Pursuance to the O.M. dated 18.2.2016 (copy enclosed) from CCA, M/o MSME, allconcemed Division are requested to seek approval of Secretary of MSME through AS&DC(MSME) under intimation to this Division before seeking the approval of CCA forrelaxation of expenditure of 33% and 15% in the last quarter and in the last month of currentfinancial year respectively, if applicable to their schemes latest by today 23.02.2016.

2. A copy of the Credit Guarantee Scheme is enclosed as an illustration. Funds ifproposed to be surrendered during the financial year, may also be indicated.

3. This issues with the approval of ADC(AK).

It was informed that relaxation of 33% ceiling in the last quarter and 15% in thelast month is required under Performance and Credit Rating scheme, MarketingAssistance Scheme, International Cooperation Scheme and Assistance to TrainingInstitutions. The Programme division will immediately send the proposal forrelaxation for onward transmission to Ministry of Finance. It was informed further bythe Programme Division that they have sent proposal of Rs. 13.73 crore to IFW underAssistance to Training Institutions. The IFW will be expeditiously examining the same.Secretary MSME asked about the remaining proposals and directed the ProgrammeDivision to expedite processing of the same. Further, he directed that the progressunder Performance and Credit Rating Scheme needs to be reviewed and matter takenup with NSIC for expeditious action. Secretary MSME also directed that action plan forex-penditure under International Cooperation scheme also needs to be prepared.

It was brought out that they had spent only 233.25 crore up to December, 2015as against their RE of 345 crore under Quality of Technology Support Institution & Programme. Theywould require the relaxation for expenditure in the last month as their eA=penditllIe till17.2.2016 was still 234.93 crore.Further, Secretary MSME desired that process ofproposals be expedited by DC Office. Under the scheme Promotional ServiceInstitution Programme, the expenditure till December, 2015 was only 20.55 crore as

JS, ARI "vas asked to send the ()proposal for augmentation of funds under India Innovation Entrepreneurship andAgro Industry Fund from the savin~ ot the scheme of Office of DC na..rnelvIndiainclusive Fund to the tune of Rs. 20 lakhs. Further, JS(ARI) committed to spendingunder Khadi Grant, Village Industries Grant, ISEC for Khadi and Polyvastra , IndiaInnovation a..T1dEntrepreneurship and Agro Industries Fund, MGIRI, Coir Industry andSFURTI.

JS (ARI) informed that he would be surrendering the balance funds underKhadi Reform and Development Programme (KRDP).
