It is a matter of pleasure and pride that Central Zone Committee-AIOBOA is publishing a

booklet on various monetary facilities available in OBC for officers.

Central Zone Committee, AIOBOA is a vibrant, militant, committed and proactive unit of All

India Oriental Bank Officers' Association that has always been working in positive direction

for welfare of its members and Banks.

As our working environment is getting increasingly challenging there is greater need for total

awareness amongst officer comrades regarding the facilities available for them.

been designed.

The Regional Head is the competent authority for sanctioning the facility to officers working at branches and Regional Offices and Asst. General Manager (HRD) for officers posted at the Head Office.

[5] Conveyance Facility to Officers Establishment Circular No.HO/HRD/70/23/2012-2013/26816/07/2012 The ceilings limits on consumption of petrol for using their own car/ Two Wheeler for official purposes by the officers in Scale – I, II, III & IV w.e.f. 01.07.2012 as under:-

The following modifications are effective from 01.04.2011 :- 1. All promotee officers are eligible for the facility from the date of promotion. 2.The directly recruited officers in JMG Scale – I will be eligible for the facility after confirmation in Bank’s service. 3.The prescribed monthly limit of reimbursement of expenses on petrol for maintaining scooter / motorcycle is 35 Ltrs. 4.The limit of reimbursement of maintenance expenses is Rs.150/- per month Reimbursement of travelling expenses to officers for using their own vehicle for official duty (Establishment Circular No. HO/HRD/69/ 49 /2011-2012/600 30/11/2011) From 30.09.2011 the following ‘rates per Km.’ for claiming reimbursement of traveling expenses for travel in own vehicle by officers in terms of Regulation 41(2)(ii) of the Officers Service Regulation, 1982, shall be applicable :-

The above rates are also applicable for claiming reimbursement of the cost of taking the vehicle on transfer by driving by road in terms of Regulation 42(2)(iii) and 42(2)(iv) of Officers Service Regulations, 1982. It is reiterated that as heretofore, the permission of competent authority has to be taken in every case of driving the vehicle by road.

[6] Exp. of Cleansing Material at residence of employees (HO/ HRD Letter Dt. 14-01-2009 & Cir No.HO/HRD/67/42/2010/ 698 Dt. 31-12-09)

It is allowed to reimburse expenses of Cleansing Material at residence of employees @Rs.1000/- per quarter at quarterly basis w.e.f. 01.01.2009. Under the above Scheme, the amount will be paid to all the permanent full time & part time employees of the Bank

[7] Travel on Transfer

REIMBURSEMENT OF EXPENSES TOWARDS TRANSPORT OF PERSONAL EFFECTS ON TRANSFER OF AN OFFICER As per Establishment Circular No.HO/HRD/63/54/2006/328 dated 14.10.2006 advising the IBA guidelines regarding rates (per tonne per k.m.) depending upon the distance, effective 01.04.2006, at which reimbursement of transportation expenses is made to an officer on transfer when he shifts his household goods by road through approved lorry transport operators, subject to weight stipulation as in Regulation 42(2) of Officers’ Service Regulations, 1982.

The existing rates of reimbursement have been revised w.e.f. 01.04.2011 as under :-

2. Minimum threshold limit of Distance - The officers transferred to shorter distance upto 300 kms, the reimbursement may be permitted upto the amount chargeable for 300 kms., ie. 300 x weight x Rs.2.80

Officers who are transferred into and out of hilly terrains may be reimbursed two times the applicable rate for the distance covered in hilly terrain and the balance distance at normal rates.

In this context, as already informed / clarified vide our aforesaid Establishment Circular No.HO/HRD/63/54/2006/328 dated 14.10.2006, we would like to reiterate as under :- In terms of Regulation 42(2) of Officers’ Service Regulations, an officer on transfer is eligible for being reimbursed expenses for transporting his baggage by goods train upto the following limits :-

• The maximum weight limit in cases where “full wagon” is applicable is 60 quintals (6 tonnes).

• If the baggage is transported through approved transport operators, recommended by IBA from time to time, under its Approved Transport Operators Scheme, the maximum weight limit in cases where ‘full wagon’ is applicable has been prescribed as 120 quintals (12 tonnes).

In view of the above, all officers transferred from one station to another on or after 01.04.2011 will be entitled to claim reimbursement of expenses towards transport of personal effects at the above rates. Accordingly, such officers may submit their claim to their concerned Competent Authority for payment of difference amount of expenses, if any, in this regard.

JOINING TIME & TA / DA ON TRANSFER TO OFFICERS (CIR No. HRD/67/04/2009/61 09/05/2009)

As per Regulation 42 of Officers' Service Regulations, 1982, an officer who is transferred to a new place is reimbursed the expenses of travel for himself & his family members and also the expenses for transporting his baggage within his entitlement. Further, as per Regulation 49, for his joining at the place of transfer, he is also eligible for joining time not exceeding seven days exclusive of the number of days spent on travel. As per existing policy, the joining time should be availed of by the officer within 6 months of his joining at the new place of posting. Where an officer is transferred on an emergency basis & is not permitted to avail of joining time by the Bank for administrative reasons immediately on transfer, he is permitted to charge the cost of one further railway or air fare journey whichever is applicable for his journey to & fro his previous place of posting on actual basis to enable him to bring his family. It is observed that the officers on their transfer to the new place, find it difficult to secure housing accommodation / admission of their children in school immediately in view of the prevailing conditions of acute shortage of houses & therefore, are able to take their family to the new place of posting only subsequently. Some officers are able to shift their family only after conclusion of the existing academic session of their children at the previous place of posting. In view of the foregoing, it has been decided to allow the second time journey fare to the officers in all cases of transfer only when they fetch their family & household goods to the place of transfer by availing joining time or otherwise, but not later than six months of their joining at the new place of posting. They shall not be entitled to Halting Allowance for such period of travel. However, the joining time must be availed of within six months of their joining at the new place of posting, as heretofore. The modifications in the policy as above are effective 01.04.2009. The TA / DA Bills of the officers recently transferred may be processed accordingly.

STAY ARRANGEMENT ON TRASFER An officer, on transfer, may be allowed to retain the residential accommodation for his family at his previous place of posting for a period of 2 months and also avail of the facility at his place of posting subject to usual recovery towards the facility, as per rules. We would like to inform that the temporary stay arrangement made by an officer in a hotel/lodge at his new place of posting for want of suitable accommodation may be covered under the policy of residence facility subject to payment of rent upto

his entitlement against production of valid bills/receipts pertaining to room tariff. The above facility is in lieu of HRA. Competent Authority – Regional Head. STAY OF OFFICERS AT PLACE OF POSTING As per existing policy / Government guidelines, all officers are required to stay at their place of posting only except that the officers posted at Rural Centres where educational, medical, housing facility are not available may stay within 30 kms. of their place of posting.

[8] Reimbursement of Entertainment Expenses to Officers

Further to our Establishment Circular No. HO/HRD/63/48/2006/284 dated 22.09.2006, Bank have approved revision in the maximum annual limits for reimbursement of entertainment expenses for officers w.e.f. 01.04.2011 as under :-

MAINTENANCE EXPENSES FOR FURNITURE PROVIDED AT THE RESIDENCE OF OFFICERS As per existing policy for provision of furniture at the residence of officers, maintenance expenses of the furniture is reimbursed @ 15% of the total cost of the furniture for every block of 2 years upto maximum of 5 blocks. The above rate of reimbursement of maintenance are effective 01-04-2011, The rate of 15% will be applicable for the blocks concluding on or after 01.04.2011.

The other provisions of the policy in this regard, as conveyed earlier by us from time to time shall remain the same. It is, however, reiterated that the increase in rents would not be automatic & each case for enhancement in rent for the existing accommodation will be considered by the Competent Authority on merits. Where no lease deed has been executed for the existing flat / house, enhancement in rent will not be allowed before three years of availing the last increase. Where lease deed has been executed, increase in rent can be allowed on renewal of the lease deed on its expiry even before three years of availing the last increase. FACILITY OF RESIDENCE TO OFFICERS – SECURITY DEPOSIT As per the existing practice, payment of security as demanded by the landlord of residential accommodation of an officer is allowed at some centres on case to case basis. The guidelines are as under:

1. All elegible officers must obtain prior permission of the competent authority 2. Payment of security upto three months permissible rent be allowed only where the officers

face genuine problems in arranging suitable accommodations and deposit of security is demanded by their landlords.

3. Direct payment to landlords and no reimbursement allowed. 4. It will be responsibility of the officers concerned to get the security refunded to the Bank at the

time of vacating the house. Shifting & Brokerage Charges : Whenever officers availing of the facility of residence are allowed to shift their residential accommodation within the same city for any reason, they are allowed actual expenses against proper bills / receipts etc. for transportation of the luggage from old residence to new residence. In case, the services of a Estate Agent / Property Dealer is availed of for procuring the residential accommodation, reimbursement of brokerage charges equal to 1/2 month's rent (Rent agreed upon or entitled rent, whichever is lower) is also allowed to such eligible officers on production of proper bills / receipts one in 3 years at the same station. Like reimbursement of brokerage charges, reimbursement of shifting charges would also be allowed only once in 3 years at the same station.

[12] Facility of Telephone for Officers Establishment Circular No. HO/HRD/64/17/2007/48 dated 27.04.2007 Monthly monetary reimbursement ceilings for fixed landline / wireline connections installed at the residence of eligible officers. Bank have approved revision in the limits w.e.f. 01.04.2011 as under :-

5. The connection will be got installed by the eligible officer in his own name and at his own cost.

INCENTIVE TO EMPLOYEES FOR PASSING DIPLOMA IN TREASURY, INVESTMENT & RISK MANAGEMENT (DTIRM) FROM INDIAN INSTITUTE OF BANKING & FINANCE (IIBF), MUMBAI As per existing Scheme advised vide our Establishment Circular No. HO/HRD/63/02/2006/435 dated 21.01.2006, in order to encourage & motivate the staff to acquire the qualification of Diploma in Treasury, Investment & Risk Management (DTIRM) from Indian Institute of Banking & Finance (IIBF), Mumbai, one time reimbursement of examination fee of Rs.6,000/- & honorarium of Rs.1,000/- as Incentive is allowed. Keeping in view the importance of Risk Management for the Bank & the need to bring risk awareness among maximum staff members, reimbursement of full fee of the Diploma of Rs.21,000/- (including e-learning fee of Rs.15,000/-) + honorarium of Rs.1,000/- as incentive will now be allowed to those staff members who pass the above Diploma on or after 01.01.2009. INCENTIVE TO OFFICERS FOR QUALIFYING MUTUAL FUNDS EXAMINATION (circular No. HO/HRD/68/65/2010-11/837 15/03/2011) As per existing scheme, one time honorarium of Rs.4,000/- is paid to officers who pass a Certification Examination from the Association of Mutual Funds in India (AMFI). In terms of directions issued by Securities & Exchange Board of India (SEBI), the certification examination would, w.e.f. 01.06.2010, be conducted by the National Institute of Securities Markets(NISM). The incentive scheme for payment of one time honorarium of Rs.4,000/- for passing Mutual Funds examination will continue for NISM Certification in place of AMFI Certification on existing terms & conditions. As per existing Scheme obtaining in the Bank, the employees in Clerical / Officer cadre, on their successful completion of JAIIB / CAIIB examination conducted by the Indian Institute of Banking & Finance (IIBF), Mumbai are allowed reimbursement of examination fee charged by the Institute from time to time. The reimbursable amount of examination fee in accordance with the fee charged by the Institute was last revised vide our Establishment Circular No. HRD/65/09/2008 dated 26.02.2008.

1. For the purpose of incentives to be given on passing various Hindi Examinations, the employees have been categorized as under :

Category 'A' : Employees whose mother tongue is Hindi and who can express themselves well in Hindi. Category 'B' : Employees whose mother tongue is one of the following languages: Urdu, Punjabi, Kashmiri or other allied language. Category 'C' : Employees whose mother tongue is one of the following languages :

Marathi, Gujarati, Bengali, Oriya. Assamese and other allied languages and Sindhi. Category 'D' : Employees whose mother tongue is any South Indian language or English. 2. Employees who pass various Hindi Examination including those for typing and stenography through their own efforts may be given an honorarium of one and half times of the honorarium mentioned above.

3. Employees who obtain 70% or more marks in the various Hindi examination of Hindi Teaching Scheme may be given an honorarium equivalent to one and half times of the normal honorarium.

4. Employees who pass various Hindi Examination of Hindi Teaching Scheme through their own efforts and with distinction i.e. 70% or more marks, may be given an honorarium twice the amount of the normal honorarium.

Regional Head are advised to encourage maximum employees to pass the above examinations keeping in view the handsome increase in the rates of incentives regarding progressive use of Hindi. As per the directions of Deptt. of Official Language, Ministry of Home Affairs, Govt. of India, in-service training of Hindi Language/Hindi Typewriting and Hindi Stenography is compulsory for the employees and as per the prescribed target working knowledge of Hindi is to be provided to all staff members of the Bank by the end of year 2015. Accordingly, Regional Head are requested to chalk out a time bound programe to ensure that all employees of their region who do not have working knowledge of Hindi, are provided necessary Hindi training within the prescribed time frame.

[15] Availment of LTC by Officers Eligible to Travel by Air Establishment Circular No. HO/HRD/70/29/2012-2013/303 dt 03.08.20012

In terms of extant guidelines, the mode and class by which an officer may avail of Leave Travel Concession shall be the same as the officer is normally entitled to travel on transfer subject to other terms and conditions. An officer in Middle Management Grade may travel by air (economy class) while availing LTC where the distance is more than 1000 kms. An Officer in Senior Management or Top Management Grade may travel by air (economy class). Further, in terms of old norms/guidelines which deals with the matters relating to LTC to Officers who are eligible to travel by air, they should travel by Indian Airlines (now Air India) by economy class on the routes where Air India is operating. However, if the journey is undertaken by airlines other than Air India where Air India also operates, then reimbursement shall be restricted to the extent of fare charged by Air India to that centre or the actual fare incurred, whichever is less.. In this regard, Indian Banks’ Association has now advised as under: 1. Banks may reimburse actual fare incurred for travelling by air of any airlines if the journey is

undertaken by direct route in terms of the relevant provision of Officers’ Service Regulations, for availment of LTC.

2. In regard to travel by round route, the reimbursement may be made not exceeding maximum fare applicable for direct route to the last point of journey/destination connected by air from the originating place of journey.

The above guidelines of the IBA have been adopted for implementation in the Bank. The contents of this circular may please be got noted by all concerned for meticulous compliance.

[16] Staff House Loan Facility (HRD/ 68 /31 /2010-11/ 308 dt: 29.07.2010) The Revised guidelines of the Scheme (SHLS) as approved by the Board of Directors are as under: 1. Eligibility:

- Confirmed employees with minimum 2 years of satisfactory continuous service in the Bank. - T he 2nd House Loan under the scheme shall be permitted only for genuine purpose and after

assessing the need based requirement of the employee and merits of the case by sanctioning authority. In no case, the facility shall be permitted for any speculative purpose.

2. Purposes: - Acquiring a plot and constructing a house thereon - Constructing a new house on the plot already owned by the official or jointly with his/her

spouse or in the name of spouse only subject to the condition that spouse shall stand as co-borrower

- Getting a plot under co-operative scheme of building a house where title will vest on the official before the house is built

- Enlarging the existing house owned by the official or jointly with his/her spouse or in the name of spouse subject to the condition that original cost of existing structure (excluding cost of land) and the proposed additions should not exceed the prescribed cost ceiling. The cost ceiling for all the above purposes shall be as under: a) For property falling in Area-I and Major A Class cities: Rs.75.00 Lac b) Others : Rs.50.00 Lac c) In case the cost is beyond the abovementioned ceiling, the case shall be dealt strictly on

merits by the General Manager (Mid-Corp) at HO. - Reconstructing a house by demolishing the existing construction, subject to approvals of

local body or the competent authority as the case may be. Such cases shall be considered as New construction and no loan against the said house should be outstanding at the time of sanction of facility.

- Conversion of hire purchase into outright purchase of house/flat from State Housing Boards or State controlled bodies and outright purchase of new ready built house/flat from Govt./ Semi Govt./Local bodies/Housing Boards/Development Authorities/Group Housing Societies and private parties.

- Repayment of loan taken from Bank/NBFC/Private resources for house construction for completed construction as well as under construction units.

- Takeover of House Loan classified as Standard Regular and raised from other Banks/FI/NFBC etc. at the existing level only, subject to fulfilling the conditions with regard to eligibility criteria, clear and marketable title & valuation of house property etc. After the take-over process is completed and title deeds are deposited with our Bank, the employee may avail further loan for repair/renovation/enlargement within the prescribed ceiling of loan amount as per scheme.

- Conversion of Loan availed by the employee from our Bank under General House Loan scheme for public

- Construction of residential portion alone of the building on a plot which is earmarked as shop cum residential plot in a residential colony subject to the condition: a) Cost of land, the cost of superstructure of the proposed residential portion and shops

should not exceed the ceiling limit b) The entire property including the shops and the residential portion should be mortgaged c) The entire building including shops should be insured against fire, lightning and floods etc.

- The loan together with interest thereon shall be repayable in not more than 300 monthly installments provided that the employee may select to repay in a shorter period if he/she so desires and the emoluments so permit. In case the remaining service of the employee as on date of availing the facility is less than 25 years, the repayment period shall be affixed in such a manner that the principal and interest are repaid during the service of the employee. The residual amount if any, shall be deducted from the superannuation benefits/proceeds. -The amount of Principal should be recovered in 185 and the amount of Interest should be recovered in remaining 115 monthly installments by deducting the amount of installment from the salary of the employee. - In case of construction of new house, the repayment will commence from the month following the completion of house or 24 months after the date of first disbursement, whichever is earlier. - In case of purchase of built up house, the repayment will commence from the month following the month of purchase or 6 months after the date of disbursement, whichever is earlier.

The revised interest on the existing Vehicle loan shall be applicable on outstanding principal amount only from the date of sanction and there will be no change in the interest already charged prior to date of sanction of revised ROI. There will be no change in the repayment schedule of the existing Vehicle loan. - Take home salary of the employee, after taking into consideration all the existing deductions, installment of the proposed loan and monthly interest on OD (limit amount), should be not less than 30% of the gross emoluments at the time of sanction. Deduction in respect of loans availed by the employee where there is any moratorium and repayment is to commence from a future date, shall also be taken into account while deriving the take home salary. - Employees, who have availed the facility for 2-wheeler, can avail the facility for Car by continuing the 2-wheeler loan, subject to their total liability ( existing principal outstanding and proposed loan) not to exceed the maximum eligibility of the Car loan in respective cadre, at the time of sanction. - No prior permission from HRD Deptt is required by an officer employee in case the vehicle is new and is proposed to be purchased from an authorized dealer. In all other cases, the officer employee shall seek permission from HRD deptt. at HO, as per guidelines and practice in vogue. - The employees shall be eligible for availment of new loan after fully adjusting the previous loan, but not earlier than 3 years from the date of availment of previous loan. This clause shall however not be applicable for first time availing the loan for Car where the loan for 2-wheeler is already availed and whether the same is outstanding or stands fully repaid. - In case the remaining service of the employee at the time of sanction of facility is less than the maximum repayment period proposed, the total repayment period of the loan shall be reduced accordingly with pro-rata liquidation of principal and interest amount in such manner so as to fully liquidate the liability by way of uniform monthly deduction from the salary during the service period. - There is no ceiling on cost of the vehicle proposed to be purchased. However, the employee shall contribute the additional margin from his own/liquid sources. Permission from Personnel Deptt at HO shall be required(For Car loan only) in case the margin contribution is from sources other than own liquid funds and/or contribution from spouse. - Facility for repair of Car may be credited to the account of the official, subject to submission of proof of expenses incurred on repair of the vehicle.

Note : Employee, who has availed the facility for Car, can also avail the facility for 2-wheeler by continuing the Car loan, subject to his/her total liability (existing principal outstanding and proposed loan) not to exceed the maximum eligibility of the Car loan in respective cadre, at the time of sanction.

[18] Clean - Overdraft Limit to Staff Members (Establishment Circular No. HO/HRD/71/10/2013-14/88 13.05.2013)

For any bonafide purpose, which is not speculative in nature and to facilitate to staff to meet their funds', needs more judiciously and for those who have completed five years of confirmed service in the bank, the scheme has been introduced. 1. The maximum amount of clean overdraft facility that can be granted to the employees / officers shall be in proportion to the scale / wages drawn by them. The carry home pay of an employee should not be less than 40% of his gross emoluments. In case the take home pay goes below the stipulated level of 40% due to any reason, the eligible amount of Overdraft limit shall be replaced pro-rata in such a way that the take home pay (after taking into account estimated monthly interest on the limit to be sanctioned) does not fall below the stipulated level of 40%. Part time permanent employees are also eligible subject to the following conditions: The maximum amount of clean overdraft facility can be granted to such employee shall be in proportion to the scale/wages drawn by them.

4. Rate of Interest: Interest on the enhanced Clean Overdraft Facility shall be charged at the Base Rate (presently 10.25%) prevailing from time to time. Interest at the prevailing Base Rate shall be charged only in overdraft accounts with revised higher limits whereas interest in the existing accounts shall continue to be charged as per the existing rate (@ 10% p. a. w.e.f. 01.09.2008.

HO/HRD/66/29/08-09 - 15.09.2008) 5. Others: the entire outstanding shall be recovered at the time of his retirement. However, the interest whenever applied is fully serviced and the account be kept regular at all time. The salary of the employee shall be credited to the OD account. The earlier schemes i.e. Consumer Loan, Personal Loans, Cycle Loan, Contingency Loan are to be discontinued and no fresh loan shall be allowed. 6. Clarifications: In respect of employees who are placed under suspension, this facility will not be extended. OD account shall not normally be overdrawn. If for any reason, the OD account remains overdrawn, penal interest @ 2% above applicable interest rate is to be charged on the irregular component for the overdrawn period. If the default is due to suspension of leave without pay duly sanctioned, penal interest may not be levied. Employees under suspension who have already been sanctioned Overdraft account will not be allowed to operated / issue fresh cheques from the clean OD account during the period of suspension, till the suspension order is revoked. Subsistence allowance will be credited to the Savings Bank account of the employee and not to the Clean OD account. The interest component charged to OD account (from the date of suspension to the date of reinstatement in service) to be rescheduled and overdrawn amount should be recovered in 12 monthly installments commencing from one month after the revocation of suspension.

[19] Festival Advance to Staff (ESTT. CIRCULAR NO. HO/HRD/71/03/2013-14/10 Dated : 04.04.2013)

This Facility can be avail by all whole-time permanent employees (not probationers) during the financial year. However, directly recruited Officers on probation shall be entitled to Festival Advance on completion of six months of their service in the Bank. Theamount of Festival Advance shall be as under:-

While allowing the Festival Advance to an employee it shall be ensured that his/her take home salary does not become less than 25% of the monthly gross salary after appropriating all loans instalments including that of Festival Advance to be allowed as above, in the case of those employees who have not availed Contingency Loan/Clean Overdraft Facility and 40% in the case of those who have availed the same. It is also be noted that this advance is made only once in lump-sum during the financial year up to the limits as above and not in parts and also except Housing Loan and Provident Fund Loan not more than four advances run concurrently in case of an employee. It is further advised that the Branch Incumbents/Departmental Heads should ensure that necessary value of perquisites is taken into account in this respect while calculating Income Tax.

[20] P F Loan

Purpose of Loan Amount of Loan/Term of Repayment

a) To pay expenses incurred in connection with the illness of the employee or a member of his/her family.

aa) Meeting the cost of higher education, including where necessary, the traveling expenses of any child of the employee actually dependent on him in the following cases, namely:- i. Education outside India for academic,

technical, profession or vocational courses beyond the High School stage, and

ii. Any medical, engineering or other technical or specialized course in India beyond the High School stage, provided that the course of study is for not less than three years.

The withdrawal for the purpose shall not exceed three months' pay or the total of the accumulation of contributions and exempted interest lying to the credit of the employee, whichever is less. Repayment: Not more than 24 monthly installments.

b) To pay for the cost of passage to a place out of India of an employee or any member of his family.

The withdrawal for the purpose shall not exceed three months' pay or the total of the accumulation of contributions and exempted interest lying to the credit of the employee, whichever is less. Repayment: Not more than 24 monthly installments.

c) To pay expenses in connection with marriage, funerals or ceremonies which by the religion of the employee it is incumbent upon him to perform.

Repayment: Not more than 48 equal monthly installments.

d) To meet the expenditure on building a house or purchasing a site or a house and a site and in the case of an employee whose pay does not exceed one thousand and six hundred per month also on additions, substantial alterations or improvements necessary to a house. Provided that the employee furnishes an undertaking the trustees not to encumber or alienate such house or site or house and site, as the case may be. (A withdrawal for additions, substantial alterations or improvements necessary to the house owned by the employee and the spouse may be granted once and in one installment only to an employee whose pay does not exceed rupees one thousand and six hundred per month upto six months basic wages and DA or the employee's own share of contribution with interest thereon or the amount standing to his credit in the fund, whichever is less)

The withdrawal for this purpose - [a] (for any employee whose pay exceeds rupees one thousand and six hundred per month) shall be subject to the following conditions - (i) The amount of withdrawal shall not exceed one half of the amount standing to the employees' credit or the actual cost of the house and/or of the site, whichever is less. (ii) The employee shall have completed ten years of service or is due to retire within the next ten years. [b] (For any employee whose pay does not exceeds rupees one thousand and six hundred per month) shall be subject to the following conditions - (i) The amount of withdrawal shall not exceed one half of the amount standing to the employees' credit in the fund OR the employees' basic wages and DA for twenty four months OR the employees' contributions to the fund together with specified %age of the employer's contribution to that fund, with interest there on which ever is more. Provided that the amount of such withdrawal shall in no case exceed the actual cost of house and/or site. Repayment: Not more than 24 equal monthly installments.

e) To pay premia on policies of insurance on the life of the employee or of his wife provided that the policy is assigned to Trustees of the fund or at the their discretion deposited with them and that the receipts granted by the Insurance Company for the premium from time to time handed over to the Trustees for inspection by the Income Tax Officer.

The withdrawal for the purpose shall not exceed three months' pay or the total of the accumulation of contributions and exempted interest lying to the credit of the employee, whichever is less. Repayment: Not more than 24 equal monthly installments.

f) To meet the cost of legal proceeding instituted by the employees for vindicating his position in regard to any allegations made against him in respect of any act done or purporting to be done by him to the discharge of his official duty or to meet the cost of his defence when he is prosecuted by the employer in any court of law in respect of any official misconduct of his part. Provided that the advance under this clause shall not be admissible to an employee who institute legal proceedings in any court of law either in respect of any matter unconnected with his official duty or against the employer in respect of any condition or service on penalty imposed on him.

The withdrawal for this purpose shall not exceed three months' pay or Rs.500/- whichever is greater, but shall in no case exceed half the amount to the credit of the employee. Repayment: Not more than 24 equal monthly installments.

g) To meet the expenses of the damage The withdrawal for the purpose shall not

caused to the moveable and immoveable property of the employee as a direct result of flood, cyclone, earthquake or other convulsion of nature.

In case of withdrawal has been obtained for the purposes mentioned (d) and (e) above earlier, further loan may be availed during the currency of earlier loans. 3. Pay includes basic wages with DA, retaining allowance (if any) and cash value of food concessions admissible thereon to which the employee is entitle at the time when the withdrawal is granted or in case an employee referred to in sub-rule (2) of rule 5 of part A of the fourth schedule, the pay (including increments if any) which he would have received, had he not entered the armed forces of the Union or being taken into or employed in the national service)

[21] All India Oriental Bank Employees' Welfare Society Salient Feature Subscription - 100/- per month per member from monthly salary. Benefits - a) On death / permanent disability of member while in service - effective from 01-07-2009 the nominee of a deceased member shall be entitled to received a lumpsum relief of Rs.4.00 lacs. b) On regular retirement - effective from 01-07-2009 on retirement of a member a lumpsum payment of Rs.30,000/- will be paid. (c) All other instances (except a & b above) - In all other cases VRS/SVRS/ Resignation/ Termination dismissal / CRS or removal from bank services, on or after 01-07-2009 for any reason 50% of the contribution made till his/her employment or maximum of Rs.10,000/- whichever is lower will be paid.

[22] All India Oriental Bank Employees' Welfare Trust a) SUBSCRIPTION: Since the Bank is the major contributor to the Trust's funds, all employees of the Bank

automatically become its member and are eligible the benefits emanating from it unless to the contrary they deny specifically to be member of the Trust. However, as per Trust's rule they are required to pay their annual contribution of Rs.100/- regularly.

All request whether for Education Subsidy or any type of grant from the Trust are to be sent through respective Regional Offices. 2. REIMBURSEMENT OF MEDICAL EXPENSES (HOSPITALISATION) Scheme: Under the scheme reimbursement is provided to the extent of 90% of expenses incurred on Hospitalisation (Residual amount after passing the bill by the Bank) and not reimbursed under the Hospitalisation schemes of the Bank. Eligibility: Grant towards Hospitalisation expenses will be extended for treatment of only major ailments / accidents requiring Hospitalisation. For the purpose of ascertaining major ailment / accident rules laid down in Bipartite Settlements / OSR shall prevail. Minimum Claim Amount: The claims for Hospitalisation expenses for less than Rs. 5000/- i.e. bills where 90% of the difference amount is less than Rs.5000/-, will not be entertained by the Trust. Maximum Room Rent: For treatment of major ailment / accidents requiring Hospitalisation, the reimbursement of expenses shall be allowed on the present basis. In all other cases, the reimbursement of room rent in the hospital shall be up to Rs.500/- per day or the actual amount whichever is lower. These restriction will not apply to the case of ICU /ICCU. Transportation Charges: Further reimbursement of Transportation charges will be confined to admission and discharge stage only. For the purpose of ascertaining major ailment / accidents rules laid down in Bipartite Settlements shall prevail. Procedure for claiming expenses: Employees should submit their requests for grant towards Hospitalisation expenses as per prescribed format within 30 days' of passing of their bills by the Bank. Nature of ailment / decease, Total expenses incurred on treatment and amount reimbursed under the Hospitalisation scheme by the Bank should invariably be mentioned by the employees in their request letters and the same should be verified at the Regional Office while recommending the case to the Trust. Papers required: Copies of the discharge card showing the nature of decease / ailment, hospital bills for medical expenses and the receipt thereof as scrutinized and sanctioned for payment by the Regional Office only should be sent to Trust. Copies of above said bills / papers should be duly attested by the Branch Incumbent or Departmental Head and the attestation should be done in such a manner that the same does not hide / cover the particulars and amount of the bills. Copies of the bills should be easily legible. 3. ADHOC GRANT ON DEATH In case an employee dies in harness, a grant of Rs. 1,50,000/- irrespective of the Cadre of the deceased employee is paid to his legal heirs to enable the dependants of the of the deceased employees to meet the immediate urgent financial needs. Request letter received from the legal heir of the deceased (in original) Duly attested copy of Death Certificate of the deceased employee. Duly attested copy of the Gratuity Nomination form 'F' of the deceased employee or a Statement of succession as per Bank's proforma on the stamp paper of the requisite value duly notarized or attested by a First Class Magistrate.

4. MAINTENANCE / UPKEEP & HOUSE KEEPING EXPENSES (CLEANSING EXPENSES)

Besides the schemes being administered through the Bank and the Trust, the Bank is bearing expenses @ Rs. 1000/- per employee on quarterly closing for the months of March, June, September & December every year for the Maintenance, Upkeep and House Keeping. 5. GROUP PERSONNEL ACCIDENT INSURANCE POLICY The Bank has taken an insurance policy for providing insurance cover to all its employees against accidental death or permanent total disability. The Coverage provided to the different categories of staff is given below:

Bank had taken a Group Accidental Insurance Policy from Oriental Insurance Company Ltd for providing Personal Accident Insurance Cover (Accidental Death and Permanent Total Disability) to all the staff members during and after office hours as a Staff Welfare measure. The premium for the said Policy is being paid by the Bank. It has now been decided to revise the Sum Insured for various categories of staff with immediate effect as under:

Duly attested copy of FIR, if any iv. Duly attested copy of Postmortem Report v. Claim Form (to be provided by the Establishment Department, HO on receipt of the intimation of

death) duly completed in all respects.

• Documents/Information required in case of claim for Permanent Total Disability: i. Date of appointment of the employee ii. Duly attested copy of FIR, if any iii. Claim Form (to be provided by the Establishment Department, HO upon receipt of the intimation of

disablement) duly filled and completed in all respects along with all the related medical records/certificates of disability.

[23] Officiating If an officer (IInd Man) officiate his branch incumbent for continuous 07 days, he will be eligible for officiating 6% of his basic pay.

[24] Silver Jubilee Awards (ON COMPLETION OF 25 YEARS SERVICE) Eligibility: a) Employee with 25 years of 'unblemished service'. The term 'unblemished service' would mean that no penalty / punishment (other than censure / warning) has been imposed upon him during the immediately preceding 3 years or rigor of penalty was in operation, whichever was longer. The award could be released after the debarment period was over.

b) AWARD : the award may be in the form of an article like wrist watch, silver or any other article of employee's choice costing an amount not exceeding Rs.4000/-.

c) The Bank may release the amount of award s.4000/- to the employees who have completed 25 years of unblemished service without waiting for receipt of any request from the concerned employee subject to fulfillment of the eligibility criteria for grant of this award. However, the cases of employees or whom punishment has been imposed (other than Censure & Warning) during the immediately preceding 3 years or where the rigor of penalty is still in operation, such cases should be referred to HRD at Head Office. (Est. Cir. Per.56/24/99/355/dt.16.03.1999 & HO/HRD/67/42/2010/ 698 dt 31st December, 2009)

d) Competent Authority: Regional Heads shall be Competent Authority to release the amount of award to the eligible employees

[25] Annual Medical Check Up Scheme All full time employees of the Bank & their spouses with 35 years of age & above can avail of the facility of Health Check Up at any of the reputed hospitals including Government hospitals & hospitals managed by Charitable Trusts at a cost not exceeding Rs.2000/- per person in one go once in 12 months from date of last availment. The health check up comprises of general check up by a physician & the relevant tests. The reimbursement of such expenditure is allowed by the Competent Authority against submission of proof of annual medical check up & the requisite bills thereof.

[26] Annual Medical Aid (@ 50% Of Basic Pay) Medical expenses incurred by an officer for self and family shall be reimbursement on certificate / declaration basis at the rate of 50% of the Basic Pay as on December month of preceding year. Such reimbursement can be accumulated maximum for three years. For probationary Officers Rs.650/- for Ist year.

[27] Hospitalization Expenses • On and from 01.11.1994, hospitalization charges will be reimbursed to the extent of 100% in the case of an officer and 75% in the case of his family members in respect of all cases, which require hospitalization. Reimbursement on the basis of the bills, vouchers, etc. of expenses incurred shall be subject to ceilings determined from time to time in accordance with the guidelines of the Government.

• The officers or members of their families (as the case may be) are expected to secure admission in Government of Municipal Hospital or any private hospital, i.e. hospitals under the management of a Trust, Charitable Institution or a religious mission. But in unavoidable circumstances the officers or their family members or both may avail themselves of the services of one of the approved private nursing homes or private hospitals approved by the Bank. Reimbursement in such cases should, however, be restricted to the amount, which would have been reimbursable in case the patient was admitted to one of the hospitals mentioned above.

• On and from 01.11.1994, medical expenses incurred in respect of the following diseases which need domiciliary treatment as may be certified by the recognized hospital authorities and Bank’s medical officer shall be deemed as hospitalization expenses and reimbursed to the extent of 100% in case of an officer and 75% in the case of his family members: - Cancer, Leukemia, Thalasamea, Tuberculosis, Paralysis, Cardiac Ailment, Leprosy, Kidney Ailment, Epilepsy, Parkinson’s Disease, Psychiatric Disorder and Diabetes.

• On and from 1st November, 1999 in addition to disease mentioned in Para (iii) above, the following

diseases shall also become eligible for domiciliary treatment, other conditions remaining unchanged: - Hepatitis-B, Hemophilia and Myaestheniagravis.

Note : The cost of medicines etc. in respect of domiciliary treatment shall be reimbursed for the period stated in the Specialist’s prescription. If no period is stated, the prescription for the purpose of reimbursement shall be valid for a period not exceeding 90 days. 1. Notwithstanding the medical benefits (including hospitalization etc.) listed in sub-Regulation (1) above and in complete substitution of the same, the Board may decide to retain in an unaltered form medical benefits (including hospitalization etc.) as available in the Bank on the appointed date and if the Board so decides, all officers shall be eligible for reimbursement of medical expenses only as per the terms and conditions obtaining in the Bank on the appointed date for grant of medical benefits (including hospitalization, etc.) 2. Medical Aid and Hospitalization facilities shall also be admissible to the officers who are placed under suspension. Explanation: ‘Family’ of an officer for the purpose of this regulation shall consist of spouse, wholly dependent children and wholly dependent parents only. Other Rules for reimbursement of Hospitalisation Expenses: 1. Hospitalization expenses will be reimbursed to officer staff in the bank to the extent of 100 percent in case of self and 75 percent in case of dependent members of family subject to the procedure for reimbursement of hospitalization expenses as enumerated hereunder: a) Hospitalization charges to the extent stated above will be reimbursed in case of all ailments and major accidents, which require hospitalization. b) An Officer or his dependent family member(s) will be considered to have been hospitalized only if they are admitted as indoor patient(s) in the hospital in respect of diseases / accidents as mentioned above in Sub-Para (a). However, cases where the patient is admitted as an outpatient and discharged the same day after surgical procedures involving advance techniques may also be considered for reimbursement of hospitalization expenses. c) Medical expenses incurred for the hospitalization will be reimbursed on the strength of bills / vouchers to the extent of100% in case of self and 75% in case of family members subject to limits prescribed hereunder. 2. Family for the purpose of medical facilities: The expression "family” of an employee shall mean the employee’s spouse, wholly dependent children including dependent stepchildren and legally adopted children and parents wholly dependent on the employee and ordinarily residing with the employee. Note: - a) The term ‘wholly dependent child / parent' shall mean such relative having a monthly income not exceeding Rs.3500/- p.m. If the income of one of the parents exceeds Rs.3500/- p.m. Or the aggregate income of both the parents exceeds Rs.3500/- p.m. both the parents shall not be considered as wholly dependent on the employee.

b) A married female employee may include her natural parents or parents-in-law under the definition of family- but not both - provided that the parents / parents-in-law are ordinarily residing with and wholly dependent on her and satisfy the income criteria as stated above. 3. The Officer or members of their families (As the case may be) are expected to secure admission in a Government/Municipal Hospital or any 'private' hospital (i.e., hospitals under the management of a Trust, Charitable Institution or a religious Mission). The reimbursement will be restricted to the percentage applicable to the Officer / dependent family member, i.e. 100% or 75% of the charges applicable to the lowest paying bed in such hospitals according to hospital rules or the maximum amounts mentioned above, whichever is lower. 4. Normally, the Officer and members of family should avail of services of hospital as mentioned in paragraph 4 above. However, if he feels, that it is unavoidable to seek services of a private nursing home / hospital, he can do so in one of the hospitals / nursing homes, approved by the Bank. Reimbursement in such cases will, however, be restricted to the extent of the amount, which would have been reimbursable in case of admission to a public or private hospital as mentioned in paragraph 4 above. 5. Medical expenses incurred within 30 days of 'pre' and 'post-hospitalization period' on medial advice, on account of the ailment / disease for which the person was hospitalized, will be considered as hospitalization expenses for reimbursement purpose. However in cases of hospitalization involving special or major operations, medical expenses incurred for a period not exceeding 45 days of 'post-hospitalization' will be considered for reimbursement, subject to medical advice. 6. Charges for engaging a nurse / attendant will not be reimbursed. However, nursing charges, if any, charged by hospital authorities in respect of days spent in ICU / CCU / neo-natal nursery may be considered for reimbursement on the basis of certificate issued by the hospital authorities and in consultation with Bank's Medical Officer/Retainer. Reimbursement in such cases shall be 100% for Officer staff and 75% for family members of the actual charges. 7. Hospitalization charges in connection with maternity will not be reimbursable. However, the expenditure incurred by an employee in cases involving operative interference because of complicated labour and caesarean operation and subsequent hospitalization thereto will be reimbursed under the hospitalization scheme to the extent of expenditure incurred in excess of normal maternity charges and consequent hospitalization thereto subject to the condition that such reimbursement shall be 70% of the amount actually incurred or the limits as per Annexure II hereto, whichever is less. Note that in this case the bills for the period before the date of Caesarean Operation will not be reimbursed. 8. The purchase of drugs / medicines will be restricted to approved chemists and arrangements will be made by Banks wherever possible to make direct payments to the chemists. 9. Banks will have discretion to refuse payment of bills in cases where they are not satisfied about the genuineness of the bills.

Misuse of facility: Abuse of the facility will be dealt with treating such claims as acts of Gross Misconduct.

10. Domiciliary Treatment: Medical Expenses incurred in respect of the following diseases which need domiciliary treatment as may be certified by the recognised hospital authorities and Bank's medical officer shall be deemed as Hospitalisation expenses and reimbursed to the extent of 100% in case of a Officer and 75% in the case of his family. Cancer, Leukaemia, Thalassemia, Tuberculosis, paralysis, Cardiac Ailment, Pleuresy, Leprosy, Kidney ailment, Epilepsy, Parkinson's Disease, Psychiatric disorder, Diabetes, Hepatitis-Bm Hepatitis-C, Hemophilia, Myasthenia gravis, Wilson's disease, Ulcerative Colitis, Epidermolysis bullosa, Venous Thrombosis (not caused by smoking), Aplastic Anaemia, Psoriasis and Third Degree Burn, Rheumatoid, Arthritis, Hypothyroidisms and Hyperthyroidisms. Note: - (i) The cost of medicines etc. in respect of domiciliary treatment shall be reimbursement for the period stated in the Specialist’s prescription. If no period is stated, the prescription for the purpose of reimbursement shall be valid for a period of not exceeding 90 days.

(ii) Expenses incurred on radiotherapy and chemotherapy in the treatment of cancer and leukemia shall be considered for reimbursement under domiciliary treatment to the extent of 100% in case of an Officer and 75% in the case of his/her family.

11. The medical aid and reimbursement of expenses under the hospitalization scheme under this settlement will also be available for medical treatment under the recognized systems of medicines, viz., Ayurvedic, Unani, Homeopathy and Naturopathy if such treatment is taken in a Clinic / Hospital recognized by the Central / State Government. Further, reimbursement shall be limited to such expenses within the prescribed ceilings as would have been reimbursable in case the treatment was taken in a Governmental / Municipal hospital, subject to overall limits under the scheme, i.e. 100% of approved expenses for self and 75% in case of family.

Reimbursement by Trust: The difference amount of Hospitalisation bill passed by the Regional Office / Bank may be claimed from the All India Oriental Bank Employees Welfare Trust, Head Office.

[28] PF One Time Part Withdrawal Est. Circular No. PR/60/45/2003/152 DT. 31.07.03 Amendments to Rule 26(1) & 27(1) – OBC Employees' PF Trust: An employees who is a member of Provident Fund Trust shall be permitted to withdraw non refundable Provident Fund once in a life time for any one of the four situations viz marriage of child, construction/purchase of residential house, medical treatment of serious nature of ailments and post metric education of the children. The amended clauses 26(1A) & 27(1C) are reproduced hereunder: - Clause 26 (1a) Non refundable withdrawals by employees may be allowed by the trustee of the Provident Fund once in life time in the following circumstances: - a) To pay expenses incurred in connection with any serious ailments like Kidney Transplant or Heart Surgery of employee, employee’s spouse or children. b) To pay/incur expenses in connection with the marriage of employee’s son/daughter. c) Meeting the cost of higher education, including where necessary, the traveling expenses of any child of the employee actually dependent on him in the following cases, namely: - (i) Education outside Indian for academic, technical, professional or vocational course beyond the High School stage and (ii) Any medical, engineering or other technical or specialized course in India beyond the High School stag, provided that the course of study is for not less than three years and other professional courses of lessor duration but not less than two years from the Universities recognized by the Govt. of India/ University Grant Commission. (a) To meet the expenditure on building or purchasing a site or a house and a site or to repay loan previously raised for construction / purchase of house or site and in the case of an employee whose pay does not exceed rupees five thousand per month also on additions, substantial alterations or improvements necessary to a house; Explanation: For the purpose of this clause “Pay” shall have the meaning assigned to it in the explanation to sub-rules (2a and 2b) of the rule 27; Conditions for withdrawal for various purposes: Clause 27, 1(c) (1) 75% withdrawal of own contribution and 50% of additional contribution (VPF) together with interest thereon minus outstanding balance of refundable provident fund loan, if any in connection with expenses on marriage as specified in clause (c) of sub-rule (1) of rule 26 to an employee/ subscriber who has completed service minimum of 20 years or 45 years age. The employee/ subscriber shall in such cases submit the relevant marriage invitation card or other evidence along with the application. Provided further that where the amount withdrawn is not utilized in whole or in part for the propose for which it was withdrawn, the excess or the whole amount, as the case may be, shall be refunded to the trustees

forthwith in one lump sum together with interest from the month of such withdrawal at the rate prescribed in sub-rule (4) of rule 27 B and the amount so refunded shall be credited to the employee’s account in the fund. (2) 75% withdrawal of own contribution and 50% of additional contribution (VPF) together with interest thereon minus outstanding balance refundable provident fund loans, if any for the purpose specified in clause (d) of sub-rule (1) of rule 26 (by any employee whose pay exceeds rupees five thousand per month) shall be subject to the following condition: - (i) The amount of withdrawal shall be the amount outstaying to he credit of employee/ subscriber and 50% of additional contribution (VPF) together with interest thereon minus outstanding balance refundable provident fund loan, or the actual cost of the house and/or of the site, whichever is less; (ii) The employee shall have completed (ten) years of service or is due to retire within the next ten years; (iii) The construction of the house/flat should be commenced within six months of the withdrawal and should be completed within one year from the date of commencement of the construction; (iv) If the withdrawal is made for the purpose of a house and/ and or a site for a house, the purchase should be made within six months of the withdrawal; (v) If the withdrawal is made for the repayment of loan previously raised for the purpose of construction of purchase of a house, the repayment of the loan should be made within three months of the withdrawal; (vi) Where the withdrawal is for the construction of a house/flat in societies, it shall be permitted in two or more equal installments (not exceeding four), a later installment being permitted only after verification by the trustees about the actual utilization of the earlier withdrawal. (vii) Withdrawal shall not be permitted for purchasing a share in a joint property or building or house or land whose ownership is divided; (viii) If the amount withdrawn exceeds the actual cost of the purchase or construction of the house and/or site or if the amount is not utilized for the purpose for which it is withdrawn, the excess of the whole amount, as the case may be shall be refunded to the trustees forthwith in one lump sum together with interest from the month of such withdrawal at the rate prescribed in sub-rule (4) of rule 27 B. The amount refunded shall be credited to the employee’s account in the provident fund.

(3) 75% withdrawal of own contribution and 50% of additional contribution (VPF) together with interest thereon minus outstanding balance refundable provident fund loan, in any in connection to pay/incur the expenses in connection with the ailment of serious nature such as Kidney Transplant, Heart Surgery of the employee or a member of his family as specified in clause (a) of sub rule (1) of rule 26 to an employee/ subscriber who has completed service minimum 10 years or is due to retire within 10 years. The withdrawal can be permitted in two or three installments but not exceeding the amount as specified above Provided further that where the amount withdrawn is not utilized in whole or in part for the purpose for which it was withdrawn, the excess or the whole amount, as the case may be, shall be refunded to the trustees forthwith in one lump sum together with interest from the month of such withdrawal at the rate prescribed in sub-rule (4) of rule 27 B and the amount so refunded shall be credited to the employee’s account in the fund. Explanation: For the purpose of sub-rule (1) “family” means any of the following persons who are wholly dependant on the employee, namely: the employee’s wife, legitimate children, step children, parents, sisters and minor brothers. (4) 75% withdrawal of own contribution and 50% of additional contribution (VPF) together with interest thereon minus outstanding balance of refundable provident fund loan, if any for meeting the cost of higher education as specified in clause (aa) (i) (ii) of sub-rule (1) of rule 26 to an employee/ subscriber who has completed service minimum of 10 years o is due to retire within 10 years subject to the following condition: - (i) Where the withdrawal is made for purpose of making annual fee, admission fee, hostel fee etc, the same shall be allowed in installments (not exceeding four) as per the schedule of payment prescribed by the institution after verification by the trustees about the actual utilization of the earlier withdrawal. Provided further that where the amount withdrawn is not utilized in whole or in part for the purpose for which it was withdrawn, the excess or the whole amount, as the case may be, shall be refunded to the trustees forthwith in one lump sum together with interest from the month of such withdrawal at the rate prescribed in sub-rule (4) of rule 27 B and the amount so refunded shall be credited to the employee’s account in the fund. The application for the withdrawal of non-refundable Provident Fund may be submitted to the Trustee of Provident Fund Trust complete in all respects along with requisite documents/ papers on the enclosed prescribed format as applicable.

[29] Late Sitting by Officers (due to connectivity or server problems) Reimbursement @200/- per day towards refreshment/tea/ snacks to the officers who are required to sit late in branches beyond 3hours of the normal duty hours due to connectivity/server problems and shall be booked to charges general OCM. The BI shall authorised the payment and seek confirmation of his action from Regional Office. (ho hrd letter to ROs dt. 06-05-2011)

[30] Momento to Staff on Retirement The Board of Directors of the Bank in their meeting held on 29.04.2011 have approved increase in the cost of memento in kind, to be awarded to the staff on their retirement on reaching the age of superannuation, to Rs.4,000/- from Rs.2,000/- w.e.f. 01.04.2011. Accordingly, all staff members who have retired from Bank’s service on reaching the age of superannuation on 30.04.2011 are eligible for the memento upto a cost of Rs.4,000/- in kind.

[31] Scheme of Medical Assistance to Retired Employees Establishment Circular No. HO/HRD/69/16/2011-2012/83 06/05/2011 Under the above Scheme, a retired employee is allowed reimbursement of medical expenses of Rs.4000/- per year on declaration basis. Generally, the reimbursement of such expenses is made by the concerned Regional Office from where he is retired. However, the reimbursement may also be made by the Regional Office under whose jurisdiction the employee has after retirement settled down provided he opts for the same. Under this eventuality, the record of medical assistance of the employee is required to be transferred to the Regional Office from where he opts to claim the reimbursement.

[32] New Defined Contributory Retirement Benefit Scheme Est. Circular No.Ho/Hrd/68/37/2010/431 Dated : 25.09.2010 The Settlement / Joint note dated 27.04.2010 signed by Indian Bank’s Association with the Workmen Unions and Officers’ Associations on extending another option for pension to the non-optees inter-alia also provide as under:-

• The existing Pension Scheme will not be applicable to those who joined the services of the Bank on or after 01.04.2010.

• Workmen / officers joining the service of the Bank on or after 01.04.2010 shall be eligible for the Defined Contributory Pension Scheme. The Defined Contributory Pension Scheme will be one as governed by the provisions of New Pension System introduced for employees of Central Government w.e.f. 01.04.2004 & as modified from time to time. The scheme shall be regulated and administrated by the Pension Fund Regulatory & Development Authority (PFRDA).

• The workmen / officers joining the service of the Bank on or after 01.04.2010 shall contribute 10% of Pay & Dearness Allowance towards the Defined Contributory Pension Scheme and the Bank shall make a matching contribution in respect of these workmen / officers.

• There shall be no separate Provident Fund for workmen / officers joining service of Bank on or after 01.04.2010.

In this context, it has been decided that the amount deducted as above from the salary of employees who have joined Bank’s service on or after 01.04.2010 be transferred to the New Defined Contributory Retirement Benefit Scheme Account No.10482011004579 maintained at B/O M-Block, Connaught Place, New Delhi. Branches/Offices shall submit a certificate to the respective Regional Offices stating that all such accounts lying in the Sundry Account have been transferred to the Pool Account No. 10482011004579 maintained at B/O M-Block, Connaught Place, New Delhi. 3. All Regional Offices will submit a certificate to the Head Office stating that such amounts lying in the Sundry Account have transferred to the Pool Account as above. 4. All such deductions in the future need to be credited in the above pool account only with above details. 5. This exercise of transferring the funds should be completed on or before 29.09.2010. Please also note that the system and procedure of remitting amount of (EPF/BPF/Pension/PF Loan/Additional PF) deducted from salary of the employees joined Bank services before 01.04.2010 will remain same as hitherto. Income Tax on Defined Contributory Pension Further to Estt. HO/ESTT/68/58/10-11/688 Date: 18.01.11.the employees joining the service of the Bank on or after 01.04.2010 shall contribute 10% of Pay & Dearness Allowance towards the Defined Contributory Pension Scheme and the Bank shall make a matching contribution in respect of these employees under NEW PENSION SCHEME. Under this scheme for calculation of income tax, we hereby clarify that the employer’s contribution to the New Pension Scheme needs to be added back to salary for the purpose of calculation of Income Tax as per provision u/s 17 sub sec (1) clause (viii). Correspondingly, u/s 80CCD the amount deposited in the new pension scheme from the salary of the employee subject to the maximum of 10% and Employer’s contribution to the New Pension Scheme subject to a maximum 10% of the salary is permissible for rebate u/s 80C. However, the deduction will again be subject to ceiling of Rs. 1.00 lac in the aggregate considering the eligible deduction u/s 80C, 80CC and 80CCD (Estt. Cir. No. HO/Estt/68/64/2010-11/798 Date: 03.03.2011)

[33] Gratuity a) OSR Provisions - Gratuity: Regulation 46: (1) Every officer, shall be eligible for gratuity on :- (a) Retirement (b) Death (c) Disablement rendering him unfit for further service as certified by a medical officer approved by the Bank; (d) Resignation after completing ten years of continuous service; or (e) Termination of service in any other way except by way of punishment after completion of 10 years of service. (2) The amount of gratuity payable to an officer shall be one month’s pay for every completed year of service, subject to a maximum of 15 months’ pay. Provided that where an officer has completed more than 30 years of service, he shall be eligible by way of gratuity for an additional amount at the rate of one half of a month’s pay for each completed year of service beyond 30 years. Provided further that pay for the purpose of Gratuity for an officer who ceased to be in service during the period 01.07.1993 to 31.10.1994 shall be with regard to scale of pay as specified in sub-regulation (1) of regulation 4. Provided also that pay for the purpose of Gratuity of an officer who ceased to be in service during the period 01.04.1998 to 31.10.1999 shall be with regard to scale of pay as specified in sub-regulation (2) of Regulation 4. Note: If the fraction of service beyond competed years of service is 6 months or more, gratuity will be paid pro-rate for the period. b) Main Provisions of Gratuity Act: 1. Family : 'Family' in relation to an employee, shall be deemed to consist of:

i) In the case of a male employees, himself, his wife, his children, whether married or unmarried his dependants parents and the widow and children, of his predeceased son, if any. ii) in the case of female employee, herself, her husband, her children, whether married or unmarried, her dependent parents and the dependent parents of her husband and the widow and children of her predeceased son, if any. Provided that if a female employee, by a notice in writing to the controlling authority, expresses her desire to exclude her husband from her family, the husband and his dependent parents shall not longer be deemed, for the purposes of this Act, to be included in the family of such female employee unless the said notice is subsequently withdrawn by such female employee. 2. Nomination: i) Each employee, who has completed one year of service, after the commencement of the Act, shall make within 30 days of completion of One year of service, a nomination. [Section 6 (1) read with Rule 86 (1)] ii) If an employee has a family at the time of making a nomination, the nomination shall be made in favour of one or more members of his family and any nomination made by such employees in favour of a person who is not a member of his family shall be void. [Section 6 (3)] iii) If at the time of making a nomination, the employee has no family, the nomination can be made in favour of any person or persons, but if the employees subsequently acquires a family, such nomination shall forthwith become invalid and the employees shall make within 90 days fresh nomination in favour of one or more members of his family. [Section 6(4) read with rule 6(3) iv) A nomination or a fresh nomination or a notice of modification of nomination shall be signed by an employees or, if illiterate, shall bear his thumb impression in the presence of two witnesses, who shall also sign declaration to that effect in that nomination, fresh nomination or notice of modification of nomination as the case may be. [Rule 6(5)] v) A nomination or fresh nomination or notice of modification of nomination shall take effect from the date of receipt of the same by the employer. [Rule 6 (6)] 3. Payment of Gratuity: Gratuity shall be payable to an employee on the termination of his employment after he has rendered continuous service for not less than 5 years. Provided that the completion of continuous service of 5 years shall not be necessary where the termination of the employment is due to death or disablement. Disablement means such disablement, which incapacitates an employee for the work, which he was capable of performing before the accident or disease resulting in such disablement [Section 4(1)]. 4.Calculation of Gratuity: In respect of officers in service as on 1.1.83, they have the option either to adopt the above pattern regarding extra gratuity or continue in the present system which provides for payment of gratuity @ one month's pay for each completed year of service upto 15 years and thereafter 15 days pay for each completed year of services upto a maximum of 20 months pay. Pay for the purpose means Basic Pay last payable to an officer (Estt. Circular No. Per/47/16/90/552 dated 15.3.90). Further, service rendered beyond the completed years of services shall also be reckoned for gratuity purposes on pro-rata basis if it is 6 months or more, but less than one year. Officers are eligible for the statutory Gratuity viz. Gratuity as per the payment of Gratuity Act, 1972, or as per service rules. (a) While the officers who are presently covered under Pension Scheme & those who will join the Pension Scheme in terms of option being made available under Joint Note dated 27.04.2010 shall continue to contribute 10% of the Pay towards Provident Fund, there shall be no matching contribution.

(b) Officers who are presently covered under Contributory Provident Fund Scheme who do not opt for Pension Scheme being made available under Joint Note dated 27.04.2010 shall continue under the Contributory Provident Fund Scheme as hitherto.

6 Provident Fund

(c) There shall be no Provident Fund to officers joining the services of Banks on or after 01.04.2010. They shall be covered by a Defined Contributory Pension Scheme.

7 Pension The terms of the Bank Employees’ Pension Regulations, 1995 shall not apply to the officers who join the services of Bank on or after 01.04.2010. They shall be covered by a Defined Contributory Pension Scheme. Dearness Relief will also be payable at the rates applicable at the relevant times. However, the Dearness Relief as above shall be payable for the half year commencing from the 1

10 Profe-ssional Qualifi-cation Pay

(B) An officer employee acquiring JAIIB / CAIIB (either or both parts) qualifications after reaching the maximum of the scale of pay, shall be granted from the date of acquiring such qualification the first installment of PQP & the release of subsequent installments of PQP shall be with reference to the date of release of first installment of PQP. In a case where an officer has already acquired any of the above said qualifications & has not earned any increment or PQP on account of acquiring such qualification/s, he may be, w.e.f. 01.11.2007 or the date of acquiring such qualification/s, whichever is later, released PQP as provided herein above.

(a) An officer deputed to serve outside the Bank

7.75% of pay with a maximum of Rs.2,300/- p.m.

11 Deputation Allowance

(b) An officer deputed to an organization at the same place or to the training establishment of the Bank

13 Halting Allowance

At the 4 metros, namely Delhi, Mumbai, Kolkata & Chennai, Halting Allowance payable per diem will be Rs.1,200/- for officers in Scale – IV & above and Rs.1,000/- for officers in Scale – I / II / III.

14 Leave Fare Con-cession

An officer in JMG Scale – I is entitled to travel on duty by 1st

Class or AC 2-Tier Sleeper by train. He may, however, travel by air (economy class) if so permitted by the Competent Authority having regard to the exigencies of business or public interest. An officer in MMG Scale – II & III is entitled to travel on duty by 1

st Class or AC 2-Tier Sleeper by

train. He may, however, travel by air (economy class) if the distance to be travelled is more than 1000 kms. He may, however, travel by air (economy class) even for a shorter distance if so permitted by the Competent Authority having regard to the exigencies of business or public interest. The mode & class by which an officer may avail of LTC shall as the officer is normally entitled to travel on duty. W.e.f. 01.05.2010, an officer in JMG Scale – I while availing LTC will be entitled to travel by air in the lowest fare economy class in which case the reimbursement will be the actual fare or the fare applicable to AC 1

st Class fare by train for the distance travelled whichever is less.

The same rules shall apply when an officer in MMG Scale – II & III while availing LTC where the distance is less than 1000 kms.

(a) For the purpose of medical facilities & for the purpose of LTC, the expression ‘family’ of an officer shall mean an officer’s spouse, wholly dependent unmarried children (including step children & legally adopted children), physically challenged brother / sister with 40% or more disability, as also parents ordinarily residing with & wholly dependent on the officer.

15 Definition of Family

(b) The term wholly dependent child / parent, wholly dependent physically challenged brother / sister shall mean such member of the family having a monthly income not exceeding Rs.3,500/- p.m. If the income of one of the parents exceeds Rs.3,500/- p.m. or the aggregate income of both the parents exceeds Rs.3,500/- p.m., both the parents shall not be considered as wholly dependent on the officer.
