  • II. LPVHPPAccelerated Completion of Projects to Achieve Pre-KatrinaAuthorized Levee Heights (USACE)

    LPV 142 - Levee Enlargement.

    Description:

    Status:

    Issues:

    Comments:

    This work includes raising the earthen levee from the IHNC toParis Rd. to the pre-Katrina authorized height.

    Project completion may be delayed until the end of 2007 due todiscovery of unsuitable material in levee section.

    Sandy material was discovered in an existing section of this

    project. Additional soil investigations are underway. Unsuitablematerial will be removed and replaced with soils meeting currentCorps specifications.

    The floodwalls and floodgates are not addressed in this project.The Corps is continuing to investigate various methods ofproviding interim protection along the IHNC corridor. Methodsmay include installing plates on the floodwalls/floodgates to attainthe authorized elevation or construction of a temporary gate at theGIWW - MRGO confluence. This work is in Orleans LeveeDistrict

    LPV 148.01 - Verret to Caemarvon Levee.

    Issues:

    Comments:

    This work includes raising about 8 miles of earthen levee back upto pre-Katrina authorized elevation. Existing elevations are 2 to 3feet below authorized heights.

    The Bid Advertisement for this project has been issued (September4, 2007).Bids are due on October 6,2007.Construction should begin in November 2007.Contract Time is 365 Days.

    None at this time.

    The floodgates at LA 46, LA 300, LA 39, the railroad gate inCaemarvon, and the floodwalls at Drainage Pump Station No.8and in Caemarvon are not included in this project. Work at theselocations has been deferred to 100 year protection projects.

  • III. LPVHPP 100 Year Level of Protection (USACE)

    LPV 144BD. 145. 146. 147. 148.02 and 149.

    Description:

    LPV 144BD Bayou Dupre Control Structure. This Structure willprobably have to be reconstructed as a new structure to meet the100 year elevation.

    LPV 145 Bayou Bienvenue to Bayou Dupre Reach. This workincludes raising this approx. 6 mile reach of levee to meet the 100year elevation requirements. It will probably require additionalROW.

    LPV 146 Bayou Dupre to Verret Reach. This work includesraising this approx. 9 mile reach of levee to meet the 100 yearelevation requirements. It will probably require additional ROW.

    LPV 147 Floodwall and Floodgates at Bayou Rd.

    LPV 148.02 Verret to Caemarvon Reach. This work includes

    raising this approx. 8 mile reach of levee to meet the 100 yearelevation requirements. It will probably require additional ROW.

    LPV 149 Caemarvon Floodwall. This work includes raising thefloodwall and floodgates to the 100 year elevation requirement.Additional ROWand possible realignment may be required.

    Status: The Draft Preliminary Engineering Report was completed onAugust 3, 2007.Proiect Delivery Team PER review meeting has been scheduledfor September 12.2007.

    Issues: Funding

    Comments: These projects are funded through the 4thSupplementalAppropriation and subsequent Congressional Appropriations.Total required funding is not yet in place.Current legislation requires matching funds from local sponsors.The magnitude of the local match will far exceed local sponsorresources.

    Right-of-Way acquisition could be a long and expensive process.

  • IV. Non-Federal Back Levee Projects, aka 40 Arpent Levee (USACE, NationalGuard, LaDOTD, LBBLD)

    Back Levee Study for 100 Year Protection.

    Description: This is an investigative study conducted by USACE to determinethe feasibility of incorporating the non-federal local levee systeminto the federal levee system to achieve 100 year level ofprotection.

    Status: The Draft Repoli has been completed.Preliminary indications are that Federalization of the Back Leveemay be a cost effective alternative to drastically increasing leveeheights along the MRGO.This potential proiect will now undergo more extensiveinvestigation.

    Issues: None at this time.

  • v. Drainage Pump Station Projects (USACE)

    SBPS-O1 - Design Build Pump Stations 2. 3 & 5

    Description:

    Issues:

    Comments:

    This work includes the rebuilding of Drainage Pump Station Nos.2 and 3, and a major rehabilitation of Drainage Pump Station No.5. All pump and drive units will be replaced. New engine roomswill be constructed above the back levee elevation for PumpStations 2 and 3. The drive units at Pump Station No.5 will besupported on steel framework above existing floor level.

    Design Build Contract was awarded in early June.Submittals are now coming in from the Design/Build Contractorfor Engineering Review.Estimated < 10% Complete.Project Completion Date is estimated for August 2008.

    We have had problems with the preliminary pump and drive unitsubmittals. Another preliminary pump submittal was given toLBBLD on September 10,2007. There are still some issues thatneed to be clarified and addressed.

    DB Contractor remains confident of estimated completion date.

    SBPS-02 - ElectricallMechanical Repairs to various Drainage Pump Stations.

    No Changes.

    SBPS-03 - Generators and Equipment

    No Changes. All work is 100% complete.

    SBPS-04 - Taintor Gate Replacement

    No Changes. All work is 100% complete.

    SBPS-05 - Roofing Repairs

    Bids were accepted by NRCS on September 10, 2007.Construction should begin in early October 2007.

    Automobiles and a storage unit must be removed from ROW.

    This work includes the repair of several areas along the bank of theChalmette Vista Canal.

    Contractor had to delay completion for a short time toaccommodate work being done by USACE to remove silt anddebris from the Chalmette Vista Canal.

    This work includes the removal of silt and debris from the FortyArpent Canal from Drainage Pump Station 7 to the DebouchelCanal.

    Contract has been awarded.NRCS will issue a Notice to Proceed in early October 2007.

    Pre-construction Conference has been jJostponed pendingcoordination with SBPG.

    St. Bernard Parish Government (SBPG) has undertaken theconstruction of a new Sewer Force Main paralleling and adjacentto the 40 Arpent Canal. The Force Main work location conflicts

    with the construction easement required for this canal cleaningproject. We will have to coordinate the start of this project withthe Parish and their Contractor to avoid potential conflicts.

    Solicitation canceled due to notification that USACE will beperforming a significant portion of Reach 4.Bids will be re-solicited in the first week of October 2007.

    Reaches 3 & 4 have been combined into a single project.
