MSC Executive

April 2016

Our Vision

is of the world’s oceans teeming

with life, and seafood supplies

safeguarded for this and future

generations.

3improvements.msc.org

Our Mission

is to use our ecolabel and fishery

certification program to contribute to

the health of the world’s oceans by

recognising and rewarding sustainable

fishing practices, influencing the choices

people make when buying seafood and

working with our partners to transform the

seafood market to a sustainable basis.

5

To ensure the MSC Standards and

certification requirements remain

relevant to industry practices and

keep pace with new science, they are

reviewed regularly.

Your inputs are important to us, to

help shape our work for healthy

oceans, today and tomorrow.

Improving the

MSC program

improvements.msc.org

Key objectives

• Improve our existing assessment

processes for accessibility and

consistency

• Ensure program credibility and rigour

• Achieve greater efficiencies for the

fishery, certification bodies and the MSC

Fishery traceability

9

1 March – 30 April

improvements.msc.org

1. Fishery traceability – proposals

Current proposal

To improve the

traceability

component of the

MSC fishery

assessment

10

Whilst it is likely most fisheries have good

traceability in place, there are still challenges,

including:

• Missing / unclear traceability information in

assessment reports

• Inconsistency on Chain of Custody audit

requirement post landing

• Responsibility to verify / provide documents

on Unit of Certification at sale not clearly

defined

• A few fisheries with potential risk of at sea

substitution (e.g. using certified and non-

certified gears)

improvements.msc.org

1. Fishery traceability – considerations

11

• Are you aware of any incidents of non-MSC,

identified as MSC, at or before sale from

fishery client?

• Do you think the MSC Fisheries Certification

Requirements are effective at assessing this

risk?

• Do you think the MSC needs to do more work

in this area and if so what?

What are your views?

Simplification for

fishery assessments

1 March – 30 April

improvements.msc.org

3. Simplification – background (1)

Despite recent ‘Speed and Cost Review’ –

program remains complex, time consuming and

expensive to engage. In the meantime, fisheries

number in the MSC program continues to grow.

Key issues to address include:

• Complexity

• Uncertainty

• Cost & accessibility

• Effectiveness of stakeholder participation

• Consistency & harmonisation

• Credibility & robustness

20

3. Simplification – background (2)

improvements.msc.org

3. Simplification – proposals

We are looking for innovative and radical solutions:

21

Phase 1:

Process issues

Phase 2:

Issues for longer

term investigation

• Reduce process steps

• Improve stakeholder experience

& engagement

• Remove aggregate Principle

scores to improve accessibility

• Modify harmonisation

requirements

• Change appeals process

• Create more efficiencies

• Increase pool of auditors

• Further reduce reassessment

requirements

• Standard changes

• Accreditation

model

important to address?

• What ideas do you have

to help us address them?

• Any alternative models

that we should consider?

Risk-based Framework

22

1 March – 30 April

improvements.msc.org

Improvements for Fisheries

Certification Requirements v2.1

– early 2018

4. Risk based Framework – background

• The Risk-Based Framework (RBF) is the

MSC’s set of risk-based indicators for the

assessment of data-deficient fisheries

• The RBF was updated significantly during

the 2013-2014 Fisheries Standard Review

• This consultation aims to get a general

overview of where stakeholders see

issues in the RBF, and how we might be

able to solve these

23

Overview

improvements.msc.org

4. Risk based Framework – proposals

Information gathering

Issues Proposed solutions

• Parts of RBF rely

heavily on stakeholder

information

• There were concerns

that some workshops

are run inadequately

• Certification bodies

and clients’ feedback

indicated a key barrier

to the RBF is

workshop cost

• Investigate if / how we

might incorporate this

into requirements

more effectively

• Update the

Toolbox for

Stakeholder

Participation

24

Other work areas

General

Improving guidance / adding scoring examples

Consequence Analysis (CA)

• Scoring the CA

• Impact of the fishing activity

Productivity Susceptibility Analysis (PSA)

• Scoring density dependence for

invertebrates

• Grouping species to make the scoring of

the PSA easier

Certification bodies

written fee structure

& information

1 – 30 April

improvements.msc.org

5. Certification bodies written fee structure – proposals

• Being explicit about the generic fee

information that should be made

available by certification bodies for

fisheries assessments and Chain of

Custody audits

• Builds on ISO 17065 requirement to

provide ‘general information’ on fees

charged and FAO Guidelines

• Discussed at the 2016 Tripartite

meeting between MSC, certification

bodies and Accreditation Services

International (ASI)

27

Auditor

competencies

ISO 19011

1 – 30 April

improvements.msc.org

6. Auditor competencies ISO 19011 – proposals

• Add a requirement for fishery

assessment team leaders to be

ISO 19011 trained (in the same way

as the current MSC requirement for

one Chain of Custody auditor per

certification body to be ISO 19011

trained)

• Attend recognised lead assessor

course or combined online and

face to face trainings

• Discussed at the 2016 Tripartite

meeting between MSC,

certification bodies and ASI
