The undersigned is to invite reference to this Department's Office MElmorandum No. AB. 14017171/89-Estt. (RR) dated 3rd October, 1989 outlining the procedure to be followed in cases where appointment is to be made by transfer on deputation/transfer (now known as deputation/absorption) basis and to say that in para 9 of the Annexure to ttlt! aforesaid Office Memorandum, guidelines in the matter of regulation of tho tenure of deputation and the procedure to be followed in the matter of pn 'posals for extension of tenures of deputation involving, inter alia, cOlsultation with the Department of Personnel and Training (D JPT)/Union Public Service Commission (UPSC) have been outlined. It has however, been observed that these instructions are not being adhered to and that the proposals in respect of extension of tenure of deputation am often received very late, in several cases even after expiry of the term beyond which extension is sought. Further, in the absence of any set guidelines, there is little uniformity in the manner in which the proposals am drawn up. 2. This matter has been considered in consultation with the Union Public Service Commission and it has been decided that henceforth all proposals for extension of deputation tenures requiring this Department's approval in terms of para 8 of OM No. 2/29/91-Estt. (Pay-II) dated 5.1.~4 sh Juld reach the Department of Personnel and Training at least 12 weeks before the tenure of deputation is to end. The proposals shall thereafter be rei erred to the UPSC for approval so as to reach the Commission at least tWI) months before the end of the deputationtenure in question. Further, wt.ere the extension of deputation is for the 1st/2ndyear in excess of the deputation period and the concurrence of tDe UPSC only is required, such proposals are to be sent to the Commission at least two months prior to thH end of the deputation tenure. No proposals received after the stipulated periods mentioned above would be entertained except in the most extenuating circumstances for which the detailed reasons duly approved by the competent authority need to be given in the proposals.

3. In order to ensure that the proposals follow a uniform pattern, thesame should invariably be accompanied with information in a Check List,a copy of which is enclosed.
