The Minutes of the Meetings of Wednesday, October 3, 2018 were distributed. Secretary Christina Forsyth noted an additional correction to the cheque value for the water fountain installation from $523 to $538. 4.0 Principal’s Report

Principal Sherryann Ambrose reported. 4.1 Acknowledgements:

Thank you to the CSPC and Me to We for a successful We Scare Hunger Halloween Dance / Food Drive initiative. Gratitude to all the parent volunteers helping with set-up and chaperoning of the event, as well to those assisting with the World’s Finest Chocolates Fundraiser. Special appreciation to Treasurer Gina Ricci for her work on the chocolate initiative.

4.2 Important Dates: Nov. 06, 2018: Remembrance Day Guest Speaker; $3 donation due for speaker, Operation Veterans annual donation, and Royal Canadian Legion Poppy Fund donation. Nov. 08, 2018: Officer Nevills present for Safety Patrol workshop with Mrs. Adamo. Nov. 09, 2018: Remembrance Day Dress Down. Nov. 13, 2018: Progress Reports sent home. Nov. 14, 2018: School Mass at 12:30 PM in the gym. Nov. 14 – 15, 2018: Parent-Teacher Conferences. Nov. 16, 2018: PA Day, no school. Nov. 19 – 23, 2018: Bullying Awareness Week. Nov. 21, 2018: Picture re-take day. Dec. 20, 2018: Advent Mass at Nativity of Our Lord Parish.

4.3 Code of Conduct Guidelines: Staff are reviewing and updating the Student Code of Conduct (Appendix A). The expectations will be printed and posted in classrooms and in the main school foyer. A Power Point presentation regarding the TCDSB Progressive Discipline policy is available to all parents upon request to Principal Sherryann Ambrose. A Reflection Room is available to students of the primary grades during recess. Teachers rotate supervision of the room and provide support to students that require behavioural assistance. Parents receive a phone call home when a student has visited the Reflection Room for a third time. Council gave feedback on the draft expectations and discussed concerns with the Progressive Discipline policy offering little safeguards / support for victims of bullying.

4.4 Shoebox Drive: There will be no Shoebox Drive held this year as the focus will be on anti-bullying initiatives / activities. For example, an Empowering Girls Club will be established. Council discussed the importance of imparting in our children the spirit of giving, especially during the Christmas season. The Christmas Hamper Drive will still be completed this year by the school. Shoeboxes can also be donated independently by families wishing to participate directly to the following: Canadian Food for Children Warehouse, 1258 Lakeshore Rd, E. Mississauga, ON, L5E1E9.

5.0 Treasurer’s Report

Treasurer Gina Ricci reported. The Treasurer’s Report was distributed (Appendix B). The opening balance for the CSPC account is $24,712.75. The World’s Finest Chocolate Fundraiser was a great success with a profit of $8,832.14.

6.0 OAPCE Report Co-Chair Cori Stadler reported. OAPCE Rep Jackie Biase was unable to attend the current meeting and thus no OAPCE Report is available at this time.

7.0 PRO Grant Update

Nicole Arsenault reported. As the PRO Grant funding program has been cancelled by the Ontario Government there will be no further PRO Grant updates.

8.0 Parish Report Nicole Arsenault reported. First Communion Catechesis is starting; Group B will be on November 4, 2018 at 10:00 AM and Group A will be on November 25, 2018 at 10:00 AM in the Church Hall. The EDGE program runs every 1st, 3rd, and 5th Friday of the month for children in Grades 6 – 8 at 7:00 – 9:00 PM. Any questions on Youth Ministry programs can be directed to Courtney at [email protected], 416-621-2732 ext. 22.

9.0 Vote to Appoint Member to Fill CSPC Vacancy

Co-Chair Cori Stadler Reported. In light of the 2 available CSPC membership vacancies, Co-Chair Cori Stadler proposed the following motion: Motion: It was moved that the council vote to appoint 2 (two) interested candidates to CSPC membership. Carried Two candidates submitted their names for consideration, including: Nicole Arsenault and Laureen Santos. Following a vote by secret ballot presided over by Principal Sherryann Ambrose and Teacher Representative Claudia Prattinger, the following motion was proposed: Motion: It was moved that Nicole Arsenault and Laureen Santos be appointed to CSPC membership. 10.0 Music Proposal

Principal Sherryann Ambrose reported. Music Teacher Mr. Amadei was unable to attend this evening’s meeting and would like to present the Music Proposal at Meeting #4 on December 5, 2018.

11.0 Portable Air Conditioner Proposal

Secretary Christina Forsyth reported. The Portable Air Conditioner (AC) proposal was distributed to the council for review (Appendix C). According to TCDSB documents, the Board does allow schools with

HVAC systems to run their ACs and allows childcare tenants to purchase and install portable AC units (at the tenants expense; 12,000 BTU maximum limit). Board guidelines for balancing comfort with energy cost efficiency are in place. Preliminary cost estimates for 9 units (to furnish each classroom) would be approximately $6,000. Council discussed alternatives for sourcing the units, for example contacting suppliers directly, contacting retailers directly, discussing connections with the parent community. Council discussed potential installation fees and noted that there should be none as most portable units provide any window fittings for ventilation in the packaging. Principal Sherryann Ambrose will review the proposal and provide feedback on moving the proposal forward to the Board.

12.0 Staff / Petty Cash Revenue Improvement

Bobby Miller Reported. School staff often make requests to the council for funding. To help the school raise more money to help offset the costs for the CSPC the school could add extra dress down days, for example. Principal Sherryann Ambrose indicated added fundraising places greater burden on the parents to contribute money and requires staff to invest significant time to holding fundraisers.

13.0 Unfinished Business From Minutes of Prior Meetings

13.1 CSPC / School Staff Communications: Item deferred.

13.2 Christmas Market Update: Treasurer Gina Ricci reported. All vendors have been selected resulting in $960 profit for table rentals. Vendors will receive invitation cards to distribute to their networks. The contract package is completed and approved and will be given to vendors to be signed. During the evening of December 6, 2018, the first 25 guests will receive “swag bags”. Treasurer Gina Ricci will donate a popcorn station for use and will contact McDonalds to inquire about a hot chocolate donation. A Raffle Donation Letter will be drafted for distribution to potential prize donors. Volunteers are requested to assist with the event which will run from 5:00 – 8:00 PM.

13.3 Potential Cookie Dough Fundraiser: Katrina Delmas reported. Two cookie dough supplier options are available. Option 1 is Terracotta which charges $13 / box with a $5 profit per box. Option 2 would charge $16 / box. The campaign will need to launch ASAP for delivery before the holidays. Nicole Arsenault volunteered to assist Katrina Delmas with this initiative. The following motion was proposed: Motion: It was moved that Terracotta be the supplier for the Cookie Dough Fundraiser. Carried

13.4 Discussion / Decision on CSPC Advent Mass Dinner: Co-Chair Cori Stadler reported.

Advent Mass will be held at Nativity of Our Lord Parish on December 20, 2018 at 7:00 PM. Last year’s Advent Mass Dinner was a great success and it was proposed to hold the dinner again from 5:30 – 6:45 PM in the church hall (350

person capacity). Council discussed gaining access to the church hall at 12:00 PM for set-up. Volunteers will be needed to assist with set-up, serving, and clean up for the event. The following motion was proposed: Motion: It was moved that the CSPC host an Advent Mass Dinner from 5:30 – 6:45 PM at the Nativity of Our Lord Parish Hall to be catered by La Rose Bakery. Carried Council discussed parent voiced concerns that no Christmas Concert will be held again this year, despite community enjoyment of past concerts. Council considered whether a program can be hired to help the students put on a performance for our community, similar to last year’s You’ve Got Dance performances, which were extremely well received. Council will revisit this issue to brainstorm options. UPDATE 11/29/2018: Treasurer Gina Ricci priced out catering options from La Rose Bakery, Palma Pasta and On the Move Catering & Events. The most cost effective / comprehensive package was from On the Move Catering & Events and includes: Veal and Chicken Parmesan or Eggplant Parmesan (vegetarian option), Penne, Mixed Greens, and a Buttered Bun. The CSPC would supply beverages (water / coffee) and dessert (mini cupcake / fruit cup). The cost per person would be $15 for adults and $10 for children. The following motion was proposed via email: Motion: It was moved that the Advent Mass Dinner be catered by On the Move Catering & Events and charge $15 for adults and $10 for children for the meal. 13.5 50th Anniversary Discussion: Teacher Representative Claudia Prattinger reported.

Father Michael will be holding Mass on Saturday, May 4, 2018 at 5:00 PM and will make a dedication to St. Mother Cabrini in honour of the 50th Anniversary celebration. Students may perform a communion song and a closing hymn. The TCDSB will be designing a banner for the event, with feedback from school staff. A flyer will be distributed to invite the community. The 50th Anniversary celebration will precede the Mass and the Board is providing a $500 budget and a photographer. The school halls and gym will be decorated, cake / coffee will be provided in a mix and mingle style, the school choir will perform O’Canada and speeches will be held in the gym. Celebrations will conclude by 4:30 PM to give attendees time to travel to the church. Staff and council discussed the possibility of combining the Annual Fun Fair with the 50th Anniversary celebration, however the timing / schedule of the anniversary are not ideal. The following motion was proposed: Motion: It was moved that the 50th Anniversary Celebration and Fun Fair be organized and held separately. Carried

Spirit wear sales have reached $1,000 and profits will assist in funding the 50th Anniversary Celebration and new area rugs for the primary classes in need (budget: $500). Profits on hoodies is $5.00 and on t-shirts is $5.60. Council inquired whether spirit wear will be sold at other times throughout the year as parents are very interested in purchasing at different times. For example, a spirit wear table could be available during Parent-Teacher Conferences with forms available for parents not on the Cash Online system.

13.6 Movie and Paint Night Date Discussion / Decision: Item deferred due to time constraints.

13.7 Team Uniform Discussion / Decision: Lisa Fernandes reported. Dryfit t-shirts will cost approximately $15 and it is proposed to order them in a red colour to ensure our teams stand out at events. Teacher Representative Claudia Prattinger will forward the contact for spirit wear as they have a screen of the Mother Cabrini Logo available already. More information will follow.

13.8 Astronomy in Action Update: Secretary Christina Forsyth reported.

The Booking Form for this STEM Program is complete, except for 3 – 5 scheduling options. Principal Sherryann Ambrose will check with the teaching staff and school calendar to select some dates.

13.9 Technology Donation Request Update: Secretary Christina Forsyth reported.

Humber College has been waiting for the Donation Request Letter to be submitted by Principal Ambrose on school letterhead since April 2018. The letter has been an Action Item since the CSPC Meeting of May 2, 2018 (Item #10.0). Since that time, Humber College has partnered with Renewed Computer Technology (RTC), and all technology requests must be made through this program. The RTC program does not provide any of the technology our school was in most need of. With our school being so small and receiving minimal Board funding it is critical that opportunities for donation requests be giving high priority by our school so that we do not miss out on significant benefits.

14.0 Matters Arising During the Current Meeting

14.1 Toronto Public Health Program Offerings: Toronto Public Health Nurse Beth Baker reported.

The Public Health Nurse serves 16 schools, including Mother Cabrini Catholic School, and is able to offer several complementary Public Health Programs as follows:

• Kids Have Stress Too: parents of children aged 4 – 9 years are given resources, strategies and toolkits to deal with common stressors. Either 1 or 2 sessions (total time 1.5 – 2 hours) can be held for 10 – 12 families maximum. The sessions focus on age appropriate case scenarios and interactive small group learning. Please see Appendix D for more information.

• At Home Alone: parents and children (approximately 10 – 14 years of age) attend this workshop together to learn how children can be at home alone safely. The session lasts 1.5 hours and can accommodate 10 – 12 families maximum and snacks will be provided. Two separate workshops can be held if there is significant interest. Sessions are also available at Elmbrook Library. Please see Appendix E for more information.

The following motion was proposed: Motion: It was moved that the Kids Have Stress Too program be held on January 24, 2019 from 6:00 – 8:00 PM and that the At Home Alone sessions be scheduled for April 25, 2019 and May 23, 2019 from 6:00 – 8:00 PM. Carried The Peer Leadership Program will be held again this school year. Grade 7 – 8 students lead several engaging activities focused on mental well-being during Mental Health Week. Peer Leaders received participation certificates, a pizza party, prizes throughout the week ($100 value total), and movie passes. A school staff representative is required to assist.

14.2 Dress Down Day Procedures: Lisa Fernandes reported. II. EXECUTIVE SUMMARY

The Mother Cabrini Catholic School Parent Council (CSPC) proposes to fund the purchase, installation, and a portion of the energy costs of Portable Air Conditioning (PAC) units to reduce the risks of heat-related illness and facilitate the comfort level and educational performance of students during hot weather conditions in the cooling season (May, June, September). The units will be activated when outdoor humidex readings of ³ 30°C are reported by the Weather Network during the cooling season and will reduce student occupied classroom temperatures to 25°C. Nine PAC units are estimated to cost approximately $6,000 and funding has already been obtained by the CSPC.

III. BACKGROUND

Heat-related illnesses, such as heat exhaustion or heat stroke, are caused by a variety of factors including air quality (e.g., temperature, humidity levels), dehydration, and physical activity; the very young are particularly vulnerable to heat-related illnesses (Centers for Disease Control and Prevention, 2017). A recent 13 year longitudinal study, assessing 10 million students test scores, found a correlation between educational performance decline and hot weather conditions at temperatures exceeding 23°C (Goodman, Hurwitz, Park, & Smith, 2018). Performance declines were particularly problematic at temperatures exceeding approximately 29°C. Notably, this study found that access to air conditioning substantially mitigates the effects of heat on the academic achievement of students. Toronto Public Health monitors the Heat Health Alert System for hot weather conditions annually from May 15 to September 30 to alert those at risk for heat-related illnesses of present conditions requiring extra precautions (City of Toronto, a). Heat warnings are issued when hot weather conditions are forecasted to continue for 2 days (3+ days for extended heat warnings) (City of Toronto, b). The following chart, based on Heat Warning Statistics (City of Toronto, a), summarizes the number of heat warnings issued for Toronto over the past five years including a breakdown of the number of issued warnings during each school year. From 2014 to 2018, Public Health declared 38 Heat Alerts (32% of which were during the school year) and 20 Extended Heat Alerts (20% of which were during the school year).

While Heat / Extended Heat Alerts are triggured during periods where high humidex readings are forcasted to continue over a number of days, humidex readings greater than 30°C are defined by Environment Canada to produce discomfort as well and could occur on a single day. The following table illustrates the comfort levels associated with various humidex ratings (Government of Canada, 2018):

The Toronto Catholic District School Board (TCDSB) maintains a Standard Operating Procedure (SOP) for Hot Weather which details the implementation of several control measures when a Heat Warning or Extended Heat Warning are declared (Toronto Catholic District School Board, 2016). Some strategies include reminding students to stay hydrated, encouraging the use of fans near open windows, and rotating students to cooling stations where available. In schools where Heating, Ventilation and Air Conditioning (HVAC) systems are availale, those systems are utilized to assist in the cooling of schools. In 2017 it was reported that approximately 139

TCDSB schools have mechanical ventilation systems (Toronto District Catholic School Board, 2017a). In 2012 the TDCSB still supported the funding and installation of HVAC systems in some schools (de Quintal, 2012). The TCDSB’s 2013 Energy Management Plan contains a SOP for temperatures of occupied spaces to be maintained at 25°C by air conditioning systems during the cooling seasons (Toronto District Catholic School Board, 2017b). Furthermore, the TCDSB permits childcare tenants to furnish and cover partial energy costs of PAC units (between 7,000 to 12,000 BTU) during the months of July and August (Toronto District Catholic School Board, 2017b). In a 2017 evaluation of the TCDSB Hot Weather SOP, 36% of responding stakeholders recommended the use of PAC units to assist in the management of hot weather conditions (Toronto District Catholic School Board, 2017b). The Elementary Teachers’ (TECT) Joint Health and Safety Committee recommended cooling measures be taken when the humidex reading is ³ 35°C to combat the risk of heat-related illness (Toronto District Catholic School Board, 2017b).

IV. SUMMARY

While there are TCDSB guidelines in place for responding to hot weather conditions, some Catholic Schools have the benefit of HVAC systems with further guidelines for balancing occupant comfort and energy conservation using these systems. The use of fans situated by open windows is permitted by the TDCSB. The TCDSB also permits the use of PAC units during the cooling season by childcare tenants, provided the cost of the unit, installation, and nominal fees to offset the cost of electrical consumption be covered by the tenant. At Mother Cabrini Catholic School, some fans have been donated by the parent community. However, air quality remains a concern, in that the function of a fan is to move air more rapidly over skin to produce a cooling effect; whereas an AC unit lowers the air temperature to more tolerable levels. The Mother Cabrini CSPC proposes to allocate profits from recent fundraising efforts towards the purchase of 9 free-standing PAC units for each classroom. The units will be run during the cooling season (May, June, September) according to TCDSB Energy Management Plan SOP (i.e., occupied student classrooms will have a temperature maintained at 25°C). To help balance comfort and energy conservation, the units will be utilized when humidex readings are reported by the Weather Network to be ³ 30°C.

We do not expect that a PAC unit will be run continuously over 6 hours during the entire cooling season. However, for our estimation purposes, for a single PAC unit (12,000 BTU), the estimated cost to continually run the unit for a full day may range between $77.62 (used only on days where a humidex reading is ³ 30°C) to $182.95 (used continuously on weekdays throughout May, June, and September). For 9 units, the energy consumption costs could range between $698.58 (28 days) to $1646.55 (66 weekdays) per annum.

VII. CSPC REQUEST

The Mother Cabrini CSPC respectfully requests that the TDCSB approve the proposal to use funds raised and allocated (budget: $XX) for the purchase of 9 free-standing Portable Air Conditioning units to be placed in main student occupied classrooms. The units will be turned on during the cooling season (May, June, September) when humidex readings reach ³ 30°C and student occupied classrooms will have temperatures maintained at 25°C during these hot weather conditions.
