Summary of key recommendations

Arts: community builder 1. That a position of Arts Development Officer be considered as part of the

budget process following the end of the current RADO arrangements. 2. Moyne Shire Arts and Culture Committee be remodelled to become a more

Background

Moyne Shire is located on Victoria’s south west coast; between three and four hours’ drive from Melbourne. The shire covers an area of approximately 5473 sq km and has a population of 16,400. It is characterised by stunning coast line and picturesque rural landscape, and is situated in one of Australia’s most important dairy and tourism regions. Moyne Shire arcs around the regional service centre of Warrnambool that provides the majority of services such as retail, business and medical for Moyne Shire residents. The community is characterised by a predominant Anglo Celtic population (98.8%). The population in the municipally is growing, but aging. Moyne Shire recognises the long standing and ongoing indigenous cultural heritage that exists and recognises that the indigenous community is a key thread in the rich cultural fabric of the shire. The historic sea side town of Port Fairy leads the municipality in growth, tourism and cultural events, with other communities such as Koroit (population1376), Mortlake (population 941), Macarthur (population 246) and Peterborough (population 148) holding a strong community identity. The remainder of the Shire is characterised by smaller rural settlements, including Caramut, Ellerslie, Framlingham, Garvoc, Hawkesdale, Hexham, Kirkstall, Nullawarre, Orford, Panmure, Purnim, Winslow, Woolsthorpe, Woorndoo and Yambuk. This strategy addresses art forms such as visual arts (painting, sculpture, craft etc) and performing arts (music, theatre, dance, circus skills etc), literature, film and emerging art forms such as those using new media and new technology. Issues of heritage buildings are not included in this document as they are addressed in other Moyne Shire planning documents. This document has been developed following extensive consultation with Moyne Shire staff, the community of the Moyne Shire and key agencies who deliver service to Moyne residents. Forums and focus group discussions where held with key sector groups across the Moyne Shire. Individual consultations were carried out with members of key arts and cultural organisations and discussions held with individuals who have a key role in the development of arts in the shire. Key documents of Moyne Shire also supported this research process. These include: Council Plan 2009 – 2013, Community Access Plan 2009 – 2013, Community Engagement Strategy, Tourism and Marketing Strategy (draft) and Warrnambool Moyne Economic Investment Strategy, Moyne Youth Strategy 2007 – 2010. External organisations such as Arts Victoria, Regional Arts Victoria, Creative Gippsland, Community Cultural Network, Department of Planning and Community Development, local government arts officers all contributed input that assisted in the framing of this document.

The cultural vibrancy of the Moyne Shire will be enriched through partnerships with arts and cultural community groups, local agencies, arts organisations, the private sector and other tiers of government. This strategy aims to build a richer, more diverse and more participatory cultural life for Moyne Shire and its visitors.

Looking forward

The value of arts and culture in the Moyne Shire lies in its contribution to building a community that people desire to live in and to visit. This strategy aims to:

• Build a community that is strong and passionate about the arts and culture and is alive with creative energy and aesthetic appreciation,

• Increase the local opportunities for residents to participate in, and experience the arts, fostering a healthy, vital and resilient community,

• Increase the opportunities for visitors to the Moyne Shire to experience the vibrant local arts scene,

• Build a strong arts business sector across the municipality, • Build local, state and federal partnerships and collaborations that support the

sustainability of arts and cultural activities in the shire in the long term, • Ensure that the shire will be attractive to artists who visit to perform, create,

teach and be inspired, • Ensure that arts and cultural activities will attract new audiences and visitors

to the area, contributing to their visitor experience and the economy, • Ensure that there are appropriate physical structures that ensure a diverse

range of arts and cultural activities can occur across the municipality. This document deals with wide-ranging and challenging issues, which relate to the quality of life of the people of Moyne Shire and those who visit the municipality. The outcomes have been designed to be practical and implementable, and are both short term and long term in their nature. To ensure the successful implementation and ongoing relevance of this document, the strategy should be reviewed on an annual basis by the Moyne Arts and Culture Committee (MSACC). As part of the review process it is recommended that the public be invited to comment on the priorities of the review and the implementation process, thus promoting ongoing community involvement, commitment and a sense of community ownership of the Moyne Shire Arts and Culture Strategy. The value of arts in the Moyne Shire lies in its contribution to building strong, unique and inclusive communities. The arts play an import role in the Moyne community in two distinctive spheres:

• Arts: community builder, • Arts: business and tourism.

Arts: community builder

Art plays an important role within the community and there is ongoing evidence of the role that arts play as a catalyst for building strong communities. Extensive research from organisations such as VicHealth, Regional Arts Victoria, Community Cultural Network shows that the role of arts as a catalyst within the community is increasing. Evaluation of the arts in community settings has identified four key community strengthening outcomes for the arts:

• Engagement of hard to reach communities: geographic or social, • Building community confidence, self-esteem, networks and a sense of

belonging, • Exploration of community issues and aspirations, • Creating a community identity, by creating an identifiable image for the

community. Within the Moyne Shire Community Planning process important issues of maintaining a sense of community identity, lack of cultural experiences and events were identified as issues. These same issues have been identified as important in the community consultation process that has been undertaken in the preparation of this document. Arts within the Moyne Shire is characterised by its reliance on volunteer initiatives and volunteer management. Appointment of a Moyne Shire Arts Development Officer would make coordination, development and sustainability of local arts initiatives achievable, and would create numerous opportunities to take best advantage of future arts developments across the municipality. Currently, without such a position, the Moyne Shire is missing many opportunities to take up available funding from local partners, state and federal governments as well as the private and philanthropic sectors. In 2006 Moyne and Glenelg Shires partnered with Regional Arts Victoria (RAV) to support the establishment of a Regional Arts Development Officer (RADO), in south west Victoria. This position is employed and managed by RAV, and both shire Councils contribute annually to this position. The role of the RADO is to support both Councils with planning and strategic development of arts projects and programs, both within the respective councils, across councils and between partnership agencies. This position is linked to state and national networks and has the capacity to expose regional artists and community groups with valuable opportunities that profile their region. This position only has funding security until July 2012. The Arts Development officer would work in conjunction with Regional Arts Victoria.

1. ARTS DEVELOPMENT OFFICER It is recommended that:

• That a position of Arts Development Officer be considered as part of the budget process following the end of the current RADO arrangements.

The Arts Development Officer would: • Develop leadership, enthusiasm, confidence, community spirit,

commitment and capacity amongst arts and cultural community groups/individuals to enable them to develop, coordinate and implement arts/cultural projects and activities,

• Facilitate the development and implementation of community arts projects and initiatives in the municipality in collaboration with council officers and external agencies and organisations,

• Provide and share information with the community, and council officers that will enhance the development of arts in the Moyne Shire,

• Provide advice and support on community arts projects and initiatives in the shire,

• Facilitate the development of self-reliant arts groups and organisations,

• Explore and identify resources that will build on the capacities of existing arts/cultural community groups and events,

• Facilitate and contribute to information and resource sharing amongst arts groups and organisations,

• Assist local community groups to source and develop grant applications as required,

• Work collaboratively with Shire officers, community members, and relevant organisations to develop and facilitate the delivery of quality arts programs across the shire.

Suggested approaches to considering such a position: • Seek funding by Moyne Shire within next budget – position could start as a

part time position with the aim to increase it over time,

• Mostly funded by Moyne Shire with buy-in from other regional organisations invested in arts outcomes,

• Jointly funded by Moyne Shire and another organisation such as Port Fairy Folk Festival.

2. MOYNE SHIRE ARTS AND CULTURE COMMITTEE (MSACC) This is a committee of Moyne Shire and its purpose is to:

• Provide strategic advice on the advancement of arts and culture in the Moyne Shire,

• Improve the networking in the arts and culture sector,

• Foster the development of arts and cultural activities across the shire,

• Provide professional skills and knowledge relating to art forms, including the performing, visual and community arts and understanding the cultural diversity and local issue of arts development in this rural community,

• Membership of this committee should be representative of a range of art forms and the cultural and geographic diversity of the Moyne Shire.

It is recommended that:

• Moyne Shire Arts and Culture Committee be remodelled to become a more effective arts advocacy and advisory body for the Moyne Shire, ensuring the vision and direction for arts in the shire is achievable over time,

• The new body to be known as Moyne Shire Arts and Culture Committee (MSACC),

• This committee to be made up of representatives of the community who hold a place on the committee for the term of the Council,

• Membership of the committee should be representative of major sectors of arts across the municipality, and be supported by sub-committees which address key issues of arts development.

The selection criteria for appointment to MSACC should reflect:

• A current arts and/or cultural practice or demonstrated interest or expertise relevant to arts and cultural practices in a rural setting,

• Proven expertise or skills that support art and cultural practice e.g. marketing and promotion, small business, education and training,

• Links to arts and cultural networks, both within and beyond the municipality,

• Availability to attend meetings and a capacity and commitment to contribute to the effective work of the committee,

• Capacity to effectively support and advocate on behalf of councils arts and culture programs.

The Moyne Shire Arts and Culture Committee should consist of: • Arts and Culture portfolio Councillor,

• An Indigenous representative,

• A visual artist,

• A performing artist,

• An arts business operator (i.e. gallery owner),

• A health and wellbeing worker,

• A representative from the festivals working party,

• A representative from the tourism industry,

• A youth representative – this could be the Moyne Shire Youth Officer,

• Three ordinary members representing the geographical diversity of the shire.

3. FACILITATE A “WHOLE OF COUNCIL” APPROACH TO THE DEVELOPMENT OF ARTS IN MOYNE SHIRE

The cultural diversity and artistic richness of the community does not rest with any one section of the council. For the Moyne Shire to take best advantage of the diverse arts and cultural opportunity that are presented to the community a whole of council approach needs to be adopted. This could be achieved by:

• Facilitation of a council workshop to develop a working strategy to consider operational issues relating to arts and culture.

4. UTILISING ARTS TO EXPLORE HEALTH AND WELLBEING ISSUES Establish a working party to scope, research and evaluate options for arts development activities that address key social issues identified within the Moyne Municipal Health Plan and South West Primary Care Partnership Strategic Plan. This process would need to draw on the expertise of a number of organisations that deliver health and welfare services into the municipality. The aim of this process is to:

• Develop strategies that engage the community through arts projects to address issues highlighted in health plans,

• Support groups and organisations already working in this way,

• Initiate and deliver development opportunities for arts and health projects and artists working in the area of health,

• Build relationships with artists working in the area of arts and health and community cultural development.

5. THE DEVELOPMENT OF OPPORTUNITIES FOR LOCAL ARTISTS TO

ADVANCE THEIR SKILLS AND EXPERIENCE Building the artist collateral of the community Moyne Shire has acknowledged the role that arts plays in building a strong cultural identity and the contributions this makes to the liveability of an area. It acknowledges the role of the arts in increasing social capital and dealing with social exclusion. To continue to build this cultural identity, local artists need to be supported, nurtured and stimulated.

Moyne Shire has a rich culture of presenting extraordinary festivals, which are primarily developed for the tourist. These events could also work towards building the artistic collateral of the community by development a workshop program immediately prior to or following the main event for local artists to build their skills.

Local artists are the people who are continually being asked to sing for the “oldies”, paint with the kindergarten children, play in the band for ANZAC day etc. Current festivals could be encouraged to build into their programs an opportunity for local artists to participate in workshops with the visiting artists i.e. it could be a visiting vocalist working with the local choir, or an international musician running a guitar or song writing workshop of young people etc (This would be beyond the workshop program that is run in schools). Opportunities should be developed for local artists’ skill development through the creation of an artist workshop program and /or artists in residence programs. Strategy Timing Performance

6. DEVELOPMENT AND PROMOTION OF COMMUNITY ARTS PROJECTS • Establish relationships and partnerships with organisations and groups in

Moyne communities with the aim to developing their capacity to engage in art projects with identified community outcomes.

• Support and assist initiatives to do community art projects in small communities.

• Support the development of professional art practices and presentation of new and innovative art experiences for the community.

• Support the development of artists through engagement in the projects and employment on the projects.

• Support skills development opportunities for organisations/groups and artists involved by presenting alternative modes of project development in the community.

7. INFORMATION SHARING AND NETWORKING Coordination and information sharing: Because of the diverse nature of the shire, the particular geographic isolation of some sections of the shire, and the lack of natural connection of the communities that make up the Moyne Shire, information sharing is an ongoing and challenging issue. A systematic approach needs to be developed to share information on arts development and to highlight to the arts community the opportunities available to them.

• Establishment of a monthly Arts E newsletter This document could include information sharing such as exhibitions, project announcements, funding opportunities etc. It could also be posted on the Moyne Shire web site, and be made available in public places such a libraries, in addition to being distributed electronically. The newsletter could be produced in partnership with other organisations, but made public through the Moyne Shire web site.

• Twice yearly Arts round tables Designed to bring the arts community from across the shire together, to develop a greater understanding of individuals practice, projects and opportunities, to share ideas and resources. This gathering could alternate in venues/townships across the shire, and rotate between evening and weekend, to maximise the opportunities for individuals to attend. The gatherings at times could provide some professional development for artists such as marketing advice, preparing funding applications, project development etc. These gatherings could be utilised by the Moyne Shire Arts Advisory Committee to gather comment on council issues.

• Website A web portal to be established on the Moyne Shire web site that can contain artist and organisation data bases. (Example: Creative Gippsland - http://creativegippsland.com.au/).

• Visitor information Centres Foster a greater usage of Visitor Information Centres as a place for arts promotion and builds a proactive working relationship with Visitor Information Centre (VIC) staff and volunteers to enhance their understanding of arts in the shire.

• Moyne Shire grants officer To be accessible to community organisations to assist them in sourcing funding applications, developing funding submissions and scoping, establishing and maintaining partnerships with funding bodies both private and public. The grants officer to also contribute to the Arts E newsletter, providing a listing of latest funding opportunities and hints for submission preparation.

8. PUBLIC ART Public art contributes to the heritage and style of the community, supports and expresses cultural life and community aspirations and promotes the municipality as a creative and vibrant place, encouraging economic growth and private investment. In a number of consultation processes carried out by Moyne Shire, the use of public art in street beautification, as historic markers, to enhance place, acknowledgment significant events or the creation of local identity has drawn considerable interest. Public art should aim for artistic excellence and encourage the creation of high quality contemporary art. To achieve this aim Moyne Shire should:

• Establish a Moyne Shire Public Art Working Party whose role is to oversee the coordination of public art requests, issues and information with regard to public art proposals and funding opportunities,

• Development a whole of council approach to the development and placement of public art in the municipality,

• Development a Public Art Policy, that considers issues around establishment of public art in the municipality and explores the option of a 1% levy on capital works to fund the program (This is becoming a common practice in a number of municipalities i.e. Wodonga, Nillumbik),

• Explore the opportunities of public art inclusion in all street or beautification work that is undertaken by the shire, including playgrounds, street entrances and street scapes,

• Explore the development of public art opportunities for residents to work in collaboration with professional artists and designers,

• Support the development of public art on the Port Fairy to Warrnambool Rail Trail.

9. INFRASTRUCTURE Moyne Shire has very little in the way of appropriate or dedicated arts spaces. The shire does not have a gallery or performing arts centre and is reliant on facilities managed by community organisations to deliver art and culture activities. Moyne shire should strive to provide indoor and outdoor space with the requisite fittings, to enable and promote growth in the enjoyment, production and exhibition of community and professional arts culture and heritage. For the safety, long term sustainability and the viability of events in the Moyne Shire, it is necessary that some facilities be redeveloped and/or developed. This could be achieved by:

• The development of a long term plan for the upgrade of cultural facilities in the shire. This to include options for the upgrade of facilities at the local halls in Mortlake, Koroit, so that they can accommodate simple touring performing arts in a safe and appropriate manner,

• Support the development of the Village Green space in Port Fairy to include a simple stage facility,

• Support the redevelopment of Reardon Theatre complex in Port Fairy through consultation,

• Development of a shared work space and gathering space for artists in areas of the Moyne Shire,

• Support the upgrade of the Spinners and Weavers facilities in Mortlake, in particular access.

10. CULTURAL COLLECTIONS In addition to the significant built heritage of the Moyne Shire, the municipality and its community is fortunate to be the custodians of important items of movable cultural heritage. These objects, documents and collections are located shire wide and are held by various community groups and organisations. They include, but are not limited to, art works, maps, manuscripts, memorabilia and artifacts. This material also includes items of national and international significance.

It is paramount that these collections are identified, recorded, stored, displayed and conserved. Without industry standard management strategies, much of this cultural material is at risk of being lost or destroyed, through inappropriate storage conditions, handling, restoration and display. Moyne Shire should work towards:

• Assisting local museums and historical groups in sourcing funding, resources and other support, so that local collections are appropriately identified, catalogued, archived, displayed and conserved.

11. YOUTH Moyne Shire Council should create a sustainable framework for youth-centred activities that encourage participation in arts development projects. This can be achieved by:

• Creating opportunities for youth to develop and enhance their arts skills, including the opportunities to work with professional artists in arts development projects,

• Encouraging arts organisations to include youth art work in exhibitions and presentations.

12. INDIGENOUS The Gunditjmara, Girai Wurrung and Djab Wurrung people are the traditional custodians of the land on which Moyne Shire is situated. Moyne Shire Council is committed to reconciliation with the indigenous people of the area and in 2007 council adopted the Shire’s Reconciliation Action Plan. The Moyne Shire Arts and Culture Strategy seeks to enhance the community understanding of the rich cultural heritage of the traditional owners of the land by:

• Establishing a cooperative and ongoing working relationship with the indigenous community,

• Maintain an active membership on the MSACC by an indigenous community member,

• Encourage the telling of indigenous stories and exploration of culture through contemporary arts.

Arts: business and tourism

Cultural tourism is a major drawcard for both domestic and international visitors particularly in the western section of the shire; it was noted during the consultation process by a member of Port Fairy Traders Association that “… without the growth in arts and cultural events in Port Fairy over the last 10 years the retail sector would not have developed in the manner that it had. It is cultural events that keep this town buoyant’. Greater opportunity should be made of the unique cultural tourism experiences that are available in throughout the shire. Cultural tourism is a steadily growing market, and it is recognised that the cultural tourist stays longer and spends more per visit than any other visitor. The arts and cultural opportunities in the Moyne Shire offer the visitor a rich and creative experience. Adding these features to the natural beauty of the region ensures visitor experiences are unique. 1. MARKETING AND PROMOTION

• It is recommended that marketing should include the words ‘arts’ or ‘cultural aspects’ in all marketing material where possible. For example: themes for marketing the region could be “coastal, history and culture” or perhaps “coast, culture and curiosity”.

• Co-marketing of events. A number of events could be developed that build the experience for the visit, lengthen their stay and build an audience for the arts. This could include value adding to events.

• Building the partnership between arts and tourism.

• Build capacity in both through shared professional development and investigation into alternative models of cooperation such as Creative Gippsland.

• Tourism plans acknowledge the importance of arts and culture to the tourist industry.

• Moyne Shire and in particular Port Fairy is home to high quality and nationally recognised festivals. The diversity and quality of the experience that these festivals provide is unsurpassed nationally and should be acknowledged throughout all tourism marketing material.

• Moyne Shire hosts a number of professionally run artist studios and galleries that are open to the public. These venues provide a unique experience to the visitor and should be shown on all marketing material i.e. web sites and brochures.

2. GALLERIES AND STUDIOS Moyne Shire has a strong arts business sector most evident in the number of professional artist studios that open to the public in Port Fairy. These studios offer an important point of difference for Port Fairy to many other coastal tourist towns and attract high visitor numbers. Arts and culture is an important economic generator for the shire. This business sector should be supported and encouraged by the tourism and business sectors of Moyne Shire for their special place and contribution they make to the vibrancy and experience of the area. This sector could be encouraged by:

• Listing of professional managed galleries on Moyne tourism website,

• Provide street signage to galleries and studios,

• Support the Port Fairy Art Map,

• Provide business skills development for artists and the arts community: the requirement for professional business development for this sector is different to other retail sectors. Specialist workshops should be developed to assist in growing this business segment i.e. photographing work for sale/exhibition, creative marketing, new media and marketing, managing the creative against the business,

• Recognition that there are arts/businesses across the shire,

3. EVENTS AND FESTIVALS The Moyne Shire is renowned for its festival and events. Port Fairy hosts a number of nationally significant festivals including the Folk Festival, Spring Music and Ex Libris, that are significant markers on the cultural calendar of Australia and make an enormous financial contribution to the region. These festivals are complemented by a number of smaller events across the shire that in combination present a very dynamic cultural experience for residents and visitors. The Business and Tourism Committee of Council looks after this area to a high standard. Festivals and events can be enhanced by:

• Ensure open discussion and a whole of council approach is adopted to support festivals and events,

• The development of a stronger partnership between Moyne Shire and relevant festivals/events committees,

• The Business and Tourism Committee will continue to develop strong communication and partnerships to assist in the development of key points in the strategy,

• Support the townships of Moyne to develop local festivals that express their identity and are important community building initiatives.
