Irrigation projectsfail to take off

Mahbubnagar: Six years havepassed since the state govern-ment had launched works onfour important irrigation proj-ects in this drought-prone dis-trict but officials are not surewhether these projects wouldsupply irrigated and drinkingwater to the people by even theend of 2012.
While Kalwakurthy,Bheema, Nettampadu andKoilsagar projects werelaunched amid fanfare, theworks are progressing at asnail's pace. The only savinggrace is that the administra-tion is gearing up to releasewater for the kharif from theMahatma Gandhi lift irriga-tion (Kalwakurthy) scheme byJuly this year. Officials said13,000 acres of a total of 3.40lakh acres ayacut would ben-efit in the first phase of thisRs 2,990-crore project.
"We are planning to com-plete the project by 2013, whichwould directly benefit 303 vil-lages," a senior irrigation of-ficial told TOI. People ofNarsayapally village, whichwould be submerged, would berelocated. "We have allotted24.15 acres of land near thevicinity of the project ayacutarea for their relocation. Therehabilitation and recon-struction (R&R) package is be-ing worked out," he said.
Construction of lifts on theRajiv Bheema LI scheme is setto be completed by Septemberthis year. While the officialsare planning to undertake atrial run of the project in Julyor August, sources said theproject wouldn't be completed
in another one year. "But theBheema project will definite-ly prevent the Palamurlabourers from migrating toother parts of the country fortheir livelihood," asserted Con-gress leader Linga Reddy.
While there is some hopeon the Bheema andKalwakurthy projects, Net-tampadu and Koilsagar proj-ects are hit hard by land ac-quisition problems. Senior ir-rigation officials blamed it onlack of surveyors. Sources saidthe authorities' efforts to ac-quire land since 2005 did notbear fruit till now.
The problem has been com-pounded further with mar-ginal farmers, possessing oneor two acres, refusing to partwith their land in the hope tohave a better bargain in thecoming years. "Why should Igive away my land for a lesserprice. I would rather wait tillI get a good price," said Chin-narao, a marginal farmer ofPebbair, the most backward re-gion in the district.
Sources said the workswere also affected by poor
budgetary allocations. Whilethe government had allocatedRs 4,709 crore, sources said thecost has already swelled toover Rs 7,000 crore. Supply ofpower to these LI projects isanother concern as Kalwakur-ty LI project alone would re-quire nearly 450 MW. "Theoverall requirement of powerto all these projects could in-crease further as all of themare LI schemes," a power offi-cial noted.
However, exuding confi-dence, district collector M Pu-rushottam Reddy told TOI thatthese projects would transformthe face of the drought-hit dis-trict. "Once the projects arecompleted, there would be so-cial and economic empower-ment," he said. The projectsenvisage providing irrigationto 8 lakh acres in 49 out of 64mandals in the district. Sincethe projects entail diversion of70 tmcft of Krishna water, over9.39 lakh people of 647 villages,which are prone to frequentrainfall deficit would getdrinking and irrigated water,an official said.

Mahbubnagar: Former min-ister Jupalli Krishna Rao isat it again. In what could bethe first litmus test for BotsaSatyanarayana, who wouldtake over as the new PCCchief on June 11, Krishna Raowould be resuming his con-troversial Telangana 'PrajaAbhiyaan' padayatra in Mah-b u b n a g a rdistrict onSaturday.
This alsoignites theongoing tus-sle betweenminister DK Arunaand KrishnaRao, who isbent upontaking outthe padayatra from her Gad-wal assembly constituency.Krishna Rao said he would re-sume the padayatra from Aizatown where he was arrestedby police on May 20. Askedabout the PCC stand on hisyatra, he replied that he wasundertaking the yatra to mo-bilise the people for achiev-ing the larger goal of separateTelangana state.
He said his only aim wasto garner the attention of theCentre to the larger aspira-tions of the people of the re-gion for separate Telangana.Sources said Krishna Raowould face trouble once hisyatra reaches Gadwal repre-sented by Aruna. Krishna Raosuspended his yatra after thePCC sent an emissary whentrouble broke out in Aiza, Peb-
bair andG a d w a ltowns. Later,he submittedhis resigna-tion to theg o v e r n o rwho accept-ed it follow-ing a recom-mendationfrom thechief minis-
ter. Changing her tack, Arunasaid she was not concernedabout the yatra. Earlier, shehad opposed the yatra on thegrounds that she was not informed by Krishna Rao onhis yatra plans. Sources saidthough Aruna would distanceherself from the yatra,her followers would certain-ly obstruct the ex-minister'syatra.

Gudivada: Tension prevailedat Gudivada Rythu Sadassuwhen farmers obstructed thespeeches of district ministerK Pardha Saradhi and Con-gress legislator D Y Das of Pa-marru on Friday. Raising slo-gans against the government,the farmers asked the Con-gress leaders, including theminister, to stop addressingthem.
The situation turnedvolatile when the ministerturned the heat on the farm-ers by branding them as TDPcadres. Police intervention fi-nally paved the way for theconduct of the meeting hereon Friday. Farmers who kepttheir cool till Kaikalur MLAJayamangalam Venkata Ra-mana (TDP) completed hisspeech, started shouting assoon as Das began addressingthe meeting.
"How can the governmentclaim itself as pro-farmerwhen all our stocks of paddyare lying with us with no buy-er coming forward to giveMSP," fumed a farmer Rami-neni Rathnam. Soon, otherfarmers shouted slogansagainst the government.When the minister lost hiscool and branded them as TDPworkers, the farmers threwplastic chairs into the air andannounced boycott of themeeting.Police had a toughtime pacifying the angryfarmers and bringing themback to the meeting.
It took more than one hourfor the police to convince thefarmers to stay calm. OnThursday, the farmers hadstalled the proceedings of theRythu Sadassu at Machili-patnam.

Vijayawada: Mystery shroudsthe death of three unidenti-fied persons whose bodieswere found floating in the wa-ters of Krishna river at the up-stream of Prakasam barragehere on Friday.
While the manwas aged about 40years old, the bod-ies of a 10-year-old girl and aneight-year-old boy were alsofound. Police suspect that allthe three could belong to onefamily. A police official saidthat the head of the familymight have resorted to suicidealong with the children as he
tied his hands along with thehands of both the childrenwith a towel so that they couldnot swim to safety whenjumped into the waters.
Police were not clear onwhen the trio might have com-mitted suicide. They were also
not forthcomingwhether it was amurder byunidentified as-
sailants. "We have sent the bod-ies for post-mortem andlaunched an investigation," asenior police official said. Allthe police stations were alert-ed to find out the missing cas-es to track the identity of thedeceased.

Kakinada: In yet another at-tack by a jilted lover, a girl suf-fered a serious cut injury onher throat on Friday and washospitalised. The accused lat-er attempted suicide by slit-ting his throat as well.
According to the port po-lice, Voleti Veeraveni, 18, andMalladi Krishnam Raju, 22,were in a relationship in thelast four years. When Raju'sparents refused the marriageproposal of Veeraveni fami-
ly, the latter fixed their daugh-ter's marriage with anotherperson.
Angered over this, Rajuwent to Veeraveni's house inthe early hours of Friday.Raju picked up an argumentwith the girl and in a fit ofrage, cut her throat with aknife. Later, he himself slithis throat. Both were admit-ted to the government gener-al hospital here where thedoctors said they were out ofdanger.

"He looked dejected. He wasupset over a failed love,"sources said. His body wasbeing sent to his native placein Rajasthan.
