MOT-GMRRT South PID 103249 The Miami Conservancy District (MCD) proposes to resurface the Great Miami River Recreation Trail from the Montgomery/Warren County Line to Linden Avenue, in the City of Miamisburg and Miami Township, Montgomery County. The project involves milling the top one inch of existing asphalt surface from approximately 4.3 miles of existing paved trail. The existing trail ranges from eight feet to ten feet wide. A tack coat and overlay of one inch of new asphalt will be applied to the entire length of the project. The project is necessary to restore a smooth and safe trail surface. Due to the age and wearing, the existing surface has cracking and asphalt deterioration. The project will begin at the Montgomery-Warren county line, the southernmost boundary of ODOT District 7. The project will follow the continuous trail to Linden Avenue in Miamisburg, the northern terminus point. The section of GMRRT north of Linden Avenue in Miamisburg immediately past the project limit was milled and resurfaced in 2014 (MOT-Great Miami River Recreation Trail Resurfacing, PID 95932) and is in good condition. The project will occur within the existing public right-of-way of the trail and no new right-of- way acquisition will be required. The project will not affect any existing utilities and will not require any temporary or permanent utility relocation. The project will not require any ditch work or pipe work. The project will not require any tree removals. Portions of the project are located within the designated special flood hazard area and designated floodway associated with the Great Miami River. The Engineer of Record has documented that the project will result in “no rise” of the base flood elevation. The trail crosses three trail bridges within the project limits: MIA-GMRRT-1.32 across Crains Run, MIA-GMRRT-1.57 across Shephards Run, and MSB-GMRRT-2.42 across M&E Canal Ditch. The Montgomery County Engineer’s office inspected all three bridges in November 2014. The safety railing at all three bridges has been replaced in recent years. The milling and resurfacing project does not include any bridge or railing work. The project includes milling and resurfacing the trail where it passes through two public parks Crains Run Nature Park (Miami Township) and Rice Field (City of Miamisburg). MCD maintains the GMRRT in both parks. The trail connection in both parks will be maintained during and after the project. MCD will work with the Township and City to utilize existing park roads and trails as part of the construction detours. The trail, Rice Field, and Crains Run Nature are recognized Section 4(f) resources; the proposed resurfacing activity is not considered a “use” of these resources. In July, 2016, the City of Miamisburg replaced the ADA curb ramps at the north terminus of the project at Linden Avenue and directly across Linden Avenue where the GMRRT continues northward. The trail does not connect to any other public street within the project limits.

During resurfacing, the affected segments of the GMRRT will be detoured. MCD will provide

signed detours on public roadways or paved public access roads. MCD will communicate these

detours through www.miamivalleytrails.org, www.mcdwater.org, the MCD Twitter account and

other appropriate social media.

Based on US Census data, within the project area, minorities represent 10% of the population

and individuals in poverty represent 11% of the population.

The project will be constructed with federal (Transportation Enhancement) and local funding.

Currently, the project is expected to award in March 2017.
