Christian Drye This year, WOEA members have had to fight for themselves like our colleagues over 27 years. The battles they fought have returned. We must repeal Senate Bill 5. Today, the memory of the victory of the 1983 Collective Bargaining Law changed to a comfortable set of rules that allowed school boards and local associations to bargain on a level playing field. Our rights to bargain, expressed in this law protected us and allowed us to have a voice in the learning conditions of our students. Today, the memory of the victory of the

WOEA Spring RA ~ April 13, 2011 WOEA held its Spring Representative Assembly at Northmont High

School on Wednesday, April 13 to elect officers and other WOEA

Board of Directors. The following were elected to the WOEA Board

of Directors:

WOEA Vice President Phil Long received WOEA’s Leader of

Distinction Award during the Representative Assembly. WOEA

President Dawn Wojcik and WOEA Board of Director, Sophia

Rodriguez, who nominated Long, presented the award.

OEA Leadership Academy

Each summer, OEA offers training for OEA

members including Association Leadership,

Collective Bargaining, Political Advocacy,

and Professional Advocacy as well as many

elective sessions and NEA Member Benefit

sessions.

This year the academy will be focused on the

leadership, col lect ive bargaining,

communications and advocacy skills to be a

leader in the current education environment.

The academy will be held August 1, 2011

through August 3, 2011 at the Hyatt

Regency in Columbus, Ohio. The conference

cost to attendees is $100. WOEA offers

scholarships for WOEA members to attend

the conference. The final deadline to apply is

Monday, June 13. Scholarship recipients are

approved at the June WOEA Board of

Director’s meeting. Apply on the WOEA

website - www.woea.org.

The OEA Leadership Academy room rate at

the Hyatt Regency is $129 per night plus all

applicable taxes. Reservations must be made

and guaranteed with a credit card by July

11, 2011, to reserve a room at this rate. To

receive this rate, you must also ask

specifically for the OEA August Leadership

Academy rate.

You may call the hotel to book registration.

Be sure to ask for the OEA Block Rate. If the

hotel is full, you will be directed to a nearby

hotel that will handle overflow. Register for

WOEA Board of Director Vacancies

WOEA Recording Secretary - Letters of interest will be taken until June 13 for the position of WOEA Recording Secretary for the WOEA

Board of Directors. This is to fill an unexpired term ending August 31, 2012. Anyone interested in serving the remainder of this term should send an

email ([email protected]) or letter of interest to Kim Honeycutt, WOEA Office Manager, no later than 5 pm, June 13, 2011. The candidates will be

reviewed and the position filled by the WOEA Board of Directors at the June meeting.

OEA Unit 1 Rep. - On May 11, 2011, with regret, the WOEA Board of Directors accepted Phil Long's resignation from the WOEA Board of

Directors effective August 1, 2011. Phil is retiring from teaching; thus he is no longer able to serve in the position of WOEA's representative to OEA

Unit I. This resignation creates a vacancy in this office. The remainder of the term of this office is through August 2012. Anyone in WOEA's OEA Unit I

interested in serving the remainder of this term should send an email ([email protected]) or letter of interest to Kim Honeycutt, WOEA Office Manager,

no later than 5 pm, June 1, 2011. The candidates will be reviewed and submitted for consideration to the OEA Board of Directors for appointment.

2011 NEA RA - Chicago NEA delegates from WOEA will gather June 30 through

July 5, 2011, at the McCormick Place Convention

Center in Chicago, Illinois for the Association's 149th

Annual Meeting and 90th Representative Assembly.

Report of the OEA Representative Assembly

1. Elected: Mary Binegar, NEA Director #1 (with a term ending 8/31/14); Janifer Trowles, NEA Director #2 (with a term ending 8/31/14); Lillian M.

Tolbert, Board of Director At-Large (with a term ending 8/31/14); Barbara Catalano, Board of Director At-Large ESP (with a term ending 8/31/14).

2. Approved the proposed 2011-2012 Resolutions Report.

3. Approved the appointment of Judith Schneider to the OEA Appeals Board for a seven year term ending August 31, 2018.

4. Approved a New Business Item assessing a one-time dues amount of $54 per active regular member and $25 per ESP member in

accordance with OEA Bylaw 2.4.d The amount shall be collected in equal installments pursuant to the local’s normal dues collection. The OEA

budget shall be amended by the addition of the proceeds of this assessment to a new line item exclusively for the support of actions to support

the Citizen’s Veto of SB 5 including the gathering of petition signatures, the actual campaign for passage and any related legal costs. An

accounting of these expenditures shall be provided to the OEA RA in December, 2011.

5. Approved a New Business Item regarding OEA exploring the organizing of charter school employees. (Note: This NBI was introduced by WOEA

Delegates at WOEA’s Spring Representative Assembly).

Informational: There were 1,064 registered delegates at the assembly. Delegates contributed $50,783 to the OEA Fund for Children and Public

Education. FCPE giveaway winners: Cruise – Kathy Abrahamson (Metzenbaum E.A.); $300 – Melinda Campbell (Trotwood Madison E.A.); $300 –

OEA R.A. HIGHLIGHTS

In the News WOEA President, Dawn Wojcik, was featured on the May cover of NEA Today magazine and the article,

The Superhero In You. Dawn was selected because of her dedication to teaching while maintaining an

energetic activism schedule. She has attended countless rallies at the state and local levels to help

repeal Senate Bill 5. She has volunteered her time attending rallies and has collected thousands of

signatures on referendum petitions. Dawn has announced she will retire from teaching at Northmont

High School at the end of the school year. Retirement means Dawn will have more time to devote to

signature gathering to force Senate Bill 5 to a November citizens’ veto vote.

WOEA Dragons Day!

WOEA has only twenty-five tickets left for this game. If you are interested in attending, please contact Christine

Wiseman at [email protected] or email the WOEA office at [email protected]. Include your name, local

association and summer email/phone number. Tickets are free to WOEA members. Guests are $32. Ticket includes

admission to the park, food, and Dragon’s visor.

Tickets subject to availability. Requests processed on a first-come first-served basis. You will be contacted with ticket

pick-up details.

The elected delegates to the Spring 2011 OEA RA passed a one-time dues assessment in the amount of $54 per active member and $25 per ESP member in accordance with OEA bylaw 2.4.d. The amount shall be collected in equal installments pursuant to the local’s normal dues collection. The OEA budget shall be amended by the addition of the proceeds of this assessment to a new line item exclusively for the support of actions to support the Citizen’s Veto of SB 5 including the gathering of petition signatures, the actual campaign for passage and any related legal costs. An accounting of these expenditures shall be provided to the OEA RA in December, 2011.

Virtually everything we value as a union as well as our very foundation in the modern era is at stake unless we defeat SB 5 with the Citizen Veto. In order to effectively campaign for the Citizen Veto we need to work with others in the We Are Ohio coalition to employ staff, hire lawyers, secure signatures on petitions, engage in printing and mailing, conduct polling and focus groups, purchase media time, identify supporters, engage in persuasion of the undecided and Get Out the Vote on November 8th. The biggest expenditure by far will be for paid media in all its forms. Objective observers believe this will be a national campaign with enormous amounts of outside money coming into the state to support the extreme positions that are reflected in SB 5. It is estimated the total cost of the campaign to be successful in the Citizen Veto could be as much as $20 million or more.

Reasons why it’s necessary to raise over $5 million to fight SB 5 through a one-time dues assessment:

1. We are in the fight of and for our lives, beliefs and rights. Virtually everything we value as a union, as well as the very foundation of our union in the modern era, is at stake. Attacks on collective bargaining are just the beginning. If those that oppose us are successful, future challenges will escalate in scope and intensity.

2. Money from outside Ohio will flow into the state and will fund the opposition to our efforts. We must work together with others (both labor and community groups) to help fund the campaign adequately and be the voice of our members.

3. The labor community (both public and private unions) has come together to work collaboratively on this issue (OEA, OFT, AFSME, SEIU, CWA, UFCW, AFL-CIO and others). OEA must pull its weight within the labor community and help fund this unprecedented effort to defend hard-won rights. We must insure our place at the table in this campaign to have OEA members’ voices heard and considered in this battle.

4. At least $20 million will be needed to run an effective campaign with the public. The campaign needs dollars for signature collection, paid media, direct mail, etc. to keep the momentum and support of Ohioans.

5. All OEA members will be impacted by some portion of SB 5. We must raise money to defend our members from the devastating effects of SB 5. The referendum petition will stop SB 5 from being effective until the election.

6. This is not a slam dunk. We need to have resources to run an effective campaign. Our opposition is strategic and well-funded. We must do the same to be successful in this battle. We will need to lobby members of the public to vote no on this issue in order for the citizen’s veto to be successful. We cannot do this alone.
