MAHARASHTRA REGIONAL TOWN PLANNING ACT (1966)

Evolution:BOMBAY ACT 1915 for Bombay state. (today geographical boundary of Gujarat & Maharashtra)

It provides for:1. Preparation of town planning Schemes.2. Recovery of betterment contribution from benefitted owners of

land.

BOMBAY TOWN PLANNING ACT 1954( For Bombay, Saurashtra, Kutch, Gujarat area, Vidarbha & Maharashtra)

It provides for:1. Concept of development plan was introduced.2. TP remained the main planning instrument for implementation of DP

MAHARASHTRA REGIONAL TOWN PLANNING ACT 1966(Model act for Maharashtra state based on comprehensive planning theory)

1. Regulated development in urban areas.2. And in areas having potential of becoming urbanized.

The participants:3. Regional Planning Board- Director of Town Planning. Town planning officer,

others appointed by the state from local authorities and other persons with special knowledge or practical experience.

4. Regional Planning Committee – Advisory body

5. Planning Authority – local authority, a special planning authority

6. State Government7. Public

Objectives of enactment of MRTP Act:• Planning development in ‘regions’.• Constitution of Regional Planning Board.• Better provision for preparation of DP & TP.• To provide for creation of new towns by means of DA• To make provisions for the compulsory acquisition of land required for public purposes in respect of the plans.

Salient features:• Provision for RP, DP & TP.• Implementation schemes: Land acquisition, TDR, Plot reconstitution.• Finance accounts & audit and Government for plan enforcement are also available under this act.

Regional Plan:1. Establishment of region2. Constitution of Regional Planning Board3. Survey of Region4. Preparation of Draft Regional Plan5. Suggestion & Objections invited from public6. Modification7. Submission to State govt.8. Publication of Regional Plan & Date of operation9. Revision of Regional Plan
