Recommendations

It is recommended that:

1. The paving of Front Line between Ridge Line and Kent Bridge Road valued at $460,964.74 (including HST), be added to the 2020 Cold In-Place Recycling with Expanded Asphalt Material (CIREAM) for a revised total tender cost of $2,221,151.93 (including HST), and awarded to Huron Construction Company, a division of Brenna Paving and Construction Ltd.

2. The Mayor and Clerk be authorized to sign the necessary agreement. Background

At the March 23, 2020 Council meeting, Council was presented with a report for the Tender award of Contract No. T20-105C, 2020 Cold In-Place Recycling with Expanded Asphalt Material (CIREAM) in the amount of $1,760,187.19 including HST to be awarded to Huron Construction Company, a division of Brenna Paving and Construction Ltd. Council approved all recommendations in the March 23, 2020 report at this meeting. A copy of this report is attached as Appendix A. For the past 8 months, Engineering has been investigating alternative repair methods for Front Line between Ridge Line and Kent Bridge Road. In the fall of 2019, MTE Consultants were retained to conduct a geotechnical investigation and evaluate options for reconstruction or rehabilitation of Front Line between Ridge Line and Kent Bridge Road. Front Line consists of an asphalt paved, rural road cross section with a total length of 7.7 km. The purpose of the geotechnical investigation is to determine the soil and groundwater conditions along Front Line and provide geotechnical engineering recommendations for pavement design. Transportation staff reviewed the multiple reconstruction options found in the report to determine the best approach for the reconstruction of Front Line. Front Line between Ridge Line and Kent Bridge Road has seen significant wear and degradation over the years. The cost of maintenance has steadily increased over this time, to the point that an investigation was warranted. Front Line is experiencing degradation due to its stratigraphy, which includes granular base fill material sandwiched between the surface asphalt and a layer of buried asphalt and asphaltic cement below. This composition traps ground water within the granular base, as well as promotes slippage between the layers. A typical mill and pave or overlay operation would not eliminate the issues and therefore alternative paving solutions were explored. Full Depth Reclamation (FDR) with Cold In-Place Recycling with Expanded Asphalt Material (CIREAM) is an engineered rehabilitation technique in which the full thickness of the asphalt pavement and a predetermined portion of the underlying materials (base, subbase and/or subgrade) is uniformly pulverized and blended to provide an upgraded, homogeneous material. The reclaimed materials are then improved and strengthened by using the desired Mechanical, Chemical or Bituminous stabilization. Once the Full Depth Reclamation process has been completed, an asphalt overlay is placed on the new rehabilitated base material. Full Depth Reclamation combined with Cold In-Place Recycling, provides a number of benefits over other reconstruction methods. The process can rehabilitate pavement exhibiting age, thermal, fatigue and reduce reflective cracking. It also has been found to be cost effective by recycling 100% of the existing road. There are also environmental benefits by eliminating the hauling of new materials and re-using the existing asphalt pavement. The Full Depth Reclamation process combined with Cold In-Place Recycling, provides a service life of up to 25 years with significantly less cost than other reconstruction techniques. Comments

The comments in the March 23, 2020 report to Council (Appendix A) remain the same. The purpose of this report is to include the costs associated with the reconstruction of 2 kilometers of Front Line (amounting to $460,964.74) into the Tender amount that was previously presented.

Full Depth Reclamation with Cold In-Place Recycling was found to be the most cost effective alternative for the reconstruction of Front Line between Ridge Line and Kent Bridge Road. Due to the overall cost of the reconstruction process, it is recommended that this process be phased over the next three years.

Huron Construction Company, a division of Brenna Paving and Construction Ltd. have been awarded the 2020 Cold In-Place Recycling with Expanded Asphalt Material. The process of Full Depth Reclamation with Cold In-Place Recycling can be completed by Huron Construction Company, a division of Brenna Paving and Construction Ltd. at a competitive price.

Recommendations

It is recommended that:

Recycling with Expanded Asphalt Material be awarded to Huron Construction Company, a division of Brenna Paving and Construction Ltd..

3. The Mayor and Clerk be authorized to sign the necessary agreement. Background

During 2019, Engineering and Transportation staff reviewed multiple road sections based on Pavement Condition Index (PCI) and International Roughness index collected by Fugro Roadware in 2016 and 2017. This data was used for the purpose of identifying candidates for a multi-year Cold In-Place Recycling (CIP) Program including the road sections identified for this year. To confirm that the roads identified by Engineering staff were appropriate candidates, further geotechnical investigations were required. In the spring of 2017 (Talbot Trail) and the winter of 2019 (Charing Cross Road), Golder’s Associates Ltd. were commissioned to complete the investigations and provide a technical report for each of these road sections. The investigations consisted of a visual inspection as well as core sampling the existing asphalt pavement to determine the pavement and subbase structure.

The road sections identified in this year’s CIREAM contract (Charing Cross Road and Talbot Trail) were recognized as appropriate candidates for the CIREAM process. Cold In-Place Recycling with Expanded Asphalt Material (CIREAM) is a process in which the existing hot mix asphalt is reclaimed, sized, treated with the desired binder, relayed and compacted in one stage. Once the CIREAM process has been completed, an asphalt overlay is placed on the mat. The asphalt overlay for Talbot Trail will be placed under the 2020 Hot Mix contract. There are a number of benefits of CIREAM over other rehabilitation methods. The process can rehabilitate pavement exhibiting age, thermal, fatigue and reduce reflective cracking. It also has been found to be cost effective by recycling 100% of the existing road. There are also environmental benefits by eliminating the hauling of new materials and reusing the existing asphalt pavement. The CIREAM process provides a service life of 12 to 15 years versus the short term service life of only an asphalt overlay with reflective cracking returning through the overlay within the first few years. Comments

The 2020 Cold In-Place Recycling with Expanded Asphalt Material (CIREAM) contract provides for the rehabilitation of Charing Cross Road from Indian Creek Road to Doyle Line (3.2 km) and Talbot Trail from the east limit of the Community of Cedar Springs to Lagoon Road (3.5 km). A location map for the 2020 Cold In-Place Recycling (Appendix A) has been attached to assist Council in identifying these locations.

Tenders were called and received by the Purchasing Officer on Thursday, February 20, 2020.

Two (2) contractors submitted tenders for the project and bidding was an open competitive process.

The results are as follows:

It is the recommendation herein that the contract be awarded to Huron Construction Company, a division of Brenna Paving and Construction Ltd. who submitted the lowest acceptable tender bid.
