ea. Kevin studied Environmental Biology at Humboldt

State University in California. He is an energy broker in

Texas Hill Country is planned.

I have been a Montpelier resident for 23 years and real-ly enjoy the community and residents. I have been on the board since 2009, served as Pool Committee Chair-person and Facilities Chairperson and was league rep-resentative for the Marlins Swim Team.

12608 Cedarbrook Lane 301 776-5008 I grew up in Montpelier, attended the neighborhood schools, graduated from Virginia Tech and spent 30 years in the United States Army. After leading organi-zations from 45 to 1800 people in the Corps of Engi-neers and managing budgets over a million dollars, I feel I have the experience to be a member of the Board of Trustees. I have served in many professional organ-izations and was involved in the “Community Watch” program in my neighborhood in North Carolina. I have served on the MCA Board for the past 6 years and have been actively involved in the pool, socials, common grounds, swim team, and the proper use of the capital reserve funds. I believe in truth, transparency, good stewardship of our resources, and the friendly inclusion of all community members’ ideas. These qualities are vital to the sound governance of our neighborhood. The common grounds are a valuable asset to each homeowner, in addition to providing wholesome family recreation, and must be maintained to the highest standards. I will work to keep the lines of communication open to protect the lifestyle of our unique neighborhood. I currently live in the same house that my parents bought in 1967.

Patricia Douville

Montpelier since 1996, however I grew up here from 1967-1984. I currently am employed at St. Vincent Pallotti High School in Laurel where I've taught math for 21 years. I was elected to the MCA Board of Trus-tees the last six years and I also served on the Board several years ago. I served on the Board of Directors for the Settler's Landing Homeowner's Association for several years. I was an active volunteer on the Mont-pelier Swim Team from 1997-2006. Now I wish to contribute my time to our neighborhood in a different capacity. I am interested in pool operations and social events.

Lillian Fazio

8716 Crystal Rock Lane 301 776-3267 My name is Lillian R. Fazio. I am an original home-owner. I have been your Treasurer for the past six years. I was also Treasurer from 1985 to 1996. At this point, I feel very comfortable in handling the finances of the community. I believe Montpelier is a wonderful place to live. I would like to keep it that way by taking care of prob-lems as they arise. I believe in using our Reserve Funds for the upkeep and beautification of the common grounds. However, I also feel we must be prudent in the amount of Reserve we spend so we do not deplete ourselves in the event an emergency arises. I am very much in favor of using legal assistance in order to col-lect past due assessments. I am also a tennis player and will actively work to keep the courts attractive.

The specific MCA Board functions of most interest to me are Facilities/Grounds Maintenance, Pool Operations and Security.

8711 Crestmont Lane 916 712-1731 My family has enjoyed living in Montpelier for eight years. I believe the homeowner is the important person and we must do what needs to be done to allow the home-owner to create their home as they see fit. The HOA is not to stop the homeowner, but to help homeowners do projects that are safe and pleasing to everyone. I will make sure that money spent from our HOA funds is nec-essary and well-planned. I would like to see the pool area improved for small children by adding more modern, water park-like equipment. As a member of the board, I provide email communication between all the homes, and train and find moderators to keep communication flow-ing. I am also interested in Security.

9307 Montpelier Drive 301 325-0497 I have lived in Montpelier for 13 years. I serve as MCA Vice-President (2009-2015) and I am also a member of the ACC Committee (2008-2015). I would like the op-portunity to serve a another term on the Board of Trus-tees.

Richard Mason

8900 Orwood Lane 301 346-6250 I am honored to be Chairman of the MCA Security Committee for the past four years and Chairman of the Traffic Committee the past two years. My wife, Emily, and I have lived in Montpelier for 40 years. We raised two boys here, and thoroughly enjoy living in the Mont-pelier Community. I have a keen interest in keeping our community safe, so have served on the Security Com-mittee for over ten years. I have developed a good working relationship with the Prince George’s County Community Police officers and graduated from the Prince George’s County Citizens Police Academy. I am also an active member of the Prince George’s County Citizens Advisory Council. My goals are to prevent crime and keep our community safe. As Traffic Chair-man, I will make sure our traffic and roads are safe and maintained properly. I have developed excellent working relationships with the County elected officials and Coun-ty Dept. of Public Works and Transportation Managers. I would like the opportunity to serve another term on the MCA Board of Trustees.

Jean Sorrentino

12227 Valerie Lane 301 776-3650 I have lived in Montpelier for 46 years and have enjoyed being a Trustee for the past three years. My career was in early childhood education-teaching and directing nursery school, teaching kindergarten for the Prince George’s County Public Schools, and finally working for the Mary-land State Department of Education as an Accreditation Specialist evaluating private nursery schools and kinder-gartens for approval by the State. I have enjoyed the social gatherings on the common grounds and pool and have provided my assistance whenever it was needed! Specific board functions that interest me are Communications and Social Activities.

President R. Derrick called the meeting to order at 2:05 PM. There was a quorum to conduct business. President Derrick introduced the current members of the Board, noting the years that they moved into Montpelier.

Secretary’s Report: Patricia Douville

The 2013 Annual Meeting Minutes were distributed to all present. After a review and amendment, Ms. Hull made a motion to accept the amended minutes. The motion was seconded and passed unanimously.

President’s Report: Robert Derrick

• President Robert Derrick reported that the past year was a light year in terms of construction, maintenance and repair for the Board as compared with the past several years.

• The planters in the parking lot were upgraded and the dead trees will be replaced through the landscaper’s war-ranty.

• Tile was installed into the showers in the bath house at the pool.

• New playground equipment has been ordered. There will be four new items installed in the play area and a tether ball (donated by the company) will be installed near the volleyball court. Black tire mulch will be added.

• The board took bids for white coating of the pool, but it is holding up well so we will wait another year. As we have about six layers of white coat, it will have to be removed to the liner which will be quite a big undertaking (estimates are $130,000 -$160,000). Ideally, the removal of the old layers would be done in the Fall and the white coating could be done in the Spring, well before the pool opens.

• The Health Department commented on cracks in the concrete in the main deck and recommended either a seal or replacement. Several bad areas are being replaced starting this Fall.

• President Derrick thanked Gloria Hynes and Lillian Fazio, who have planted and weeded around the pool area.

Financial Report: Lillian Fazio

• Trustee Fazio distributed copies of the Balance Sheet, Profit and Loss statement and a proposed budget.

• The proposed budget includes an increase for grounds maintenance and pool management due to higher minimum

wage requirements and the new rain tax adds about $1,000 to yearly expenses. The tax is based on the impervi-

ous surface area (i.e., parking lot, pool and courts). • There is currently $130,000 in reserve and $70,000 in savings/checking. After all bills are paid at the end of the

year, Trustee Fazio expects to be able to add another $50,000 to the reserve account.

• The MCA books have been reviewed by our accountant for year 2012 and he has 2013 which is expected soon.

• Six homeowners have not paid assessments for several years and owe approximately $9,000. About $3,000 was written off due to foreclosures. Trustee Fazio thanked everyone who pays the assessment on time.

Committee Reports

ACCC Committee: Michael Boddie, Chairperson

• President Derrick thanked Mr. Boddie for serving as chairman of the ACCC.

• Mr. Boddie thanked the volunteer members of the committee and encouraged MCA members to join the commit-tee.

• A member asked about clothes line use in Montpelier. According to the covenants, members can hang clothes on a removable line, less than 7 feet tall, outside any day, but holidays and Sundays.

Security Committee: Richard Mason, Chairperson

Trustee Mason thanked Nancy Stakem and Sean Beaver for their help and thanked the County Police Department.

Montpelier Pool September 28, 2014

The 2014 Annual Meeting Minutes below are a draft. Members should review the minutes so that they can be approved at the Annual Membership Meeting, Sunday, September 27.

Trustee Mason encouraged the membership to get to know your neighbors as one of the best ways to keep Montpelier safe and secure.

Traffic Committee: Richard Mason, Chairperson

• Trustee Mason thanked Sean Beaver, Colleen Elliker and Gloria Hynes for their help.

• A member asked why there is a speed camera on Montpelier Drive, because there is no school in the area any longer. Trustee Mason will look into it, but reminded everyone if they obey the speed limit, they won’t have to pay the fine.

Social Committee: Patricia Douville, Chairperson

The Fall Festival will be October 25 and includes hay rides, trunk or treat, and cake walk. Other events this year included the Holiday Light Contest, Easter Egg Hunt in March, Pot Lucks at the Pool for Memorial Day, July 4, and Labor Day, Wednesday Pizza at the Pool, and Dog Swim Day. Thank you to Mark Middle-busher and Philipe Arzayus for organizing the annual Montpelier 5K.

Tennis Committee: Lillian Fazio, Chairperson

The courts were resurfaced in 2012 and courts 3 and 4 have developed cracks. We purchased a warranty, but the company has put off the repairs. A complaint was made to the Better Business Bureau.

Welcoming Committee: Gloria Hynes, Chairper-son Trustee Derrick thanked Gloria Hynes and Mrs. Mason for continuing the visits to newcomers in the neighbor-hood.

Elections Committee: Lynne Collman, Chairperson

Sue Thompson and Gina Hong announced the close of voting and confirmed there was a quorum. The 2015 board elected are: P. Buehler, B. Derrick, P. Douville, L. Fazio, J. Keating, R. Mason, and J. Sorrentino.

Swim Team Committee: Lynne Collman, Chairper-

son (absent)

Ms. Thompson presented Ms. Collman’s report. The Marlins moved into Division C this year. We hosted Divisionals again this year and received many compli-ments about our pool. She also thanked the Marlin parent volunteers.

Old Business:

Ms. Hynes reported on the suggestion to install three benches to the path which members could sponsor and have dedicated. They would cost $1,050 (delivered) and could be installed by volunteers.

GUEST SPEAKERS:

Mary Lehman, Prince George’s County Council.

• Ms. Lehman sponsored a bill to increase the retire-

ment for volunteer firefighters after 25 years of ser-vice. It has not been increased in 14 years ($225 monthly). Her bill increases it to $450 a month (equal to cost of living increases over the past 14 years). The hearing will be in October.

• She addressed the Laurel Library delays. It will be the first “green” library in the county.

• The county has 1900 miles of county roads and ap-proximately 10 million is budgeted a year which amounts to approximately 1 million dollars per dis-trict or 20 miles resurfaced per year. Eastgate Lane is on the list.

• Ms. Lehman recommended Montpelier Drive for the Green Street program.

• Residents were encouraged to sign up for her online newsletter.

Wayne Lucas, Architect, Prince George’s County

Public Works and Patricia Valentine, Neighbor-

hood Design Program

Ms. Hynes introduced Wayne Lucas and Patricia Val-entine to speak on the Right Tree, Right Place Pro-gram. The program to replace the Bradford Pear Trees started in Montpelier about 4 years ago and 900 trees were planted and about 600 trees were removed. The trees are grafted and are weak and prone to breaking. Community support is needed to get Montpelier back in the program.

Officer Jason Wilson, Prince George’s County

COPS Unit

Trustee Mason introduced Officer Wilson. Tips were given to protect your property such as locking cars and doors, improving outside lighting, and calling the po-lice if you see something that doesn’t look right. Resi-dents were invited to attend a Neighborhood Watch Program scheduled for next Tuesday.

COMMENTS FROM MEMBERS:

A complaint was raised about the delays in the Cedar-brook/Muirkirk/Odell realignment. Trustee Mason explained that utility relocation has created problems, including a 36 inch water main and fiber optic lines. It should start this Fall.

There being no additional business, a motion was made, seconded, and passed unanimously to adjourn at 4:23 pm.

The minutes of the May 2015 board mee�ng were re-

viewed. Trustee Kea�ng made a mo�on to accept the

minutes. Trustee Mason seconded the mo�on and it

passed unanimously.

Treasurer’s Report: Lillian Fazio

• Trustee Fazio prepared the monthly statements

which were distributed.

• Trustee Fazio reported that $772 was donated to the

Swim Team with the assessments this year and

$1,413 was donated to the Benevolent Fund. The

Swim Team dona�ons were sent to Ms. Spitza, the

Swim Team treasurer and the Benevolent Fund dona-

�ons were transferred to the Benevolent Fund ac-

count.

• There are 26 unpaid assessments, which is the same

number as last year at this �me. $4,200 was collect-

ed last month on long term delinquents.

ACCC Commi@ee: Michael Boddie, Chairperson

• Mr. Boddie reported that the ACC has had success

contac�ng management companies responsible for

vacant houses and will con�nue to keep on them to

maintain these proper�es.

• The recent li�ga�on ended in favor of defendants

MCA and the homeowner who owns the fence. Trus-

tee Derrick thanked Mr. Boddie for represen�ng the

ACCC in this li�ga�on and for his service to the com-

munity. Mr. Boddie was dismayed with the thought of

con�nued li�ga�on. Plain�ffs have appealed, but this

will only involve the lawyers and will be argued in

front of a three judge panel if it con�nues.

• Mr. Beaver compiled a list of 212 vendors for the

website which will be useful for members to use for a

referral list.

• Trustee Gimbert reported that the company sent the

wrong top for the shade structure, but a new one is on

its way.

• Trustees Buehler and Gimbert are working on the in-

field dragging.

Pool Commi@ee: Mary Derrick, Chairperson (absent)

• There is a small leak which appears to be from a gas-

ket which will be repaired by Lighthouse.

• The baby pool leak may be fixed or at least it is not

leaking as fast as it was. It is difficult to gauge how

much water is lost to evapora�on versus a leak.

• The baby ducks hatched and have disappeared on

their own.

• The Memorial Day Potluck had about 200 a2endees.

Trustee Douville thanked everyone for their help.

• The 4th of July is on a Saturday and Trustee Douville

is considering doing the potluck on the 5th Par�ci-

pa�on is not usually as good on Saturdays because

there are so many other places and things to do.

• Pizza at the Pool starts on June 17. Volunteers and

coordinator are needed because there are a few

dates that Trustee Douville won't be available to or-

ganize the dinner.

• Water aerobics started. Monday and Thursday, $5,

7:00-7:50 pm.

Security Commi@ee: Richard Mason, Chairperson

• There were a couple of nuisance incidents on Silver-

birch involving silly string and broken bo2les.

• Police are inves�ga�ng a report of drug sales in the

neighborhood.

• Trustee Mason would like to organize a child and adult

id program for the neighborhood.

• Police Night Out will be August. Volunteers are need-

ed and appreciated.

• The Sheriff’s presented a program at the last Cops

Coffee. They are proud of their child welfare pro-

grams. They would like to organize a bike ride in the

neighborhood if there is any interest.

• Mr. Beaver is working closely with Dianne Harris, on

the Residen�al Permit Parking Program Administra-

tor and the ini�al mee�ng should be set up soon.

• Corporal Wilson has been �cke�ng speeders on

Montpelier Drive two or three �mes a week.

• Russell Carroll is scheduling a mee�ng with engineers

on the Montpelier Drive Project. Trustee Mason and

Derrick will also a2end.

OLD BUSINESS:

• Trustee Derrick spoke with Pat Valen�ne about the

Bradford Pear Tree Replacement Program. Due to

budget problems and problems with insects killing

some of the new trees, the survey and marking of

trees might not be done this year or it might only be

completed on one street. We should iden�fy which

streets are a priority.

• Mr. Middlebusher presented details on the upcoming

3rd annual 5K. It will be Saturday, August 5. Early reg-

istra�on will start July 4th. He has approval from

MNCPPC and the police have commi2ed. He would

like to discuss a post race party. Trustee Mason will

speak with the Project Manager about the WSSC work

and any possible conflicts that might arise at that �me.

They have decided not to do t shirts this year as it will

double the cost of registra�on. Early registra�on will

be available at the pool and website. Mr. Middlebush-

er presented the budget for the race. Trustee Douville

made a mo�on to accept the budget. Trustee Kea�ng

seconded the mo�on and it passed unanimously. A

sugges�on was made to use chalk rather than paint to

mark the course.

NEW BUSINESS:

• Ma2hew Collman, a boy scout in Troop 1250, present-

ed his proposed Eagle Scout Project. He would like to

set up three new benches in the playground area and

move one of the old benches which sits on a hill and is

sinking. He would also set up a new picnic table. He

would like to set up an ebay page to get dona�ons for

memorial plaques for the benches. They will be made

from a trex-like material and he es�mates the total

cost to be $2,900 (benches $570 each, picnic table

$900, extras $290). An ar�cle will be put in the news-

le2er. Trustee Kea�ng asked Ma2hew to create a line

item to replace all the benches with trex materials.

Trustee Kea�ng made a mo�on to accept the plan.

Trustee Sorren�no seconded the mo�on and it passed

unanimously. The project should start some�me in

September or October.

• Trustee Douville reported that the upper por�on of a

tree behind the flag pole is dead. There is another tree

near the tennis courts at Briardale that should be re-

moved.

• Complaints about solicitors were discussed. The MCA

has never given permission to any solicitors to canvas

the neighborhood and the signs at the entrances to

the community state that permission is required. If a

solicitor won’t leave aKer being told to go, call the

police.

The next board mee�ng will be held on Tuesday, July 14,

2015 at 7:00 PM at Deerfield Recrea�on Center, pre-

school room. The mo�on was made and seconded to

• Two new issues had come up since the mee�ng: a

complaint about the WSSC leaving old pipes and grav-

el in the vicinity of Royal Ridge and Ivystone Lanes

and a couple of houses needing a2en�on on Pleasant

Court. Homeowners should call the Project Manager

regarding any issues with the WSSC Project whose

phone number is on the signs posted in the neighbor-

hood. Michael Boddie was going to call the person

with this informa�on.

washed out in some of the torren�al rains lately. A

pipe to deflect the runoff may be needed as well as

fying them of the viola�ons. S. Beaver seconded the

8713 Oxwell Lane –Complaint received regarding deterio-

ra�ng condi�ons at the vacant house. Owner is de-

ceased and family plans to sell the house as soon as

estate ma2ers are se2led. Monitor.

12226 Valerie Lane – The homeowner presented an ap-

proval request to replace a small deck behind his

house with a larger deck, using Trex material, with no

change in height. J. Kea�ng made a mo�on to ap-

prove the request and B. Dennis seconded the mo-

�on. It passed unanimously.

Homeowner requested clarifica�on on rules for a day

care. Approval will be granted when homeowner pre-

sents the ACCC with a notarized statement that all

state/county requirements, including insurance re-

quirements, have been met.

A complaint was made about a dead tree along Briardale

Lane, near the tennis courts and Barclay . It appears

to be on county property and they will be no�fied.

Approved online:

12306 Mt. Pleasant – Approval granted for a 4 K. picket

fence (white) to enclose the back yard and for replac-

ing a 10x12 shed. Shed will match the house (beige

and white). (Unanimous.)

NOTIFICATION:

8709 Crestmont Lane – The gray roof will be replaced

with black, architectural shingles.

12405 Silverbirch Lane – Tenants will have a PODS unit

for a week in June.

9307 Montpelier Drive – There will be a dumpster in the

driveway for 3 weeks. Homeowner is also installing an

8 K. long, 2 K. high retaining wall. No approval is re-

quired because it is not a permanent structure.

• The baby pool seems to be holding water well so the

Lighthouse fix must have taken care of the issue.

• The pool opera�ons are going well. Swim prac�ce

and aerobics are offered twice a week in the evening

and there have been 10-12 par�es.

• Four new tables have been ordered ($2,700) and

umbrellas, the kind that blocks sun and rain, will be

ordered.

• Skateboarding mostly by non-community members

in the parking lot seems to have died down some-

what lately.

• Trustee Buehler made a mo�on to purchase a new

basketball hoop for the pool (approximately $300-

$400). Trustee Douville seconded the mo�on and it

passed unanimously.

• The water slide had a leak, which has been fixed.

• The 4th

of July Potluck had close to 200 a2endees,

but there was a threat of rain all day, which may

have lowered a2endance.

• Pizza at the Pool has about 35-40 par�cipants each

week.

• 5K signs are up and Mr. Middlebusher is checking on

online-registra�on. Some board members felt that

the signs went up too early and they will be taken

down and put up about a month before the event.

• Flick and Floats will be planned on Fridays when it

gets dark earlier. It was decided to try one this Sat-

urday, July 18 if Trustees Derrick and Gimbert can

test out the equipment.

• The Residen�al Permit Parking Program Mee�ng for

the Mt. Pleasant and adjacent areas will be July 23,

rescheduled the mee�ng for a future date as yet un-

adver�sed.]

• Civil Engineers are developing four different plans

for the Montpelier Drive Project and they will have a

mee�ng this Fall to present them to residents.

• The logs near the power line on Mt. Pleasant were

removed, thanks to Trustee Mason volunteer efforts.

• The O’Dell/Cedarbrook/Muirkirk Intersec�on Project

is now expected to start in the Spring of 2016.

• Trustee Mason feels that he is being “put off” by the

County on fixing roads in Montpelier (especially

Eastgate). He will con�nue to try to get them re-

paired.

OLD BUSINESS:

Trustee Kea�ng donated $500 and made a mo�on for

the board to pay an addi�onal $70 for a 4th

bench to

be added to Ma2hew Collman’s Eagle Scout Project

and dedicated to the MCA Board of 2014. Trustee

Gimbert seconded the mo�on and it passed unani-

mously.

• Nomina�on forms were turned in by Trustees Bueh-

ler, Derrick, Douville, Fazio, Gimbert, Kea�ng, Ma-

• The Annual Mee�ng date for September needs to be

decided. Eight forms have been turned in to date.

County Police:

• Na�onal Night Out on 8/4/15 was a success. Thanks

• Fraudulent residen�al solicita�on con�nues in the

county and in Montpelier. Neither ADT nor Honeywell

have door-to-door sales people. Don't hesitate to call

911 if person is ac�ng suspicious or won't leave. Best

way to stop it is to not answer door.

• Police are joining the Nextdoor communica�ons sys-

tem. The District VI COPS Unit will be monitoring and

sending specific communica�ons to Montpelier

Nextdoor.

CiEzens Police Academy: The next Ci�zens Police Acad-

emy will begin September 21 from 6 to 9PM in Palmer

Park, MD. The 12 week program introduces you to all

aspects of Police training. Please let me know so I can

have our Community Officer give you an applica�on.

New Phone Scam: This scam claims that the caller is the

sheriff seeking payment of a fine. There are no circum‐

stances in which the sheriff or any law enforcement

agency would make calls demanding payment. Resi-

dents should never give, wire or mail funds to anyone

who calls saying anything like this. If you receive such a

call, contact the Prince George’s County Police at 301-

772-4420 to file an incident report.

SECURITY COMMITTEE REPORT

1. Keep your car visible Park in well-lit areas, near people or with parking lot or

garage a2endants on duty. Avoid having your car con-

cealed by larger vehicles, fences or foliage; thieves like to

work in private.

2. Don’t make it easy Keep windows and sunroofs closed and doors locked.

Many theKs from vehicles are from unlocked cars.

3. Activate your vehicle’s alarm Factory-installed and-theK systems are best, but a profes-

sionally installed alarm can discourage a car thief who likes

to work in silence.

4. Hide your valuables Many smash-and-grab thieves act on impulse so keep your

stuff out of sight – either with you or in a locked trunk.

Don’t count on the glove box; thieves know to look there,

and they’re easy to break into.

5. Hide your valuables 2 If you have a wagon or SUV with visible cargo area, get a

retractable fi2ed cover to keep shopping bags or other

belongings hidden.

6. Don’t hand a thief your keys Take your keys with you. If you think you have a great hid-

ing place for a spare key, car break-in thieves know to look

above the visor, in the center console, under the floor mat,

in the trunk well, etc.

7. Stow your stuff before arrival Experienced thieves oKen stake out parking lots to watch

for people puOng items in their trunk. Put valuables like

laptops, messenger bags and electronic devices, into your

trunk before you get to the parking lot.

8. Stash the evidence, too AKer you put your stuff in the trunk, don’t forget such tell-

tale evidence as power plugs, MP3 adapters and naviga-

�on system windshield suc�on-cup mounts. Thieves know

what they’re looking for, so hide the electronic accesso-

ries, too.

9. Trust your instincts If you see suspicious ac�vity, find another spot to park. If

you’re concerned, tell the a2endant or report your suspi-

cions to police. You may be helping keep another person

from being a vic�m of a car break-in – or worse.

10. Take it one more step Many vehicles are broken into with the intent of stealing

the vehicle itself. Visible an�-theK devices, like steering

wheel locks, steering column collars or brake pedal locks,

may discourage the would-be thief from breaking in and

trying.

Montpelier Street Survey: Colleen Elliker’s street survey

prepared earlier this year was forwarded to Gwen Clerk-

ley and Adam Jiroun of the Dept of Public Works for re-

view. Eastgate is number one of the list. Adam Jaroun,

PGC DPW&T Project Manager, told me last week that

they do not have any money in their budget un�l 9/16.

Montpelier Drive Project: Bob Derrick and Richard

Mason a2ended a mee�ng 6/23/15 with the county con-

tract civil engineer firm. They will develop four

plans to be presented this Fall to Montpelier Drive resi-

dents and other interested residents.

Muirkirk/Cedarbrook/Odell intersecEon is s�ll in u�lity

work phase. Metal plates have been removed from Odell

and construc�on will tenta�vely start Spring 2016 with

planned comple�on the Fall 2016.

WSSC Pipe Replacement Update: Cedarbrook Lane from

Orwood Lane to Boxford Ct pipe replacement will be

completed and back in full service by 8/20/15. Cedar-

brook Lane from Boxford Ct to Montpelier Drive will be

completed and back in full service by 2/16/16. Montpel-

ier Drive pipe replacement completed by 5/16/16. WSSC

work will not interfere with our community 5K Run/Walk

on 9/5/15. The project Manager, Ed Steele, assured me

that the County will be able to start the Montpelier Drive

Project without any interrup�on.

How to Lock Your Car and Why

ROBBERY TACTIC -- a device to clone your security code when you

lock your car using your remote key fob. Police say to manually

lock your car door-by hiOng the lock bu2on inside the car -- that

way if there is someone siOng in a parking lot watching for their

next vic�m, it will not be you. When you hit the lock bu2on in

your car, it does not send the security code.

This was checked through SNOPES.COM… it is “theoretically” possible and did occur in older remotes (1990’s era) however, newer remotes are not easily cloned. That said, we know that technology (good and bad) moves at the speed of light so use this information as you see fit.

Fun Run, and 5K run/walk ?

The 6 & Under Fun Run is a ~100 yard dash. All par�ci‐

pants receive a “Montpelier Buck” which allows them an

ice cream at the Montpelier canteen. The 12 & Under

Fun Run is about 1/3 mile and par�cipants receive a

“Montpelier Buck” also. Both of the kid’s fun runs are

FREE. Kids may run both the 6 & Under Fun Run and the

12 & Under Fun Run if they are 6 years old or younger.

Kids may run both the 12 & Under Fun Run and the 5K,

but they do have to pay to run the 5K.

Volunteer course monitors will be available at all turns to

direct runners and walkers. Traffic at major intersec�ons

will be stopped by the Prince George’s County Police to

allow par�cipants to proceed. The race is professionally

�med.

Please be prepared for some off‐road terrain—especially

if you are planning on pushing a stroller. Headphones/

ipods can be worn, but if you don’t listen to the race offi‐

cials, we will not be responsible if you go off course.

There will two water stops (~1.25 and ~2.0 mile mark).

Only water will be available.

REGISTRATION & RACE DAY

Registra�on is $10 for the first 5K family par�cipant

and $5 for each subsequent immediate family (spouse/

parent/kids). Aunts, uncles, cousins and close friends

do not count as immediate family par�cipants. You

may register at the Pool or on‐line. A Registra�on

Form can be found on page 19, at the pool, and can be

printed from the website (www.montpelieronling.org).

Race day registra�on and pre‐registered packet pick‐up

opens at 7:00 AM. If you pre‐register, the suggested �me

is 7:30 AM for packet pickup. I f you decide to register on

race day, the suggested �me is 7:00 AM, as race day regis‐

tra�on will end at 7:30 AM. Packet pick‐up closes at 7:55

AM. At packet pickup provide your name to “Previously

Registered” table and pick up your race bib with your race

number and an electronic tag.

The 6 & Under Fun Run should start ~8:00 am and the 12

& Under Fun Run should start ~8:05. The 5K should start

~8:15 AM. The course will stay open un�l all finishers

have completed. A bicyclist will ride behind the last par‐

�cipants to signify that the race has been completed.

The bathrooms at the pool will be open. There are no

bathrooms on the race course. Prizes are awarded for the

1st, 2nd and 3rd place M/F overall and for all age groups.

Duplicate awards not provided.

CLOSING LAUREL HOSPITAL

On Monday Aug.10, I a2ended a mee�ng at Laurel City

Hall because Dimensions Healthcare plans on closing

Laurel Regional Hospital. Dimensions dropped this plan

on residents (and some local representa�ves) just a

week before as a done deal. Read the ar�cle in this

In spite of the fact that Laurel Regional has had prob‐

lems, it is s�ll a much needed facility in this area. Where

can we go? Howard ‐ a good ½ hour away? Holy Cross ‐

an hour in traffic on the Beltway? Any hospital other

than Laurel Regional Hospital means driving at least a ½

hour — even a new regional facility in Largo will not

offer those of us in the Northern part of the county (not

to men�on those in adjacent Howard, Anne Arundel and

Montgomery coun�es) a be2er op�on.

One problem is that Dimensions has not invested OUR

money towards improving Laurel Hospital. Now they are

planning an out‐pa�ent facility, at a cost of $24 million

and want OUR money again and for the regional hospital

in Largo.

We need to let our legislators know that this is not feasi‐

ble. There has to be a be2er solu�on; perhaps a merger

with Adven�st Hospital or a sale .

Please contact our governor, state senators and local

representa�ves for a be2er solu�on that will keep a hos‐

pital in Laurel. Also contact the Dimensions Board Mem‐

bers and demand answers to the ques�ons that Mary

Lehman and Mayor Moe have also asked (see ar�cle

As you may know, the Dimensions Healthcare System

Execu�ve Board decided on July 30 to transi�on and

scale down Laurel Regional Hospital. This planned "step‐

down" would allow current employees to transfer to

vacancies elsewhere in the Dimensions system and cre‐

ate an ambulatory care center and 24‐hour observa�on

unit, however northern Prince George's County will be

leK without a full‐service hospital.

Based on a consultant's report, the board made its deci‐

sion following closed‐door delibera�ons. The vote was

taken without input from the public, the City of Laurel,

most state representa�ves, other hospital stakeholders

such as the Service Employees Interna�onal Union Local

#1199 or my office.

Since the vote by the board, I have expressed my deep

concern about the lack of procedural transparency that

led to the proposed hospital closure. I have had many

conversa�ons with County Execu�ve Baker's staff, our

state legislators who represent the Laurel area, and City

of Laurel officials, and I a2ended a mee�ng between

hospital employees and Dimensions where I cri�cized

the closed‐door process.

I have worked with my staff and the county's Office of

Audits and Inves�ga�ons to assemble county and state

financial data on the hospital's annual losses. Its Fiscal

Year 2014 report indicated the hospital lost $3.5 million,

yet Dimensions is claiming the facility is actually losing

$12‐15 million, a figure about which other elected offi‐

cials and I are extremely skep�cal.

I will con�nue to ask hard ques�ons, get real answers

and work for a different outcome for Laurel Regional

Hospital.

Volunteering for the Architectural Control & Compli‐

ance Commi2ee can be a �me‐consuming assignment.

The five members of the ACCC are responsible for sur‐

veying our neighborhood of 695 homes every month

and it isn’t always easy, so they would appreciate your

help.

If you are aware of covenant viola�ons in the neighbor‐

hood, the ACCC would like to know about them. All

reports of viola�ons, will be inves�gated by a member

of the ACCC. If a viola�on is confirmed, the homeowner

will be no�fied of the covenant which has been violated

and will be given no less than 30 days in which to com‐

ply with the covenants or no�fy the ACCC of their plans

to comply. This is an informal no�ce, usually by le2er

and occasionally by email, that a covenant has been

violated. The majority of the �me, homeowners are

aware of the viola�on, but just haven’t made the �me

to take care of it. Something that most of us can under‐

stand!

In other cases, if you are aware that a homeowner

might not be able to comply due to ill health or other

problems, please let the ACCC know this as well. There

are resources available to help.

As the governing documents require all reports of viola‐

�ons to be in wri�ng, ideally the ACCC will receive no‐

�ce of poten�al viola�ons via a signed le2er or email;

MONTPELIER HOMEOWNERS: ACCC COVENANT ENFORCEMENT The Architectural Control & Compliance Committee (ACCC) is committed to working with homeowners to en-sure covenant compliance in Montpelier. The ACCC can review approval requests between meetings and when all requested information is provided with the form, many approvals can be granted within a week of submission.

SUBMIT an ACCC Approval Request Form Before Making Exterior Changes to Your Home

No construction, addition, or alteration of a Montpelier home shall be made without prior approval (approval form on the preceding page) from the ACCC. No

sheds, detached structures (including fences) and

driveways may be erected or altered without prior

approval.

Proceeding without prior approval shall constitute a cov-enant violation subject to enforcement, including fines. If you are planning any work to the exterior of your home, first fill out the ACCC Approval Request Form located in every Montpelier Today newsletter and on-line at www.montpelieronline.org. storage between November 1 and March 31. Violations can result in a fine of $250 per month.

RENTING YOUR HOME

No Montpelier home can be used for any purpose other than a private dwelling for one family. Please notify your rental management company.

The ACC Commi2ee members are not unreasonable,

busy bodies, s�cking their noses into other people’s

business. They are not asking for this help so that

they can “crack down” on the neighborhood. They

receive complaints that “this neighborhood isn’t what

it used to be” or things are “going downhill.” If this is

true, obviously they are missing something and they

need your help. They are a small group of your neigh‐

bors willing to serve on a commi2ee that most people

don’t like, but they do it because they care about this

community and the people in it. They are commi2ed

to working with you to keep Montpelier a friendly,

beau�ful and desirable neighborhood for our next 50

years.

The homeowner requesting approval of a project (requester) will contact the neighbor(s) residing on each side of his home to obtain their concurrence or comments. In the event the requester resides on a corner lot, the neighbor re-siding adjacent to his rear property line must be contacted. The neighbors residing across the street must also be contacted if the project, when completed, can be seen from their property. If the required neighbor approvals are not obtained by the requester the ACC will contact the neighbors to get their comments which will delay processing of the request.
