A special meeting was called to consider a Resolution of Sponsorship for Community Development Block Grants for the Lessard Addition Expansion Project and for the Third Street Lift Station Replacement Project.

On unanimous roll call vote a Resolution of Sponsorship for the Third Street Lift Station Replacement Project was adopted.

On unanimous roll call vote a Resolution of Sponsorship for Lessard Addition Expansion Project was adopted, whereby the meeting was adjourned.

Unofficial & condensed record of the minutes of a regular meeting of the City Council of the City of Minto, Walsh County, North Dakota, held on October 11, 2021 at 12:00 PM.

Mayor L. Jamieson called the meeting to order and the pledge was recited. All council members were present. A quorum was established.

Open petitions from public:

Danny Slominski appeared to discuss his curb stop repair bill. Mr. Slominski presented an offer. M-Narloch to accept the offer, S-Sitzer, carried.

Heather Narloch appeared to discuss installing a new skating rink. The city will examine alternative funding options.

Minutes from the meeting held on September 13, 2021were submitted for approval. M-Shutt to approve minutes, S-Narloch, carried.

Committee reports were given:• Streets, Grounds & Lights-Mr. Shutt

discussed meter change out progress• Animal Warden-One letter will be sent for

an unleashed dog.• Planning & Zoning-M-Narloch to approve

one building permit, S-Kelley, carried.

Walsh County Public Health was contacted about a property in town that may be a health hazard.

M-Shutt, S-Kelley to reapply the sewer special assessment to Lot 15 and part of Lot 16, Block 16 OT, M-carried.

A resident that asked to connect 2 buildings to the same water & sewer source was denied.

Mrs. Shutt discussed the premium increase on the city’s State Fire & Tornado policy.

New housing development placement was discussed. Mr. Shutt will contact AE2S to outline plans for each.

Council agreed to adopt property tax exemption resolutions for new homes and home remodels. M-Narloch, S-Sitzer to adopt a two-year exemption for new homes up to $150,000.00. M-carried. M-Sitzer to adopt a three-year tax exemption for remodels on homes 25 years or older up to $150,000.00, S-Kelley. M-carried.

Starting January 1, 2022, any resident with a personal dumpster will be billed the small dumpster rate of $36.00/month. A letter will be sent to these residents outlining their options.

There being no further business, M-Narloch, S-Kelley, and carried, the meeting was adjourned at 1:55 PM. The next regular meeting will take place Monday, November 8, 2021 at 12 PM.
