    Mark your calendar for Tuesday, January 12 and Tuesday, February 9 for the monthly board meetings at Deer-field Community Center, preschool room. All meetings begin at 7 PM.

    MCA Board meetings are held the second Tuesday of every month.Montpelier homeowners are encouraged to attend.

    Dear Neighbors,

    Happy New Year, I hope you all made it safelythrough the holiday season.

    As many of you know, we had an upturn in break-ing and entering within the Montpelier Commu-nity in December. The good news is that the de-scriptions of a suspicious person directly led to theapprehension of an individual, just a few dayslater, still in possession of one of the stolen items.After being arrested and questioned, the rest of the items were recovered. Hopefully this hastaken at least one threat out of our community.

    One thing we have to our advantage is that wehave many neighbors home during the day thatcan provide much needed information to the po-lice. As we come and go we can contribute greatlyto our own security by taking little excursionsaround a few extra blocks and keeping our eyesopen. Our almost continuous presence on thestreets and periodic looking out our windows canprovide the police with invaluable information.The more we drive around and keep our eyes openthe better.

    I would encourage each of you to become com-

    fortable with reporting suspicious and out of place people to the Prince George's County Policenon emergency number at 301-333-4000 . Jotdown the following information: description of person(s), clothing and anything distinctive, as wellas the direction they are moving. The detectiveRichard Dengler and I spoke with indicated he hada general description of a suspect and within 48hours the police had made an arrest. While notevery tip will result in such rapid and successfulresults, we should not discount anything unusual.

    Upon reaching the dispatcher, you will be asked aseries of questions as part of their new protocolsto determine how quickly cruisers need to be dis-patched. Advise the dispatcher if you observed

    someone looking into automobiles, walking up tohouses or in the yards, etc. Providing this informa-tion helps the police prioritize the many calls theyreceive throughout District VI. Additionally, one of our main goals should always be to advocate toour politicians for increased resources for ouremergency services.

    We also have been dealing with too much of agood thing. Over the years we have had the bene-fit of the services of the occasional turkey vulturecleaning up the remains of a slow squirrel or er-rant bird. But because of the misplaced good in-tentions of a neighbor, we have an unwelcome 40to 50 turkey vultures making Eastbourne Lanehome. Introducing an artificial source of humanfood to any wildlife can be damaging as they beginto become domesticated and forget how tohunt for themselves. Migration patterns becomedisrupted and loss of the natural fear of humansmay lull animals into close proximity to peoplethat dont respect Gods creatures.

    With the help of MCAs Architectural Complianceand Control Committee we first approached theneighbor and obtained a promise to stop feedingthe birds which has not been kept. If our U.S. Fishand Wildlife request to leave wildlife wild, anddont feed the animals does not work we may beforced to issue a cease and desist letter. Once theartificial human food source stops we should see adecline in their numbers. Thank you for your com-passion and restraint as we help our neighborminimize her backyard wildlife entertainment.

    The Prince Georges County Police DepartmentsDistrict VI Station celebrated the grand openingof a brand new Community PoliceOffice located within Towne Center

    (next to the Sapphire Restaurant)The station will not only serve as asubstation for police officers, but isintended to be a part of the commu-nity. We are excited to be partner-ing with local businesses in order toexpand the community policing con-cept in the Laurel area, said Chief Roberto Hylton. Montpelier residents, Helen Hass

    and Richard Dengler, attended the opening onDecember 15. The station will be assigned threepolice officers and monthly get-togethers areplanned for the first Thursday of every month at1 PM. Coffee and cookies will be served and thetopic of conversation will be of interest to sen-iors and homeowners. The first get-together isscheduled for Thursday, January 7 at 1 PM. Thismeeting will be held at the Patuxent WildlifeCenter on Powder Mill Road. All other monthlymeetings will be held at the substation. Spacefor the substation was donated by the ownersof Towne Center Shopping Center.

    Ms. Hass hoped that Montpelier residentswould show their support of the new substation

    and attend the monthly meetings.Some of the information already

    shared with attendees of the open-ing included safety tips for seniorsand how to avoid being a victim of crime. One tip involved gift cards: Avoid buying gift cards from adisplay rack. Crooks can copythe card numbers in the store,wait a few days and then call tosee how much of a balanceTHEY have on the card. Once

    they find the card is "activated," theygo online and start shopping. It is saferto purchase your card from a cus-tomer service person, where they donot have the Gift Cards on view to thepublic.

Secretarys Report: Tricia DouvilleThe minutes of the September 2009 board meetingwere reviewed Trustee Coldren-Walker made a motionto accept the minutes. Trustee Fazio seconded the mo-

    tion and it passed unanimously. Treasurers Report: Lillian FazioTrustee Fazio prepared the financial report for the meet-ing. (Copy attached).Two CDs are maturing this month and she will researchinterest rates to see what should be done.Trustee Derrick passed out the list of lots still in arrears.He will get with the treasurer and assistant to discussfurther action as needed. There being no other old business, Trustee Derrick re-

    cessed the meeting at 7:23 pm. The new board wasseated and Trustee Derrick called the meeting to orderat 7:24 pm.Trustees in Attendance: Paul Buehler, Julia Coldren-Walker, Patricia Douville, Richard Dengler, Bob Derrick,Dave Eisenberg, Lillian Fazio and Jack Keating.Trustees Absent with Cause: Tim Jacobs Trustee Coldren Walker made a motion that the officers

    from the 2009 board be elected for the 2010 board.Trustee Dengler seconded the motion and it passedunanimously. President-Bob Derrick, Vice-President-Jack Keating, Secretary-Patricia Douville, Treasurer-

    Lillian Fazio. The Bylaws require that the Board appoint the followingcommittees: ACCC, Election, Executive, Nominating, andFinancial. Appointment of Committee Chairs will beratified after review by the board. Committees can electtheir own chairperson if they so choose. A letter will bedrafted and sent to the sitting chairs asking the commit-tees to provide guidelines, protocols, and a list of mem-bers. The board will then review these documents for

    each committee and vote to accept them or requestchanges. Trustee Douville volunteered to chair theNominating Committee.Trustee Dengler made a motion to elect Trustee Douvilleas the third member of the executive committee. Trus-tee Coldren-Walker seconded the motion and it passedunanimously. COMMITTEE REPORTSACCC: Marcia Segura, ChairpersonMs. Segura reported that there were five approval re-quests at the last meeting.The guidelines are being revised by the committee andshould be ready soon.

    The phone line is operating and can be expanded if other numbers are needed. The old information line canbe disconnected. Trustee Fazio will take care of that.The access codes will be given to the officers as well asthe assistant, Communications Chair and others whomight receive a number. An RSVP for social events(104), Security reports (105), Pool/Swim Team (106),Board of Trustees (107).She has tried to get with Trustee Jacobs to get the ACCCSharepoint upgrade. The board authorized Ms. Segurato do the upgrade. She will get with the treasurer to usethe credit card. Pool Committee : Paul Buehler, ChairpersonTrustee Buehler met with Lighthouse Pools and coordi-nated the closing of the pool.There was another break-in at the pool and half the fur-niture was thrown in the water.Trustee Derrick distributed the scope of work for theelectrical repairs needed at the pool. The three phase of power will require installation of a CT cabinet and bring-ing everything up to code. An attempt will be made tosell any equipment that is still useable. Outdoor lightingwill be improved, additional switches, wall plugs andcontrols will be added. Trustee Douville asked them to

    check on the wiring for the speaker used to start the 25meter meets. Trustee Dengler suggested we install anoverhead fan in the gate attendants office. We have abid from Kellys and one will be requested from RLThompson. Trustee Keating will get the third bid. Trus-tee Dengler made a motion to accept the scope of workfor electrical repairs at the pool. Trustee Coldren-Walker seconded the motion and it passed unanimously.If the bids come in soon, the Executive Committee will

    convene to discuss the bids.A handout on replacing the fence around the pool andplayground was discussed. BGE will have to be con-sulted about their access. The playground fence will bebrought forward for additional space in the playground.Several trees will have to be removed or trimmed andthe shredded tire material will have to be moved. Thefence will also encompass the volleyball court andconnect to the basketball court. The fence will be 8 feethigh, black, extruded and glued, vinyl coated link withthe option of an anti-intrusion wire at the top. The bidswill be compared and redone if needed. The first bidwas for $37,000. The guards will be opening and lockingthe gates during the summer months. It was suggestedthat the person who locks the parking lot and play-ground could also lock the volleyball court. Trustee Col-dren-Walker made a motion to approve the scope of work as described for the fence. Trustee Eisenberg sec-

    onded the motion and it passed unanimously. New Business:In preparation for the new budget, all contractors andchairman should review expenditures to ensure that thecorrect amounts will be budgeted.Ms. Segura asked if it would be possible to include a line,or letter, with the 2010 assessment letter asking mem-bers if they want to change the covenants to allow sixfoot fences. The governing documents will be re-searched to determine if a change to the covenantscould be handled this way. The next meeting will be held on Tuesday, November

    10, 2009 at 7:00 PM at Deerfield Recreation Center, pre-school room. The motion was made and seconded toadjourn at 9:05 pm. The motion passed unanimously.

Sorrentino will investigate. New Business:12309 Mt. Pleasant Approval for replacement of chain

    link fence (4 ft). R. Lenart made a motion to approvethe installation of either low maintenance, vinyl, wood-look or chain link fencing, with the concurrence of theneighbors, and to blend harmoniously with the sur-

    roundings. T. Jaehnigen seconded the motion and itpassed unanimously.8806 Eastbourne Lane Homeowner requested ap-proval for six foot fence to protect her garden from deerand for privacy. The placement was correct and

    neighbors concurred. R. Lenart made a motion to ap-prove the 6 foot fence (4 feet across the front) underArticle II, Section 8, citing the protection clause(protection from deer) and with all County permits asrequired. T. Jaehnigen seconded the motion whichpassed with B. Sorrentino voting against.8736 Oxwell Lane Homeowner requested approval fora storage extension. Proper paperwork was submitted.B. Dennis made a motion to approve the extension, cit-ing Article III, Section of the Covenants, provided that allrequired permits are obtained and submitted to thecommittee within sixty days of completion. M. Boddieseconded the motion which passed, with M. Segura vot-ing against and B. Sorrentino abstaining.12707 Cedarbrook Lane Dumpster notification. Thankyou.9100 Montpelier Drive Homeower requested approvalfor a large swingset. All paperwork was in order and itwould not be visible from the road. J. Jaehinigen made a motion to approve thereplacement as requested, providing that the shed was

    Secretarys Report: Tricia DouvilleThe minutes of the 2009 Annual Meeting were re-viewed. The minutes of the October 2009 board meet-ing were reviewed Trustee Keating made a motion toaccept the minutes. Trustee Douville seconded the mo-tion and it passed unanimously.

    Treasurers Report: Lillian FazioTrustee Fazio prepared the financial report for themeeting. (Copy attached).Checks for $4,200 and $3,600 were forged so the ac-count was closed. A police report was also made andthe money has been reinstated by the bank. A new PINis needed.Three CDs have matured and been deposited in fourand five star rated accounts (1.85% interest).Preliminary 2010 budget was reviewed and Trusteeswere told it would need to be approved at the Decmeeting.

    Delinquent assessments from 2009 will be turned overto the attorney. COMMITTEE REPORTSACCC: Marcia Segura, ChairpersonThe guidelines will be updated over the next fewmonths.

    Ms. Segura proposed that a question be added to theaffidavit form asking the community if they would liketo change the covenants to accept six-foot fences.There was extensive discussion on what is required topropose a change to the covenants. Attempts weremade in the past and sufficient votes could not be ob-tained.Trustee Jacobs offered to draft the text for an MCA Ya-hoo website opinion poll. He will e-mail the draft of thequestion to the Board and, once approved, post thestraw poll on the MCA website.Ms. Segura proposed that Montpelier Drive be closedfor a few hours on Halloween because of the speedingtraffic. Trustee Dengler will be asked to look into it.Trustee Derrick reported that Councilmen Dernoga sug-gested islands could be used to slow the traffic and that

    a traffic committee should be formed to address theproblem but, while several people were interested, noone had yet volunteered to run the traffic committee.

    Facilities Committee : Richard Dengler, ChairpersonFencing quotes were reviewed (Abbey Fritz, Atlantic,and Long). The linear footage for Abbey Fritz was $10 afoot less than any quote. Twelve to fifteen trees willstill have to be taken out. Trustee Coldren-Walkermade a motion to accept Abbey-Fritzs bid, not to ex-ceed $46,291, to install new fencing and to authorizefunds to remove any trees as needed. Trustee Jacobsseconded the motion and it passed unanimously. There are only two electrical repair quotes and they are

    approximately $40,000. Trustee Keating will get twoadditional bids for next month.

    Pool Committee : Paul Buehler, ChairpersonTrustee Buehler is out of town, but reported that the

    12504 Raven Way Homeowner complained that thestreet address was listed in the newsletter over trashcans being left out. There have been no further prob-lems. Thank you.12205 Brittany House is vacant and to be sold. Thedriveway is very weedy. Letter will be sent.12400 Cedarbrook Lane - Debris piled in front of thegarage and on the lawn for quite a while. T. Jaehnigenwill verify and letter will be sent if needed.

    A notice should be put in the newsletter alerting home-owner that the county requires fences to be 18 inchesinside the property line and a permit is required for anyfence over four feet high.

    Boats and campers must be in storage by November 1 sosurveys will be due November 3.There will be a separate meeting to discuss changes tothe guidelines.The Board of Trustees approved the upgrade to the ACCCSharepoint and as soon as it is acquired the committeewill have access to all pertinent correspondence and pa-perwork.The meeting adjourned at 9:19 pm. Next meeting to be

    held November 5, 2009.

    Social Committee: vacant A new chairperson is beingrecruited.

    Communications Committee: Tim Jacobs, ChairpersonM. Segura will update the 1-888 telephone line with thenew accounts.The domain name needs to be re-registered ($75 for

    three years). Trustee Jacobs will try to register it in thename of the MCA.

    New Business:Joan Goldenberg volunteered to be the MCA liaison for

    the new Laurel library.

    A list was distributed for all committees, along with theirprotocols and list of members. A notice will be sent outasking for new protocols or guidelines as needed. A listof standing contracts was also included. Several con-tracts have not been updated in many years and they aregoing to be reviewed.

    The dumpster was not picked up on several dates so thetreasurer will call them and ask for a credit.

    The next meeting will be held on Tuesday, December 8,2009 at 7:00 PM at Deerfield Recreation Center, pre-school room. The motion was made and seconded toadjourn at 9:00 pm. The motion passed unanimously.

    made a motion to accept the amended October minutesand B. Sorrentino seconded. They were approved unani-mously. Old Business:12202 Valerie Lane B. Dennis and B. Sorrentino at-tempted to speak to the owner regarding the torn carcover to no avail. There has been no response to lettersor the Cease and Desist. R. Lenart made a motion to finethe owner $100 a month and J. Keating seconded themotion. The motion passed unanimously. The noticewill be sent with proof of delivery.8805 Montpelier Drive J. Keating visited the home af-ter a neighbor complaint regarding an unsightly fence.He found neatly stacked firewood, but no fence. Thereare no covenants restricting the amount of firewood.     The five B&E'S our community witnessed on De-cember 7 and 8, 2009 was alarming. Thankfullythe alleged perpetrator was apprehended. A bigThank You to the community resident who pro-vided a visual identification to the police. Last year through many communications with theDistrict 6 police investigators, the security com-mittee recommended the following actions thathave successfully reduced crime in many commu-nities. These suggestions were: 1) When exiting or entering the community do

    not go directly to your destination. Drivearound the block, and check for suspiciousindividuals walking our streets. Call the police

    if you see any.2) Do not open your to any strangers.

    3) When you are working on outside lawn pro-jects monitor your neighbors property. If youthink someone is acting strange, call the po-lice.

    4) If you see any strangers in your neighbor'sback yard or property call the police immedi-ately.

    5) Arrange with neighbors on both sides of yourhouse to keep their eyes open all the time,especially if you are on vacation.

    6) If you see a strange vehicle in your neighbor'sdriveway, write down the license number,

    then call the home owner to verify its legiti-macy. If the owner doesn't answer and youhave a gut feeling that something is wrong,call the police for a "check auto" request.

    7) During the many opportunities you have whileyou walk by your front door, open the doorand see what's going on outside your house.

    8) Keep your car locked when it is parked in yourdriveway, with all the electronic goodies outof sight. Do you have the serial number of your GPS/ computer/cell phone written downsomewhere so you can identify it if it is sto-len?

    9) Is the outside light that illuminates your frontdoor/driveway on all night? It should be!

    10) Is your garage door open or unlocked duringthe day? It should be locked.

    11) Is your valuable jewelry safely stored (out of sight, hard to find) in your house?

    12) Have you called 301-937-0910 to arrange fora FREE HOME SECURITY CHECK? This is thefirst positive step toward sensible personalhome security.

    There has been some e-mail chatter suggesting

    we start a roving patrol to reduce crime in thecommunity. This will require training. We candiscuss this if there is enough interest in this idea.Please remember that all of the recent eventshappened between 9:30 AM and 2:00 PM during

    SECURITY REPORT

    TRASH AND TURKEY VULTURES

    There have been a number of complaints about turkey vultures roosting in the neighborhood.Whether you are friend or foe of the turkey vulture, no one wants to have their, or a neighbors, gar-bage strewn about the streets of Montpelier by birds looking for food. While the Board of Trustees

    and the ACCC try to resolve this problem, there is a simple thing we can all do to help put garbage incovered containers that the birds cannot get into.

    It has been reported that white plastic bag s are especially appealing to the birds and they have beenobserved breaking into these bags searching for food. If we want the birds to stop roosting in our

    neighborhood, we must remove as many food sources as possible.The MCA is very aware of the complaints about the vultures. The birds were expected to migrate else-where once the weather turned colder, but it appears that they are staying for the winter after havingfound an abundant food source in the neighborhood. Thank you for your patience and understanding

    while we try to encourage the wildlife to remain wild.

    Secretarys Report: P. DouvilleTrustee Douville asked the membership to review theannual meeting minutes. A motion was made and sec-onded to approve the minutes. The minutes were ap-proved unanimously by the membership.

    Presidents Report: B. DerrickUsing a Power Point presentation B. Derrick did ayear in review for the members. He thanked the manyvolunteers and committee members who have workedfor the community. As stated in Article IV, Section 2B,it is the duty of the board to maintain the commongrounds and several projects were undertaken thisyear: replaced a portion of the concrete pool deck andsidewalk in front of the pool, replaced the brick planter,refurbished the bath houses, landscaping in front of thepool and at the entrance, and trimmed the overgrowthat the tennis courts. He then showed the cost of themajor projects along with the typical costs of utilities

    and maintenance of the common grounds.Trustee Derrick introduced the new MCA telephoneline: 1-888-MCA INF, which is 888-622-463.The balloting was closed.Trustee Derrick reported on the resignation of theNominating Chairperson due to personal emergencyand the decision to run the nominations like it wasdone last year with the Administrative Assistant collect-ing the nomination forms.Trustee Derrick also shared that at the end of over 30days for nominations there were only 9 interested vol-unteers, with only 7 forms in hand. The situation was

    discussed at the August Board meeting and it was de-cided that, even though the By-Laws state the nomina-tions must be in by August 10 th , we would allow theother two to submit their forms to have at least nine

    nominees for the ballot.

    Treasurers Report : L. Fazio, TreasurerA Balance Sheet and Profit and Loss Statement to Sep-tember 20, 2007 was distributed. (Copy attached).Trustee Derrick reported that more was spent in Opera-tions this year because of the electrical failure at thepool.$81,400 expended in Capital ImprovementsThe reserve fund has been funded, but he expects an-other $35,000 will be left at the end of the year to alsoput into the reserve fund for a total of $52,000.A proposed budget was distributed. (Copy attached.) Committee ReportsElection Committee L. Collman, Chairperson an-nounced the results of the election: Paul Buehler, JuliaColdren-Walker, Richard Dengler, Bob Derrick, PatriciaDouville, Dave Eisenberg, Lillian Fazio, Tim Jacobs, andJack Keating,Eighty ballots were collected. T. Fleming asked if therewas a benchmark number of votes that a nomineemust receive in order to be elected. Ms. Collman re-ported that a nominee must receive at least one vote tobe elected.

    Old Business:Trustee Derrick provided photos of the deterioratingparking lot and rusty fencing around the pool. Work onthese projects will be discussed in the coming year inopen meetings.

    Trustee Derrick also discussed the impact of the Inter-County Connector on our community and the possibleextension of Montpelier Drive to Muirkirk Road. Trafficcircles were discussed as a solution to speeding in theareas surrounding the community. A call went out to

    those present for community involvement in the proc-ess. Ms. Thompson and Ms. Segura presented a letterprotesting the opening of Montpelier Drive and providedcopies for anyone interested in sending one to theCounty Council and Traffic Planners. Councilman Der-noga accepted these letters and spoke at some lengthabout additional projects which could impact traffic inthe area and strategies the community should pursue.In addition to circles, islands are a way to slow traffic.Speaking with one voice and prioritizing projects wasencouraged. It was agreed that a Traffic Committeewould be a good idea to focus the community.

    New Business:Ms. Witt asked why no nominating committee wasformed after she had offered someone to help. TrusteeDerrick corrected her by reading her e-mail verbatim If you cant find anyone to take the nominating committeelet me know their function is so small Im sure I can getsomeone to take it on. She did not have someone butshe would find someone. Trustee Derrick stated thatthere was a chairperson at the time that she offered toget one so her help was not needed.

    After being covered in the Presidents presentation, MsWitt still found it necessary to ask why the communitywas not informed of the extension to accept nominees.Trustee Derrick again stated that the Board discussedthe status of the two other volunteers in the AugustBoard meeting. During the discussion over what courseof action the Board should take it was agreed amongthose in attendance, including the previous years MCA

    President, that the acting administrative assistant wouldaccept any additional forms that come in until therewere nine nominees on the ballot. If someone elsewanted to run for office they could have called anyoneon the Board at any time to express their interest.Ms. Segura thanked the community on behalf of the

    Architectural Control & Compliance Committee and putout a call for new members. Ms. Irvin volunteered towork on a committee.Mr. Hogie invited young men to attend an Open Househosted by his Boy Scout Troop which is looking for mem-bers.

    Mr. Fleming complained about the many solicitors inthe neighborhood.

    Ms. Hartwick, Ms. Sutton and Mr. Brown de Colstounthanked the board for the improvements to the pool andcommon grounds.

    A member asked if the swim team committee wouldlook into having evening practices in the future. Ms.Collman said it was under consideration and that newmembers are needed.

    R. Lenart suggested that a list be made for donating

    items to the pool or MCA. Some additional questions arose regarding gangs anddamage to the area near the Mansion entrance. Coun-cilman Dernoga said to call his office for help.

    There will be no leaf vacuuming this year or in the fu-ture. There will continue to be a pick-up every week of bagged leaves.

    Mr. Buehler thanked Trustee Keating for his help in get-ting thousands of dollars worth of supplies donated tothe community for upgrades and repairs at the pool.

    Trustee Douville made a motion to adjourn. TrusteeKeating seconded the motion which passed unani-mously. The meeting was adjourned at 3:50 pm.
