Summary of Activities

The following activities were carried out during the reporting period:

Preparation of Tender Documents

Draft bidding documents based on ADB General Conditions for Design-Build were completed for the

international design-build contract B1 of Makassar WWTP and the cost estimate was finalized. These

were submitted to ADB for approval

Draft bidding documents for Contracts B2 (Makassar Network) and NC (Pekanbaru Network) were

submitted to ADB for approval.

Tendered Contracts

During the previous reporting period, PISC had completed bidding documents for:

- Contracts C1 and C2 for Makassar

- Contracts SC1 and SC2 for Pekanbaru

These contracts C1, C2, SC1 and SC2 have now been procured and contract signature is imminent.

Detailed Engineering Design (DED)

The detailed engineering design (DED) for Wastewater Sewer Collection of Makassar (B3/C3)

has complete and await for source of funding, whether it is funded by additional APBN (will

nameny C3) or by remaining funds from the calculation of WWTP costs in Pekanbaru or Jambi

(will namely B3)

The detailed engineering design (DED) for Pekanbaru WWTP is proceeding. The geotechnical

design was completed and costed at c.$5-$7 million. The process design was further

progressed and the site layout and tank sizes are being worked up. However, PISC expressed

great concern to CPMU and to LG that the available site (comprising 10-15m of peat subsoil)

is totally unsuitable for construction and the many technical constraints arising were leading

to delays in design progress.

The detailed engineering design (DED) for Jambi Sewer System West (funded by APBN) and

Jambi Sewer System East (funded by ADB) is proceeding.

Socialisation

The following socialization activities were undertaken:

Preparation of Socialisation Activities for SKPD, AP (affected people) and beneficiary for

Pekanbaru.

Training on package procurement auction using ADB documents and procedures

Conduct preliminary survey for affected person in the Pekanbaru project area.

Preparation of ToR and Cost Estimate for Vulnerable Survey for Makassar, Pekanbaru and

Jambi.

Updating of Semi-Annual Environmental Monitoring Report.

Updating of Semi-Annual Involuntary Resettlement Monitoring Report.

Preparation for Gender Workshop.

Site Visit to Pekanbaru for updating of LARAP.

Progress

The following specific tasks have been completed during the reporting period:

Value engineering reviews of existing designs and peak factors.

Finalisation of the MBBR Concept Design and Cost Estimate for Design-Build Contract B1 in

Makassar.

Revision of Bidding documents for International Design-Build Contract B1 in Makassar in

accordance with comments from ADB of Bidding Documents

Commence preparation of DED of CAS (Conventional Activated Sludge) WWTP for Pekanbaru.

Preparation of geotechnical design for Pekanbaru WWTP site (founded on peat sub-soil).

Revision of Bidding documents for Makassar (B2)

Revision of Bidding documents for Pekanbaru (NC) which include:

Preparation of cost estimate and tender documents foe sewerage packages finance by Loan

and ABPN for Jambi (B2 and C) which include:

o Development of specifications

o Development of tender forms

o Development of Drawings

o Development of Bill Quanties

Development of solutions for expected low wastewater flows in initial WWTP operation.

Preparation of Socialisation Activities for SKPD, AP (affected people) and beneficiary.

Preparation of Vulnerable Persons Survey for Makassar, Pekanbaru and Jambi.

Submission of draft final version of Addendum No. 2.

Submission of Monthly Reports Nos. 10 (July 2018) and 11 (August 2018).

Provision of updated Project Schedule (attached to this report).

Continuous updating of the Risk Register.

Development of Project Website.

Regular meetings held with CPMU and PPK.

Key Issues

The key issues at this stage are:

Design Flows at Makassar WWTP

Because of the change in treatment process at Makassar WWTP from ABR to MBBR, the peak flow

factor used in MWH Design for the WWTP (3.6) were re-assessed by PISC as part of a value engineering

exercise. The bidding documents were then finalized and submitted using a peak factor of 2

throughout; this has resulted in a cost saving of almost $2 million.

Because of the complex interaction between PS B and WWTP, PS B has been included in the B1 design-

build package. In addition, the rising main between has been re-designed as a gravity main thereby

reducing the unwieldy size of the pumps.

Low Connection Rate in Initial Years

If the minimum number of connections are not realized at the completion of construction of the plant;

the Contractor will be unable to properly commission the works and could thus evade his

responsibilities under the contract. PISC continues to encourage the CPMU to allocate additional

budgets through additional APBN FY 2019/2020 or the remaining contracts to finance 2,000-3,000

connections in order to achieve the minimum flow

In addition, for Makassar Design-Build project, he Contractor would also escape his contractual

obligation that the operating cost (OPEX) of the WWTP would be less than his guaranteed tender OPEX

value.

Pekanbaru WWTP Site

The Pekanbaru WWTP site is highly unsuitable for the construction of the plant. Not only is it located

in the floodplain of the nearby Sail and Siak rivers and at the time of writing, it and the public road

leading thereto are currently wholly submerged. Furthermore, the existing ground conditions

comprise 10-15 metres of peat subsoil which require that all main structures, (including the 60m long

access road from the existing public road to the site) will require to be piled at significant extra cost

(c. $5m).

Social Safeguards, Resettlement and Gender Awareness

It is unclear if Local Government are undertaking key tasks required to meet the demands for Social

Safeguards, Resettlement, and Gender Awareness. Due to a new regulation concerning effluent

standard, the technology changes for all three WWTPs need AMDAL review which should be

conducted by Local Government followed by issuance of an environmental permit from the Mayor’s

office.

Although the 1,000 connections for Makassar and Pekanbaru have been identified; this is not yet the

case for Jambi. However, although the identification has been carried out, until now, the local

government has not conducted socialization programmes for prospective users. The current

socialization is just limited to government officers and not yet directly for the people.

PISC also continues to coordinate with PPK and the Regional Government to ensure and for Pump

House in Pekanbaru and land access to the Pump House in Jambi are available this year.

Activities Planned for the Next Reporting Period

The following activities are planned for the next reporting period (i.e. November 2018):

Makassar

The following activities are planned for Makassar during the next reporting period.

- Commence of construction; Contract C1 and C2 (APBN funded).

- Tendering of Contract B2 (Loan Funded).

- Preparation of Socialisation Activities for SKPD, AP (affected people) and continue with

socialization for 1,000 connections (benefeciaries).

- Vulnerable Survey for 200 respondents in the target areas.

- ADB review mission (28th – 29th Nov ).

Pekanbaru

The following activities are planned for Pekanbaru during the next reporting period.

- Commencement of construction; Contract SC1 and SC2 (APBN funded).

- Tendering of Contract NC (Loan Funded).

- Continue design for WWTP and preparation of Bidding Documents.

- Continuing to conduct socialization for 1,000 connections.

- Vulnerable Survey for 200 respondents in the target areas.

- ADB review mission (26th – 27th Nov)

At a meeting held on 22 October 2018, CPMU set out some interim requirements which were to be

completed by 10 November 2018. PISC will endeavor to achieve this milestone.

Addendum No. 2 was submitted on 24 October. This was reviewed by PKK Contracts Evaluation Committee

who requested further justification for some positions.

ENVIRONMENTAL, GENDER, AND SOCIAL SAFEGUARDS

Environmental Aspect

AMDAL Document (GOI Requirement)

As mentioned in the previous report, all three subprojects (in Makassar, Jambi, and Pekanbaru) under

MSMIP are required to update their Environmental Document due to the change in WWTP technology. In

accommodating this updating process, PISC has provided detail information on the WWTP technology and

the coverage area of the subprojects in Makassar and Pekanbaru which should then be included in the

environmental screening form. This screening will be followed by the issuance of an official letter from the

Local Environmental Agency on the recommendation of the type of environmental document (AMDAL,

UKL-UPL, or others). Refer to this letter, Local Government must prepare the recommended

environmental document as a basis to request Environmental Permit.

In October 2018, PISC obtained a copy of official letter from Pekanbaru Environmental Agency (Letter No.

660/DLIHK/11/664, dated 24 September 2018) confirming that Local Government of Pekanbaru is

required to update the UKL-UPL document for their subproject activity.

IEE Document (ADB Requirement)

The IEE document for Makassar (Losari) Off-Site Wastewater Collection System and Treatment (January

2013) has been updated and sent to CPMU and ADB on 3rd October 2018. Meanwhile the IEE document

for Pekanbaru City Off-Site Wastewater Collection System and Treatment (January 2013) is still under

preparation awaiting final DED of WWTP process option and other supporting secondary data from

Pekanbaru City Statistical Office.

Semi-Annual Environmental Monitoring Report (ADB Requirement)

The first Semi Annual Environmental Monitoring Report (revised) has been submitted to CPMU and ADB

on 23rd October 2018.

Gender and Social Development

Current Status

4.2.1.1 Socialization

As of September 2018, Makassar City Government (LG), represented by the Publics Work Agency, has

carried out 8 socializations in 8 urban villages ‘kelurahan’. These socializations were funded by Makassar

City 2018’s budget. The future socialization will be covered under 2019’s budget.

For Pekanbaru city, one public consultation was carried out on 30 August 2018. This public consultation

was spearheaded by Satker PSPLP Riau Province. Next public consultation will be scheduled in the

beginning of November 2018.

The PISC’s Public Relation Specialist of Makassar and Pekanbaru has been deployed to their respective

cities on 10 September 2018 and 26 September 2018 to assist the socialization activities in each city.

4.2.1.2 LARP Pekanbaru

PISC conducted the coordination meeting in Bappeda Pekanbaru City, 25 October 2018 concerning

Coordination Meeting with Bappeda Pekanbaru City, BPN Pekanbaru City, CPMU, LPMU, Satker and PPK

on Social Safeguard and Involuntary Resettlement and Capacity Building on LARAP in 26 October 2018;

update data of Inventory of Losses-Pekanbaru through meeting with APs in Bambu Kuning; and conducted

survey/inventory of temporary AHs/APs along the CWS network/pipe alignment (3 streets: Jl. Sudirman,

Jl. Tanjung Datuk, and Sumber Sari).

4.2.1.3 Public Disclosure Pekanbaru

The draft of Project Information Booklet (FIP) is under updated by PISC, which is consider environmental,

social and gender.

4.2.1.4 Survey to Identify Criteria for Vulnerable Households

All locations (Makassar, Jambi, and Pekanbaru) are supportive of undertaking a survey to better

understand the necessary criteria to select ‘vulnerable’ households for connection under the project. The

2nd revision of TOR - Identify Criteria for Vulnerable Households - survey for WWTP Makassar, Pekanbaru

and Jambi has been submitted to CPMU and PPK on 23 October 2018.

4.2.1.5 Sanitation and Gender in Policy (Workshop)

Mainstreaming Sanitation and Gender into policy training. CPMU has suggested that it may be most

effective to host a one-day workshop to cover this topic consisting of 30-40 participants and this is

proposed for February 2019.

The 2nd revision of Workshop TOR has been submitted to CPMU and PPK along with the vulnerable household TOR on 23 October 2018.

The current status of the contract preparation is given in Table 5-3 below:

Summary of Completed Activities

The following activites were carried out during the reporting period:

Draft bidding documents for the design-build contract B1 of Makassar WWTP were completed and

submitted to ADB for review; their comments were received.

Bidding documents for Contracts B2 in Makassar and NC in Pekanbaru were completed and

submitted to ADB for review; their comments were received.

During the previous reporting period, PISC had completed bidding documents for:

Contracts C1 and C2 for Makassar.

Contracts SC1 and SC2 for Pekanbaru.

These contracts C1, C2, SC1 and SC2 have now been procured and contract signature is imminent.

Makassar WWTP

5.4.1.1 Bidding Documents for ICB Design Build Procedure

Bidding documents were prepared for a 2-stage procedure. PISC then carried out a Value Engineering

Review of the peak factors used in the MWH Design together with a Design Review of the entire project.

This resulted in a recommendation to CPMU that the peak factors used by MWH were too high and that

a more usual peak factor of 2 was appropriate. Accordingly, the bidding documents were finalized using

a peak factor of 2 which then resulted in a cost saving to the project of approx. $2 million.

The lower peak factor adopted also resulted in a reduction in pump size at PS B which further allowed the

line between PS B and WWTP to operated as a gravity main. For ease of design, PS B was included with

the WWTP in the B1 design-build package.

PISC still has not received the maximum flood discharge level for the Jongaya Canal, despite numerous

requests.

5.4.1.2 Insufficient Number of Connections at WWTP Commissioning Stage

In the event that there is an insufficient number of connections (and hence insufficient wastewater flow)

to the WWTP at the time of commissioning, the Contractor will be unable to commission the plant and

the investment cannot be properly utilized until such time as sufficient wastewater is received.

5.4.1.3 Remedy for Contractors Inability to Properly Operate the Plant during DNP

In the event that there is an insufficient number of connections (and hence insufficient wastewater flow)

to the WWTP at the time of OPEX verification during DNP, the aggregate OPEX cost of the individual

modules will be taken.

Makassar Networks

5.4.2.1 Package B2

The final bidding documents were issued to CPMU; it is expected that the tender will be launched in early

2019.

5.4.2.2 Package B3

The preparation of Contract B3 (drawings, cost and bidding documents) is on-going and will be finalized

after the final cost of WWTP Pekanbaru or Jambi has been determined, as the re-allocation budget is set

and approved by ADB.

5.4.2.3 Package C1 and C2

The trunk sewer, pumping station and pumping main Contract C1 and the network sewerage and 1,000

connections Contract C2 are nearing the end of the proposal evaluation period. The schedule given in the

LPSE website indicates that the Contract will be signed on November 07, 2018.

PISC’s supervision team has been coordinating with PPK Sulsel and communicating with all authorities to

obtain the Standard Operating Procedures to be followed to facilitate approval for the Contractors

working in the streets of Makassar.

The PISC supervision team has also been engaged in a series of site inspections and walking the pipe routes

to ensure the final design is appropriate for the current site condition. Furthermore, the team has been

working on the formats and procedures to be followed by the Contractor during the implementation of

the works.

Pekanbaru WWTP

The ground conditions at the WWTP site are extremely poor comprising approximately 10-14 m of peat

and very soft organic clay underlain by interlayered medium dense sandy and stiff clayey soils. The

settlement of these thick layers of peat and very soft organic clay under fill and structures will be very

large. For this reason, it has been found necessary to support the main structures, the roadways and the

interconnecting pipework on a grid of precast prestressed piles with pile caps and structural fill (basal

reinforcement piled embankment). Green areas are unsupported and will be re-filled as settlement

occurs. The cost of these foundation works is substantial amounting to in excess of $5 million.

The construction of the access road has been completed but no provision has been made for the poor soil

conditions. As a result, a new access road on piled foundations shall be included as part of the worjks

contract.

Sludge will be treated by chemical conditioning, dewatering and liming and is planned to be disposed

off-site (at the city’s landfill site).

Pekanbaru Networks

Tendering of the two network contracts SC1 and SC1 were completed during the reporting period and

contract award is imminent.

Bidding documents for Contracts NC have been prepared during this reporting period and were submitted

to CPMU. Comments from ADB have now been received and are being addressed.

Jambi WWTP

No WWTP design work was carried out during the reporting period.

MAJOR ISSUES AND PROPOSED REMEDIAL ACTIONS

Key Issues

The key issues from this reporting period are:

Design Flows at Makassar WWTP

Because of the change in treatment process at Makassar WWTP from ABR to MBBR, the peak flow factor

used in MWH Design for the WWTP (3.6) were re-assessed by PISC as part of a value engineering exercise.

The bidding documents were then finalized and submitted using a peak factor of 2 throughout; this has

resulted in a cost saving of almost $2 million.

Because of the complex interaction between PS B and WWTP, PS B has been included in the B1 design-

build package. In addition, the rising main between has been re-designed as a gravity main thereby

reducing the unwieldy size of the pumps.

Low Connection Rate in Initial Years

If the minimum number of connections are not realized at the completion of construction of the plant; the

Contractor will be unable to properly commission the works and could thus evade his repsonsibilities

under the contract.

In addition, for Makassar Design-Build project, he Contractor would also escape his contractual obligation

that the operating cost (OPEX) of the WWTP would be less than his guaranteed tender OPEX value.

Pumping House

Currently, it is still being processed to purchase land for Pekanbaru Pump House and Pump House access

road in Jambi

Pekanbaru WWTP Site

The Pekanbaru WWTP site is highly unsuitable for the construction of the plant. Not only is it located in

the floodplain of the nearby Sail and Siak rivers and at the time of writing, it and the public road leading

thereto are currently wholly submerged. Furthermore, the existing ground conditions comprise 10-15

metres of peat subsoil which require that all main structures, (including the 60m long access road from

the existing public road to the iste) will require to be piled at significant extra cost (c. $5m).

Social Safeguards, Resettlment and Gender Awareness

It is unclear if Local Government are undertaking key tasks required to meet the demands for Social

Safeguards, Resettlement, and Gender Awareness. Due to new regulation concerning effluent standard,

the technology changes for all three WWTP need AMDAL review that should be conducted by Local

Government and following by environmental permit from Mayor.

The 1,000 connections for Makassar have been identified and also for Pekanbaru, however, this is not yet

the case for Jambi. However, although the identification has been carried out, until now, the local

government has not conducted socialization programmes for prospective users. The socialization is just

limited to government officers and not yet directly for the people.

The other issues are :

PISC need more time to prepare design

Pekanbaru and Jambi Waste Water Treatment

Plant due to the change of technology. The initial

design with Aerated Lagoon technology was

made by Local Consultant in 2013 and does not

provides a additional value.

The design of CAS (conventional activated sludge)

will usually need 1 year to prepare but PISC will

be prepare it shorter and the full design of

Pekanbaru will be completed by February 2019,

and for the similar project (Jambi Sub project) will

be completed on 1-2 months after.

However, both propose schedule of DED for

Pekanbaru and Jambi does not affect the overall

schedule of project which is December 2022.

Pak Benny added that Jambi sewerage (Jambi

package): Drawings, Cost Estimate and Bidding

Document are one-month delay from the

previous schedule).

2 Pak Eko asked whether PISC can complete the

DED for WWTP Pekanbaru and Jambi earlier that

PISC proposed.

Pak Seamus explained that for full design, 1 year

normally end of 2020 and 2 year averagely. So, it

cannot squeeze it anymore.

Pak Seamus said that there is mis-information,

due to initially the existing drawings, but we

should review the existing drawings.

Pak Benny said that delay of construction will

occur within 3 months but still in project period.

Bu Asri mentioned that the final administration

process of MSMIP at end of 2022, and the

constructions should be complete before that.

She asked about the closing loan date and how

about the payment for Consultant. PISC should be

Pak Seamus said that the fund from ADB and in

the General Condition of ADB, it is stated that “no

retention”. It is not unusual in any project. PISC

propose to have 5-10% retention in Bidding

Bu Asri asked during the DLP, do they still have

Consultant? Due to they still need it although

Intermittent only.

Bu Asri asked about during the DLP of the 1st year,

who will pay the salary for operator, the

Operation and Maintenance (electricity cost,

chemical). Due to for their internal regulations,

the Asset Hand Over process from PU to Local

Government takes almost 2 years.

Pak Seamus said that the LG should pay it.

Bu Asri explained that based on her experience

from the other project, as the common ways in

Indonesia, as Partial Hand Over. After

construction completion before DNP, After DNP it

is called Final Hand Over (FHO).

- firstly, the Operational Hand Over (LG will

operate)

- secondly, after 2 years, the Asset Hand Over,

as the Final Hand Over (official hand over

from the PU to LG). Some LG thinks that they

only responsible to pay costs like electricity

and chemical only.

Bu Asri is worried if LG cannot provide the fund.

How if the LG cannot provide it, maybe we can

pay it from project through the Provisional Sum

(regarding this, we should not inform the LG yet,

due to they have to fund it by themselves first).

In the Cooperation Agreement (PKS) stated that

the Operational Maintenance cost is not from

MPW.

Bu Asri recommended to start it before DNP 6 months before (for personal cost)

She also requests PISC to make the scheme for all cities, due to she will bring it to the Director for requesting the decision for OM cost, and maybe we should pay the Trainer for the Operators

there. She will send the scheme of Jakarta and she will send it to TL. For Pekanbaru, Pak Seamus will make it today,

Bu Asri requested PISC to calculate Indicative Cost for Project, on the next year budget data, including the added amount. In the next QPR, PISC shall submit the update of this issue.

Also, she requested the justification about the construction of WWTP in Makassar, why Pekanbaru needs 2 months longer than Jambi? Pak Seamus said that WWTP in Pekanbaru is

bigger than in Jambi.

The site in Pekanbaru is the worst, peat soil,

mainly for piling. We also handle about the road,

landscape, and foundation.

And for Pekanbaru Subproject, it is simpler (no

design and build method).

Regarding of O/M how?

Pak Seamus said that we assume that for

Makassar Sub project is more urgent.

According to pak Eko, if we can do the saving cost

much in Makassar, it can be transferred to fund

Pekanbaru Sewer (B3).

3 Bu Asri requested to Pak Seamus to provide the good

quality of the drawings in more technical,

justification, new schedule (6 months delay schedule)

4 Pak Taufik asked PISC to finish the DED and BOQ

for WWTP Pekanbaru in January 2019

Pak Seamus said we can. Due to most of

Mechanical Electrical, all identified. We will have

information and we will expedite it.

5 Bu Asri said that their Inspectorate will conduct

audit, so we should provide them the time line

of Engineering, and she requested Pak Seamus

to make one clear justification regarding the

project.

Pak Seamus said that the duration of

construction, for e.g. Package B1 Makassar 900

days (partial it takes over 2 years) and it can be

shorten into 2 years

6 Regarding the Pump Sta B in Makassar, Bu Asri

hoped that the MWH will agree it. Due to if the

MWH agrees with it, some revision will be made

on the Bidding Document. ADB only check the

Bidding Document and not the Technical

Specification.

Pak Benny said that the MWH requested 1 week

more to answer this issue.

6 Pak Eko asked when we will finish all documents,

in all forms of Hardcopy, softcopy (CD); before

sending it to ADB, send the Covering Letter to

PPK and cc to CPMU first. Due to they have to

review it first.

Pak Seamus said that we have sent them all

already by email, and hardcopy.

Bu Asri said that regarding the procedure, Pak

Panggih should check to make it safe during the

audit session.

7 Regarding Procurement, Pak Benny said that we have

duties to assist Pokja, see the last status of

Procurement.

8 Bu Asri asked about the establishment the website of

the project, to disclose everything. They contact the

Public Works website (Data and Information

Center/Pusdatin), and she asked about the content of

this website.

Pak Seamus said that we will discuss it with CPMU in

2 weeks later.

Bu Asri hopes that this system will be able to be used

by another project and just simply by log in and can

access data (for internal system)

9 Bu Riana from ADB recommended us to add some

sex/gender disaggregated data mostly in Chapter 8.

10 Regarding the PMP, Bu Asri requested us to send her

later, so shell will give us her comments.

PREPARATION OF WORKSHOP

11 The recent AMDAL (EIA) Status:

For AMDAL Makassar was made in 2016, but due

to the change of technology, it will be reviewed

next year.

For AMDAL Jambi is available, but they will repeat

the process due to the land is still incomplete

For AMDAL Pekanbaru, they will allocate it next

year.

Bu Asri commented that we should report the

updating information of project such as for AMDAL,

IT once a month not only for CPMU also LG.

Pak Seamus said that the Administrator will provide

it.

Pak Eko asked about the fund for the survey whether

is available or not.

Pak Eko also ask for the persons who do survey

whether they have the Surveyor Certificate issued

from PT Sucofindo due to related to the

accountability.

Pak Benny explained that they should come from the

Legal Entity not individual, and they should have

experience as surveyor before.

Bu Riana asked about the Makassar map, it shows

that the yellow one includes as the commercial area,

so we should make the Justification to the Review

Mission of ADB.

Bu Asri said that Satker has fund, if we will hold FGD,

we can use the Satker’s fund, except Training which

we should provide the fund. She recommended us to

contact the Satker first.

Bu Asri also requested us to change the Bill of

Quantity based on the format of DJK. Due to it should

be described in detail about the activities and the

amount.

Regarding the ticket (flight ticket) for the Participants,

closing at night or the next day afternoon (half day

meeting package). This is due to the flight schedule

for these 3 cities are many. (so the participants have

not found difficulties to return to their origin regions).

a) Regarding the status of AMDAL document that

need to be revised, it is required to update the

recent progress to date. This also relates to

Environmental Permit process.

payment proof, budget, expert / related to the

requirement in the Addendum)

c) Monitoring report shall be more comprehensive

(GAP) parameter as well as affected persons, and

this will be submitted to CPMU and Local

Government.

i) The Semi-Annual Social Safeguard Monitoring

Report must follow the chapters in the

Resettlement Plan (RP) which include Grievance

Redress Mechanism (GRM), Institutional

Arrangement, Livelihood Restoration, Income

Restoration Program (Relocation Strategy). It is also

needed to put more narrative inside the report.

j) With regards to GRM, the focal point for each city

must be set. This report shall explain the GRM

implementation as of today. Are there complaints?

(put into narration).

k) The public consultation covered in the Social

Safeguard Monitoring report shall be only related

to Social Safeguard. It shall define the affected

person involved in the public consultation. Please

also emphasize the participation of vulnerable

groups and women.

l) Social impacts must be covered in the report.

m) Report not only submitted to ADB, but CPMU needs

to inform the affected person in the form of a

progress summary.

Wastewater Management and the PISC Team said

that in the MSMIP activity, there is an ADB request to

provide a web-based application to monitor and

evaluate all MSMIP activities so this Information

System will be developed which will load the Progress

data and map data of the wastewater piping network

in 3 cities of MSMIP project namely Makassar,

Pekanbaru and Jambi Cities.

The pipeline network map includes pipe data as well

as the depth of pipes installed in each zone.

System Development said that the Sub Directorate of

PDSI already has a Geodatabase Application which

includes geospatial data that can display map data

that is able to analyze, and display one infrastructure

with other infrastructure, so PISC only provides data

which later the data can be submitted to Rentek Dit.

Login to import the GIS data.

All data mapping activities in the form of ArcGIS

should be saved on the Cipta Karya Server which is

managed by the Sub Directorate of PDSI of Cipta

Karya. The procedure for uploading and using the GIS

application at the Pusdatin should go through an

inquiry letter to KIP.

Related to All web creation Applications should use

Frame Work, to use a CMS (Content Management

System) is not allowed because it is vulnerable to

hackers. Applications that are built expected to be as

easy as possible without putting aside the data inside

because the data should be very important. All

applications that will be developed and placed online

through VPS to the Cipta Karya server, with a permit

from the Directorate of PPLP to the Directorate of

KIP. The Sub-directorate of PDSI will support this

activity and hope that later the application built can

be useful and facilitate this activity and can be

developed if the similar activities take place.

3 Mr. Deden as the GIS Expert Team said that for all files

with the specified format, it can be directly inputted

into Cipta Karya Geodatabase. Data collection is

carried out by PISC Consultant, in Geographic format.

The data field description should be equipped in the

ArcGIS attribute, and later the PISC will only provide

data to be inputted to the Cipta Karya Geodatabase

application, and complete the data periodically so

that the data is visible. Also due to the existing GIS

data is already good.

Although Team Leader had stated at the meeting in KMO

on 10 October that no additional inputs for international

experts beyond the process expert were required; on

review, it was found that the current Civil/Structural

expert, Mr. Ananda de Costa, has a new assignment and is

thus unable to extend his inputs beyond his original

contract. He will leave the project in early November. He

has completed the structural design of the tanks and his

concepts will be translated into working drawings by our

local structural expert, Pak Yan. However, he has not had

time to work on the civil drawing details (because 3 months

of the initial inputs were abortive due to the change in

treatment technology at Pekanbaru from Aerated Lagoons

to CAS). CPMU agreed a further 3-month input for a new

international civil engineer. PISC hoped to recruit him

swiftly under an open slot in Ministry of Manpower

allocation.

3 Makassar Contract B1 Bidding Documents

1. PISC had submitted final Bid Documents for B1 using the

lower peak factors as previously discussed and this had

resulted in a saving of almost $2M to the cost estimate.

Mr. HAYDEN confirmed that full liability for this design

change rests with SMEC.

Coordination Meeting on Social Safeguard and Involuntary Resettlement

1 The meeting was opened by Pak Rahmad (Bappeda)

which then continued by Bu Vicki (PISC) thanking

Bappeda and other agencies for coming to the meeting.

Bu Vicki explained the objective of this meeting which

was mainly to review the and update LARP. LARP of

Pekanbaru was formulated back then in 2012, which

operasionalized Safeguard Policy of ADB as outlined in

SPS 2009 and SR2. LARP contains detailed description

about the process of land acquisition, the compensation

for WWTP and pump station area, the affected assets

during construction, etc. Therefore, LARP document is a

very important document.

Bu Vicki also said that ADB is very strict regarding Social

Safeguards. ADB wants to protect the condition of

affected persons (AP) in relation to the impacts of the

project. ADB wants the socio-economic condition of the

affected persons to be the same or even improve more

by the project.

2 Regarding to the Social Safeguards activity, Bapak

Rahmad (Bappeda) responded that they have done land

acquisition process for WWTP. He then asked Dinas

PUPR to explain the current status of WWTP in which it

is found that there is no decision yet on the access road

to WWTP. The old access still exists, the new access is

still under review and consideration.

3 Bu Vicki (PISC) presented her presentation file on the

status of Social Safeguard (as of October 2018). It is

mentioned that:

- The land acquisition for WWTP (27 land owners) has

been completed. The new issue is regarding the

access road.

- The inventory of temporary AH and AP need to be

conducted (survey and identification how many AH

and AP temporarily affected by construction along

the CWS network/pipe alignment). The public

consultation / socialization also needs to be

conducted, especially regarding construction

impacts and mitigation measures

- The 2nd Semi Annual Involuntary Resettlement

Monitoring Report needs to be submitted by January

2019. LPMU shall provide the data for this.

4 Pak Kautsar (Bappeda) expressed about the survey and

census that need to be carried out to the AP / AH. It

needs to be conducted after getting the final design of

the pipe alignment.

Bu Vicki then responded in addition to that, we also

need to address the construction impacts and

mitigation measures with the APs/AHs before start of

construction for example, construction will disturb the

accessibility and their business.

5 Pak Aribudi (Land Agency of Pekanbaru) responded that

the land purchase for the 27 land owners has been

completed, and all documents has been handed over to

the PISC. However, there is no detail information on the

number of trees, type of trees, etc. in which Pak Aribudi

said he will give the data later tomorrow (26 Oct 2018)

in his office.

He also mentioned in the past there were Pak Supriyadi

(ADB consultant) that conducted socio- economic

interview to the land owner, so he might probably have

the data we requested. Furthermore, he also mentioned

the name of Pak Suganda (ex – RW) who knows the story

of land acquisition process at that time.

For the pump station (1,800 m2), he stated, the city

government has allocated the budget to the revision of

APBD 2018 with the amount of IDR 900,000,000. The

issue on this is they need to complete the measurement

requirement to BPN, however, the owner of this land is

not available at the moment. The certified independent

appraisal team has been formed in October 2018. It is

targeted to be completed in November 2018. The

estimated price for this land is not known yet, it will be

known after deliberation. The appraisal team has not

yet submitted the official report, it could be submitted

by November 2018.

Pak Aribudi is requested to send the socio-economic

questionnaire to his email again. He will facilitate the

interview with the pumping station land owner.

6 Pak Kautsar (Bappeda) then asked about the

compensation for temporary AP/AH. How about it?

Bu Vicki (PISC) responded that there are 2 types of APs:

1. Permanently affected: by replacement cost

2. Temporarily affected: along pipe alignment

We need to address to the AP/AH, how is the mitigation

in order to minimize the construction impact to their

business. The impacts are divided into full impact and

partial impact.

There are two types of pipe construction, open cut and

pipe jacking. We need to identify which areas using

open cut and which areas using pipe jacking. We need

to address the technical aspect, construction impact,

and mitigation of these to the AP/AHs.

7 LARP document of Pekanbaru Table 6.2 Budget shall be

updated. The Bappeda cannot decide the allocated

budget for LARP. They need to discuss internally among

them. In regards to this budget, it is also need to know:

- how much the budget has been used?

- Who monitor this budget allocation?

- The budget for social safeguard monitoring data

also needs to be accommodated in the updated

LARP budget.

Capacity Building on LARP and Updating LARP

8 Before the capacity building carried out, PISC refreshed

the meeting’s participant with the ADB Social Safeguard

Policy.

9 Bu Budi (PISC) presented the old LARP prepared by PPTA

Consultant in 2012. Bu Budi then explained one by one

the definition of terms found in LARP document.

In the LARP document, there was an issue on income

restoration program, one AP will lose 41% of his income

(how this been solved?). Bappeda is suggested to

discuss with this one AP. It is needed to know the

current socio-economic condition of this AP. If the socio-

economic condition of this AP is better, then there is no

need to do future monitoring.

However, this is unknown yet. Pak Aribudi or Pak

Suganda (ex RW) may know about this.

10 Regarding LARP, we also need to know the existence of

vulnerable group in the area at WWTP & Pipe Alignment

sites.

11 Regarding the name of village stated in LARP 2012, it

needs to be updated into LURAH, because village is no

longer used and no longer exist.

12 Bu Vicki and Budi (PISC) then explained about the

importance of Public Consultation. The public

consultation needs to be carried out not only during

preparation planning, but also before and during

construction and operation & maintenance. The report

of public consultation is also important to be

documented.

Regarding the LARP monitoring document, it is still need

to be monitored post project implementation semi-

annually for 2 years or so until resettlement and income

restoration program have been fully implemented and

other project impacts have been fully mitigated.

13 In the LARP document, there is subchapter of Grievance

Redress Mechanism (GRM). PISC then asked about the

GRM implementation in Pekanbaru so far. Has this been

implemented? The GRM in the LARP is still general, it

shall be specific and concrete for implementation.

among LPMU regarding this. Bappeda (as a chairman of

LPMU) will follow up on the matter of:

- Determination of focal point of GRM

- The mechanism of GRM

- Who will monitor and be responsible for the GRM

14 The next chapter in the LARP document is about the

legal framework, which needs to be updated based on

the recent and current ADB and Government of

Indonesia’s Regulation.

The project commitment and policy in LARP document

shall be guidelines for the institution conducting Land

Acquisition.

15 The discussion then moved to Entitlement Matrix. There

are few discussions in the entitlement matrix:

- Regarding illegal street vendors, based on ADB

safeguard policy, the illegal shall be accommodated

as well.

- The disturbance of business, the compensation will

be paid based on lost daily income.

- The compensation of the AP/AH not only in the

form of CASH. The compensation for illegal street

vendors shall be the same with the legal one (no

difference).

- The discussion or disclosure to the AP/AH needs to

be carried out soon, because the construction is

going to be started.

- The compensation for the AP/AH needs to be

discussed internally among LPMU

A Alternative Pipeline

1. Mr. Andrew was showing three drawings that

reflect current inlet pipe and road alignment for

Pekanbaru and described that the existing road is

not on piles – PISC analysis tells that all structures

at the plant site should be on piles if they are to last

and assuming that it need to build a new road on

piles, the capital cost will be very high. The total

road length from the pump station is about 800

meters long and any shortening of the road carries

a significant cost benefit (2 alternative proposed).

2. Basically Pa Yenny and Pa Riza had no objection

revise the pipe laying for inlet pipe to get more

efficient cost, but it should be planned carefully for

access road, considering this requires land

acquisition which should be discussed with the LG,

and the LG may object if there has to be land

acquisition, while they have prepared the access

road to the WWTP location even though it is

technically not feasible because it is not supported

by the right road construction.

3. Bu Asri said that realizing this plan would take a

long time starting from surveys, LG approval,

community approval and pipeline redesign. While

ADB's approval for the NC package will be released

soon, and PISC is asked to use the old design and

still prepare the design and calculation of costs for

the proposed alternative pipeline (pro-con table)

4. PISC was asked to conduct a field survey to ensure

the possibility of transferring the pipeline could be

done technically.

B DNP clause for B1’s SBD

1. Mr. Seamus proposed the addition of DNP to 2-

year period for:

Ensure the final commissioning process occurs

at the maximum capacity (although not 100%)

that can be achieved related to the volume of

wastewater.

Ensuring the growth of biomass is sufficient for

the biological processing to take place

perfectly.

If this is accepted then a Loan extension is required

until December 2023 and not 2022 as CPMU will

propose to ADB.

2. Bu Asri said that if the Loan extension was only to

accommodate this issue, it would be difficult to get

ADB approval. The solution that can be done is to

transfer LG's additional 1-year financing obligation

and this is stated in the Contract.

2. Instead of extending DNP due to minimal waste

water volumes, Pa Evry suggest that the funds that

the contract should be used should be diverted to

increase the target of installing house connections

until December 2022. The target of 13,000

connections to LG's obligations will be assisted by

the APBN, so that in the first year at least there is

an installed connection of 1,000 + 3,000 financed

by the Project. But this should be done with the

amendment of the Agreement between PUPR and

LG related to the connection installation

commitment.

5. Additional input to Process Specialists and Civil

Specialists should be accompanied by strong and

accurate justification. Likewise, the role of the

National Procurement Specialist should be clarified

(including assignments related to contractual and

contractor claims) if it is to be mobilized until the

end of the project.

A Bidding Documents

1. Mr. Seamus explain the background of all

package especially Package B1. The main issue is

the peak factor for design flow that too high.

And opposite to that the initial flow for WWTP is

very low at the end of construction.

2. The consultant plans to commission the WWTP

units in stages per module due to the minimum

flow that goes into the WWTP. For example,

there are 4 Aeration Tank units that will be

tested and commissioned for 12 months as

follows: AT1 for 3 months, then AT2 for 3

months, AT3 for 3 months, and finally AT4 for 3

months.

3. Bidding Documents for Design and Build

Package B1 prepared by the PISC and in

coordination with ADB's Procurement Specialist

in Jakarta turned out to be wrong. ADB Head

Office has a special document (2017 issue) and

Vijay requests a Bidding Document that has

been sent to be replaced immediately and sent

back to ADB no later than November 9. Vijay will

send the file to the CPMU and PISC as a

4. Related to the response from ADB for B2 and NC

packages, where there was still no agreement

related to Price Adjudication and Contingency, It

was agreed by the ADB and CPMU to eliminate

the Price Adjudication and Contingency clauses,

and PISC was asked to check the consistency of

each part. The revised results of the Bid

Documents will be sent to ADB no later than

November 5, 2018.

B House Connections

1. The CPMU is concerned that the installation of

connections by the Local Government cannot be

achieved in accordance with the Cooperation

Agreement between PUPR and the Local

Government. For this reason, an additional

commitment from PUPR will be planned from

the initial number of 1,000 pilot projects to

3,000-4,000 at the beginning of the year. This

will be discussed with the Director of PPLP for

approval. 2023 and not 2022 as CPMU will

propose to ADB. The budget for additional SR

will from Contract Addendum (max 10%)

2. ADB will encourage CDTA Consultants to be

more active in disseminating information to the

community to get more connection

commitments than planned. PISC and CDTA in

order to coordinate more in an intensive

manner to ensure that the socialization process

by the Local Government can run maximally

captures the commitment of the population.

3. ADB was informed that CDTA had calculated the

estimated waste water tariff to be paid by the

community in 2-3 year after the construction

was completed. In Year 1-2 people are exempt

from payment.

4. Another solution is to maximize the installation

of commercial connections at the beginning of

the year so that it can produce higher flow.

Installation of house connections will be carried

out at the beginning of the project but only until

the inspection chamber (IC), while installation

until inside the house will be done as soon as the

WWTP is finished

1. Director PPLP has sent 3 letters regarding the

commitment of LG’s Jambi to the project

especially concerning land ownership certificate

for WWTP and Pumping Station and progress of

purchase of Access road to Pumping Station. But

no official respond from Mayor, but informally

there has been an agreement between the

Director and the Mayor to continue the project.

CPMU believe Jambi can fulfil the commitment

before the end of this year.

market for this project in order to get more

qualified contractors.
