PROJECT DESCRIPTION
The project area has significant potential for development that will reduce the trend of rapidly increasing commuter and business traffic in more rural parts of the County.
BUILD funds would construct transportation infrastructure needed for jobs and residences close to Missoula. Over 2,900 housing units Nearly 7,000 new jobs

PROJECT BENEFITS
The infrastructure will provide support for a mix of land uses that will: 1. Reduce the cost of county road improvements
and maintenance by reducing travel miles for commuters, businesses, and shipment of goods
2. Encourage non-motorized travel and transit by providing safer, more convenient options for walking and biking
3. Provide for land uses and compact development that will result in tax revenues that help sustain local roads over the long-term
4. Alleviate congestion and reduce the need for non-local funding of regional road systems.

The project will provide the infrastructure for a
highly desirable place to live and do business.

Project Elements
PROJECT ELEMENTS
• Mary Jane Boulevard – Completes a new street connection
between Mullan Road and West Broadway, alleviating traffic on
Flynn Lane currently creating safety and congestion issues at
Hellgate School. Includes a traffic signal or roundabout at Mullan
Road and a traffic signal with turn lanes at West Broadway to
improve connectivity and reduce congestion at the
Mullan/Reserve intersection, and completion of utility
infrastructure. Total Cost: $6.5 million
• George Elmer Drive – Extends a new street connection from
Mullan Road to West Broadway, providing alternate routes to I-90
and the Airport for residents in the west Mullan Road area.
Includes a traffic signal or roundabout at Mullan Road, related
utility infrastructure, a bridge over Grant Creek, and a traffic
signal with turn lanes at West Broadway to improve connectivity
and access to Airport industrial lands. Total Cost: $12.4 million
• England Boulevard – Extends a new street from Flynn Land to
George Elmer Drive, providing a new east-west backbone for the
grid network. Includes a roundabout at the intersection with
George Elmer and related utility infrastructure. Total Cost: $6.1
million
PROJECT ELEMENTS
• Mullan Trail – Extends the existing Mullan Road shared-use path between Flynn
Lane and Reserve Street, addressing safety and non-motorized travel to Hellgate
School and commercial areas along Reserve Street. Total Cost: $0.9 million
• Tipperary Way Trail – A new shared-use path connecting residential
development to Hellgate School along the Flynn Irrigation Ditch. Total Cost: $1.1
million
• Milwaukee Trail – Extends a shared-use path between Mullan Road and Grant
Creek. This trail is part of a planned trail system extending over 120 miles into
eastern Idaho along the former Milwaukee & St. Paul Railroad. Total Cost: not
included
• Flynn Lane Trail – Extends the existing shared use trail along Flynn Lane,
connecting Hellgate School to the Grant Creek trail corridor. Total Cost: $1.5
million
• Grant Creek Trail – A new shared-use path along the restored Grant Creek
corridor, linking to future connections with the Milwaukee Trail and trail
connections north of Broadway. Total Cost: $0.6 million
• Grant Creek Restoration – Restoration of 2,800 feet of stream channel and
floodplain to return Grant Creek to a natural condition and 1,600 feet of levee to
improve flood protection. This is the final piece of an extensive stream restoration
and flood mitigation project undertaken by Missoula County over the past ten
years. Total Cost: $1.2 million
