Background

MPSSDM (Madhya Pradesh State Skill Development Mission) earlier known as MPCVET is the nodal agency for skill development in the State. It primarily focuses on planning, monitoring, converging skilling efforts and offering short term training courses across the State.

The vision of the society (MPSSDM) is to contribute to the socio-economic development of the State by imparting market-oriented quality training in various technical and vocational trades to the youth on a large scale. It also envisions to empower the youth by providing an enabling environment to grow and multiple opportunities for their choice of livelihood. To compliment the mission’s efforts towards skilling in the State, it has launched Mukhya Mantri Kaushal Samvardhan Yojana and Mukhya Mantri Kaushalya Yojana with an aim to make short term skilling courses available for the youth of MP.

The mission is registered as a Society under the Madhya Pradesh Societies Registration Act, 1973 and aims at developing the State level agenda for skilling, co-ordinating and guiding other departments engaged in implementing skill development programmes in the State. The Mission is chaired by the Hon’ble Chief Minister of Madhya Pradesh and the Hon’ble Minister for the Department of Technical Education and Skill Development is the Executive Chairman of the Mission. The Principal Secretary for the Department of Technical Education and Skill Development is the Mission Director and CEO – MPSSDM is the Member Secretary.

Mukhya Mantri Kaushal Samvardhan Yojana and Mukhya Mantri Kaushalya Yojana aims to provide lifelong livelihood opportunity to the youth and other beneficiaries in the state who wish to upgrade their skill sets, knowledge and training to suit the market demand at the state, national and international level through opportunities of wage-employment, self-employment and entrepreneurship.

Acceptable Sites


Acceptable sites for MMKSY and MMKY

Training Provider (TP) should follow the following mentioned norms while setting up of MMKSY and MMKY centre or as otherwise approved by NSDC:

• Avoid near railway stations or overtly crowded/noisy areas.

• The TP to ensure to have ramp or lift facility in case the centre is on any floor other than ground for the convenience of physically disabled.

• A non-functional and vacant Private/Government educational institute, including ITI College, Polytechnic College, School or University campus can also be used as a centre by a TP, dedicated to MMKSY and MMKY students. The area for MMKSY and MMKY should be clearly demarcated inside the campus. It should face the front of the main road. MMKSY and MMKY branding is required at the main entrance of the campus and in the open area leading to the centre.

• The TP should ensure requisite branding approvals from the owner of the property.

• MMKSY and MMKY centre should be located near an approach road and easily accessible by public transport.

Compliance to this document shall be mandatory for a centre to be defined as a MMKSY and MMKY centre. MPSSDM without liability or any obligation, reserves the right to amend, delete or add any information mentioned in this document at any stage.

If MMKSY and MMKY is setup inside an Education Institute / Campus, the centre should be located in entirety either on one floor or multiple floors clearly demarcated for MMKSY and MMKY. No other activity should take place in the area demarcated for MMKSY and MMKY.


COMMON STANDARDS

Description

1. Exterior Paint It is to be ensured that the exterior of the training centre should have been painted (whitewash atleast) recently (preferably done within last 6 months).

2. Interior Paint and Furniture

A consistent colour should be applied in all areas of the interior of the centre to bring about uniformity. Apply the coat of the paint on the walls including the classrooms, labs and receptions. Exact colour specifications: Interior walls colour should be of ‘White’; Colour code – C:0, M:0, Y:0, K:0.

Furniture, doors and windows of the training centre should be of colour Ochre (Deep Yellow) C:0, M:43, Y:84, K:17.

3. Hygiene It is mandatory for all training centres to have a dedicated housekeeping staff. The housekeeping staff should maintain a daily checklist and an inspection card.

4. Biometric Attendance

It is mandatory for all MMKSY and MMKY centres to have an Aadhar Enabled Biometric Attendance System (AEBAS) machine to monitor attendance of all trainees and trainers at the training centre. The biometric device should be placed either at the entrance of the centre or at the reception.

5. Air Conditioning Air conditioning system is desired in MMKSY and MMKY centres (classrooms and reception).

6. CCTV Camera All training centres should have CCTV cameras installed in all key locations: Reception area, Classroom, Lab, etc.


The name boards should be used to label specific areas in the centre.

To lower the risk of electrical fire or any other fire hazard at the premises, the following measures should be undertaken.

There shall be CO2 type Extinguishers (minimum 4.5 kg) inside the premises of MMKSY and MMKY, along with posters explaining how to use a fire extinguisher. Fire extinguishers in laboratories should be placed as per SSC requirements.

FIRE SAFETY STANDARDS


A well-stocked first aid kit should be readily available at the MMKSY and MMKY centre to deal with minor accidents and injuries.

First aid boxes should be wall mounted on each floor and placed near areas where any electrical, fire or sharp instrument related activities take place.

The items in the first aid box should be replenished at regular intervals.

Contact number for fire brigade, hospital, ambulance and other emergency numbers should be displayed in classrooms, labs, common area and waiting area.

A. DIRECTIONAL SIGNAGE

The directional signage should help the visitors in locating the MMKSY and MMKY centre with ease. The roadside signage should be rectangular in shape and terminating in an arrow head as shown in the image. The directional signage can either be placed on a pole or in the form of a banner.

Positioning

The directional signage should be placed within the radius of 1km from the centre. Two signage boards at a distance of 500m within the radius of 1km from the centre can be placed (in both the directions).

• Aspect Ratio - 2:1

• Minimum size - 4 x 2 ft.

This is the recommended minimum size. The TPs should use a size according to the space available.

Material Specifications

The messages, borders and legends will be in retro reflective. The backgrounds can either be retro reflective or illuminated.

Training Provider LogoThe TPs can place their own logo / banner at the mentioned places. However, the training partner’s logo or banner should not overshadow and replace the main banners/ posters or scheme logo’s.

• TP’s logo should not be more than 50% of the scheme logo.

• It is mandatory for all TPs to include scheme logo in their TP specific poster.


Penal ClausesThe Training Provider shall at all times strictly adhere to the MMKSY and MMKY branding guidelines. In case of any non-adherence, MPSSDM shall give a written notice to the Training Provider to ensure adherence within a definitive period of upto 30 days. Even after the notice, if the Training Service Provider fails to adhere to the MMKSY and MMKY branding guidelines, MPSSDM shall have the right to terminate the training Centre Affiliation and cancel the work order allotted for the respective training centre. In case of such a default, the performance guarantee of the district can also be forfeited by MPSSDM.
