1.0 Project BackgroundAndhra Pradesh (AP) state has one of the longest coastal belts in India. Out of 67,362 Km of road network in the

state, the nine coastal districts cover 26,000 km of road length. Every year during the period of April-May and

September-December, cyclonic situations set in to the Bay of Bengal. With the recent changes in climatic conditions,

the catastrophic events are increasing resulting in very devastating cyclones like Laila, Jal etc where the loss is

enormous. In the 97 years ranging from 1892 to 1989, there were as many as 67 cyclones within the State.

It is essential to provide safe residential accommodation to the vulnerable population during any eventuality or

disaster due to natural calamities such as cyclones and associated tidal waves and storm surges. The project is

formulated based on experiences of Government of Andhra Pradesh in mitigating such disasters during the past and

also keeping in view the existing facilities available in the project area in Andhra Pradesh.

The Government of India has applied for a credit of US$ 255 Million equivalent from the International Development

Association (IDA) toward the cost of National Cyclone Risk Mitigation Project (NCRMP), and it intends to apply the

proceeds to payments for goods, works, related services and consulting services under this Project.

National Cyclone Risk Mitigation Project (NCRMP) – Project Implementation Unit (PIU), Andhra Pradesh,

headquartered at Hyderabad has invited the consultants to submit proposals for providing the consultancy services for

Third Party Quality Audit for 9 coastal districts namely Srikakulam, Vijayanagaram, Visakhapatnam, East Godavari,

West Godavari, Krishna, Guntur, Prakasam and Nellore. The project “Construction of Multipurpose Cyclone

Shelters, Roads to Cyclone Shelters, and Roads to habitations and Roads & Bridges under NCRMP” is

funded by International Development Association and received through Government of India. This consultancy is

envisaged to audit the quality of works being implemented by various line departments working under PIU. The

number of works under progress / for which agreements are concluded in each district is shown in the table below.

2.0 Third Party Quality Audit Consultant.

To provide Consulting Services of Third Party Quality Auditor for Construction of Multipurpose Cyclone Shelters, Roads

to Cyclone Shelters, Roads to habitations, and Roads and Bridges under NCRMP in 9 coastal districts The

Commissioner for Disaster Management & Project Director, Project Implementation Unit (PIU) NCRMP has selected

Egis International in JV with Egis India Consulting Engineers (I) Pvt. Ltd. On 31st May’2011, the Contract for

Consultancy Service was signed between The Commissioner for Disaster Management & Project Director, Project

Implementation Unit (PIU) NCRMP and the Egis International in JV with Egis India Consulting Engineers (I) Pvt. Ltd.

5.0 Progress of NCRMP works:

The district wise progress of works is shown below. The works in the West Godavari are not started and the works inKrishna District has just started. At many places the first milestone is completed but works are not started. The linedepartments are to analyze the reasons for the slow progress and if necessary penalty for the slow progress as perthe agreement conditions should be imposed.

6.0 District wise status of tests conducted by TPQA:

Apart from monitoring the tests being conducted by the implementation team (contractors & Line department) at various

stages, the Third party Quality Audit team also conducted tests to confirm its compliance with the standards. These tests are

carried out in the site itself and in some cases samples are collected and testing done in outside laboratories. The details of

tests conducted in the field till end of March 2013 are presented.

4 Construction/Labour Camp

a) Location: The camp and plant site/s location and establishment shall bedone in a manner that does not interfere or disturb the activities of localinhabitants, particularly those of schools and health facilities. Writtenpermission (no objection certificate) shall be taken from the Gramsabhaand the land owner prior to location selection and a copy shall be submittedto the Engineer approval.

b) Camp site shall not be located within 250mts. From a water bodyincluding village ponds. 3 3

c) A distance of at least 500mts. Shall be maintained fromdesignated/protected natural habitats (such as National Parks, Sanctuaries,Biosphere Reserves, Reserve Forests and Ramsar Sites) and CoastalRegulation Zone.

b) Accommodation and Basic Amenities: All weather shelter with therequired tenement size and toilets shall be provided, as per provisions ofLabour Laws. Separate toilet facilities shall be provided for women workers.If a common mess is not provided/operated additional space for cookingshall be provided. The contractor shall ensure that hygienic conditions aremaintained during the operation of such camps/facilities.

c) Fuel for Cooking: The Contractor shall ensure that fuel wood is notused as a cooking medium in the construction /labour camp. 3 3

d) Potable water supply: Drinking water supply of at least 40Ipcd with therequired supply points shall be provided. 3 3

e) Fire Safety: Adequate fire safety precautions shall be taken andrequired fire safety equipment (such as fire extinguishers) shall be providedby the contractor.

5 Site Clearance

a) NO tree cutting is to carried out without the written instruction from theEmployer, who in turn will ensure that relevant regulatory permission/s(including those from Forest Dept., if required) are obtained prior to cuttingof such trees.

b) The non-timber grade trees are to be stacked and possession is to begiven to Employer/concerned Govt. Department. 3 3

c) The Contractor shall strip, store and preserve top soil from the site ofconstruction work and in the stock yards prior to stacking of materials. Thetop soil shall be reinstated in the cyclone shelter compound after theconstruction is over.

6Protection ofProperties andResources

The Contractor shall take due care to protect and prevent damages to thefollowing resources during preparatory and construction work:a) Water supply lines 3 3b) Irrigation canals 3 3

c) Cart, cattle and/or foot trail/tracks 3 3d) Cultural properties and sites/structures of religious importance 3 3e) Houses, Farmlands, Orchids and/or Trees. 3 3f) School and other existing buildings adjacent to the site ofconstruction. 3 3

In case of damage due to construction activity, the restoration/repairs shallbe carried out by the contractor at his own cost. 3 3

7 Quarry OperationsThe Contractor shall procure material from quarries that have beenapproved/licensed by the State Govt. A copy of such an approval shall besubmitted to the Engineer prior to procuring material.

8 Borrow Areas

a) Borrow areas for the project will be selected by the Contractor followingthe stipulations given below: The finalisation of all such locations shall bedependent on the approval of the Engineer on technical and environmentalgrounds. This includes on-site verification to cross-check the accuracy ofdetails provided by the contractor. Only after receipt of the written approvalfrom the Engineer, the Contractor shall enter into a formal agreement withlandowner.

b) The Contractor shall not procure any kind of construction material (suchas aggregates, sand and earth) from ecologically protected areas. 3 3

c) Identification and Selection:1. The borrow area should not be located in agriculture field’s/ unlessunavoidable i.e. barren land is not available. In case borrowing needs to bedone on an agricultural land, top-soil stripping, stacking and preservation ismust.

2. Borrow pits shall not be located within a distance of 100mts. From anyNH, SH or other roads. 3 3

10Safety of RoadUsers and LocalResidents

a) Traffic safety arrangements (including provision of warning signage,speed breakers etc.) shall be made by the contractor to ensure safety ofroad users and local people, particularly in the internal village roads whichwill be used for transporting materials.

11 Worker’s Safety

a) All measures required for ensuring safety and health of the workersshall be taken up by the Contractor. This includes provision andenforcement of appropriate personal protective equipment; first aid facility;emergency response arrangement; proper storage of hazardous/toxic andpolluting materials and; measures for ensuring fire electrical andmechanical safety arrangements in camp and in work site.

b) All methods steps and measures are required for ensuring safety ofworkers, particularly those needed while undertaking work in or aroundexcavations; workings at height; and; while handling inflammable, toxicand/or hazardous materials shall be ensured by the contractor.

c) Material safety data sheet record of fuel and other inflammablechemicals shall be maintained at the site. 3 3

12 Air pollution a) Wind barriers or screens shall be provided in the downwind directionat air pollution causing sources like plant sites and fine material storagestock yards

b) Fugitive dust emissions have to be eliminated by providing dustsuppression/control measures, such as water sprinkling and cover onmaterials, based on activity and site conditions.

c) All plants and equipment shall comply with pollution control norms. 3 3d) Water shall be sprinkled at least twice during dry day on haulageroads passing through or near settlements(including at least 100m beforethe settlement)

13 Water Pollution

a) All measures (including provision of temporary silt fencing to controlsediment run-off) required for avoiding adverse impacts to water bodies(such as ponds, streams, canals and rivers), water sources (such as handpumps and wells) and adjacent farmland shall be undertaken by theContractor.

14 Noise Pollution

a) All noise causing activities shall be stopped during night time (9.00PM to 6.00 AM). The Contractor shall schedule construction works inconsultation with local Panchayat Authority and School Principal to ensureleast disturbance to school children and other adjacent residents.

b) Ear plugs shall be provided to the labour facing risk from high noisepollution such as plant site and those working near generators, heavyequipment /machinery.

c) Appropriate noise controlling devices including acoustic generatorsshall be used to minimise noise during construction work and operation ofcamp.

15 Disposal Debris/wastes

a) Debris and other construction waste, if any, shall be disposed inlocations pre-approved by the Engineer in a manner that it does notcontaminate the environment.

b) Location of Debris Disposal Sites: Debris disposal sites shall be locatedpreferably away from farmlands, water sources and water bodies. In nocase, debris shall be disposed within 500mts. of ecologically sensitive areas,including forests, wetlands and protected natural habitats.

16Restoration andRehabilitation ofSites

All work sites and areas under temporary use (including construction andlabour camps, plant, sites, haul roads and borrow areas) shall berestored/rehabilitated to a better condition (if not at least to its originalcondition) and to the satisfaction of the Engineer and land owner uponcompletion of construction work by the Contractor.

Completion of work(as covered under clause 55.1 of GCC) will also includecompletion of rehabilitation and clean-up of the work sites including camps,plants, in and around the construction site; disposal of debris/constructionwastes at pre-approved locations and; restoration of borrow areas andother sites/ locations used for material sourcing.

17 LiabilitiesAny liability arising out of Contractor’s agreement with landowners/ localpeople/gram panchayat (including those related to temporary use of land,water extraction and disposal of debris) shall be settled by the Contractor.

a) Location: The camp and plant site/s location and establishment shall bedone in a manner that does not interfere or disturb the activities of localinhabitants, particularly those of schools and health facilities. Writtenpermission (no objection certificate) shall be taken from the Gramsabha andthe land owner prior to location selection and a copy shall be submitted tothe Engineer approval.

4 Construction/Labour Camp

a) Location: The camp and plant site/s location and establishment shall bedone in a manner that does not interfere or disturb the activities of localinhabitants, particularly those of schools and health facilities. Writtenpermission (no objection certificate) shall be taken from the Gramsabhaand the land owner prior to location selection and a copy shall be submittedto the Engineer approval.

b) Camp site shall not be located within 250mts. From a water bodyincluding village ponds. 3 3

c) A distance of at least 500mts. Shall be maintained fromdesignated/protected natural habitats (such as National Parks, Sanctuaries,Biosphere Reserves, Reserve Forests and Ramsar Sites) and CoastalRegulation Zone.

The Contractor shall take due care to protect and prevent damages to thefollowing resources during preparatory and construction work:a) Water supply lines 3 3b) Irrigation canals 3 3c) Cart, cattle and/or foot trail/tracks 3 3d) Cultural properties and sites/structures of religious importance 3 3e) Houses, Farmlands, Orchids and/or Trees. 3 3f) School and other existing buildings adjacent to the site ofconstruction. 3 3

Only after receipt of the written approvalfrom the Engineer, the Contractor shall enter into a formal agreement withlandowner.

14 Noise Pollution

a) All noise causing activities shall be stopped during night time (9.00PM to 6.00 AM). The Contractor shall schedule construction works inconsultation with local Panchayat Authority and School Principal to ensureleast disturbance to school children and other adjacent residents.

b) Ear plugs shall be provided to the labour facing risk from high noisepollution such as plant site and those working near generators, heavyequipment /machinery.

Grama Sabhas for Community based Cyclone Shelter Management Maintenance WelfareCommittees (CSMMWC)As per the instruction from the Client, The field staff (Social) of TPQA Consultant are involved in organizing theGrama Sabhas to form committees for the cyclone shelters from 12-03-2013 to 25-03-2013 in Guntur,Machalipatnam, West Godavari and East Godavari districts. The Grama Sabhas were conducted smoothly and insome of the villages, the Secretary was unanimously elected by the local people. However, some suggestionswere made by the people during the Grama Sabhas which are as follows.

Suggestions made by the people in Grama Sabhas It will be better if some honorarium or incentive is provided to the Secretary. The Secretary alone cannot manage the shelter. He shall be associated with the VRO or the local

Panchayat Secretary. Then only the management will be strong. As the government is planning to keep equipment for cyclone warning and some utensils in kitchen to

cook during cyclone period, there is a need for a watchman who shall reside in the Cyclone shelter sothat there will be safety for the material and building.

During the cyclone, no electricity or solar system will work in the shelter. Some alternative arrangementshall be made for lighting in the shelter. There shall be provision for Generator.

Precautions for health and nutrition shall be made much before the rainy season.

In this regard, the field staff (Social) would like to make the following suggestions

Suggestions by the Field Staff (Social) The utilization of local knowledge and resources will be more useful and the people shall be

educated through Participatory Rural Appraisal (PRA) exercises. Already in the Grama Sabhas, the field staff (Social) suggested the health officials to chalk out a

program in their time sheet for health education The education on health and nutrition shall be regular as the ANM visits the villages regularly There is need to think about the cooking arrangements and food during the cyclone period The field staff (Social) also requested the Mandal level officials to organize some of their training

programs through cyclone shelters. In this regard, request was made to MPDO, FisheriesDevelopment Officer, PHC Doctor etc. and they agreed for the proposal. But formal suggestionshall be made from the government for more effective implementation of the program.

The Grama Sabhas for Community based Cyclone Shelter Management Maintenance WelfareCommittees (CSMMWC) in March month are started from 12-3-2013 in Guntur district. The MROs andthe MPDOs of the respective mandals along with other mandal level officials who are members in thecommittee also attended the Grama Sabhas. The field staff (Social) of TPQA Consultant, Mr.V.Srinivars, Communication Expert, NCRMP, A.P.Secretariat and N.Shyam Sagar. Field Coordinatior,PME, organized the Grama Sabhas. The public and local leaders of the respective villages also attendedthe Grama Sabhas. The details of the district wise Grama Sabhas coordinated by the field staff (Social)were as follows:
