1. Introduction There is no exact definition for integrated innovative planning approaches, because innovative
approaches often are very strongly fitted to local framework conditions or have their source in specific
local needs.
For MORECO they are defined as effective planning approaches which especially combine settlement
and transport development and/or mobility aspects. These approaches often involve a lot of different
(unusual) strategies, tools and stakeholders to solve local problems. They also can be research
activities or projects which can lead to a more sustainable settlement and transport development.
The main focus of this Good Practice Collection lies on the following two categories
Integrative (planning + mobility) practice
Decision making practice
because they are the most important for the MORECO issues.

The following good practices are important for the further MORECO work progress because of their
suitability to adapt components of these different strategies and approaches.
These examples are very different but one can derive simple principles for the practice like for
example:
Consideration of all relevant aspects during the planning and decision phases
Involvement of all affected stakeholders
Retention of transparency
Demonstration of difficult aspects with simple graphics
And the most important fact:
Consideration of the people which are affected and their future!

The aim of Bahn.Ville2 is to develop innovative concepts of a railway-
oriented combination of settlement and transport development. Strategies,
methods and processes should have been created to support decision
making processes and to support local stakeholders.

The project foundation was an international cooperation of research and
municipal practice. It was based on three project components: The
strategically framework, the exemplary realisation (out of the framework)
and the evaluation. These components were supported by the use of
innovative tools (accessibility tool).

The results show how local actions can improve the attractiveness and the
success of a railway-oriented settlement development.

Analysis and assessment of the reachability for existing and potential cross-
border (Salzburg / Bavaria) S-Bahn tracks with particular regard to the
potential development of residential sites
Brief presentation of

In the GIS based analysis and assessment of S-Bahn tracks and stations
aspects of traffic and spatial planning integratively are taken into account.
These analyses form an important basis for stronger synergies between an
integrative traffic and spatial planning. Within the framework of the project
several authorities and administrations from various departments in Bavaria
and Salzburg (spatial planning, traffic planning, public transport
management, public transport association) are integrated.

content
The enhancement of public transport services along existing and future
population centres (residential areas) is essential for a sustainable and
traffic limited spatial development. For the spatial assessment of public
transport tracks and stops as well as residential sites a GIS based
methodology was designed in this study that might be of interest for
MORECO too.

The issues and objectives of this survey are to make photography of trips made by residents of a given perimeter, a weekday. The main objectives of this survey are:
Know the practices of population displacement on a scale adapted to
the reality of their daily behaviour;
Have a comprehensive database and shared to feed partnerships
between communities and help to ameliorate their policies;
Have a baseline and measure future changes;
Adapt the transport policies based on these developments;
Measure the effects of transport policies

integrative practice
The governance of this survey is based on a diversified public partnership: Towns, Departments, Cross Communities, Region, French State… Surveys cover a representative sample of population and are handdled thanks to interviews face-to-face at home. All household members aged 5 years and older, are interviewed individually. All movements of the day are identified and described precisely: duration, pattern, etc. Only working days are concerned and all modes are studied: walking, motorbikes, transport, private car etc.

The approach helps to understand householders’ mobility behaviour, and to know how the territory is lived by its population. It may help for future public policies, or future great projects such as transportation infrastructures, or residential areas.

An “association of associations” of inhabitants representative of different
urban and rural parts of the territory asked the authority responsible for the
SCOT (cf. sheet 4.8.3) of the Grenoble urban area (3640 km2, 271 cities,
730.000 inhabitants) to be identified as a mediator between on one hand
local councilors and professionals and on the other hand inhabitants and
local participative groups. The goal is both to animate a “bottom up”
diagnostic and to popularize urban studies and visions of future produced
by professionals.

This “meta-association” works on three levels :
1) Federate the various associations of inhabitants already existing in the
rural, periurban and urban parts of the territory in order to gather and
to confront issues and representations
2) Stimulate and animate reflexive and collaborative processes on

3) Develop pedagogical methods and publications in order to make the
experts’ productions explicit.

This association developed a kind of “mid level” territorial expertise,
especially on issues like mobility, housing and public services. Thus, it tries
to become and stay a kind of interface stake-holder between “basic
inhabitants” and local councilors and territory professionals.

In the very fragmented French political and territorial context, questions of
mobility and urbanization at metropolitan or regional scale tend to
emphasize the issue of inhabitants implication. Some of them cannot be
represented through or towards a unique and visible framework, that’s why
it is so necessary to invent original channels and methods.
