Financing ICT by International Community Development partners should feature ICT

in the development assistance portfolio Development partners should move from

ad-hoc to strategic and holistic approach to support national large scale projects

Development assistance should aim at enhancing policy space and building institutional arrangements

Ensure full and meaningful implementation of TRIPS obligations for technology transfer to LDCs

Provide support for capacity building, focusing on human resource development
