The power cuts were there even before load-shedding and immensely affected business in the town. The new step is part of the implementa- tion of the municipality’s electricity mas- ter plan and Vision 2030, in which it is working in cooperation with the provincial treasury. Announcing the project at the Mthatha Stadium on Wednesday last week, mayor Nonkoliso Ngqongwa said it was the result of broad consultations with the communi- ty of this area. “Mthatha will remain the centre of the former Transkei, which caters for a popu- lation of four million,” she said. “We really appreciate the patience of the people of KSD while we were still in the planning stage and things at that time were not going according to plan. This project must change the lives of the people.” Ngqongwa urged the business communi- ty of Mthatha to support the project, for which she said the service providers had already been appointed. She also disclosed that they were work- ing with the Department of Minerals and Energy to fast-track the supply of electrici- ty in the locations, and in particular the Mqanduli localities. She also called on the people of KSD to put up with the power cuts that would take place as they would be necessary to ensure a long-term solution in the entire munici- pality. THE King Sabatha DalindyeboMunicipality has set aside R160-million for the stabilisation ofelectricity in Mthatha.

THE presidential task teamwhichwas set up toinvestigate and make recommendations on theshort-term student-funding challenges at uni-versities has submitted its report to PresidentJacob Zuma.

The presidency said the task teamhad report-ed on possible solutions to the immediate fund-ing challenges at universities.“The task team also had to look at the imple-

mentation of the agreement on the zero-percentfeeincrementforthe2016academicyear,andtheshortfall in National Student Financial Aid

Scheme (NSFAS) funding for students regis-tered in the 2013, 2014 and 2015 academic years,”the presidency said. The task team had neededtoadviseonashort-termplantomitigateagainstpossible student protests and unrest at the startof the 2016 academic year.The task team had identified four key factors

that could lead to potential protests early thisyear which universities needed to prepare for.The factors included students protesting

against theup-front feeorregistrationpaymentsat the start of the academic year.Students could take to the streets because of

theNSFAS shortfall, which refers to accumulat-ed student debt accrued by students who quali-

fied for NSFAS loans but were either unfundedor underfunded due to insufficient funds overthe period 2013 to 2015, and therefore had ac-crued university debt.Students could be unhappy about the funding

challenges experienced by those who did notqualifyforNSFASfundingbecausetheirincomewas above the NSFAS threshold.Students could also protest about the in-

creased demand for academic spaces by first-time students and previous financial drop-outsin the university system.The presidency said the committee hadmade

anumber of short-term recommendations to ad-dress financial challenges, as well as a range of

short- to medium-term recommendations to ad-dress other issues discussed in the report.The short-term recommendations on funding

include the short-term solution for the zero-per-cent fee increment.“Anamount ofR2.3-billionwill bemade avail-

able to address this shortfall. The governmentand universities will make contributions to-wards addressing the shortfall.”Another recommendation was that up-front

fee and registration payments should be imple-mented across the system for those who couldafford to pay.“Students who meet the NSFAS means test

PUPILS and teachers at Sikhobeni SeniorPrimary School in Qumbu are still wait-ing for the Department of Education tohonour its promise to provide them withtoilets.

In July last year, Express published a re-port about the problem they are facing andthe department promised to assist them,but nothing has happened.Teachers and pupils still have to relieve

themselves in the bushes.Principal Ntomboxolo Nondaka said she

had arrived at the school in 2013.As far as she knew the school had been

built by parents in 1983.“Our school is a mud structure, it has

only four classrooms and we are forced tocombine classes because we don’t haveany alternative,” Nondaka said.They had tried several times to speak

with the department, but there was stillno solution. Grade R and Grade 1 pupilsare combined in one classroom becausethere is a shortage of classrooms.Making matters worse was that other

children in the community were forced togo to another nearby school.Travelling to this school was dangerous

for the children as they had to cross two

rivers.Provincial Department of Education

spokesperson Malibongwe Mtima askedthe Express to e-mail him questions before

he commented.Questions were sent to him about a week

2016/17 financial year to ensure that currentlyunfunded continuing students receive NSFASsupport in the 2016 academic year.“This amount will also be made available

through reprioritisation from the fiscus.”Zuma voiced his appreciation to the task

teamfor the intensivework theyhadundertak-en in less than two months.“I believe the recommendations will assist

allofusaswepursueourmissiontoensurethatno poor, academically deserving student is de-nied access to higher education and training,and that affordable higher education for all isachieved, while ensuring sustainable qualitypublic higher education provisioning.“I will soon announce the members of the

commissionthatwill lookat,amongothers, theintroduction of free higher education to im-prove access for the children of the poor andthe working class,” he said.

Ngqongwamade this promise inMthatha recently while the mu-nicipality was outlining its planto change the face of the town.Her announcement followed an

outcry from motorists about thegigantic potholes which damagedtheir tyres.There are potholes both in town

and many of the outskirts.“We are gradually attending to

the potholes in Mthatha, but thechallenge is that with most of theroads it goes beyond patching thepotholes. The roads need to be re-surfaced.“That is what we are looking at

and in no time potholes will besomething of the past.

“I have heard that some driverscall my name, ‘Nonkoliso!!’, whenthey hit a pothole as a way of con-veying their message to the lead-ership, so that the leadership cantake action.“That is not a problem because

the doors are open for the peopleof KSD to submit their com-plaints.”She revealed that they had

spent R12-million on their ownplant and that would assist in thebattle to end potholes in the town.

A WOMAN and her boyfrienddrowned while trying to crossthe rain-swollen MzimvubuRiver near Libode early onMonday last week.

They were Nomnikelo Soyi-ko (21) and Bonginkosi Som-newu (27) from Maqhinebenivillage in Libode. A man, whowas searching for the couple inthe river, Bhintinti Bhulu (27),was also washed away.Soyiko had been visiting

Somnewu on the other side ofthe river and had been on herway home when they drowned.Mthatha police spokesman

Lieutenant-Colonel MzukisiFatyela said police divers fromEast London had been calledthe same day, but had been una-ble to find the bodies becauseof the large volume of water.The Daily Dispatch reports

that Somnewu’s body wasfound when the search contin-ued on Tuesday, while the bod-ies of Soyiko and Bhulu werefound on Wednesday.

AN Mthatha traditional surgeonwas arrested at his home in UpperQweqwe location on Monday morn-ing in connection with the allegedpossession of a large amount ofdrugs.

The arrest followed an operationconducted bymembers of theMthat-ha dog unit which was started onWednesday last week.The surgeon is well known in the

Qweqwe area and has circumcisedhundreds of boys.He is expected to appear in the

Mthatha Magistrate’s Court soon.The man was allegedly found in

possession of a large amout of dagga,

mandrax and tik. It is alleged thatthe police found three big bags ofdagga, a suitcase containing dagga,53 envelopes of dagga, tik and R3 454cash. The police have confirmed thearrest.ORTambo InitiationForumchair-

pected this because our childrencome back totally changed, meaningthat they were fed with drugs on themountain.“Even if your child goes there not

drinking, he will come back heavilydrinking and smoking.“So it means the drug lords use

these surgeons to sell the drugs toour children.”

THE OR Tambo Traditional Initia-tion Forum says it is disappointedabout the death of six initiates dur-ing the 2015 summer initiation sea-son as it is fighting for zero deaths.

Six others lost their manhoodthrough amputation. A total of7 972 boys took part in the initia-tion season.The figures were presented by

the forum at a meeting in the ORTambo Hall on Wednesday lastweek.

Forum district manager ChiefGcobani Tyali said OR Tambo wasdoing all it could to save the livesof initiates.

“We found that the cause ofmany deaths is dehydration. Nocases of assault were found this

past season,” he said.“We have been distributing bot-

tles of water to the initiationschools, only to find out that themen in charge of the schools helpthemselves to the water ratherthan giving it to the initiates.”Tyali said although the number

of deaths had decreased, therewere still the major problems of il-legal initiation schools, self-cir-cumcisions and fraudulent certifi-cates.

Tyali also praised their workingrelationship with the Departmentof Health, which assisted with ve-hicles and doctors during the mon-itoring of initiation schools.

The meeting last week was at-tended by chiefs, traditional sur-geons, the police and municipal of-ficials.

The municipality said a more

proactive approach was still need-ed to curb the death of initiates.It said it planned to make the fo-

rum a strong point when it came toinitiation.

During the meeting it alsoemerged that the municipality wasputting in place plans to dedicatean office solely to the TraditionalInitiation Forum.The office will also be responsi-

ble for arranging summits that willinclude chiefs.Chief Zanoxolo Mjoji of the fo-

rum said the work towards zerodeaths and amputations for theJune initiation season had alreadybegun. “We must do somethingabout people who illegally go to im-itation schools. We must first de-clare the initiation season open be-fore anyone can undergo the tradi-tion,” he said.

WillowvaleMagistrateCourt, butwasnot asked to plead.
