• Overall reduction of 26.9% energy usage since FY 2003 baseline across the Agency • Energy Intensity reductions created utilities cost avoidance of $46M in FY 2015• NASA Centers spent $125.6M on facilities’ energy in FY 2014, $130M in FY 2015• Unfortunately, utilities unit cost increases outpace usage reductions

Historically, NASA policy required each Center to meet the goals individually, so everyone had to reduce by the same amount…. • We asked every Center how they might meet the new goal 

individually (and identify resource gaps in getting there)• Tools in the toolbox include

– LEED Silver or higher new facilities– Data analytics – real/near real‐time energy management– Energy conservation & clean/renewable energy projects with NASA 

funding– Energy conservation & clean/renewable energy projects with other 

people’s money (ESPCs & UESCs)– No‐cost energy conservation measures– Improved measurement and verification of projects– Energy awareness, outreach, training

• We are at the first step in building our Strategic Energy Investment Plan– We are identifying what we are already doing and what we could be doing, including short term wins and long term strategies

– This step will take about 12 months (includes FEMP ReOpttool and AECOM gaming tool)

– Then we will build a coalition around a plan with a vision– We have not yet identified the strategies that will help us meet the EO 13693 goals

Cultural challenges:• Unique research and development facilities• Mission driven energy use influences the outcome• Somewhat autonomous Centers with competitive natures• Somewhat unique organizational structures among Centers

Resource challenges:• Funding resources (solution set will need to include options 

with other people’s money)• Budget agility (effectively planning for 2018‐2023)• New construction would not significantly move the needle 

for an Agency our size with the time available• Working with existing facilities, replacing expensive 

equipment will need to be part of the solution set
