Background on México´s ETC
2014 Mexico 3
• ETC started in CAPUFE´s (Public Road Operator) network in 2003
• Until some years ago, the penetration of ETC had been limited
• ETC has initiated its socialization process with the operation of the
elevated highways in Mexico City,
• Several efforts have been undertaken to structure ETC by the Ministry
of Comunications and Transport (SCT).
• CAPUFE just bid and awarded the contract to provide ETC in their
highway network,
• It is timeline and necessary to explore mechanisms to structure ETC
and interoperability

Lessons learned

1) ETC is facing the same challenge at an international level -
interoperability
2) Technology is not the main obstacle to establish interoperability.
3) Different business models and political and/or commercial interests
are the main obstacle to establish interoperability.
4) Interoperability can be achieved through different models; however,
there are scenarios in which the choice is clear if we consider all
factors.
5) Interoperability is a priority where the user is the main focus in
highway operations.
6) Willingness, commitment and leadership are key for interoperability
at any scale.
7) Since interoperability is for general public good, authorities should be
involved to promote and enforce it.
