Fort Hood Open Systems History:
• 2001: Begin collaboration with CERL, HNC, SWF, and vendors on open system technologies
• Led to whiter paper decision to develop LonWorks specification• UFGS 25 10 10 (UMCS), and UFGS 23 09 23 (DDC)
• 2003: ESPC Delivery Order #1 • DDC in 36 Buildings• Non-flat, less than fully open LONWORKS ®
• Accessible via PC over LAN• Eliminated the need for laptops and software
• 2006: ESPC Delivery Order #2• DDC in 55 Buildings• JCI provided a PC solution to replace Network Application Engines (NAEs),
Flat/Open LONWORKS• Workstations and printers delivered to Maintenance Shops• Local Display Panels (LDPs) were included for local access to DDC
• 2009 ESPC Delivery Order #3• Commission and integrate an additional 54 facilities• Includes Facility Performance Indexing (Continuous Commissioning) for a chilled
water thermal storage plant and 17 satellite facilities

• Open systems planning is necessary to get the desired results. The system must be properly specified, designed, and managed.
• Securing NEC approval is lengthy – need Army policy • Investment funding • Recruiting qualified energy employees, including techs to maintain advanced meters and UMCS
• Identify how systems are turned over to the installation• Fully tested and commissioned• To a highly trained staff
