    PREAMBLE

    Government of Maharashtra has decided to conduct a Common Entrance Test for

    selection to all degree courses in Engineering/Technology and Pharmacy courses. The

    Entrance Test is scheduled on Thursday, 16thMay 2013 at all the district headquarters in

    Maharashtra.

    The Competent Authority for the MT-CET 2013is Director of Technical Education,

    Mumbai.

    The application form for MT-CET 2013 is common for all the above said courses.

    However, the information brochures for Engineering/Technology courses and Pharmacy

    course are separate. The results of MT-CET 2013 will be made available at the website of

    Directorate of Technical Education (http://www.dte.org.in/mtcet2013).

    The Government of Maharashtra has opted to join the National Level JEE from the

    academic year 2014-15. The admissions to the First Year of Engineering/Technology will

    be carried out on the basis National Level Joint Entrance Examination (JEE) from the

    academic year 2014-15. Please refer the Government Resolution ( . -

    C L A R I F I C A T I O N

    The Honble Supreme Court (Bench of Hon. 7 judges) has delivered a judgment on12/8/2005 in Civil Appeal No. 5041/2005 in SLP (C) No.9932/2004 in respect of rights and

    entitlement of Government as against Private Professional Educational Institutions. This

    judgment expects enactment of legislation by Central Government and in its absence, by State

    Government in this regard. This process has been initiated. However it is not certain, as of this

    date, as to when such legislation will come into force, as also its provisions.

    In the meanwhile, in terms of the observations of the Honble Supreme Court from the

    aforesaid judgment, at least at this stage, it appears that State Government cannot claim any

    quota/seats in these colleges/institutions and consequently cannot effect admissions in these

    Private Engineering/Technology Colleges/institutions, except to the extent agreed by certaininstitutions, if any.

    It is therefore made clear that on the aforesaid interpretation and advice given to the State

    Government, this Brochure will not apply to the admissions to be effected in the academic year

    2013-2014 at the Private Engineering/Technology Colleges/Institutions, in so far as

    undergraduate courses are concerned, with the above exception.

    However, it is made expressly clear that if, after issuance of this Brochure, either on

    account of any legislation or on account of any different interpretation/opinion/advice or due to

    any judgment/order passed by any court of law or even otherwise, the State Government is foundentitled to any seat(s) in the Private Engineering/Technology Colleges/Institutions and

    consequently entitled to effect the admission(s) to such seat(s), the rules and regulations set out

    in this Brochure will be made applicable to such seat(s) and admission(s). In such event, a

    separate intimation will be issued with appropriate details.

    It is further clarified that separate information brochure will be issued at the time of filling of

    Application form for Centralized Admission form/option form giving details as to availability of

    number of seats, their institution wise, category wise distribution as also rules and regulations

    governing such distribution and consequent allotment of seats of Government as also Private

    Engineering/Technology Colleges / Institutions, if any.

    It is also made hereby clear in no uncertain terms that the same Common Entrance Test

    (MT-CET 2013) that is proposed to be conducted in terms of this Brochure will govern such

    admission(s), if any.

    RULES OF ELGIBILITY FOR MT-CET 2013 AND FOR ADMISSION TO FIRST YEAR OF FOUR

    YEAR FULL TIME DEGREE COURSES IN ENGINEERING/TECHNOLOGY

    FOR THE ACADEMIC YEAR 2013-14

    1.0IntroductionThe entrance examination for the selection to all Engineering/Technology and Pharmacy degree

    courses in State of Maharashtra shall be conducted by Director, Technical Education, Mumbai, the

    Competent Authority appointed by Government of Maharashtra vide Government Resolution ( . -/../-, : ) for the academic year 2013-14. The

    Common Entrance Test (MT-CET 2013) will be held on Thursday, 16thMay2013, at all the district

    headquarters in the State of Maharashtra.

    The Selection Process shall however be separate for degree courses in, Engineering/Technology and

    Pharmacy. The Competent Authority shall devise the system of Counseling/Allotment. This procedure

    shall be governed by the regulations and directions as specified by the Government of Maharashtra

    from time to time.

    This brochure gives the rules for the eligibility for appearing to the Maharashtra Technical Common

    Entrance Test 2013 i.e. MT-CET 2013, the eligibility for admission to first year of various courses in

    Engineering/Technology in the State of Maharashtra and also gives definition of various types of

    candidatures. These rules govern only the aspect of the Common Entrance Test and the elig ibility of

    the candidates to appear for this examination.

    The rules and information regarding the distribution of seats under various heads i.e. Home University,

    Outside Home University, Institute Level Seats, Minority Seats, All India Seats etc.; details of the

    Reservation of Seats, Fees concession (if any) offered to eligible candidates, details of the Centralized

    Admission Process (CAP), details of the admission rounds, Institute/course wise Information etc. shall

    be provided in a separate Information Brochure, which will be made available to the aspiringcandidates at the time of filling up of the Application Form for Admission to Engineering/Technology

    Courses.

    1.2 Definitions:

    State Governmentmeans the Government of Maharashtra.

    Directormeans the Director of Technical Education, Maharashtra State.

    "Application Form" means prescribed form to be filled online by the candidate for appearing to

    MT-CET 2013.

    Appeal Committee means the Committee setup under the chairmanship of the Competent

    Authority; it shall deal with the representations submitted by the candidates/parents relating to

    grievances of the candidates with regard to MT-CET 2013 examination and the selection process.

    Competent Authority means the Authority designated or appointed by Government of

    Maharashtra to conduct MT-CET 2013, and declare the results. The Competent Authority will

    supervise and control the selection process for the admission to Engineering/Technology and

    Pharmacy degree courses and act as a chairperson of the Appeal Committee for representations

    submitted by the candidates. The Competent Authority will issue necessary executive instructions

    for implementation and provide relevant information to be published or communicated.

    Center in-charge of the Districtmeans the District Collector or the officer(s) authorized by

    the District Collector.

    Divisional Authority means the Joint Directors of Regional office of Technical Education,

    Director, SGGSIE&T, Nanded and Principal, Government Polytechnic, Kolhapur who will be

    responsible to carry out the directions and instructions of the Competent Authority (Annexure A).

    Notified Colleges means the colleges/institutions responsible for distribution of information

    brochures and application forms for MT-CET 2013examination, receipt of the application forms

    from the School/Junior colleges, collection & distribution of admit cards and Score Cards of MT-

    CET 2013 examination.(Refer Annexure - A)

    Qualifying examination means examination on the result of which a candidate becomes

    eligible to appear at MT-CET 2013 entrance examination. i.e., HSC (12th standard) or equivalent

    examination

    College or Institutionmeans Engineering College or Technological Institution duly approved

    by the AICTE and Government of Maharashtra to impart Education in Engineering/ Technology at

    the degree level.

    Government Engineering Collegemeans the Engineering College run by the Government of

    Maharashtra.

    Government Aided Engineering College means Engineering College run by private

    management but which receives financial assistance from the Government of Maharashtra.

    University Managed Engineering College means Engineering College run by a particularUniversity.

    University Department means a department of University which offers four year degree

    courses in Engineering/Technology.

    Autonomous Institutemeans the institute for which autonomy is granted by the Government

    of Maharashtra.

    Un-Aided Engineering College means Engineering College run by private management on

    self-financing basis.

    Sanctioned Intake means the course wise number of seats sanctioned by the Government

    Resolution with reference to the AICTEs approval. Inter se merit means the order of merit as defined by Maharashtra State Merit list/Home

    University area merit list/ All India JEE (mains) Merit list/J & K Migrant Merit list as the case may

    be.

    Candidatemeans an applicant who is an Indian National and desires to appear for MT-CET

    2013 with an intention to seek admission to first year of four year Degree Courses in

    Engineering/Technology in Maharashtra State by submitting the prescribed application form for the

    year 2013-14.

    Defence means services established under the Army Act 1950/Air force Act 1950/Navy Act

    1957.

    F.E. Admissionmeans the Admission to first year of four year degree courses in Engineering /

    Technology.

    Persons of Indian Origin (PIO): A Person having foreign citizenship (except Pakistan and

    Bangladesh) without NRI status, who holds a Foreign Passport at the time of sending application,

    consideration for admission and during the period of his/her study, and he/she or anyone/both of

    his/her parents or anyone/both of his/her grandparents is (or was)/are (or were) citizen(s) of India

    by virtue of the provisions of the Constitution of India or Sec. 2(b) of Citizenship Act, 1955 (Act No.

    57 of 1955).

    OMS candidatemeans Outside Maharashtra State candidate who is an Indian National.

    Foreign Nationalsmeans Citizens of all countries other than India, who are not of Indian origin

    as defined under PIO.

    Foreign Studentmeans Foreign Student in this context shall be defined as the student who

    possesses a foreign passport.

    CAP Seats These are the seats for which allotment/admission is carried out by the Competent

    Authority through CAP

    NRI Candidate means a candidate who is a child of the person who has the NRI status as

    defined under section 6 of the Income Tax Act 1961.

    Gulf Candidate means a candidate who is a child of the person who has the NRI status as

    defined under section 6 of the Income Tax Act 1961 and currently working in gulf countries.

    2.0Eligibility Criteria:2.1Eligibility of Maharashtra State Candidate and OMS candidate for appearing for MT-CET

    2013 :

    Candidate should be an Indian National and should have passed/appeared* the HSC (Std.XII)

    examination of Maharashtra State Board of Secondary and Higher Secondary Education or itsequivalent examination with subjects English, Physics, Chemistry and Mathematics.

    Note:

    *Candidates who have appeared for the qualifying examination i.e. HSC (Std. XII) or its equivalent

    examination during the academic year 2013-14and whose results are not declared till the last date of

    submission of application form are eligible to appear for MT-CET 2013, however for admission to first

    year of degree courses in Engineering/Technology, such candidates must fulfill the eligibility criteria

    as mentioned in rules 2.2 to 2.11 as applicable.

    Maharashtra State candidates (defined as per rule no. 3.1) and OMS candidates (defined as per rule

    no. 3.2) are eligible to appear for the MT-CET 2013conducted by the Competent Authority of

    Government of Maharashtra for the academic year 2013-14.

    Even though Outside Maharashtra State (OMS) candidates are eligible to appear for the MT-CET

    2013, it is specifically made clear that such OMS candidates will not be able to participate in the

    Centralized Admission Process on the basis of score in MT-CET 2013. These OMS candidates will

    be able to apply for the admissions against the Institute Level Seats ONLY in the Unaided Private

    Engineering Colleges/Institutes on the basis of score in MT-CET 2013.

    The facility of Constitutional Reservation is not available for the OMS candidates. Therefore all OMS

    candidates will be treated as OPEN/GENERAL category candidates in the entire admission

    process.

    2.2Eligibility criteria for Maharashtra State Candidate and Outside Maharashtra StateCandidate for admission to first year of degree courses in Engineering/Technology:

    Candidate should be an Indian National and should have passed the HSC (Std. XII) examination of

    Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent

    examination with subjects English, Physics, Chemistry and Mathematics

    AND

    Secured minimum 45% marks (minimum 40%marks in case of candidates of backward class

    categories and Person with Disability belonging only to Maharashtra State) in the subjects

    Physics, Chemistry and Mathematics added together at HSC (Std. XII)

    AND

    Obtained a non-zero score in subjects Physics, Chemistry and Mathematics added together at MT-

    CET 2013.

    2.3 Eligibility criteria for All India candidates (Paper -1 of JEE (Mains)-2013 qualified): [Boththe Maharashtra State Candidates and the OMS candidates]

    Candidate should be an Indian National and should have passed the HSC (Std. XII) examination of

    Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent

    examination with subjects English, Physics, Chemistry and Mathematics

    AND

    Secured minimum 45% marks (minimum 40% marks in case of candidates of backward class

    categories and Person with Disability belonging only to Maharashtra State) in the subjects Physics,

    Chemistry and Mathematics added togetherAND

    Candidate should have a valid Paper-1 of JEE (Mains) Score (i.e. total score should be positive) for

    the year 2013-14.

    Paper-1of JEE (Mains) 2013 qualified Maharashtra Candidates who have appeared for MT-CET

    2013 will be required to submit single Application and Option form for CAP. Such Candidates will be

    given single allotment through CAP as per their inter-se-merit.

    2.4 Eligibility criteria for Foreign National/Foreign Student/ PIO/Children of Indian workers

    in the Gulf Countries/Children of NRI

    Candidate should have passed the HSC (Std. XII) examination of Maharashtra State Board of

    Secondary and Higher Secondary Education or its equivalent examination with subjects English,

    Physics, Chemistry and Mathematics and secured minimum 45% marks in the subjects Physics,

    Chemistry and Mathematics added together.

    The eligibility of the candidates passing the HSC (Std. XII) equivalent examination

    from a school/college/Examination Board situate outside India shall be further

    decided by the University Authorities to which the candidate is admitted. Hence

    such candidates are advised to get their eligibility verified by the respective

    University Authorities before seeking admission to the Engineering/Technology

    degree courses in the State of Maharashtra.

    The candidate belonging to this type is not required to appear for the MT-CET 2013

    (Note: -Refer rule no 2.12 regarding Rounding off of percentage of marks for deciding the eligibility, if applicable.)

    2.5 Eligibility criteria for GOI nominees:

    Candidate should be an Indian National and should have passed the HSC (Std. XII) examination of

    Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination

    with subjects English, Physics, Chemistry and Mathematics and secured minimum 45% marks

    (minimum 40% marks in case of candidates of Backward class categories) in the subjects Physics,

    Chemistry and Mathematics added together

    The candidate belonging to this type is not required to appear for the MT-CET 2013.

    2.6 Eligibility criteria for J & K Migrant candidates:

    Candidate should be an Indian National and should have passed the HSC (Std. XII) examination of

    Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination

    with subjects English, Physics, Chemi6stry and Mathematics and secured minimum 45% marks in the

    subjects Physics, Chemistry and Mathematics added together

    The candidate belonging to this type is not required to appear for the MT-CET 2013.

    (Note: -Refer rule no 2.12 regarding Rounding off of percentage of marks for deciding the eligibility, if applicable.)

    2.7 Eligibility criteria for MKB candidates:

    In addition to the basic eligibility criteria mentioned in rule no. 2.2, candidates who have appeared &

    obtained a non-zero score in the MT-CET 2013 and belonging to the Maharashtra Karnataka

    Disputed Border Area are required to fulfill following additional eligibility criterias.

    Candidates have to be from such villages/towns, from the Maharashtra Karnataka disputed

    border areas, on which Maharashtra puts its claim (Refer Website). The candidate should produce the certificate that his/her father/mother/candidate

    himself/herself is a domicile of Karnataka in the disputed border area as specified in the

    Proforma-G OR The candidate should produce the domicile certificate of his/her

    father/mother/candidate himself/herself stating that he/she is a resident of a Districts, Talukas

    and villages included under MKB. (List of Districts, Talukas and villages included under MKB are

    available at website of DTE. i.e., www.dte.org.in)

    The candidate should have passed SSC (or equivalent) and/or HSC (or equivalent) from an

    Institution situatein the disputed border area. The candidate must produce a certificate from the

    Principal/Head Master of the College/School stating that the candidate has passed SSC/HSC (or

    equivalent) Examination from that Institution.

    Mother tongue of the candidate must be Marathi. The candidate must produce a certificate from

    the Principal/Head Master of the School from which he/she has passed the SSC (or equivalent)

    Examination, stating that the candidates Mother tongue is Marathi as per the original School

    record.

    Candidate should have passed SSC or HSC (or equivalent) Examination with Marathi as one of

    the subject.

    2.8 Eligibility criteria for Candidates who are sons/daughters of Defence service personnel:

    In addition to the basic eligibility criteria mentioned in rule no.2.2, candidates who have appeared &

    obtained a non-zero score in the MT-CET 2013and satisfying any one of the following criteria are

    eligible to seek admission against seats for sons/daughters of defence service personnel.

    Candidate is a son/daughter of ex-service personnel who is domiciled in Maharashtra State (Def-1).

    Candidate is a son/daughter of active service personnel who is domiciled in Maharashtra State

    (Def-2).

    Candidate is a son/daughter of active service personnel (Def -3)

    Who is transferred to Maharashtra State but is not domiciled in Maharashtra State

    Who is not domiciled in Maharashtra State but his/her family is stationed in Maharashtra

    State under the provision of retention of family accommodation at the last duty station on

    the grounds of childrens education, provided further that, such candidate should have

    appeared and passed the HSC (Std. XII) examination of Maharashtra State Board

    2.9 Eligibility criteria for Person with Disability Candidates:

    In addition to the basic qualification mentioned in rule no. 2.2, candidate who has appeared &

    obtained a non-zero score in the MT-CET 2013and suffering from any one of the following

    permanent disability is eligible to seek admission against seats for Person with Disability candidates

    [only Maharashtra State candidates (Type A, B and D) are eligible to apply for admission

    against these seats]

    Candidate who is visually impaired (blind) candidate (type P1)

    Candidate who is speech & hearing impaired (deaf & dumb) candidate (type P2)

    Candidate who is with orthopedic disorders, learning disabilities, Dyslexia, Dyscalculia,

    Note: The certificate (Proforma F/F-1) should clearly state that the extent of disability is more than 40%

    and the disability is permanent in nature.

    2.10 Other eligibility criteria for specialized branches of Engineering:

    Candidates seeking admission to some special courses or under some special provisions have to fulfill

    the following additional eligibility criteria.

    Admission to Bio- Medical Engineering course :

    Candidates seeking admission to Biomedical Engineering course should have passed in the

    subject of Biology in the qualifying examination in addition to fulfilling the Eligibility criteria as

    mentioned in rule no. 2.1, 2.2 and 2.3.

    Admission to Bio-Technology Engineering course :

    Candidates seeking admission to Bio-Technology Engineering course should have passed in the

    subject of Biology or Biotechnology in the qualifying examination in addition to fulfilling the

    Eligibility criteria as mentioned in rule no. 2.1, 2.2 and 2.3.

    Admission to Aeronautical Engineering*

    Candidates who are suffering from Colour blindness are not eligible for admission to Aeronautical

    Engineering course.

    Admission to Mining Engineering course:

    Female candidates are not eligible for admission to Mining Engineering course.

    2.11 Eligibility criteria for Candidates who have passed Diploma in Engineering/Technology

    and seeking admission to First Year of Engineering/Technology in Unaided Institutes:

    Diploma holders who have passed the Diploma course in Engineering/Technology with minimum of

    50% marks in aggregate and medium of instruction as English from the Polytechnics affiliated to

    MSBTE or AICTE approved autonomous Polytechnics in Maharashtra State ( for Maharashtra State

    Candidates) or such polytechnics situate inside/outside the State of Maharashtra ( for Outside

    Maharashtra State Candidates).

    Note:

    1. To resolve a tie i.e. more than one candidate securing equal aggregate marks in Final year of theDiploma exam, following order of preference shall be adopted: marks in Maths at SSC, Grand

    Total at SSC.

    2. Eligible Diploma candidates (rule 2.11) shall be considered for Admission against the Institutelevel seats in Unaided Private Institutes only. The details of the admission process for filling

    application for admission against institute level seats shall be made available in the separate

    information brochure.3. Diploma candidates (rule 2.11) are not eligible to appear for the MT-CET 2013.4. Refer rule no 2.12 regarding Rounding off of percentage of marks for deciding the eligibility, if

    applicable

    2.12 Rounding off of percentage of marks for deciding eligibility for admission.

    In case percentage, marks (converted out of 100) in the subjects Physics, Chemistry and Mathematics

    added together at HSC (Std. XII), comes in fraction then percentage of marks shall be rounded off as

    explained in the example for the purpose of deciding the eligibility of the candidate.

    Example: - If the percentage of marks comes out to be 44.50% to 44.99% then it shall be rounded to 45%and if the percentage of marks comes out to be 44.01% to 44.49% shall be rounded to 44%.

    General Notes:

    1. In case the maximum marks in individual subject is other than 100, convert the marks out of 100 for

    individual subject but do not round off these marks. If the sum of the converted marks of three

    individual subjects without rounding off works out to be a figure with fraction then fraction up to two

    decimal places shall only be considered and the percentage of marks shall be calculated considering

    maximum marks as 300 and, If the percentage comes in fraction, rounding off shall be done as given

    in rule No. 2.12 to decide the eligibility.

    Example: If a candidate obtains 85 marks out of 200 in Physics, 76marks out of 150 in Chemistry and40 Marks out of 100 in Mathematics, then the sum of marks obtained works out to be 201 out of 450

    marks. If it is converted out of 300, it works out to be 134. The % of marks comes out 44.6666 %.

    However if the marks in individual subjects are converted out of 100, then the marks are as 42.5 in

    Physics, 50.6666 in Chemistry and 40 in Mathematics. It means the sum of converted marks of

    individual subject is 133.1666, which is 133.16 up to two fractions. The % of marks comes out

    44.38 % after rounding off it is 44%. Hence the candidate is not eligible for admission under OPEN

    Category.

    2. If letter grades are assigned instead of marks at SSC, HSC or its equivalent examination the

    candidate must obtain the certificate of conversion of letter of grades into marks from the competent

    4.0 Reservations:

    All the reservations given below shall be applicable to candidates belonging to Maharashtra State

    only subject to the fulfillment of the eligibility criteria specified by respective authorities from time to

    time.

    4.1 Reservation for Backward Class category Candidates:The percentage of seats reserved for candidates of backward class categories belonging to

    Maharashtra State is as per the details in table given below. The percentages of reservation are the

    percentages of the seats available for Maharashtra candidates, which are coming under the purview

    of the Competent Authority (Refer notes 1-5 given below for details). These are the minimum

    percentages of reservation exclusive of the backward class candidates securing allotment through

    General Merit by virtue of merit. Backward class candidates shall claim the category to which they

    belong to at the time of submission of application form for Centralized Admission.

    categories should produceCaste/Tribe Validity Certificateissued by Scrutiny Committee of

    Social Welfare Department/Tribal Development Department at the time of submission of CAP

    4. Even if the candidate belonging to Backward Class Category secures admission against a seat

    belonging to the General category by virtue of merit, such candidate has to produce all the

    necessary documents in support of the category claimed both at the time of admission and while

    filling up of the CAP admission form.

    4.2 Reservation for sons/daughters of Defence service personnel:

    Five (5) % seats of the total sanctioned intake for an institute, subject to a maximum of five (5)

    seats in each institute coming under CAP shall be reserved for

    Children of ex- service personnel who are domiciled in Maharashtra State (DEF-1).

    Children of active service personnel who are domiciled in Maharashtra State (DEF-2).

    Children of active service personnel (DEF-3)

    Who are transferred to Maharashtra State but are not domiciled in Maharashtra State,

    Who are not domiciled in Maharashtra State but their families are stationed in Maharashtra

    State under the provision of retention of family accommodation at the last duty station on

    grounds of childrens education provided further that, such candidate should have appeared

    and passed the HSC (Std. XII) examination of Maharashtra State Board of Secondary and

    Higher Secondary Education or its equivalent examination from a school/college situate in

    the State of Maharashtra.

    These seats are within the sanctioned intake capacity and are available as State Level seats. A

    combined single merit list of all eligible DEF1, DEF2 & DEF3 candidates shall be prepared. Admissionagainst the Defence category seats will be made strictly on the basis of inter se merit of combined

    single merit list of all eligible DEF1, DEF2 & DEF3 candidates.

    Note:-

    This provision is NOT available to the children of CIVILIAN STAFF who is working / who has

    worked in the Indian Defence Service.

    4.3 Reservation for Person with Disability Candidates:

    As per the provisions in Clause 39 of Equal Opportunities, Protection of Rights and Full Participation

    Act 1995, three percent (3%) seats of total sanctioned intake capacity of all the institutions comingunder CAP shall be reserved for Person with Disability candidates.

    Note:-

    It should be noted that the Person with Disability candidates on admission to Engineering /

    Technology degree course will not be given any exemptions or additional facilities in the academic

    activities other than those which may be provided by the respective Universities. Further it is

    specifically brought to the notice of Person with Disability candidates that, they should submit the

    certificates strictly as per the Proforma F/F-1.

    4.4 Writer/scribe to the Person with Disability candidates:(As per the directives given by Hon. HighCourt Bombay Bench at Mumbai in WP No. 616 /2011 and by Government letter No: / ..-/ -,

    1. The eligible Blind, Low Vision and Orthopedically Challenged and persons affected with

    Cerebral Palsy and Dyslexia, who are not in a position to write, can avail a scribe / writer for

    the MT-CET 2013 Examination.

    2. The competent authority shall not provide scribe / writer to the candidate.

    3. The scribe / writer shall be arranged by the candidate at the discretion of the candidate him /

    her, at his/her own cost.

    4. It is desirable that the candidate and the scribe are from the same stream. The scribe/writer

    should be one grade junior in academic qualification than the candidate. If from the same

    stream i.e. HSC. Student suffering from disability will be allowed to engage scribe/writer who is

    in 11th (Std. XI). However, this condition shall not apply if the scribe/writer is from a different

    stream.

    5. The candidate who wants to avail scribe/writer has to indicate willingness at the time of onlinesubmission of application form.

    6. At the time of submission of online application form, fill the details of scribe/writer in the

    declaration format; get two printouts of declaration along with Admit Card. The format for

    declaration is given in annexure-IV.

    7. Paste photographs of candidate and the scribe/writer and put signatures and submit this

    declaration form to the Joint Director of Technical Education, Regional Office, designated for

    the jurisdiction of the address of the candidate.

    8. The candidate shall submit these declarations to the Joint Director of Technical Education,

    Regional Office within 5 days from the last date of online submission of the application formdeclared in the notification.

    9. The candidate shall collect the Authentication for scribe/writer letter and stamped

    Declaration from the approving authority.

    10.The candidate shall produce the declaration and approval letter at the time of examination

    along with Admit Card.

    11.The candidate shall submit the declaration and authentication letter to the examination

    conducting authorities at the examination venue.

    4.5 Reservation for Female candidates:As per the provisions in Govt. Resolution No. GEC-1000/ (123/2000)/ Tech. Edu.-1, dated 17th April,

    2000, 30% seats available for Maharashtra State CAP shall be reserved for female candidates in all

    the courses of the institutions coming under CAP. This reservation shall be applicable for General,

    SC, ST, DT/VJ (NT-A), NT-B, NT-C, NT-D and OBC categories. Seats reserved for Female candidates

    are available under both the 70% Home University seatsand30%Other than Home University seats

    coming under the CAP. There shall be no reservation for Female candidates under Defence, Person

    with Disability and SBC categories.

    IMPORTANT: All such candidates who fail to substantiate claims made (such as

    reservation category, PH, Defence etc.) with supporting necessary documents shall be

    converted to GENERAL category and/or such applications will be rejected as the case

    may be. Once such candidates are converted to GENERAL category and they will have tofulfill the minimum eligibility criteria as set out for a GENERAL category candidate.

    4.6 Seats for the candidates belonging to the Maharashtra-Karnataka Border (disputedarea) MS Type-E candidates-

    These candidates will only be considered for Other than Home University (OHU)/ State Level (SL)

    seats of Maharashtra State of CAP. These candidates will also be eligible for the seats remaining

    vacant in Un-aided Institutes after the CAP round and for additional round of Government,

    Government Aided, University Departments and University Managed Institutes.

    5.0 Assignment of Merit Number:

    5.1 Merit Number for Maharashtra Candidates:

    Each eligible Maharashtra State Candidate (Rule 2.2) who has appeared for MT-CET 2013 and

    obtained a non-zero score in MT-CET 2013 and submitted application form on or before the last date

    prescribed for the submission of Application Form for Admission to Engineering/Technology through

    CAP will be assigned a provisional merit number.

    Merit of all eligible Maharashtra State candidates will be based on the MT-CET 2013 score (out of

    200 marks) only; relative merit in case of a tie (i.e. equal marks in MT-CET 2013) shall be resolved

    as per rule no. 5.1.1.Note:

    1. Merit list of Maharashtra State Candidates so prepared shall indicate a State level General Merit No.,

    State level Category Merit no. (as applicable), Home University General Merit No., Home University

    Category Merit no. (as applicable) etc.

    2. Assignment of a Merit number does not indicate or ensure admission to any seat.

    5.1.1 Relative Merit In Case of a Tie:

    In the case of candidates securing equal number of marks in MT-CET 2013, their relative merit will

    be fixed on the basis of the following order of preference:

    (a)A candidate securing higher marks out of 100 in the subject of Mathematics in MT-CET 2013.(b)A candidate securing higher marks out of 50 in the subject of Physics in MT-CET 2013.(c)A candidate securing higher Percentage of marks in the subject Mathematics at HSC (Std. XII).(d)A candidate securing higher Percentage of marks in the subjects Physics at HSC (Std. XII).(e)A candidate securing higher Percentage of marks in Aggregate at HSC (Std.     5.2 Merit Number for JEE (Mains) (Paper-1) Candidates: Each eligible Candidate (Rule 2.3) who has appeared for JEE (Mains) 2013 and obtained a valid score

    in JEE (Mains) 2013 and submitted application form on or before the last date prescribed for the

    submission of Application Form for Admission to Engineering/Technology through CAP will be

    assigned a provisional merit number.

    Merit of all eligible candidates will be based on the inter-se of JEE (Mains) 2013 (Paper-1) All India

    Rank (AIR) only.

    Merit list of Eligible Candidates so prepared shall indicate a State level General Merit No.

    Assignment of a Merit number does not indicate or ensure admission to any seat.

    5.3 Merit Number for J&K Migrant Candidates:Assignment of merit number:

    Each eligible J&K Migrant Candidate who has filled and confirmed the online application form for

    Centralized Admission on or before the last date will be assigned a provisional merit number.

    Merit of all eligible J&K Migrant candidates will be based on the total marks obtained in Physics,

    Chemistry and Mathematics in HSC (Std. XII) only; relative merit in case of a tie (i.e. equal marks inPhysics, Chemistry and Mathematics taken together out of 300) shall be resolved in the order of

    preference as given below:

    a. A candidate securing higher % marks in Mathematics of HSC (Std. XII) Examination.b. A candidate securing higher % marks in Physics of HSC (Std. XII) Examination.c. A candidate securing higher Percentage of marks in Aggregate at HSC (Std. XII) Examination.d. Birth Date of the candidate. (Elder Candidate will be given preference)

    Note: While converting the marks, if the converted marks work out to be a figure with

    Assignment of a Merit number does not indicate or ensure admission to any seat.

    5.4 Change of Marks due to verification:

    If the marks in the qualifying examination are modified due to verification and the same is duly

    certified by the Maharashtra State Board of Secondary and Higher Secondary Education or its

    equivalent, the same shall be reported to the ARC in charge immediately. However the effect of the

    change will be taken into consideration only for the subsequent round (s) of admission.

    6.0 Conduct and Discipline

    Failure of the candidate in making full and correct Statements in the application form and/or

    suppression of any information and/or submission of false documents shall lead to

    disqualification of the candidate for MT-CET 2013 or even at later date during the Admission

    Process. Such a candidate will be debarred from the examination as well as the entire selection

    process. Therefore the candidate is required to make only such claims which could be substantiated

    by relevant original documents.

    Adopting any unfair means or engaging in malpractice in the examination shall render a candidate

    liable for punishment under, Maharashtra Prevention of Malpractices Act, Universities, Board and

    Other Specified Examination Act, 1982 and disqualify him/her for MT-CET 2013examination.

    If any person(s) or officer(s) dealing with the conduct of the MT-CET 2013 are found engaged in

    act(s) that would result in the leakage of question paper or attempt to use or help in the use of

    unfair means in this examination he/she shall be liable to prosecution under Indian Penal Code. Any issue not dealt here-in above will be dealt with, when arising, fully and finally by the Competent

    Authority.

    allowance or other financial benefit shall be recovered from such person as an arrears of land revenue.(3) Notwithstanding anything contained in any Act for the time being in force, any Degree, Diploma or any othereducational qualification acquired by such person after securing admission in any educational institution on thebasis of a Caste Certificate which is subsequently proved to be false shall also stand cancelled, on cancellation ofsuch Caste Certificate, by the Scrutiny Committee.(4) Notwithstanding anything contained in any law for the time being in force, a person shall be disqualified forbeing a member of any statutory body if he has contested the election for local authority, Co-operative Society orany statutory body on the seat reserved for any of Scheduled Castes, Scheduled Tribes, De-notified Tribes,(Vimukta Jatis), Nomadic Tribes, Other Backward Classes or Special Backward Category by procuring a false CasteCertificate as belonging to such Caste, Tribe or Class on such false Caste Certificate being cancelled by theScrutiny Committee; and any benefits obtained by such person shall be recoverable as arrears of land revenue andthe election of such person shall be deemed to have been terminated retrospectively.Para 11: (Offences & Penalties)

    (1) Whoever,-

    (a) Obtains a false Caste Certificate by furnishing false information or filing false statements or documents orany other fraudulent means ; or

    rigorous imprisonment for a term which shall not be less than six months but which may extent up to two yearsor with fine which shall not be less than two thousand rupees, but which may extend up to twenty thousandrupees or both.(2) No court shall take cognizance of an offence punishable under this section except upon a complaint, inwriting, made by the scrutiny Committee or by any other officer duly authorized by the Scrutiny Committee forthis purpose.

    Para 12: (Offences under Act to be cognizable & non-bailable)Notwithstanding anything contained in the Code of Criminal Procedure; 1973 -(a) offence punishable under section 11 shall be cognizable and non-bailable;(b) every offence punishable under this Act, shall be tried by any Magistrate of First Class in a summery wayand provisions of sections 262except sub-section(2) to 265 both inclusive of this Code shall as for as possiblemay be applied to such trial.

    Para 13: (Penalty for issuing false Caste Certificate)(1) Any person or authority performing the functions of Competent Authority under this act, who intentionallyissues of false Caste Certificate shall earn conviction, be punished with rigorous imprisonment for a term whichshall not be less than six months but which may extend up to two years or with fine which shall not be less thantwo thousand rupees, but which may extend up to twenty thousand rupees or both.(2) No court shall take cognizance of an offence punishable under this section except with the previous sanctionof the Government.

    Para 14: (Penalty for abatement)Whoever abets any offence punishable under this Act shall be punished with the punishment provided for in thisAct for such offence.

    SCHEME OF MT-CET 2013 EXAMINATION

    Date of Examination: The examination will be conducted at various centers in Maharashtra onThursday, 16thMay2013

    Schedule & Test Design: The MT-CET 2013 will consist of three question papers. Each paper is of

    100 marks.Paper I : Physics & Chemistry (50 marks each)

    Paper II : Biology (Botany & Zoology - 50 marks each)

    Paper III: Mathematics (100 Marks)

    There is no choice among the questions, i.e. all questions have to be answered. The candidatedesirous of selection to Engineering/Technology degree courses should appear for Paper I and PaperIII and the candidate desirous of selection to Pharmacy degree course should appear for Paper I &Paper-II and/or Paper-III. Those candidates appearing only for Paper I and Paper II will be providedwith one single OMR answer sheet for both papers: those appearing only for Paper I and Paper IIIwill be given separate OMR answer sheets with each question paper and those candidates appearingfor all the three papers will be given one single OMR answer sheet for Paper I & Paper II and aseparate OMR answer sheet for Paper III. At the end of paper/session student will handover theOMR Answer sheet and Question booklet to the invigilator.

    The candidate will be required to mark the correct answer by blackening the corresponding circleagainst the serial number of the question in the answer sheet with black ink ballpoint pen only.Out of four circles provided for selection of an answer against a question, the candidate should fill upone circle only. Each correct answer will be given mark/(s). There shall be no negative marking forwrong answers.

    CHANGING AN ANSWER IS NOT ALLOWED: The candidates must fully satisfy themselves aboutthe accuracy of the answer before darkening the appropriate circle, as no change in the Answer oncemarked is allowed. The answer once marked is final; any change in the option once marked, done byany method, will amount to an invalid/incorrect response.

    Scratching, overwriting, tick mark and multiple answers will be considered as wronganswers and no marks will be allotted to them.

    Syllabus of Examination: Syllabi of Physics, Chemistry, Biology and Mathematics for the MT-CET2013 will be the same as for the current year for HSC Examination (i.e. March 2013) of HSC Boardsof Maharashtra.

    Time & Duration of Examination: There will be three papers of one and half hours each.Schedule of examination is given on backside of index page.

    Language of Question Paper: The medium for examination shall be English or Marathi or Urdu forPhysics, Chemistry and Biology. However, Mathematics paper shall be in English only. The optiononce exercised about the medium by the candidate shall be irrevocable.

    Examination Centre: The MT-CET 2013will be conducted at all the district headquarters of theState of Maharashtra. The MT-CET examination center will be within the same district from wherethe candidate has passed / is appearing at the qualifying examination i.e. HSC/12 th Standard

    examination. For the eligible candidates passing qualifying examination from outside the state ofMaharashtra, the Competent Authority shall allot the examination center. The centre of examinationfor candidates who have passed their HSC (Std XII) or equivalent examination from an institutionsituated outside the state of Maharashtra shall be the district headquarter of the Notified Collegewhere he/she has submitted MT-CET 2013 Application Form. The center once allotted by theCompetent Authority shall not be changed under any circumstances.

    SALE OF APPLICATION FORM, INFORMATION BROCHURES, ADMIT CARDS, RESULT OF MT-

    CET 2013, etc.:

    1. Sale of Information Brochure.

    a. The information brochures as per the requirement shall be obtained by Head Master/Principalof the Junior College from the Principal/Director of the notified college in the district as showninAnnexure-A

    b. The fee for MT-CET 2013 including Information Brochure along with Application Kit is 700/-(Rupees Seven Hundred Only) for General category Candidates and 500/- (Rupees FiveHundred Only) for Backward Class Category candidates belonging to Maharashtra State only.This amount is not refundable.

    c. Information Brochure along with Application Kit for the aspiring Candidates will be available attheir Junior Colleges against the payment of the application form fee for the candidatespassed/appearing HSC from Maharashtra.

    d. Information Brochure along with Application Kit for the aspiring Candidates will be available atNotified Colleges (Annexure A) against the payment of the application form fee for the

    candidates passed/appearing HSC from outside Maharashtra.e. It is mandatory for the Candidates to procure the Information Brochure along with ApplicationKit.

    f. The Application Kit contents the Application Kit Number and Password.

    2. Online Submission of Application Forma. Aspiring Candidates should read the Information Brochure thoroughly.b. The detailed instructions for filling the online application form are given in the Application Kit /

    p. The Admit Cards and Score Cards will be distributed by the Principal of the junior college orNotified College where the Application form was submitted by the candidate.

    q. In case the candidate does not receive Admit Card on or before the prescribed date (or ifhe/she has lost his/her admit card), he/she should approach the Notified College / Center InCharge of the District of the respective district with the original Receipt of Application Form forgetting a Duplicate Admit Card not later than one hour before the commencement of the

    examination.r. Please note that the issue of Admit Card is just an enabling provision for appearing at MT-CETand does not imply that the candidate is eligible for admission.

    s. The candidate shall fill the information correctly however there will be provision for correction(if any) in data as per schedule at respective Notified College only. In such cases candidatehas to submit the application with receipt issued by his/her Junior College.

    3. Sale of information brochure and online submission of application form with late feeInformation Brochure along with Application Kit shall be made available to all aspiringcandidates at Notified Colleges only with late fee of 250/- in addition to the fee for MT-CET2013.

    In such cases the candidates shall produce relevant documents, in original, of a) photo identityb) SSC or equivalent examination mark sheet to the authority at the Notified College at the timeof submission of duly signed Online Application Form printout in two copies.

    4. Declaration of Resulta. The Competent Authority will conduct the examination, evaluate the answer sheets and

    declare the result. The result will be declared on websites of DTE i.e. www.dte.org.in on orbefore 05/06/2013.

    b. All the candidates who have appeared for MT-CET 2013 will receive their Score Card from theoffice of the Principal of their Junior College/High School, who in turn shall collect the samefrom the Director/Principal of Notified College of the district. The candidates, who havesubmitted their application form directly to Notified Colleges, will collect the Score Card fromthe same office.

    c. In case of loss of original MT-CET 2013 Score Card, a duplicate Score Card can be obtained

    with an application addressed to the Competent Authority along with a demand draft/payorder drawn on any Nationalized, scheduled, commercial bank of 100/- (Rupees OneHundred Only), in favour ofDirector, Technical Education, Mumbaipayable at Mumbai.

    d. The scanned image of the OMR Answer Sheet of the candidate and its Answer Key shall bemade available through the candidate login for 8 days from the date of declaration of theresult.

    e. Verification of Marks Obtained at MT-CET 2013:If the candidate desires to get his/her Answer sheet evaluation verified, the candidate should

    f. The Rules and Regulation/procedure stated herein is applicable for MT-CET 2013 examinationand selection for the academic year 2013-14. No promise is implied herein for the subsequentyears and no expectation should be based on this for future.

    Legal jurisdiction: All disputes pertaining to the conduct of examination and selection shall fallwithin the jurisdiction of Courts, at Mumbai only. The Competent Authority shall be the legalperson in whose name the Government of Maharashtra may sue or may be sued.
