRESS: "NGOs organized at European level" - ACTION
GRANT, 2013 (JUST/2013/PROG/AG/NGOS)

This call for proposals aims to support activities that contribute to the
development, implementation and monitoring of European and national
policies and exclusive legislation in one of the following areas:
(I) non-discrimination and integration of the Rom;
(II) equal rights for people with disabilities;
(III) equality between women and men.
Applicants must clearly indicate only one of these three areas.
(I) Non-discrimination and integration of the Rom
Under this priority, activities should contribute, in particular:
- to promote the interests of one or more groups at risk of discrimination
on the basis of their racial or ethnic origin, religion or belief, disability,
age, sexual orientation;
- promote the integration of Rom communities;
- develop a "business case" for diversity across the EU;
- promote the integration of non-discrimination and equal opportunity
initiatives in other policy areas such as employment, social inclusion,
education, etc..
(II) Equal rights for people with disabilities
Under this priority, activities should contribute, in particular to:
- the implementation of the European Disability Strategy 2010-2012 and
the UN Convention on the Rights of Persons with Disabilities;
- include several aspects of disability in the EU and national policies,
particularly in the field of employment, education, social inclusion, health,
human rights, development cooperation, etc..;
- improve accessibility of goods and services;
- promote the interests of people with disabilities and the full enjoyment
of their rights, in particular by strengthening equal opportunities for
people with disabilities and the fight against discrimination;
- develop a business case for disability throughout the EU.
(III) Equality between women and men
Under this priority, activities should contribute, in particular to:
- support the implementation of the EU Commission strategy for Equality
between women and men 2010-2015;
- promote equality between men and women for the implementation of
the Europe 2020 Strategy and the economic case for promoting gender
equality throughout the EU;

- promote equality between women and men in the EU and national
policies (mainstreaming) and support the involvement of member
organizations at national level, in the promotion of gender equality
aspects of the main EU policies;
- strengthen the capacity of national member organizations and their
knowledge of EU policies on gender equality;
- improve knowledge and understanding of discrimination and inequality
between men and women in the member States;
- contribute to an effective legal protection against discrimination on the
basis of the various EU Directives that implement the principle of equal
treatment between women and men.

Who can submit the project: non-profit and independent NGOs organized

TO PREVENT AND COMBAT VIOLENCE AGAINST CHILDREN, YOUNG
PEOPLE AND WOMEN AND TO PROTECT VICTIMS AND VULNERABLE
GROUPS (JUST/2013/DAP/AG) _action GRANTS
Deadline: 30 October 2013.
The projects will be focused on the following priorities:
- support for victims of violence;
- violence linked to harmful practices;
- children who are victims and / or witnesses of violence in close or
intimate relationships;
- children bullied at school;
- actions of the perpetrators and protection of victims;
- prevention of violence against children, young people and women
through projects targeting the attitudinal and behavioral changes in the
context of sexualization;
- raise awareness about violence against women.
The main target groups of the announcement are, among others:
families, men, teachers and educators, social assistants, police and border
guards, local, national and military authorities, medical and paramedical
staff, court staff, NGOs, trade unions and religious communities.
Proposals submitted must complement the efforts of the European Union
in the fight against violence to children, young people and women (who
are, or are likely to become victims of violence). Projects duplicating
existing actions will not be financed.
Who can submit the project: non-governmental organizations, local and
regional authorities, research centers and universities, international
organizations.
Eligible countries: EU countries, EFTA countries which are parties to the
EEA (Iceland, Liechtenstein and Norway) and candidate countries
membership (only under certain conditions).

EUROPEAN PARLIAMENT ADOPTS PROPOSAL ON SERIOUS CROSS –
BORDER THREATS TO HEALTH
On 3rd July, the European Parliament voted in favour of the Commission’s
proposal for a Decision on serious cross – border health threats. The
Decision will help Member States protecting citizens against cross –
border threats and possible future pandemics. It will also strengthen
preparedness coordination and planning at EU level. Commissioner Borg
welcomed the vote by the European Parliament, saying that it “marks a
major milestone for health security in the EU”. The draft decision will now
be sent for approval by the Council.
The Decision also boosts the European Union's authority in the event of a
health emergency: It allows the EU to declare a health emergency within
its territory to trigger measures under its pharmaceutical legislation so
that vaccines and medicines can be provided faster. The clear mandate
for the Health Security Committee to coordinate risk and crisis response,
including communication, during a crisis, means that coordination of
public health emergencies will be further improved.
