ABOUT THE UNIVERSITY
Manonmaniam Sundaranar University (MSU), named after the famous Tamil Scholar Professor P Sundaram Pillai, was
established on 7 September, 1990 to cater to the long felt needs of the people of the three southern most districts of Tamil
Nadu namely Tirunelveli, Tuticorin and Kanyakumari. The University has under its jurisdiction 61 affiliated colleges, 5
Mano Colleges and 1 Constituent College with 65,000 students on rolls. These colleges, amongst which three are over 100
years old (St. John's College, M.D.T. Hindu College, Sarah Tucker College, the oldest women's college in the state), have
contributed decisively to the cause of higher Education of this region.
There are 24 academic departments in the University. Sri Paramakalyani Centre for Environmental Sciences functioning at
Alwarkurichi is an illustrious example of University - Industry collaboration while the Centre for Marine Science and
Technology at Rajakkamangalam is breaking new ground in Coastal Area Studies. The University Grants Commission, New
Delhi, an apex higher education body of the Union Government, has accorded its recognition for awarding financial
assistance to this university since 29 March 1994 The University has been accredited by National Assessment and
Accreditation Council of India with five star status.
The Courses offered by the University have been designed keeping in mind the changing times and the emerging needs of the
region. The University offers post graduate, M.Phil. and Ph.D. Programmes (Full time and Part time). MSU is the first to offer
Choice-Based Credit System. The University's National Service Scheme and Youth Welfare Department provide
opportunities for the students to develop their overall personality. The University Library has rich collection of books and
journals on a wide range of subjects.
The concept of community colleges, being experimented under the aegis of a special wing, offer diploma courses of one year
duration to those interested in entrepreneurial enterprises and the Extension Learning Programme run by this wing also offers
diploma and certificate courses on skill development.
The University Act authorizes the functioning of the Directorate of Distance and Continuing Education outside the university
jurisdiction and the courses offered through this mode are recognized by the Distance Education Council of India. The
Directorate has about 160 Learning Centres across the country with a commitment to extend the reach of the higher education
carrying forward a pronunciamento “ to reach the unreached ”.

In a study conducted by World Bank it has been found that the role of human capital in development is far more important than
physical capital. The average ratio of human capital to physical capital is 80:20 in most developed countries, while in
developed countries it is 64:36. Even underdeveloped Sub-Saharan African countries have achieved 50:50. For India, it has
been estimated that access to at least 20% of the relevant age group, between 17 and 23, in higher education is necessary to
ensure development on a par with the needs of the day. In this context the role Distance Learning System can play needs no
elaboration. The pursuit of knowledge is a life-long process and once the elders, unmindful of their age, are convinced about
this the youths will also get motivated to take to higher education in a big way.
Gone are the days when the students of “External System,” Distance Education Mode in Indian context, were considered
inferior to students passed out of regular colleges or universities. Our University is committed to the principles of 'expansion,
equity and excellence' has taken care that candidates awarded degrees and diplomas under Distance Learning Program have
attained the same academic standard, irrespective of the mode or place of study. In pursuance of this approach we are
engaging the same teachers, who are teaching in the University and in its affiliated colleges, to prepare the study material,
teach the contact classes and evaluate the answer scripts. This apart, ever since the incumbent Vice-Chancellor Professor R.T.
SabapathyMohan assumed office, the University has been working closely with many corporate and other agencies such as
APTEC, Mindtrek, Everonn, StrataPro to provide quality assurance and soft skill. The academic partnership we have
established with institutions that are specializing in Animation, Fashion Designing, Hotel Management and Yoga has helped
us introduce certain new value-added courses through distance education mode. Yet we have a long way to go like the
University of London that gives the students enrolled with the“External System” equal standing with students at the
University's lead colleges.
I congratulate you on your decision to join Manonmaniam Sundaranar University to pursue your higher education. Teaching-
Learning process is not merely for profit sharing, it is for nation-building as well. Keeping this in mind the Study Centers
across the country as well as the Directorate of Distance Education & Continuing Education of Manonmaniam Sundaranar

For B.L.I.Sc
A candidate who secures an aggregate of 50% of marks including a minimum of 35 out of 75 marks in the external examination of
theory or practical papers shall be declared to have passed in that theory or practical paper .
*Passing Minimum
The passing minimum for External Theory papers is 35 marks out of the 75 Marks
There is no passing minimum for assignment / Records out of the 25 marks.
Aggregate passing minimum is 50%
(For practical papers 11.3, 11.4 in lieu of assignment papers, Record Note Books shall be maintained compulsorily by each
student individually and submitted Record Note Books shall be evaluated by the Head and suitable marks awarded.)
For theory papers, 25% marks shall be given on the basis of internal assessment of Assignment papers submitted on topics as
may be specified by the Department and practical training in a library. Such marks once assessed and awarded hold good till the
student clears all his papers.

ADMISSION PROCEDURE
1. Before taking admission, student should collect the admission form from the study center or he/she can
download the same from Mindtrek Edutech's website i.e. www.mindtrekedutech.com.
2. Fill the admission form and submit it to the nearest Mindtrek Edutech's study center .
v Before filling the Admission form student should go through the prospectus carefully and admission form
should be filled in by the students own handwriting in English.
v Passport size photo should be affixed in the admission form and in the identity card duly attested by a
Gazetted Officer.
v Name of the student and the address to which communication to be sent should be stated in capital letters.
Student’s residential address should be given for communication and not study centers address.
v All the enclosures in column Number10 of the admission form should be with number and date without fail.
v No column of the admission form should be left blank.
v Admission will be given subject to the eligibility of the student.
3. While submitting the admission form at Study Center, student must carry Original Certificates with one set of Xerox
copies attested by a Gazetted Officer and self attested too along with the relevant course fee for the first semester
or first year (as the case may be) in the form of Demand Draft or Cash (Original Certificates will be returned after
verification).
4. Details of the Original Certificate to be carried are as follows :-thv 10 Marksheet / Certificate (as evidence of Date of Birth)
v 10+2 Marksheet / Certificate
v Degree Marksheet / Certificate
v ID Proof
v Experience Certificate (if required)
v 4 Passport size photographs
(if any malpractice in providing original certificates is found at the time of admission or at a later stage, admission will be
cancelled).
5. The Center Coordinator would verify the Admission Form, Original Certificates and Demand Draft.
6. The Study Center coordinator would properly assemble all the documents and send them in good condition to Mindtrek
Edutech Pvt. Ltd..
7. Mindtrek Edutech on receiving the above would coordinate with the University and get the forms verified and the
proofs from Directorate of Distance and Continuing Education of the University (DDCE)
8. On finding all the document and Demand Draft satisfactory University would issue the Enrollment No, sign the
identity card and will return the same to Mindtrek Edutech Pvt. Ltd
9. Mindtrek Edutech on receiving the above mentioned details from the University would maintain the record of the
students and return the identity card to the study center.
This would complete the admission process

Students can apply for either

i.) ACADEMIC YEAR ADMISSION
Students are admitted during June to December for all Undergraduate Courses / Post Graduate Courses.
ii) CALENDAR YEAR ADMISSION
Students are admitted during January to May for all undergraduate Courses / Post Graduate Courses.
Students who have completed (passed or failed ) I year and II year studies in regular college will be re- admitted in II year and
III year in the same discipline on verification of the following Original Certificates obtained from the Institution / University
last studied
1. Transfer Certificate, where the student studied last / Migration Certificate / Course Completion Certificate
2. Mark statement issued by the University / Institution
Students who have already obtained any UG Degree from any recognized University in any stream and subject and want to do
graduation in another stream or subject he / she can complete his graduation in just one year. This one year degree will be
termed as “one year Additional Degree”. Students can enroll for an additional degree in following disciplines.
UG – B.A (History, English), B.Com, B.B.A., B.Sc. Maths
Those with UG Degree obtain through any one of the Universities in Tamilnadu and admitted for an additional degree will be
exempted from appearance in Part I and Part II as per the existing Universities norms.
Following is the process of taking such admission.
Student should have completed his/her graduation from any recognized university and has to produce the
Marksheet and Provisional Degree Certificate
The remaining procedure would be the same as the general procedure mentioned earlier

v Exam will be on annual system basis
v No study material are provided for such courses; however detailed course syllabus will be provided with name of
reference books.
v Identification card will be issued to the students only after admission.
v The identification card should be produced on Demand during the contact classes, for getting hall ticket during
examinations and at the time of receiving marks statements and other certificates. Hence students are advised to
keep the card with them till the completion of the course.

Hall Tickets
Any loss or damage of the card need to be informed immediately and application for a duplicate card should be applied.
Duplicate identity cards will be issued on production of the Demand Draft for Rs 350/- with a requisition letter, a recent
passport size photograph and self addressed stamped envelope for Rs. 10/-.
Enrollment number will be allotted to the students admitted in the Mindtrek Edutech's Study Centers after the expiry of the last date of admission is over. Till such time in all correspondence the course code and admission form nnumber. should be mentioned. Enrollment Number will be used for examination also. The first digit will represent the year of admission, the next two digits will represent course code and the last four digits will represent the serial number of the student. On submission of complete admission form and relevant documents the university will allot the enrollment number which will be communicated to the student by MindTrek Edutech.
Study material will be issued to those candidates who have paid the entire fee in full at the time of admission at the respective
study center. Comprehensive printed study material specially designed for self study for both theory and practical component
will be provided semester wise or yearly basis as per the course. Students are requested to collect their study material related
to their program from the Mindtrek Edutech's study center they enrolled in.
The students who want to change their study center should submit their requisition letter enclosing a DD for Rs 1000/- along
with “No Objection Certificate (NOC)” obtained from the previous study center.
The University examination for all the courses are held twice in a year in May / June and November / December. The students enrolled for yearly exams would appear only once. For calendar year admissions exam will happen in
November / December and for academic year admission in May / June. However, the students enrolled for semester wise exam would appear both in May / June and November / December . Students will be informed through Mindtrek study center regarding the exact dates and schedule for exams. The detailed time table for the examination will be uploaded on the University website. The students are advised to approach the respective Mindtrek study centers or any clarification in this regard. Students who have failed in the first appearance should obtain the examination application form by sending requisition letter to the deputy controller of examinations or can be downloaded from the University website www.msuniv.ac.in. The duly filled in examination application form should be submitted with the prescribed fee on or before the last date mentioned below.

Special Convocation
Correction in Certificates
Examination center will be fixed in one or more places in each region depending upon the strength of the
students. The exam center would be a nearby recognized school or college in the vicinity of the study center, keeping in mind
that student do not have to travel much for appearing in the examination.
Examination result and other information about the DDCE will be uploaded on the University website
www.msuniv.ac.in and can be downloaded by the student. The final statement of marks and provisional
certificate will be send to the students through speed / registered post by University. If there is any arrear in payment of fee, the
above certificate will not be sent.
Those students who did not apply on account of various regions at the annual convocation and those who would wish to obtain
convocation certificate without waiting for the next annual convocation, may apply to the controller of the examination for
special convocation with the required fee in form of DD as prescribed by the university.
For any correction in Marks Statement or in Provisional Certificate or in Degree Certificate student may contact Deputy
Controller of Examination along with the original mark statement and details of correction to be made with sufficient proof.

STUDENT SUPPORT SERVICES
GENERAL INSTRUCTION
1. The Tuition fee once paid will not be refunded or adjusted under any circumstances.
2. The University has the right to revise the fee without prior notice.
3. Any change in address should be intimated with a covering letter, 12 address slips and a Demand Draft for Rs 100/-
4. Students are instructed to furnish necessary particulars such as Name and Address, Enrolment No. / Register No.,
Course, year of study, name of the Study Center etc., in all correspondence. Letters with incomplete particulars
will not be considered for action at our end.
5. No Transfer Certificate (TC) will be issued on completion of course as original TC is returned after verification at the
time of admission.
6. Course Completion certificate will be issued in lieu of Transfer certificate. The students who wish to obtain the
Course Completion Certificate are directed to send their applications with a demand draft for Rs. 100/-
7. Whenever the. students enclose Demand Draft for various purposes, they should write their name, Enrolment
number and the course details at the back of the D.D. Overwriting or correction in the Demand Draft will not be accepted.
8. All payments such as tuition fee, fee for duplicate Identity cards etc. should be paid through a Demand Draft Chalan.
9. Directorate has every right to discontinue any course, if minimum number of students have not joined. In such a
situation, the entire fee paid by the student will be refunded.
10. The place of jurisdiction for filing of suit in case of any dispute will be only at Tirunelveli.
Grievance Cell
Career Guidance Cell
A Grievance cell is functioning in the Directorate of Distance and Continuing Education, Manonmaniam
Sundaranar University to redress the grievances of students of Distance Learning Program. Students and the public may
register their grievances/suggestions either in person or by post with the Deputy Registrar (Grievance Cell). All
complaints/suggestions received will be recorded and steps will be taken to redress the grievance within a time frame. If
reply is not received within a reasonable time, the fact may be brought to the notice of the Director.
This facility can also be availed by the students using the website of the University
A career Guidance and Placement Cell is functioning in DD & CE. Present and past students of the
Directorate can make use of the services of the cell. Students can opt for the following areas for availing career guidance
services of the cell.
1. Placement in Government and semi-Government Organization
2. Placement in Private Organizations
3. Self-Employment Opportunities including agency business
4. Social service through NGOs.
The cell will take all possible steps to conduct as many programs as possible in each of the above areas in selected study
centers. Experts and eminent persons from the fields will be invited to address the students for an hour followed by a question
answer session. Periodical training program would also be organized with the help of Government, Semi-Government
Organizations and NGOs, wherever possible.
