OBJECTIVESICS 202-EPA

3. Incident Objective(s)

1) Ensure health and safety of responders and the public by conducting operations in accordance with approved safety plan 2) Evaluate and determine impact from facilities, orphan containers and oil discharges posing a risk to the public. 3) Conduct assessment of impacted areas to identify targets for recovery and assessment of progress to facilitate opening navigable waterways. 4) Minimize environmental impacts from the releases of oil and hazardous material. 5) Provide technical assistance to Drinking Water and Waste Water Treatment Plants. 6) Identify sensitive areas and threatened species in affected areas and establish protection based on risk analysis and trajectories. 7) Maintain open coordination and communication with higher authorities. 8) Coordinate with federal, state, tribal and local representatives. 9) Keep stakeholders and the public informed of response activities. 10) Maintain efficient ESF-10 response in support of greater Stafford Act Operations. 11) Maintain command post for Incident Command and three Branch Level commands that will make use of ICS principles to plan, coordinate and execute daily field operations.

4. Operational Period Command Emphasis:

Operation Branch field teams: utilize NDOW Products to evaluate/assess targets to create, open, and/or close targets. Utilize and process ICS forms including 214B, 213RR, 204, 215 and the GIS Map request forms. Data: field generated data will be processed into the Response Manager software and then utilized to generate daily maps, Situation Reports, “Concept of Operations” mapping, and to develop operational assignments. Communications: established an IMT Communications Center that uses radios to maintain Command and field communications. Conduct assessments at 4-6 facilities per preannounced requests. Alpha Water Operations will travel to Charlie Branch for Water Operations.

Major Hazards and Risks: 

  Driving Hazards  Exposure  Slips, Trips, and Falls  Load Management 

  Biological Hazards    Electrical Hazards   Work Related Stress/Fatigue 

  Heat Stress    Carbon Monoxide    Wild Animals/Insects 

Driving Hazards:  Seat belt use is mandatory for all personnel.  Riding in a vehicle is not allowed 

unless a seat belt is available.  Riding in the back of vans, pick‐ups, trucks, or on trailers is 

forbidden.  Cell phone use while driving is forbidden.  Pull over to a safe place and stop if you 

have to talk or text, or hand the phone to a passenger.   Avoid the use of medications or other 

substances that may cause drowsiness.  Limit the use of stimulants.  Take frequent breaks, 

drink plenty of fluids, and eat balanced regular meals to avoid fatigue on the road.  Conduct a 

thorough bumper‐to‐bumper check of the vehicle before use, make sure mirrors are set for the 

driver, and make sure windows are clean.  Watch out for pedestrians, bicycles, and 

motorcycles. 

Where is the Hospital?  Make sure to check the HASP and Medical Plan for the hospital closest 

to your work site and lodging.  Remember, if you call 911, you will need to provide the address, 

or at least general area where you are located for a quicker response. 

Proper Load Safety:  As we set up and shut down operations, take the time to think about best 

methods to secure loads properly to prevent accidents.  When lifting, keep the load close to 

your body.   Lift with your legs, NOT your back.   Buddy‐lift heavier loads, or use a hand truck or 

forklift. 

Drink Water and Use Sunscreen:  Keep plenty of water and electrolyte fluids on hand, and use 

them to prevent dehydration.  If you don’t drink, you will drop!  Remember the phrase ‐ Pee 

Often, Pee Clear.  Use adequate sun protection to prevent getting burned.  Take frequent 

breaks when outdoors in the heat.  Refresh yourself on the signs of heat exhaustion and heat 

stress.  If you are experiencing headache, nausea, dizziness, weakness, irritability, thirst, and heavy sweating, you have heat exhaustion, and this can quickly lead to heat stroke. Watch out for heat rash and heat cramps, which may precede heat exhaustion. If you experience heat exhaustion, or observe someone with these symptoms, get to a cool area immediately, and call 911.

2) If emergency transport is required, use local resources first, then the resources best suited to provide the level of care needed (e.g. USCG Med-Evac for 3rd degree burns).
