    1.0 Monthly Report Overview

    This report1 provides the monthly update on the following projects associated with the Muskrat Falls development:

    the 824 megawatt (MW) hydroelectric development at Muskrat Falls (the Muskrat Falls hydroelectric generating facility);

    two 315 kilovolt (kV) High Voltage alternating current (HVac) transmission lines between Muskrat Falls and Churchill Falls (the Labrador Transmission Assets); and

    the 1,100 km long High Voltage direct current (HVdc) transmission line between Muskrat Falls and Soldiers Pond (the Labrador-Island Transmission Link).

    The report includes details on construction and procurement activities, construction costs, safety and environmental activities, and details on stakeholder and community consultation and engagement initiatives during the reporting period. The report also provides detailed statistical tables summarizing employment and expenditure benefits generated from the Muskrat Falls development.

    This report covers the activities for the month of April 2014. Construction work during this period primarily took place in Labrador at the south side of the Muskrat Falls hydroelectric generating facility (including reservoir clearing), at Shoal Cove and Forteau Point in the Strait of Belle Isle (SOBI), along the transmission right-of-way clearing between Muskrat Falls and Churchill Falls, at the Churchill Falls plant, at Soldiers Pond on the Avalon Peninsula, as well as Engineering and Design and Project Management activities, which occurred primarily in St. Johns.

    2.0 Highlights this Month

    Highlights during the month of April include:

    Successfully completed horizontal directional drilling for the three boreholes required in Shoal Cove on the Newfoundland side of the Straits on schedule.

    The first major construction activity related to the Muskrat Falls Project on the Avalon Peninsula commenced in April at Soldiers Pond, approximately 30 km west of St. Johns. On April 15, site preparation and development got underway for a new converter station, switchyard and synchronous condenser facility at Soldiers Pond.

    Tower steel assembler, construction craft worker and scaffolding training began at the College of the North Atlantic in Happy Valley Goose Bay. These programs are sponsored by the Labrador Aboriginal Training Partnership.

    3.0 Construction Update

    3.1 Muskrat Falls Hydroelectric Generating Facility

    Astaldi Canada, the main contractor for the intake, powerhouse, spillway, and transition dams, was continuing with mobilization and set up of offices and temporary facilities at the contractors lay down area as well as at the intake/powerhouse and spillway sites. Extension of the construction power distribution to the batch plant and laydown areas has commenced and foundation preparation has begun at the spillway with two tower crane bases complete and ready for concrete. Aggregate crushing and screening plant is continuing, with intermittent operation of the crusher during April. The permanent batch plant has been delivered to site and installation began. Dewatering in the powerhouse and spillway excavations continues along with overall maintenance of the site road infrastructure. Foundation preparation for the Integrated Cover Structure (ICS) at the powerhouse and intake is ongoing.

    Design and manufacturing of the turbines and generators by Andritz Hydro Canada is proceeding on schedule. During April, the first runner hub and two turbine shafts were shipped and generator manufacturing commenced in China. Manufacturing of the primary anchor materials for the spillway is continuing by Andritz Hydro Canada for the supply and install of the powerhouse hydro-mechanical equipment. The first set of spillway pier anchors was delivered and turned over to Astaldi Canada in April.

    Construction of the new 1,500 person construction camp at Muskrat Falls continued throughout April by Liannu Limited Partnership and camp construction is almost complete. Construction of the kitchen, dining and recreation complex is nearing completion and will open in May 2014.

    Foundation work continued in April for the sports complex at the Muskrat Falls site camp.

    Commissioning of new kitchen equipment continued through April.

    Construction of the administrative buildings by Opron Construction continued to progress during April, with outfitting of all major buildings including the materials testing laboratory, fire and ambulance shelter, security building, and camp maintenance building. Preparation has commenced for the site administration complex and all modular units are currently awaiting installation on site. Foundation installation also began for the sports complex.

    3.2 Labrador Transmission Assets

    Clearing for the HVac right of way (ROW) is proceeding under the direction of Johnsons Construction. The ROW clearing for the transmission line between Muskrat Falls and Churchill Falls is proceeding ahead of transmission line construction.

    The contractor for the HVac transmission line erection, Valard Construction, is continuing with mobilization efforts including set up of modular offices and camp facilities in the vicinity of the North Spur. Work has commenced on development of access routes along the transmission line ROW. The contractor is scheduled to commence major construction activities in May 2014. The first towers for LTA are expected to be erected in the coming months.

    The 150-person temporary camp was completed at the Churchill Falls switchyard site and is currently occupied with Johnsons Construction personnel engaged in the HVac transmission line clearing operation.

    The contractor for bulk excavation and grading of the new Churchill Falls switchyard, Johnsons Construction, is currently making preparations to re-mobilize in May 2014.

    The Labrador marshalling yard operation is ongoing and is ready to support the HVac transmission line construction activities. Materials have been received for the HVac transmission line including steel towers, foundations, hardware, guy wire and conductor.

    3.3 Labrador-Island Transmission Link

    Construction of the Strait of Belle Isle (SOBI) marine cable crossing is progressing as planned at Shoal Cove, on the Newfoundland side of the SOBI crossing. At the end of April, horizontal directional drilling for the three boreholes required in Shoal Cove was successfully completed on schedule. With that work completed, equipment was loaded on a barge and transported across the Strait to Forteau. Direct Horizontal Drilling will begin planned drilling activities in Forteau following the complete set up of the drilling equipment.

    The first major construction activity related to the Muskrat Falls Project on the Avalon Peninsula commenced in April at Soldiers Pond, approximately 30 km west of St. Johns.

    On April 15, site preparation and development got underway for a new converter station, switchyard and synchronous condenser facility at Soldiers Pond, where energy produced at Muskrat Falls and transmitted across the Labrador-Island Transmission Link will ultimately be distributed to homes and businesses on the islands electricity system. The site preparation work is being carried out by H.J. OConnell Construction Ltd. of St. Johns, NL.

    Site development at Soldiers Pond is expected to take approximately six months to complete and will include activities such as clearing and grubbing, excavation, site grading and construction of a new access road to the site.

    4.0 Procurement

    Detailed information on procurement activities during the month is provided in Section 11.2 of this report and includes listings of contracts awarded during the reporting period, as well as issued and upcoming requests for proposals. Appendix B lists the successful bidder(s) for all contract packages awarded since Project sanction.

    The following is a description of some of the key contract packages that were awarded by project component in April 2014. Information on forecasted, issued and awarded contracts is also available on the LCP project website at: https://muskratfalls.nalcorenergy.com/procurement/.

    4.1 Muskrat Falls Hydroelectric Generating Facility

    Supply and Install Powerhouse Elevator ThyssenKrupp Elevator (Canada) Limited.

    There are several major construction contracts for the Muskrat Falls hydroelectric generating facility that are pending award.

    There are several major construction contracts for the Labrador-Island Transmission Link pending award. Construction activities for work in progress remain in the early stages.

    5.0 Construction Cost Summary

    The projects were sanctioned in December 2012 with direct capital cost of $6.2 billion plus financing costs to be capitalized during the period up to in-service. In determining the least-cost option to meet the provinces future energy needs, $6.2 billion in direct capital costs and estimates for all financing and operating costs were incorporated into the economic analysis.

    5.1 Monthly Expenditure Overview

    Total expenditures for the Muskrat Falls Project were $45 million in April 2014. This includes over $33 million to Newfoundland and Labrador businesses, representing 75 per cent of all project expenditures for the month.

    Over $16 million of the total expenditures were spent on Labrador businesses, representing about 37 per cent of total project expenditures during the month.

    Detailed expenditure information is provided in Section 11.1 of this report.

    6.0 Safety and Environment

    6.1 Safety

    The Safety Incentive Program Standard was approved for implementation at all work sites and a Health and Safety Performance Recognition Program was developed and approved for implementation at all construction work sites. The program is designed to promote the importance of maintaining a strong safety culture, the project's values, and health and safety performance expectations. Performance incentives will be put in place to encourage the recognition of team members for their positive contributions and exhibited behaviors in support of the project's safety culture and to encourage others to participate. The program is expected to be rolled out in the second quarter of 2014.

    BeSafe Training sessions continued at the St. John's project office. BeSafe training sessions commenced for all project team members in February and will continue until all team members have participated. BeSafe is a behavior-based safety program designed to develop skills in employees so they can have respectful safety discussions with others. It is part of a corporate safety culture initiative aimed at strengthening personal responsibility for safety and provides a standard conversational structure with which respectful discussions can occur around positive safety behaviours or potentially unsafe behaviours.

    6.2 Environment

    During April, environmental monitoring and reporting continued at all construction sites. Other noteworthy progress included:

    Finalization of regulatory permit applications for the HVdc transmission line;

    Completed and received approval for the Environmental Protection Plan for the Soldier's Pond Site;

    Started preparation work for the spring Avifauna (bird) survey program along the transmission lines and reservoir.

    7.0 Employment, Benefits and Community Engagement

    This section provides information on employment benefits generated during the month as well as details on some of the community consultation and engagement activities undertaken during the month. Some of these activities are part of commitments made by LCP through the Benefits Strategy with the provincial government, the Impacts and Benefits Agreement (IBA) with Innu Nation, the Gender Equity and Diversity Program, in addition to provincial and federal environmental regulatory commitments.

    7.1 Employment Highlights

    Following is the employment information for the projects in April 2014. Detailed employment information and statistics are outlined in Section 10.

    In April, over 261,900 hours were worked by 1,785 individuals on the projects, including over 193,900 hours of work in Labrador.

    During the month of April, 1,527 residents of Newfoundland and Labrador were employed on the projects, representing 86 per cent of the total persons employed.

    In April, there were 1,263 people working in Labrador, of whom 548 were Labrador residents (about 43 per cent). Of these 548 Labrador residents, 285 self-identified themselves as a member of a Labrador Aboriginal group (about 52 per cent). Another 7 Labrador residents were employed on the island portion of the province.

    In April, a total of 607 people received orientation training at the Muskrat Falls generation site (368), Transmission work site in Labrador (163), Soliders Pond work site (64) and Churchill Falls work site (12). To date, 5,419 people have received orientation training across all work components of the project.

    7.2 Recruitment Activities

    During April, employers working on the projects conducted 800 searches on the muskratfallsjobs.com online database seeking potential workers for the project. The number of candidate profiles in the employment database grew to over 21,000 by the end of April.

    7.3 Training and Development

    7.3.1 Construction Safety Training

    Planning took place for an upcoming Safety Suite, a week of relevant safety courses for Labrador women who are not eligible to receive funding from the Labrador Aboriginal Training Partnership. This free safety training program offered by LCP will include eight days of safety courses for up to 20 women. The courses will take place in May 2014.

    7.3.2 Innu Cultural Awareness Training

    To ensure a safe and respectful workplace, all workers complete mandatory training in cultural awareness and gender sensitivity, diversity, equity, respectful workplace and inclusion. To ensure all workers on the Muskrat Falls site have a better understanding of the Innu culture, training is developed and delivered by a qualified Innu business from Sheshatshiu, with a program that was created specifically to meet LCP requirements. This training is mandatory for all employees and workers.

    In April, a total of 381 people received training, bringing the total number of people trained to date to 2,977 people. Cultural awareness training is incorporated into the LCP and site orientation sessions.

    7.3.3 Innu Workplace Orientation

    A workplace orientation was developed specifically for Innu workers to ensure they fully understand how a construction project works and corporate standards, policies, procedures and site rules. The purpose of the initiative was aimed at retaining existing Innu workers as well as preparing potential Innu workers for employment on the project. Sessions began in January 2014 of this year with additional sessions for potential employees participating in LATP sponsored programs which began in March. To date, 103 Labrador Innu have received this training.

    7.3.4 Labrador Aboriginal Training Partnership Support (LATP)

    In the month of April training programs began for Tower Steel Assembler, Construction Craft Worker and Scaffolding at the College of the North Atlantic in Happy Valley Goose Bay. Truck Driver and Rebar Training programs are ongoing.

    7.4 Gender Equity and Diversity

    7.4.1 Women and Aboriginal Employment

    In April, 321 women were working on all project components, comprising about 18 per cent of the total workforce. Of these, 124 were working in construction, 34 in engineering, 81 in project management, and 82 in project support. Of the 321 women working on the project, 293 of these women are Newfoundland and Labrador residents, and 138 of these women are residents of Labrador.

    7.4.2 Childcare Survey

    LCP participated in a survey on childcare for industrial workers, as part of a project by Women In Resource Development (WRDC). The Benefits, Communications and Human Resources teams worked to ensure that all workers on the project were able to access the survey and participate in the data collection.

    7.4.3 Focus Groups on Labrador North Coast Women

    WRDC organized two evening focus groups to reach out to tradeswomen from north coast communities. A female worker employed at Muskrat Falls was a guest speaker at both events. Nalcor provided a project overview and one on one sessions were held with attendees who were interested in employment with LCP.

    7.4.4 Promoting Women in Trades on the Lower Churchill Project

    LCP, in partnership with WRDC, continued to promote the Women Can campaign. The poster series highlights the achievements of Newfoundland and Labrador women in trades and technology who are working on the Muskrat Falls construction site. A total of 27 women were interviewed and photographed for a recruitment package to encourage more women to seek employment on the project. The poster series was unveiled at the CNA Happy Valley-Goose Bay campus in late March.

    LCP continued to distribute the posters to its worksites, CNA and to other stakeholder groups throughout the month. Two examples of these posters are present below.

    7.4.5 Participation in Aboriginal Youth Conference

    LCP presented at the Women in Science and Engineering (WISE) Aboriginal Youth Ambassador Conference held in Happy Valley-Goose Bay on April 10-13. Janessa Saunders, Field Engineer for Liannu (the contractor building the accommodations complex at the Muskrat Falls site) talked about her work on the Muskrat Falls Project, provided an overview of what engineers do, and how youth can pursue a career in engineering.

    Approximately 12 youth from across Labrador attended the conference, which aimed to encourage youth to consider education and careers in science and engineering.

    7.4.6 Construction Site Visits

    Benefits and Communications team members made scheduled monthly visits to all sites, including the

    Muskrat Falls hydroelectric generating site, Johnson's Construction and Valard sites, as well as the LCP

    Marshalling Yard. The purpose of the visits is to meet with the female workers and to work with camp

    staff to ensure a safe and welcoming environment for female workers. Each site offered tours,

    presentations and opportunities to visit the living, recreational and dining facilities. Monthly follow up is

    planned.

    7.4.7 Persons with Disabilities

    LCP is working with contractors, unions, and community groups to develop a strategy to accommodate

    persons with disabilities who are interested in employment opportunities with LCP.

    7.5 Labrador Innu Initiatives

    7.5.1 Impacts and Benefits Agreement (IBA) Implementation Activities

    The joint Innu Nation-Nalcor Innu Business Development Advisory Committee met on April 9 to review

    contracts which have been awarded to Innu businesses by LCP and to discuss avenues by which Innu

    businesses can pursue subcontracting opportunities on project.

    The joint Innu Nation-Nalcor Environmental Management Committee met to review environmental

    effects monitoring plans for moose, furbearers, seals and birds. The Committee also discussed Innu

    involvement in the upcoming Human Health Risk Assessment program.

    The 2014-15 Tshiashkueish Lower Churchill IBA Scholarships for Innu students have been advertised.

    Award winners will be selected by the joint Nalcor-Innu Nation Tshiashkueish.

    7.5.2 Procurement

    Labrador Catering Limited Partnership was awarded the contract to provide camp services in Churchill Falls. This contract includes the provision for camp management and administration, catering services, housekeeping and commercial laundry services, janitorial services, maintenance, waste collection and disposal, camp security services and snow clearing/ice removal services. This contract was awarded to an Innu business joint venture in accordance with the process prescribed in the Innu IBA.

    7.6 Community Engagement

    7.6.1 Business Development

    On April 9, 2014, the Innu Business Development Advisory Committee (IBDAC) met to discuss the supply of goods and services by Innu companies. An update on project procurement was provided and the committee discussed recently awarded IBA packages and the recent contract awarded to Valard, as well as work in the Strait of Belle Isle. The next IBDAC meeting is scheduled for July 2014.

    7.6.2 Community Presentations

    On April 2, Gilbert Bennett, Vice President, Lower Churchill Project, presented to students and faculty of MUNs Faculty of Engineering and Applied Science Department, as well as member of the general public. This event, hosted by MUN, was part of the Speaking of Engineering Lecture Series. Gilbert Bennett provided on update on the Lower Churchill Project and took questions from the audience on the project.

    On April 13 Nalcor met with the Forteau Town Council to discuss the recent award of the Rock Supply and Install contract to Tideway and the associated quay and quarry to be constructed in Forteau. After the meeting with council, Nalcor hosted a public information session at the Forteau Town Centre, with contractor Tideway, to provide details on the work to commence in the area and to answer any questions local residents had. Approximately 100 residents attended the session.

    7.6.3 Public Inquiries

    LCP has established multiple venues for members of the public to ask questions, seek employment information, and get details about the Muskrat Falls development. LCP has a website for people to apply for jobs (muskratfallsjobs.com) as well as a website that provides information on project construction activities (muskratfalls.nalcorenergy.com). In addition, people can contact LCP through the toll-free number or email or by dropping into the project office in Happy Valley-Goose Bay.

    During the month, LCP employees in Happy Valley-Goose Bay met face-to-face with more than 100 people, in addition to answering over 500 inquiries. The majority of inquiries during the month were regarding employment opportunities with the project.

    7.7 Community Investment

    LCP is committed to giving back to the communities in which it operates and where its workers live. As part of the corporate community investment program, LCP makes investments in Labrador to help ensure Labrador-based organizations and events remain vibrant and have a positive impact on the community overall. The following are some of the initiatives supported in April: As part of National Volunteer Week, Nalcor once again sponsored the Happy ValleyGoose Bay Community Awards which recognizes volunteers throughout the community for their dedication in serving the community. Nalcor has sponsored this event for the past several years. To ensure the senior citizens of Cartwright remain active in their community, Nalcor partnered with the local 50+ Club to provide an accessible van to safely transport seniors around the community to events, functions, appointments, and other destinations. Whether it is a community or a person in need in central Labrador, the Salvation Army is always one of the first responders to provide assistance. Through their Community and Family Services program, the Salvation Army relies on community support and donations to ensure they can effectively respond to

    people in need. 100 per cent of the funds they raise, mostly from their annual Christmas Kettle Campaign, go back into providing support to the community and people in need. In April, in Happy ValleyGoose Bay, the Salvation Army was monumental in ensuring over 30 displaced people in need were attended to, fed and housed all within 48 hours. To help support the valuable work the Salvation Army provides to the region, Nalcor donated $5,000 to the Community Family Services program.
