Purpose of Standards for Conviction Reporting:

In order to better serve the people of Oklahoma by improving the safety of highways and

keeping drivers off the road who would be a danger to themselves and others, law enforcement

officers, the courts, and the Department of Public Safety fulfill interrelated roles.

The role of the Department of Public Safety is to collect traffic violation convictions from the

courts and process them for the purposes of maintaining accurate and up-to-date driving records,

of enforcing remedial actions against certain drivers, and of data analysis which is necessary for

better enforcement of certain serious violations, such as alcohol- and drug-related convictions.

Not only does the timeliness of data delivery to the Department of Public Safety enhance the

effectiveness of enforcement and public safety initiatives, the timely posting of CMV violations

is necessary to fulfill federal requirements for many types of federal funding. Since public

safety issues are a team effort, all team members must have a clear understanding of the data

element formats, data definitions, and electronic transfer processes in order for the considerable

work done by law enforcement officers and the court system to produce the full benefits hoped

for, changes in driver behavior, and safer highways.

Section A – Data Elements

This section provides the requirements for the 40 data elements for district court abstract

submissions to DPS, including:

the name of each data element

the data type (numeric, alphabetic, or alphanumeric)

the length of the data field in numbers of characters

requirement

the description detail of each field

The number of data elements can be expanded in the future if needed.

Y The state for which the Driver License was issued.

2 Driver License Number Alphanumeric 25

Y Is required, unless the first, last, and middle names and the Date of Birth are

present. This is the identifying number of the driver license. In Oklahoma this

number is made up of an alphabetic character followed by nine numeric digits.

This field is typically one of the keys used in searches and is required if DOB is

not available.

ID#’s start with 999-do not send

3 Driver Name Alphanumeric 30

Y Required for at least some name components. This is a composite field made up

of all name components that will fit in the 30 character length. Format is Last

Name followed by a comma followed by first name followed by a space

followed by middle name (or middle names separated by spaces) followed by a

space followed by suffix – LAST,FIRST MIDDLE 2ndmiddle JR for example.

If there is no room, then the first letter of the middle name is sufficient. At least

a Last and First Name are required (with the rare exception where a person

legally has only a single name), if there is not enough space the name is

truncated.

4 Driver Date of Birth Numeric 8

Y If not available, the person’s driver license number, first name, last name, and

sex must be entered. This is the person’s date of birth, formatted as Year,

Month, Day – YYYYMMDD.

Y M or F for sex of driver.
